VN-Index inches up in fourth gaining session

The index started off strong with a gain of nearly 10 points in the morning to hit the 1,990 range and stayed in the green mostly before plunging in the afternoon and closing with a 0.44-point increase, its fourth gaining session in a row.

Trading volume on the Ho Chi Minh City Stock Exchange (HoSE), on which the index is based, fell 4.7 percent to VND15.22 trillion ($659.5 million). The bourse saw 227 stocks gain and 190 lose.

The VN30 basket, comprising the 30 largest capped stocks on the HoSE, saw 12 tickers gain, led by TPB of private TPBank, up 6.3 percent to a new all-time high of VND29,750. The ticker has surged 8.8 percent in the last three sessions.

HDB of HDBank followed with a 3.5 percent gain. But unlike other private banking blue chips, the ticker has not been able to climb back to this year’s peak that it reached on January 15. It is still 4.5 percent away.

VRE of retail real estate arm Vincom Retail gained 1.3 percent, and HPG of steelmaker Hoa Phat Group rose 1.1 percent to another new peak of VND46,700.

VJC of budget airline Vietjet rounded off the top five with a 1.1 percent gain to its highest price since January last year, showing that it is now approaching pre-pandemic figures after going through major slumps in March and July last year.

On the losing side, GAS of the state-owned PetroVietnam Gas Jsc had a 1 percent fall, followed by MBB of Military Bank, down 0.9 percent and POW of electricity distributor PetroVietnam Power Corporation, down 0.8 percent.

Foreign investors were net sellers for the eighth session in a row to the tune of VND731 billion, highest in the last 11 sessions. Selling pressures were strongest on VNM of dairy giant Vinamilk, HPG and MSN of conglomerate Masan Group.

The HNX-Index for stocks on the Hanoi Stock Exchange, home to mid and small caps, fell 1.76 percent, while the UPCoM-Index for stocks on the Unlisted Public Companies Market gained 0.4 percent.

Danang loosens social distancing from September 11

The Hanoitimes – The city advises local residents against going out unless absolutely necessary and to mask up when doing so.

Danang has begun to ease social distancing from today [September 11], allowing shops and restaurants to reopen. However, non-essential businesses, such as hair salons, karaoke rooms, gyms, remain closed, and crowded events are not allowed.

Restaurants and cafes and their customers must comply with safety measures such as keeping the safe distance of at least one meter among them, measuring their body temperature and wash hands with sanitizer.

Municipal authorities asked residents to avoid going outside if not necessary, wear face masks in public places or in public transport vehicles, wash their hands regularly, and keep a safe distance from others.

Gatherings of more than 30 people outside of schools, offices and hospitals are also banned. Crowd-gathering events include festivals, fairs, weddings, or funerals that remain prohibited until further notice.

Local residents will be given ticket to go shopping every three days.

Junior and high schools, and colleges, universities will begin the new school year from September 14, while primary schools and kindergartens will start opening from September 21.

The beach city has gone 13 consecutive days without community infection of Covid-19. The city’s authorities started easing social distancing orders since September 5 after 40 days of  urgent measures implementation to combat Covid-19.

From September 7, the city resumed all passenger transport services to and from Danang as the Covid-19 pandemic situation here has been put under control.

As of September 11, the city confirmed that 320 of 394 Covid-19 patients were discharged from hospitals and 31 died.

Danang imposes social distancing, isolates three hospitals

The Hanoitimes – Health workers in the city are now at high risk of coronavirus transmission.

Danang will impose social distancing orders in the entire city and put three hospitals under lockdown from July 28 after three locally-transmitted infections were detected in this beach city within three days from last weekend.

Being home to the first local infection after months without community transmission, measures during the social distancing will include wearing of face masks in public places and public means of transport, suspending non-essential services, entertainment activities and public transport, and limiting private vehicles.

Air transportation is only out of Danang.

Meanwhile, three hospitals namely Danang Hospital, Danang C Hospital, and Danang Orthopedics and Rehabilitation Hospital, and residential areas nearby will be put under lockdown under the enactment of a government decree.

The decree requires people to stay home with limit going out, except for necessary cases. In-person contact must ensure a two-meter distance and no more than two persons outside offices, schools, hospitals, and in public.

According to Chairman of the Danang People’s Committee Huynh Duc Tho, the city has 12 suspected cases and around 10,000 people are waiting for Covid-19 tests.

He noted that infections among health workers are visible while no link has been found among the three locally-transmitted cases.

Acting Minister of Health Nguyen Thanh Long said due to unknown transmission sources, it requires both massive testing and contact tracing. Accordingly, people coming to Danang over the past week need to put under home isolation and be tested if they develop symptoms like cough and fever.

People arriving in Hanoi, Ho Chi Minh City, and other localities from Danang need to be tested for the virus and quarantined if needed. Those who show symptoms of flu, fever, and cough need to go to clinics for checkup, according to the government decree.

Vietnam city imposes social distancing after first local infections in months

Vietnam reintroduced social distancing measures in the central city of Danang on Sunday after the second coronavirus case was detected there, breaking more than three months of non-local infections in the country.

From 1:00 pm Sunday, Danang has imposed precautionary measures in the entire city, namely compulsory face mask wearing in public, no crowd gatherings of 30 people in public places, outside offices, schools, and hospitals; keeping social distancing of at least one meter.

Festivals, religious rituals, sports tournaments, and crowded events would be halted from Sunday, local media reported, citing the city authorities.

Non-essential services like amusement parks, beauty spas, karaoke lounges, and bars would not be allowed for now.

All schools, vocational centers, and classes of soft skills are required to close.

Tourism-related service providers need to stop receiving guests for 14 days from July 26.

Drugstores are required to call health agencies’ hotlines to report buyers of flu and cough drugs and antipyretic and to help them take quick tests for SAR-CoV-2.

The city’s social distancing measures would come into force until further notice.

Prime Minister Nguyen Xuan Phuc has also asked the city to consider fighting against Covid-19 an important political mission and the city needs to take drastic measures including quarantine, lockdown, and massive testing.

He asked related ministries to support Danang to ensure enough forces and resources to cope with the pandemic.

Vietnam was put on high alert again after the first locally-transmitted coronavirus case was confirmed on Saturday since mid-April and another case early on Sunday, both in Danang.

So far, sources of the transmission remain unknown and no details about if the cases were linked to each other.

Local police have detected dozens of illegal Chinese migrants in Danang in recent days.

Vietnam manufacturing index inches up

The index, which represents an improvement from the previous month if it rises above 50, has now strengthened for three successive months, according to a note by market research company IHS Markit.

There has been sustained growth in new orders for six straight months amid signs of improving international demand, the report said.

Employment increased for the second time in three months as firms responded to rises in demand and production requirements, it added.

Factories in some provinces like Binh Duong and Dong Nai in the south and Bac Giang in the north are struggling as they need thousands of new workers following a surge in new orders.

Yet IHS Markit’s data showed that business confidence continued to wane in February, the third straight month it fell and at the lowest level since last August, after 865 new Covid-19 cases were found following the latest outbreak on January 28.

“Renewed increases in output, employment and purchasing activity are all welcome signs, but a recent increase in Covid-19 cases sounds a note of caution,” Andrew Harker, the company’s economics director, said.

Vietnam has in the past proved successful in quickly containing the virus, and if this success is repeated the manufacturing sector would remain in growth territory, he added.

IHS Markit forecasts a rise in industrial production of 6.8 percent this year.

How Hanoi penalizes offenders of Covid-19 pandemic prevention rules?

The Hanoitimes – Hanoi has listed 13 acts of violation and corresponding punishments ranging from administrative fine to criminal prosecution.

The Hanoi Department of Justice has made public a list of penalties for violating Covid-19 pandemic prevention regulations, with the highest penalty up of to VND20 million (US$849.23) and criminal prosecution, Kinh te & Do thi newspaper reported.

The list details 13 acts of violation and corresponding punishments ranging from administrative fine to criminal prosecution in accordance with the Criminal Code.

1. Not wearing a face mask in public places is punishable with a fine of VND300,000 (US$12.74).

2. Indiscriminate dumping of used face masks will be subject to a fine of between VND5 million (US$212.31) and VND7 million US$297.23).

3. A person who conceals his or her own Covid-19 infection or others infected with Covid-19 will be fined VND2 million (US$84.92).

4. Those who evade medical examination and supervision before entering and leaving epidemic-hit regions will face a fine of VND20 million (US$849.23).

5. Those who deliberately make wrong or dishonest medical declarations that cause infection of Covid-19 to others will be handled in accordance with Article 240 of the Penal Code.

6. Those who sell food and drinks in public places, contravening the social distancing policy, will be subject to a fine of between VND10 million (US$424.61) and 20 million (US$849.23).

7. Those who contravene the decision to suspend businesses and services leading to public gatherings will face a fine of between VND10 million (US$424.61) and 20 million (US$849.23).

8. Those who flee quarantine places and fail to comply with the isolation regulations will be fined VND10 million (US$424.61) or handled in accordance with Article 240 of the Penal Code if causing Covid-19 infection to others.

9. Those who flee quarantine places and fail to comply with the quarantine regulations that causes losses of VND100 million US$4,246.13) or more in expenses for Covid-19 prevention and control will be handled in accordance with Article 295 of the Penal Code.

10. Those who post fabricated information or misrepresent information on the Covid-19 epidemic situation will face a penalty of VND15 million (US$636.92) or handled in accordance with Article 288 of the Penal Code.

11. Those who obstruct the enforcement of regulations on prevention and control of the Covid-19 epidemic will be handled in accordance with Article 330 of the Penal Code.

12. Owners of business establishments such as bars, dancing halls, karaoke parlors, massage services, beauty salons, among others, who violate the regulation on business restriction to prevent and control Covid-19, causing losses of VND100 million (US$4,246) or more in expenses for epidemic prevention and control, will be handled in accordance with Article 295 of the Penal Code.

13. Those who take advantage of shortages, making products in short supply during the Covid-19 pandemic, or hoarding goods subject to price stabilization schemes for unfair gains will be held liable for speculative offenses in accordance with Article 196 of the Penal Code.
