Hanoi (VNA) – A teleconference was held on April 12 to inform the results of the 13th National Congress of the Communist Party of Vietnam (CPV) to the Communist Party of China (CPC).

The event was co-chaired by head of the CPV Central Committee’s Commission for External Relations Le Hoai Trung and head of the CPC’s International Liaison Department Song Tao.

Trung thanked the CPC’s Central Committee, Party General Secretary and President Xi Jinping and other Chinese leaders, agencies and organisations for sending congratulations on the success of the Congress and the re-election of Party General Secretary Nguyen Phu Trong.

He briefed on the results of the 13th National CPV Congress and major contents of its documents regarding socio-economic development, Party and political system building, Vietnam’s foreign policy and future orientations.

Hailing the significance of the Congress amid the complicated developments in the world, Trung said it set the goal of developing the country till 2020 with a vision to 2045, with the 100th anniversary of the CPV and the 100th anniversary of the establishment of the country as two major milestones.

About the foreign policy, Trung stressed that Vietnam will continue pursuing its consistent policy of independence, self-reliance, multilateralisation and diversification of external relations, active and proactive global integration, maintenance of an environment of peace and stability, thus improving Vietnam’s prestige and stature on the international arena.

Song, for his part, once again congratulated the success of the Congress, saying that the CPC Central Committee sent a message of congratulations to the Congress while Chinese Party chief and President Xi also held phone talks with his Vietnamese counterpart Trong following the Congress, reflecting the Chinese Party, State and people’s appreciation for Vietnam – China comprehensive strategic cooperative partnership.

He informed that on the occasion of its 100th founding anniversary, the CPC will hold a series of activities, including study on its history and long-standing friendship between the CPC and the CPV.

Song expressed his belief that under the leadership of the CPV led by Trong, the Vietnamese people will continue reaping greater achievements in national reform and socialism building as well as successfully realise the Resolution adopted by the Congress.

As the year 2021 starts the tenure of the 13th National CPV Congress and marks China’s implementation of the 14th five-year planning and the 100th anniversary of the CPC, both sides affirmed their determination to work closely together to control differences, promote exchanges and cooperation in various areas, thus carrying forward the friendship and cooperation between the two Parties, countries and peoples./.

Japan says to release contaminated Fukushima water into sea

Japan plans to release into the sea more than 1 million tonnes of contaminated water from the destroyed Fukushima nuclear station, the government said on Tuesday, a decision that is likely to anger neighbours such as South Korea.

The move, more than a decade after the nuclear disaster, will deal another blow to the fishing industry in Fukushima, which has opposed such a step for years.

The work to release the water will begin in about two years, the government said, and the whole process is expected to take decades.

“On the premise of strict compliance with regulatory standards that have been established, we select oceanic release,” the government said in a statement after relevant ministers formalised the decision.

The water needs to be filtered again to remove harmful isotopes and will be diluted to meet international standards before any release.

The decision comes about three months ahead of the postponed Olympic Games to be hosted by Tokyo, with some events planned as close as 60 km (35 miles) from the wrecked plant.

* REPORTER: What’s your opinion on Vietnam Airlines’ recent proposal to apply price floors and price ceilings to air tickets?
* DR. VU DINH ANH: I personally do not agree with this proposal. The matter of price floors and ceilings has been clearly stated in our Laws on Prices.
These tools are only utilized when there is a monopolistic product or service that might be exploited by the providers to manipulate the market, leading to price gouging or other unfavorable circumstances for consumers and the economy.
It can be established that the market for air travel in Vietnam is no longer monopolistic. The arrival of new airlines in recent years has actually created quite an ideal market for healthy competition.
Therefore, introducing a price floor and amending the price ceiling for air tickets are not the correct application of economic tools under the Law on Prices, and also contradict current development trends of the market.
* What’s your perception on Vietnam Airlines’ proposal if put into the current context of the Covid-19 pandemic?
* Since the pandemic hit, many private carriers have been offering generous discounts and even free air tickets, which fits the industry’s business model of filling planes to capacity. It is clear through their proposal that Vietnam Airlines is uncomfortable with adopting this tool to gain a competitive edge.
* Many people fear that consumers and subsequently the tourism industry will suffer if the proposal is approved. Could you give a little insight into such negative impacts?
* As I have mentioned before, consumers are the ones to benefit the most from an ideally competitive market, especially those in the middle and low-income groups. If a price floor is introduced, people will lose out on the chance to get cheap flight tickets, and airlines will also be deprived of a useful competitive tool.
All the same, the negative impacts could be severe on tourism which takes up 12 to 15 percent of Vietnam’s GDP. To stimulate demands, tour providers and airlines have been collaborating to offer joint discounts like tour packages including both flight tickets and accommodation.
Thus, a price floor that limits air carriers will also drag down tourism. I also believe we should get rid of the price ceiling altogether and let the market regulate itself.
* People have been using this matter to bring into question the way government-owned enterprises operate, namely how they seem to receive preferential treatments and have not shown interest in the shared responsibility and benefits of restoring the economy post-Covid. How do you think these establishments should step up?
* I think government-owned enterprises can start by re-evaluating their missions, goals, and ways of thinking. The government also should not reserve special treatments for any type of business, and instead let them operate within the freedom and constraint of their respective markets.
They should be self-reliant and put on the same level as private companies. Specifically, they should focus on cutting costs and restructuring the bureau to differentiate themselves instead of making demands that go against the trend or rely on government support.
Once firmly established, they can bring into full play the perks of state capital and demonstrate their efficiency in sharing common interests with the rest of the economy.

The Local Game: Keep VAR out of Việt Nam

It’s not often the head honchos of domestic football come in for praise in this column, but credit where credit is due, they’ve gotten at least one big decision right in recent years.

The Việt Nam Professional Football Joint Stock Company (VPF) has many faults that I’ve banged on about , but their decision (or perhaps indecision) about the dreaded video assistant referee (VAR) has been spot on.

At the start of 2019, the VPF announced to a fair bit of fanfare that VAR was coming to the V.League 1 , or at least to the handful of stadiums with the facilities to use the technology.

There was even talk of a mobile VAR van parked up outside grounds, though one would hope for the sake of the poor officials it would have been parked somewhere discrete.

VAR still hasn’t made its way to Việt Nam despite that announcement and after another weekend of English Premier League football plagued by those three dreaded letters, I for one am breathing a sigh of relief.

On Saturday night a friend back home sent me a video clip of a VAR decision that had gone against his beloved Liverpool and lamented that: “This beautiful game of ours has died.”

The same thing happened to Manchester United on Sunday and caused a social media furore as one would expect, but what worries me the most is something else my friend said.

He said he felt “apathetic” toward all things VAR and after a couple of years of these same controversies, again and again, analysing and debating whether or not a forward’s nose is a millimetre offside, I can understand why, but for anyone who wants to see the V.League 1 thrive, apathy is something that has to be avoided.

It’s no exaggeration to say VAR has taken some of the passion and life out of football at the highest level and if we’re to avoid some of the same problems in the V.League 1, VAR needs to stay out of Việt Nam.

The argument in favour of the tech over here has always been the poor standard of refereeing, but as we’re seeing in the UK and across Europe, VAR doesn’t take human error or judgement out of officiating, if anything it magnifies its importance.

The best referees are those you don’t notice, those who stay out of the way and let the game go on around them. Conversely, the worst are those who have managed to convince themselves they are part of the entertainment and there are a few of them in every league on the planet.

VAR gives the handful of officials with delusions of grandeur yet another stage upon which to strut their stuff and I personally dread the day a match I’m watching in Hàng Đẫy Stadium is held up while the man in the middle takes his time judging the length of Nguyễn Văn Quyết’s arm hairs.

Now, I’m no Luddite and recognise that there must be some good that can come out of the sane use of VAR, but there’s no need for Vietnamese football to go through all these teething pains leagues elsewhere are facing.

The VPF should watch and learn, and once the technology and procedures for its use are improved massively, maybe then it’s time for VAR in Việt Nam. VNS

Vietnam raises awareness of Thalassemia

This year’s International Thalassemia Day, themed “Addressing Health Inequalities Across the Global Thalassemia Community”, is devoted to raising public awareness about Thalassemia and one of the major causes in the spread of the disease – cousin marriages, as well as the importance of pre-marriage and pre-pregnancy counselling and screenings to early detect the disease.

Data shows that there are about 8,000 new-borns carrying the Thalassemia gene every year, around 2,000 of which will suffer from severe symptoms.

Some 13 million Vietnamese, or 13 percent of the population, carry the gene. About 20-40 percent of the Thalassemia gene carriers are mountainous ethnic minority people, mainly due to inbreeding.

According to the General Office for Population and Family Planning, despite many efforts, treatment can only help improve patients’ quality of life and does not completely cure the disease.

A report shows that since 2001, up to 20 percent of children born with Thalassemia died at the age of 6-7 and most people with severe symptoms cannot find a spouse.

Thalassemia is an inherited blood disorder caused when the body doesn’t make enough haemoglobin – an important part of red blood cells. The disorder results in excessive destruction of red blood cells, which leads to anaemia.

People with severe symptoms may suffer from bone problems and liver and heart failure, and the condition can be fatal.

A child can inherit Thalassemia if one or both of his or her parents carry the mutant gene. The risk is higher if both parents have it.

Most married Vietnamese couples do not have any tests or consultancy on inherited disorders. People who carry such genes show no abnormal signs so do not undergo examinations or screening before giving birth.

Huge investment in medicine and regular blood transfusions make Thalassemia a costly disease, placing a financial burden on families and society as a whole.

It is estimated that 2 trillion VND (85.1 million USD) and 500,000 blood units are needed each year to treat Thalassemia patients in Vietnam. The average treatment cost for a severe case from birth to the age of 30 is about 3 billion VND (130,000 USD).

Early last month, HCMC-based Trung joined a group on a two-day tour to explore the two caves that are part of the cave system in the Phong Nha – Ke Bang National Park.

The group took a car from the center of Son Trach C ommune to the 28 km milestone on the Ho Chi Minh West road, then trekked through the Phong Nha – Ke Bang forest.

The first destination in the journey, Nuoc Nut C ave, impressed Trung with stalagmites dripping down from the ceiling and growing from the cave floor.

Inside the cave are sandbanks and stalactites of different shapes. While the cave was first discovered in 2003, an entrance to go in was only found in 2012.

Cave experts have said that based on geological survey results, Nuoc Nut Cave is up to 2.2 km long and about two million years old.

The cave is open to visitors from February to the end of August every year.

After exploring Nuoc Nut Cave, Trung’s group camped for one night near the cave entrance and continued trekking t o Va C ave the next day.

In the photo above are stalactites in Va C ave. The interiors of both caves have a special structure thanks to a water system that connects with the world famous Son Doong C ave, said to be the world’s biggest. The t otal length of Va C ave is 1.6 km.

The underground river in Va Cave has crystal blue water. In the system of more than 300 caves discovered in Phong Nha – Ke Bang, Va is one of the most striking ones.

The lights of headlamps add to the mysterious effect.

“ There is no light in the cave, so it was necessary to have a lot of light shining in to get clear, better-looking photo s ,” Trung said.

Inside Va Cave, the team used padlock belt s and pulley s to move pass the stalactite walls that are over 10 m high.

The exploration requires visitors to be in good physical shape and have basic rock – climbing skills.

Trung said everybody’s tiredness vanished on seeing Thap Non Lake with hundreds of stalactites looking like pink bamboo shoots, each about 2 m high.

Experts say that the stalactites here are rare and unique, not to be found anywhere else.

Scientists have not yet solved the mystery of the conical stalactites seen above. They grew from the lake and were not formed by water drops that drip down from the ceiling , as it typically happens.

At the end of the journey, Trung said the interiors of the Va and Nuoc Noi caves were scenes from paradise.

Quang Binh, a popular tourist attraction in central Vietnam, is often referred to as the “Kingdom of Caves” as it boasts many limestone caves.
