SOEs banned from investing in property, stock markets Le Hoang By Le Hoang - The Saigon Times Daily HANOI - State-owned enterprises (SOEs) are prohibited from investing in real estate, banking, securities, insurance and investment fund sectors from this month, unless otherwise instructed by the Prime Minister. The Government’s Decree 91/2015, which came into force on December 1, bans SOEs from investing in real estate projects; and buying shares of banks, stock brokerages, insurance companies, and venture and investment funds. Experts said the new decree aims to force SOEs to step up divestments from non-core business operations. SOEs should be responsible for maintaining and generating profit from State capital in non-core businesses, and any fluctuation of the State capital must be reported to competent agencies. Poor business performance in US causes turmoil in the local market (27-10-2008) HA NOI — Positive changes in the domestic market were not enough to quell fears over the protracted credit turmoil in local stock exchanges last week. Early last week, the State Bank decided to cut the prime interest rate by 1 percentage point to 13 per cent, as well as pay off treasury note worth VND20.3 trillion (US$1.22 billion) issued to local banks, which helped securities indices rebound impressively on Tuesday. Market indices continued falling, as did other regional exchanges, following news of poor business performance reports in the US. The VN-Index lost a total of 37.4 points or 9.87 per cent to 345.11. Over 90 per cent of 164 listed shares and fund certificates dropped in value. Until now, Japan has invested in 1,758 projects with a total registered capital of US$28.6 billion (capturing 13.7% of the registered capital), ranked first in 96 countries and territories investing in Vietnam. However, in reality, investment in the power sector remains as problematic as ever. Efforts to restructure Vietnam’s power sector ultimately seek to foster competition in the retail power market, which is expected to come about after 2022. By then, competitive markets for power generation and sale will have developed stability. However, investment in these markets will be substantially less risky only if a truly competitive retail power market has emerged. According to the announcement of the regular meeting in May of Government, Dong Nai is ranked 2nd among 31 provinces in country to attract foreign investment in the first five months of the year, making up of 16.4% of the total national registered capital.
