Number of overloaded vehicles plunges thanks to auto-weighing machines

According to the Directorate for Roads of Vietnam, the pilot program of using two automatic machines showed effectiveness in National Highway No.5 with the number of overloaded vehicles falling over 49 times, from 6.9 percent of the first seven months of 2020 to 0.14 percent. The number of daily violations decreased nearly 50 times, ranging from 176 vehicles a day to an average of 3.6 per day.

This is the first high-speed automatic machine system of Vietnam with its accurate, stable, absolutely automatic features without any human manipulations or intervention, promptly showing results within three to 15 seconds. It can control 100 percent of vehicle turns.

Most of the vehicle owners received violation notifications after functional forces showed the evidences of violation and they all paid the fines.

Besides, the system also helped to completely avoid negative aspects as drivers could not meet monitors and all the violations were processed by machines without any interventions from people.

Earlier, in October 2020, the Directorate for Roads of Vietnam started using the most modern high-speed automatic machine system at Km78+770 on the National Highway No.5 through Hai Phong City.

The system was sponsored by Japan International Cooperation Agency (JICA) with the value of nearly VND30 billion (nearly US$1.3 million). The electronic weighing system will quickly read the information of vehicles via camera devices, automatically measure vehicles’ weight and analyze violations.

Youth federation members exchange with Vietnamese peacekeepers

Attending the event hosted by the chapter were Senior Colonel Mac Duc Trong, Deputy Director of the Vietnam Department of Peacekeeping Operations (VNDPKO), Phan Thi Thanh Huong, Secretary of the Vietnam Youth Union’s Ho Chi Minh City chapter, and Senior Colonel Nguyen Van Tuan, Head of the Department of Politics of Military Hospital 175 under the Ministry of National Defense.

During the exchange, the participants recalled stories highlighting the role of Uncle Ho’s soldiers and the contributions of the military medical force of the Vietnam People’s Army to the UN peacekeeping operations. These contributions help realize the Party and State’s foreign policies, and raise the prestige and position of Vietnam in general and of the Vietnam People’s Army in particular in the international arena.

The Vietnamese peacekeepers also recalled their unforgettable memories and impressions when they performed their tasks as ambassadors of peace in people-to-people diplomacy.

An exhibition showcasing Vietnamese peacekeepers’ activities in South Sudan, a presentation of  200 national flags, 200 bandannas, and 200 “I love my Fatherland” badges from the chapter to the Level 2 Field Hospital (L2FH) Rotation 3 also took place on this occasion as part of the exchange.

The chapter and the L2FH Rotation 3 virtually signed a cooperation agreement under which they will periodically organize exchanges and dialogues, host a virtual exchange program themed “Youth and aspirations to rise”, and build a green space at the L2FH Rotation 3 in South Sudan.

They will also coordinate to implement international voluntary projects in South Sudan related to healthcare, social skills, cultural exchanges, online refresher courses on international youth affairs, and launch a painting contest under the theme “Love for peace”.

The exchange aroused municipal youths’ patriotism and pride of Vietnamese troops and military doctors and featured the role of Vietnamese youth in participating in UN peacekeeping operations.

ge scientists develop technology to add covid 19 virus detector to mobile devices

Shown is a concept for the direct detection of minute levels of COVID-19 virus particles on surfaces by using engineered bioreceptors attached to electronic nano-sensors. GE scientists are developing sensing technology as part of the NIH project, which could potentially be integrated into mobile devices (e.g. smartphones, smartwatches) and other types of surfaces (e.g. fingerprint scanners, computer keyboards, wall-mounted sensors).

“One of the first lines of defense against any virus is avoiding exposure, which is easier said than done when you can’t see it,” said Radislav Potyrailo, a principal scientist at GE Research and principal investigator on the NIH project. “Through our project with the NIH, we are developing a sensor small enough to embed in a mobile device that could detect the presence of the COVID-19 virus.”

Potyrailo added, “We all come into contact with different surfaces during any given day, from computer screens and conference tables to kiosks at the airport and of course, credit card machines at stores while running errands. While everyone does a great job keeping these surfaces clean, we want to add an extra layer of safety by being able to detect the presence of the virus.”

Over the past decade, Potyrailo and the sensing teams at GE Research have made tremendous strides in developing miniaturized sensing technologies that deliver the superior performance and acute sensing capabilities similar to high-end, large analytical instruments you would find in a typical lab.

“We have developed tiny sensors smaller than a fingertip that have the same detection capabilities as the high-end analytical instruments the size of a microwave oven,” Potyrailo added. “By delivering this exquisite detection capability of a conventional high-end analytical instrument in a such a small form factor, we can now consider sensing applications that you could envision being implemented as a sensor surface on a mobile phone or on a device even smaller than that.”

Potyrailo noted that the breakthrough sensing technology being developed is extremely reliable and good at isolating the detection without the interference of other elements. “Our sensors are sort of like bloodhounds,” Potyrailo added. “We train them to detect a specific thing, and they are able to do that well without being thrown of the trail by something else.”

As part of the two-year project, the sensing team will demonstrate the reliable detection of a few nano-particles of concern such as those related to the COVID-19 in the presence of diverse kinds of common interferences.

HÀ NỘI — Shares edged lower yesterday as selling pressure persisted but falls were capped by strong performance of real estate stocks.

The market benchmark VN-Index on the Hồ Chí Minh Stock Exchange (HoSE) closed the last session of the week at 1,238.71 points, down 0.68 per cent or 8.54 points.

The market breadth was still negative as 355 stocks declined while 81 stocks increased during the session. But the market’s liquidity stayed high with nearly 986.9 million shares traded on the southern bourse, worth nearly VNĐ21.8 trillion.

Friday’s losses are expected to extend to next week, according to Saigon – Hanoi Securities JSC (SHS).

The securities firm expected that the index might struggle and fluctuate around 1,250 points in the last trading session of the week. “The close of above or under 1,250 point-level of the index can suggest the trend for next week,” SHS stated in a daily report to customers.

Bảo Việt Securities Company said that the VN-Index is expected to test the support territory of 1,225 – 1,232 points again in the next sessions.

Selling pressure weighed on almost every sector, especially materials, banking, utilities and transportation sectors.

The VN30-Index lost 0.57 per cent, or 7.33 points, to finish Friday’s trade at 1,276.87 points. Twenty-one of the 30 biggest stocks in the VN30 basket fell while only seven rose.

Vietnam Dairy Products JSC (Vinamilk, VNM) posted the biggest loss in market capitalisation, down 2.22 per cent. Followed by Vietnam Rubber Group JSC (GVR) and Vietcombank (VCB), down 4.32 per cent and 1.23 per cent, respectively.

Big stocks like JSC Bank For Investment and Development of Vietnam (BID), VPBank (VPB), Techcombank (TCB), Saigon Beer – Alcohol – Beverage Corporation (SAB), Vietjet Aviation Joint Stock Company (VJC) all lost more than 1 per cent.

However, gains in real estate and construction stocks limited the losses. Of which Vingroup JSC (VIC) still led the rally, up 1.49 per cent on Friday. Other stocks like No Va Land Investment Group Corporation (NVL) and Investment And Industrial Development Corporation (BCM) also rose more than 5 per cent.

On the Hà Nội Stock Exchange, the HNX-Index slid by 1.02 per cent to 293.11 points due to falls in large-cap stocks. The HNX30-Index, tracking the 30 biggest stocks in HNX, declined 0.76 per cent to 440.43 points.

During the last session, domestic investors poured over VNĐ3.8 trillion into the market, equivalent to a trading volume of over 225 million shares.

On the contrary, foreign investors were still net sellers in the market with a total value of VNĐ535.27 billion. Accordingly, they net sold a value of VNĐ560.83 billion on HoSE and a value of VNĐ3.48 billion on UPCOM, while net buying a value of VNĐ29.04 billion on HNX. — VNS

Hanoi Oncology Hospital and Roche Vietnam work together in improving cancer treatment

HÀ NỘI — The Hà Nội Oncology Hospital and Roche Vietnam will work together in improving patient cancer care and treatment in Việt Nam as part of a Memorandum of Understanding signed on April 15 in Hà Nội.

The 3-year partnership aims to improve cancer patient care and treatment capability, connecting the knowledge exchange and international cooperation in oncology as well as raising patients and community’s awareness of cancer.

The cooperation is expected to bring positive impacts and put patients as a priority by providing immediate initiatives to meet the rising demand for cancer care. It will focus activities on enhancing healthcare professionals’ ability and experience in cancer care and treatment for patients; fostering local and international cooperation in the field of oncology. It will also establish and carry out activities targeting cancer patients and the community and implement the project on improving high-risk breast cancer patients’ access to innovative therapies in the 2020–25 period that was signed between the Ministry of Health and Vietnam Medical Association in 2020.

“The partnership between Hà Nội Oncology Hospital and Roche Vietnam over the last years has brought positive impacts to patients. The new cooperation will help strengthen the relationship between the two organisations with the strong focus on cancer patients and the community in the most tangible way,” said the Hà Nội Oncology Hospital director Bùi Vinh Quang.

“Roche Vietnam proudly continues the partnership with Hà Nội Oncology Hospital as a part of our long-term commitment, setting patients at the core to improve the comprehensive competencies of cancer treatment in Việt Nam. By leveraging Roche’s global strengths and innovative solutions, accompanied with the dedicated team of Hà Nội Oncology Hospital, we wish to contribute positive impacts to progress in healthcare as well as bring outcomes throughout the patient-journey from diagnostics to treatment. This effort is not only to improve the living quality of people with cancer but also reduce the mortality and burdens it caused as well,” said Girish Mulye, General Director of Roche Pharma Vietnam.

According to the GLOBOCAN 2020, there are more than 350,000 cancer patients in Việt Nam, over 182,000 new cases and 122,000 deaths of cancer yearly. A large-scale study by the Economist Intelligence Unit (EIU) in June 2020 also showed that the mortality rate of cancer cases in Việt Nam was beyond 70 per cent, ranking in the highest group among Asian countries. Most cancer patients are diagnosed and treated at a late-stage, leading them to the verge of death. This has caused many challenges in treatment as well as burdens on the patients, the healthcare system and society, showing an urge to accelerate the improvement of diagnosis and cancer treatment quality. — VNS

Defence Minister hails outgoing US Ambassador’s contributions to bilateral ties

During a reception on April 16 for the US diplomat who came to bid farewell before ending his term in Vietnam, the Defence Minister congratulated the diplomat on his new post as Assistant Secretary of State for East Asian and Pacific Affairs, expressing his hope that he will continue to boost  ties between the two countries and armies, especially in overcoming the consequences of war.

Vietnam regards the US as among its important partners and aspires to reinforce the comprehensive partnership on the foundation of respect for each other’s independence, sovereignty, territorial integrity, and political institutions, Giang told his guest. He also extended his best regards to US Secretary of Defence Lloyd Austin.

In response, Daniel pledged his best effort in any position to enhance relations between both nations and armies, particularly in overcoming the consequences of war.

The pair applauded cooperation outcomes over the years in bilateral, regional, and international aspects, as well as the practical implementation of the Memorandum of Understanding on Advancing Bilateral Defence Cooperation, the US-Vietnam Joint Vision Statement on Defence Relations, and most notably the cooperation results in dealing with the consequences of war.
