Hotspot province still needs to stay alert: official

Hải Dưong has basically controlled the pandemic and started to move to a new phase of both pandemic prevention and socio-economic development. However, the fight is not over, so what are the risks ahead of us?

Up to now, with huge efforts, we have obtained such remarkable results. However, the risk of another outbreak is still quite possible if we are ignorant or do not continue to implement drastic preventive measures. Besides, with this virus strain, there’s a high rate of healthy people carrying it around without any symptoms. Therefore, the source of transmission might be healthy carriers, which is always a risk to the community and may also cause new cases in the coming time. We must face this fact to always be highly vigilant and proactive. There must be appropriate, feasible and effective measures for both safety and socio-economic development. Therefore, we must always be aware that COVID-19 pandemic prevention on a regular basis is now a part of life under new normal conditions.

As an expert in epidemiology, after more than a month in Hải Dương in the fight against the COVID-19 pandemic, what were the difficulties in the fight against this outbreak?

The situation in Hải Dương was very complicated and difficult. First, the outbreak was caused by a UK virus strain that is able to spread very quickly and vigorously. Second, according to statistics of the Department of Medical Administration, the rate of healthy people carrying this virus strain this time is twice as high as compared to previous outbreaks, up to 80 per cent of the new cases, so it is extremely difficult to monitor and detect cases through conventional surveillance methods. What we had to do was large-scale and quick testing.

Thirdly, the outbreak was detected late both in Chí Linh City and Cẩm Giàng District, so it caused large transmission, creating a complicated hotspot. In Chí Linh, the outbreak occurred initially in the industrial zone environment, so it was highly infectious and created a great epidemiological connection with the population in many different districts in the province. In Cẩm Giàng, the virus source cane from a karaoke service, so the greater the epidemiological connection is, the more difficult it was for us to track down. Fourth, the outbreaks happened around the Tết (Lunar New Year) holiday, so it was even more difficult. In particular, due to the large number of cases in a short time, quarantine and quick testing with F1 cases had to be done timely so it was a huge amount of work.

Hải Dương has made great, drastic and prompt efforts in fighting the pandemic. The province closely followed the guidelines and directions of the Government in implementing anti-pandemic measures and has fought not only for Hải Dương to be safe but also to keep the whole country safe. Up to now, the province has established nearly 11,000 COVID -19 prevention groups in the community with about 2,500 people participating. The establishment and work of these groups is a considerable effort by Hải Dương authorities.

What should Hải Dương do to both fight the pandemic well and maintain socio-economic development?

In the current context, Hải Dương needs to continue updating and completing the overall plan on COVID-19 pandemic prevention of the province, which must include detailed scenarios, situations and assurance of resources and facilities.

The province should continue to thoroughly implement pandemic prevention and control measures according to regulations and properly and fully implement the five strategies set out by the National Steering Committee for pandemic prevention and control. When new cases appear, authorities must immediately handle the outbreak early on and not let transmission spread too far.

It is necessary to maintain the effectiveness and nature of the COVID-19 monitoring and control groups in the community. These groups are extremely important because they are the implementation of a community-based and people-based anti-pandemic strategy. The groups are also an extended arm of the government and the health sector in pandemic prevention. Hải Dương must consider this one of its strategic, fundamental and long-term tasks. The establishment of COVID-19 safety groups in offices, schools and businesses also needs to be effectively maintained.

The province also needs to focus on monitoring, ensuring absolute safety for hospitals and closely monitoring old outbreaks and new outbreaks. It also needs to maintain proper human resources in surveillance systems at all levels to detect new cases immediately. Hải Dương also has to ensure long-term funding for monitoring, sampling and testing COVID-19, because this is a very important indicator of pandemic monitoring. Along with that, it should periodically organise sampling of some groups of people at high risk.

At the same time, the province should enhance its education to local residents about the need to stay vigilant and not let their guard down too early.  VNS

Hai Duong (VNS/VNA) – Hai Duong province’s management board of industrial zones (IZs) has asked enterprises in the locality to routinely test their employees and managers for COVID-19 .

This is one of the requests set for the enterprises regarding production plans when the COVID-19 pandemic is brought under control.

According to the management board, factories at IZs in Kim Thanh district can resume work but they must follow the Ministry of Health’s regulations on COVID-19 prevention.

Specifically, test results for all employees at the enterprises must show that they are negative. Enterprises must also regularly clean the environment, disinfect the workplace and dormitories (if any).

All staff must follow the Health Ministry’s 5K message: Khau trang (face mask) – Khu khuan (disinfection) – Khoang cach (distance) – Khong tu tap (no gathering) – Khai bao y te (health declaration).

It is necessary for enterprises to organise the supervision of compliance with pandemic prevention rules.

The enterprises are urged to set up a focus point to contact the Steering Committee for COVID-19 Prevention and Control of Kim Thanh district when epidemiological factors emerge to coordinate, even when in doubt.

Owners of factories are responsible for COVID-19 prevention and control work at their establishments and take responsibility before the law for the emergence of the pandemic due to subjective factors.

For enterprises with employees who test positive for COVID-19, they are requested to urgently take samples from those who haven’t been tested.

It’s a must for enterprises to make a business plan associated with the prevention and control of the pandemic. Coordination with local authorities to review and thoroughly handle the disease risk factors in businesses or from employees is also included in the plan. They should submit a report to the provincial Steering Committee for COVID-19 Prevention and Control for approval before resuming operation.

Employees are ordered to sign documents with the local authorities affirming their commitment to COVID-19 safety.

Businesses involved in the trading of infrastructure at industrial zones are responsible for coordinating with relevant agencies to monitor enterprises in IZs to comply with the regulations on pandemic prevention and control.

After 15 days of stringent province-wide lockdown measures, the northern province of Hai Duong will lift some restrictions in certain areas on Wednesday (March 3) as the COVID-19 outbreaks are gradually being brought under control.

It will shift to a new status, both drastically fighting the coronavirus and taking action to carry out socio-economic development tasks, according to a decision made by the Standing Board of the provincial Party Committee at a meeting on March 1.

Since the coronavirus broke out in Hai Duong province on January 27, it has recorded 684 COVID-19 local infections, becoming the largest outbreak in the country.

Hai Duong authorities agreed to divide the localities in the province into two groups under different restrictions depending on the COVID-19 risks.

Four high-risk localities, including Hai Duong city, Kinh Mon township, Cam Giang district and Kim Thanh, will be placed under the Government’s Directive 15, the highest level of social distancing first introduced in March last year when the country entered nationwide lockdown. The remaining eight localities in the province will follow the less restrictive Government’s Directive 19 on social distancing norms.

Hai Duong will continue to halt festivals, religious rituals, sporting events and other unimportant events that require large gatherings in public.

Service venues – retail/wholesale trading shops, shopping malls, markets, supermarkets, hotels, accommodation facilities, etc. – can resume operations, but must observe COVID-19 prevention and control measures.

Secretary of the provincial Party Committee Pham Xuan Thang said that, from March 3, Hai Duong would carry out 10 groups of anti-COVID-19 solutions and five groups of socio-economic development solutions.

As the outbreak may return, the entire local political system would not lower its guard and will remain on alert and be stringent in the fight, he stated./.

Phnom Penh (VNA) – The Vietnamese Consulate General in Preah Sihanouk has called on Vietnamese-Cambodians and Vietnamese people working in the province to be cautious given the local spread of the COVID-19 pandemic, while following prevention and control measures set by authorities, in particular reducing travel in the current context.

The Consulate General has also suggested relevant agencies in the province provide the best care for Vietnamese citizens who tested positive to the coronavirus SARS-CoV-2 in the locality.

When help is required, Vietnamese-Cambodians and Vietnamese citizens in Preah Sihanouk can contact the Consulate General via its consular service hotline on 0882 248 888 or the overseas Vietnamese affairs hotline on 0977 988 666.

Cambodian Prime Minister Samdech Techo Hun Sen on the night of March 3 instructed competent authorities to stop people’s movement out of Preah Sihanouk in order to prevent the spread of COVID-19 to other provinces, according to the Khmer Times.

He also advised boosting vaccinations in the coastal province, underlining that more vaccines, both Sinopharm and AstraZeneca, would be sent there on March 4.

Since the third wave of COVID-19 hit Cambodia on February 20, Preah Sihanouk has recorded 80 cases, comprising 60 Chinese, five Vietnamese, and 15 Cambodians./.

Buenos Aires (VNA) – Newly-accredited Ambassador of Vietnam to Argentina Duong Quoc Thanh on March 2 presented a letter of credentials to President Alberto Fernandez who showed his belief that the ambassador will make contributions to developing the two countries’ relations.

Expressing his honour to be the Vietnamese Ambassador to Argentina, Thanh extended Party General Secretary and State President Nguyen Phu Trong’s greetings to the Argentine President and his spouse as well as the Argentine Government and people.

He affirmed he will do his utmost to boost bilateral friendship and cooperation in politics, economy, culture, and science and technology.

Binh Thuan (VNS/VNA) – During a dive on a small island off the coast of Binh Thuan province, Nguyen Van Gioi and other tour guides were able to see hundreds of poisonous crown-of-thorns starfish , which are coral predators.

“When diving to look at coral reefs on Hon Tranh isle, we saw crown-of-thorns starfish seriously devastate the coral reefs,” said Gioi, a tour guide on Phu Quy Island in the south-central coastal province.

He and other tour guides on the larger island of Phu Quy decided to set up a team “to catch these poisonous crown-of-thorns starfish to save coral.”

According to the Australian Institute of Marine Science, crown-of-thorns starfish are marine invertebrates that feed on coral and occur naturally on reefs throughout the Indo-Pacific region, and when conditions are right, they can reach plague proportions and devastate hard coral communities.

The institute’s research has revealed that crown-of-thorns starfish are a major cause of coral loss on the Great Barrier Reef.

These starfish can grow to over 50 centimetres in diametre, and one individual can consume over 13 square metres of coral reef per year, according to the New Heaven Reef Conservation Programme’s team in Thailand.

When Gioi and other members of the team have free time, they go to Hon Tranh isle to catch crown-of-thorns starfish.

“In one day, we can catch nearly 500-700 starfish. We often catch them in summer because the water is warm for diving,” Gioi said.

Compared to the past, more and more crown-of-thorns starfish are appearing because of an imbalance in the marine ecosystem, he said, adding that starfish predators such as giant triton snail and sea urchins are overfished on the island to serve tourism.

Sea urchins play a critical role in maintaining the balance between coral and algae.

Nguyen Trong Tan, another member of the team, said: “Diving to see coral reefs on Hon Tranh isle appeals to tourists. So when coral is lost by crown-of-thorns starfish, tourists will no longer like to come to the island. His job as a tour guide also will be affected.”

Tan has called on other tour guides to join his team to catch crown-of-thorns starfish when they have free time.

Crown-of-thorns starfish are very poisonous and dangerous for divers, he said. When their spines accidentally hit a diver, it causes swelling and severe inflammation which could be life-threatening.

Gioi said: “We’re very careful when catching starfish. We are working for sustainable tourism development on the island.”

Binh Thuan province’s Fisheries Division estimates that each 100 square metres contains 50-60 crown-of-thorns starfish.

Binh Thuan province has two marine reserves in Cu Lao Cau and Phu Quy island s.

Phu Quy Island is surrounded by a thick ring of coral reefs. Its deepest point is 42 metres. The island has 72 species of seaweed, 134 species of stony coral and 15 species of mollusks.

According to the Fisheries Division, 10 years ago, the sea surrounding the island was recognised as having the most beautiful coral reefs in the country. However, over the last several years, coral reefs have been devastated or lost.

That is why the province set up the marine reserve on the island.

The division has been working with the Phu Quy People’s Committee to carry out a crown-of-thorns starfish monitor programme. Their staff dive to catch and find them.

It has also asked for help from the Directorate of Fisheries and Institute of Oceanography in Khanh Hoa province’s Nha Trang city to provide the optimal methods to kill them./.

Thuduc House denies connection with companies to commit tax fraud

HCMC – Thu Duc Housing Development Corporation (Thuduc House), in its latest announcement, has denied any collusion with 70 companies to commit tax fraud as mentioned in a report by the General Department of Vietnam Customs.

In response to the customs agency’s report on some southern firms’ appropriation of value added tax (VAT) refunds, smuggling and illegal cross-border cargo transport, Thuduc House said it had no connection with Saigon Southwest Trading JSC, a subsidiary of Saigon Trading Group, as well.

As for the trade of electronic accessories, from 2018 to 2019, Thuduc House purchased the products from a domestic partner, An Lanh Phat Co., Ltd, through its subsidiary–Thuduc House Wood Trading JSC–and exported them to other countries.

Thuduc House, Thuduc House Wood Trading and An Lanh Phat are operating legally, with seals, legal representatives and headquarters and have sufficiently paid VAT as well.

Regarding the news that one of the importers of the products of Thuduc House could not import the products to Hong Kong and two others in Cambodia had no import data in 2018 and 2019, Thuduc House explained that it did not know if its partners had complied with their countries’ regulations and had no jurisdiction to ask them to prove their compliance with the law.

According to Thuduc House, KGL Vietnam Company, which transports the products of Thuduc House, confirmed that it had transported the products to the Phnom-Penh International Airport in Cambodia and the Hong Kong International Airport in Hong Kong and handed them over to the importers.

The conclusions of the inspectors of the HCMC Tax Department and the report of the General Department of Vietnam Customs are being verified. Courts and investigative agencies have yet to conclude that Thuduc House falsified documents to get VAT refunds.

Earlier, the HCMC Tax Department had ordered Thuduc House to pay more than VND451.3 billion in the tax refunds the firm is alleged to have illegally received from the tax authorities by asking banks to extract money from the company’s accounts and block all of its accounts.

The firm later opposed the HCMC Tax Department’s decision and filed a lawsuit against the taxman to the municipal People’s Court.

The court temporarily suspended the tax agency’s decision but withdrew its decision several days later.

According to the General Department of Vietnam Customs, Thuduc House exported nearly VND5.3 trillion worth of electronic accessories from February 17, 2017, to August 2, 2019. It later received VAT refunds valued at VND261 billion.

Enterprises selling the products to Thuduc House regularly changed their information about their headquarters, owners and legal representatives.

According to the customs agency, Thuduc House and its partners established subsidiaries to purchase local products at low prices, then exported them at much higher prices and appropriated tax refunds of hundreds of Vietnamese dong, causing huge losses for the State budget.

The Investigative Police Department for Corruption, Smuggling and Economic Crimes under the Ministry of Public Security has detained 20 people and seized 200 seals of local and foreign units involved in the case.
