Petrol prices increase from February 25

The Hanoitimes – The government raised the subsidy for E5 and RON92 from the petrol price stabilization fund by VND2,000 per liter, as well as other petroleum and gasoline products.

From 15.00 today [February 25], the retail price of biofuel E5 and RON92 rose by VND722 to around VND17,031 (US$0.74) per liter, and that of RON95-III went up by VND814 to VND18,084 (US$0.79) per liter.

The move came after the latest review on petrol prices jointly released by the Ministry of Industry and Trade and the Ministry of Finance on the same day.

The two ministries agreed to raise the subsidy for E5 and RON92 from the petrol price stabilization fund by VND2,000 per liter, higher than the VND1,729 from the previous review; RON95 at VND1,150; diesel (VND850); kerosene (VND900); and mazut (VND800).

Following this adjustment, prices of E5 and RON92 would not be higher than VND17,031 per liter; RON95-III (VND18,084 per liter); diesel 0.05S (VND13,843 per liter); kerosene (VND12,610 per liter); mazut 180CST 3.5S (13,127 per kilogram).

In the previous price review meeting on February 10, before the Tet holiday, petrol prices were kept unchanged thanks to the petrol price stabilization fund.

Germany to contribute additional EUR1.5B to global Covid vaccine sharing facility

The Hanoitimes – Most of this sum will go to the COVAX Facility, which is procuring and financing vaccines for developing countries.

The German government has pledged to donate EUR1.5 billion (US$1.83 billion) to the global fight against Covid-19 through the COVAX vaccine-sharing scheme, making Germany one of the largest donors to this program.

Chancellor Angela Merkel made the commitment at the G7 Summit held online last weekend, according to the Embassy of Germany in Vietnam.

The move is aimed to ensure low- and middle-income countries have access to Covid-19 vaccines amid virus mutations.

Vietnam is among countries benefiting from the COVAX Facility, the fair vaccine distribution mechanism led by the World Health Organization (WHO).

Vietnam has secured to get between 4.88 and 8.25 million doses of vaccines through the COVAX Facility. Its Health Minister Nguyen Thanh Long said the country might receive 30 million doses this year from this program.

Commenting on the Germany’s commitment, German Foreign Minister Heiko Maas said “We are not safe unless everyone is safe”

That is why the German government is backing a joint, multilateral approach, namely the Access to Covid-19 Tools Accelerator (ACT-A) coordinated by the WHO, he added.

The additional EUR1.5 billion includes the majority for vaccination for people in humanitarian crises, EUR110 million coming from the Federal Foreign Office, and EUR10 million for the WHO’s emergency fund which can be used flexibly and at short notice, Maas noted.

To date, only 0.5% of vaccinations are administered in poorer countries compared to the goal of having at least 20% of the population by the end of the year. However, funding for this has not been secured yet, even after the G7 Summit.

To make the goal achievable, the COVAX vaccine platform needs a total of US$27.7 billion.

Earlier this month, US President Joe Biden at G7 meeting pledged US$4 billion to COVAX Facility.

In another move, United Nations (UN) Secretary-General Antonio Guterres has called for a Global Vaccination Plan and proposed that the Group of 20 (G20) set up an emergency task force to prepare the scheme.

Addressing a high-level meeting of the UN Security Council on February 18, the UN chief said only 10 countries have administered 75% of all vaccinations while 130 countries have not received a single dose of vaccine.

He demanded a global effort to get all people in every nation inoculated as soon as possible.

Southeast Asia’s biggest travel app plans regional fintech expansion before 2021 listing

SINGAPORE — Traveloka, Southeast Asia’s largest online travel startup, plans to launch financial services in Thailand and Vietnam as it eyes a U.S. listing through a blank-cheque company, its president said.

The 9-year-old Indonesian company, which counts Expedia and China’s JD.com among its backers, is seeing a strong rebound in its business after the COVID-19 pandemic pummelled demand.

The company’s president, Caesar Indra, told Reuters in an interview that Traveloka’s Vietnam business had surpassed pre-COVID-19 levels, is nearly back to normal levels in Thailand, and is at half of pre-COVID level in Indonesia. “The worst has happened and now we’re well prepared for 2021. Domestic travel is driving recovery,” he said.

“The plan is to invest in fintech in a big way to allow more consumers to travel in the region,” Indra said, adding that the travel business had returned to profitability in late 2020.

Traveloka, which says it has 40 million active monthly users, is developing “buy now, pay later” services for Thailand and Vietnam markets.

“We recently formed a joint venture with one of the largest banks in Thailand to collaborate in the fintech space,” Indra said. Traveloka, which has smaller local rivals, is also talking to potential partners in Vietnam, but Indra declined to name the parties.

Traveloka’s two-year old equivalent service in Indonesia, launched after the firm realised that customers would wait until their paydays to book travel, has already facilitated more than 6 million loans, Indra said.

Last year, Traveloka launched “Paylater” credit cards with some Indonesian lenders. It also offers insurance and wealth management services.

Indra said the business potential was huge in Indonesia, Southeast Asia’s largest economy, where only 6% of the population of 270 million has credit cards.

When asked whether Traveloka might buy a bank in Indonesia, like other start-ups, to expand its financial services, Indra said, “all options were on the table.”

Traveloka, also backed by Singapore sovereign wealth fund GIC and Indonesian venture firm East Ventures, has grown its local lifestyle services in Indonesia, where it offers restaurant vouchers and a food delivery service, as well as a popular rapid COVID-19 testing.

Indra said the company is Indonesia’s largest restaurant review app.

Traveloka, which has been preparing for a listing, is holding discussions with special-purpose acquisition companies, or SPACs, for a U.S. listing.

“U.S. markets have become more appealing because there’s more and more appreciation of Southeast Asia as a flourishing region, and by listing in the U.S, we can also provide an opportunity for U.S investors to become part of Southeast Asia’s growth story,” Indra said.

Many SPACs, exchange-listed shell companies that raise money through IPOs and merge with firms by enticing them with shorter listing timelines, have approached Southeast Asian startups.

Bridgetown Holdings, backed by Asian tycoon Richard Li, Provident Acquisition and Cova Acquisition are contenders for Traveloka, with a potential valuation of up to $5 billion for the startup, a source said. The firms did not immediately respond to requests for comment made outside normal U.S. business hours. Indra declined to comment but said an Indonesian listing remained an option.

Vietnam petrol price increases for first time this year

The Hanoitimes – The latest price hike is the first for the retail price of gasoline this month.

Retail gasoline and oil prices in Vietnam saw the first increase of the year, starting 3pm on January 11, according to an announcement jointly issued by the Ministries of Finance and Industry and Trade.

The price of bio-fuel E5 RON92 gasoline rose by VND430 to VND15,948 (US$0.69) per liter, while that of RON95 gasoline increased by VND451 to VND16,930 (US$0.7) per liter.

The prices of diesel oil and kerosene inched up by VND271 and VND370, respectively, to VND12,647 (US$0.54) and VND11,558 (US$0.5) per liter while, the price of mazut price remained unchanged at VND12,272 (US$0.53) per kilogram.

According to the two ministries, the average price of gasoline and oil across the world market experienced sharp increases during the 15-day period prior to the last price revision. On January 10, global petrol prices ended the first trading week of the new year soaring by nearly 8% and was the sixth consecutive week of the increase.

During the first fuel price adjustment of the year, the two ministries decided not to charge VND100 from the sale of each liter of E5 RON 92 for the fuel price stabilization fund while VND100 will be deducted from the sale of each liter of RON95, the same as the previous price adjustment on December 26, 2020.

Gasoline prices are currently at the highest level for the past nine months (since March 29). In 2020, after 24 price adjustments, both the E5 RON92 and RON95 increased nine times, decreased 11 times, and remained unchanged four times. In short, E5 RON92 price decreased VND4,327 per liter, RON95 gasoline decreased VND4,434 per liter compared to the beginning of 2020.

Vietnam’s economic engine HCM City has the country’s lowest fertility rate of 1.53, according to the Ministry of Health’s latest report in June.

A total 21 provinces and cities have low to very low fertility rates, mostly in the Mekong Delta, southeast and central coastal regions. With a total population of 38 million, these provinces’ prolonged declining fertility rates pose dire threats to the country’s future in terms of security, workforce and economy, the report said.

Meanwhile, 33 others have high fertility rates, with the central province of Ha Tinh topping the list at 2.9 births per woman of childbearing age.

The MoH has recently decided to attempt to adjust fertility rates among localities to maintain the desired fertility at replacement level of two to 2.2 children per woman of reproductive age.

The ministry said it would allocate State funds to provide contraceptive methods to localities with low birth rates which are usually poor and currently account for 42 per cent of the country’s population.

There will also be incentives to encourage families in areas with low fertility rates to have more children.

The plan touches on piloting online sex education and consulting for youth as well as programmes to prevent infertility and reproductive cancers for adolescents.

According to the MoH, Vietnam has a high rate of infertility of which 7.7 per cent is primary infertility.

The 2019 Population and Housing Census also revealed contradictions between women’s financial statuses and their willingness to bear a child.

Those in the richest group had the lowest fertility rate and vice versa. Sex imbalance at birth has witnessed an upward trend in recent years, the census highlighted.

Vietnam’s total fertility rate (TFR) dropped from 2.25 children per woman in 2001 to 1.99 in 2011. From 2012 to 2019, the rate ranged from 2.04 to 2.1.

According to the 2019 census, the TFR of urban areas was 1.83 children per woman, lower than rural areas’ average rate of 2.26. The trend has remained the same for two decades.

The imbalance in access to information and health care services contributes to the status quo, the census suggests, as couples living in cities are aware of the benefits of family planning and can easily access contraception.

Earlier in April, Prime Minister Nguyen Xuan Phuc approved a birth rate adjustment programme which encourages people to get married before the age of 30 and women to give birth to their second child before they are 35.

The programme plans to offer incentives for couples with two children including reducing tax, tuition fees, rental expenses and social housing prices.

Local authorities have been asked to pilot marriage and family consultation services such as dating clubs and pre-marriage health consultations.  VNS
