Private Vietnamese firms have asked the Government to push administrative reform and build a favourable trade and investment climate to make Viet Nam one of the best places to do business in ASEAN and meet the standards of the Organisation for Economic Co-operation and Development (OECD). The sentiment was expressed by representatives of the Vietnam Private Business Association during a meeting with Prime Minister Nguyen Xuan Phuc in Ha Noi on Monday. The association suggested the Government simplify procedures. The private sector currently contributes just 40 per cent of the country's GDP. The association said that if steps are taken to make it easier to do business in Viet Nam, that figure could rise to as much as 80 per cent. The association asked the Government to assign the private sector more demanding tasks such as investing in airports and ports. The lack of institutional support is one of major factors behind the failure of many startups to take off and thrive, experts say. “80-90 percent of startups fail in the early stages because they don’t have enough funding to move on to the expansion stage,” said Phan Hoang Lan, head of the Financial Planning Division under the Ministry of Science and Technology's Market Development Department. Funding for startups mostly comes from venture capital funds, businesses and angel investors, not from the government, experts said at a recent conference. There are three periods in the development of a startup - discovery, validation and expansion, said Lan. It is in the first two periods that startups need funding the most, Lan said, adding that they end up raising money from family and friends or spending their own. Covered warrants is a new investment tool that on the face of it, appears to be an effective hedging and investment instrument. It offers lower investment costs and higher leverageability than conventional financial products, and expects to help investors limit losses and make higher profit. Covered warrants were allowed to start trading on the HCM Stock Exchange in Q3, beginning this month. It is the fourth product traded on the HCM City’s bourse, together with stocks, bonds and fund certificates. The new product is expected to provide investors with more investment and hedge options, while helping draw foreign investment as there is no cap on foreign ownership of this product.
