(VEN) - In recent years, the Central Highlands has strived to improve its investment environment and promote investment in the region so as to be able to efficiently exploit the regional potential to develop, contributing to the country's modernization. According to Deputy Head of the Central Highlands Steering Committee Tran Hung, the regional total registered investment capital has been increased to more than VND90 trillion since 2009, much higher than the previous period. The region has so far attracted 169 foreign direct investment (FDI) projects with total registered capital of US$900 million, accounting for 20.63 percent of the region's total projects and 3,71 percent of its total registered capital. This marks the sixth year Da Nang has been listed among the top five cities and provinces across the country in term of readiness for ICT application and development. According to a report released by the Office of the National Steering Committee for Information Technology and the Vietnam Association for Information Processing, Ho Chi Minh City secured second place and the northern province of Bac Ninh ranked third. Among foreign-owned investment funds operating in Vietnam, Prudential is considered the biggest fund with an investment capital of US$500 million. However, 65 per cent of the fund's capital has been used to invest in Government bonds, and only 35 per cent, or US$175 million, has been used to invest in capital assets and the stock market. Another fund, considered as one of the giant indirect investors in Vietnam, is the Vietnam Enterprise Investment Fund (VEIL) with a total capital of around US$486.9 million, which was calculated by late September 2006. In terms of fund management, Dragon Capital is the company managing most investment funds, with a total investment capital of three funds under the company's management reaching US$860.4 million. A report last year by the World Bank, they noted, showed that Vietnam ranked 78th out of 189 countries in the ease of doing business index with poor-quality infrastructure and business environment cited as the two major constraints to growth. There is an infrastructure backlog, particularly in the remote and rural areas, and the investment needed to cure the problem is far beyond the Vietnam government’s resources, said the World Bank report. Thus, far too many Vietnamese still live in remote and rural areas that have severely restricted access to commercial markets and services that many people around the globe take for granted. Better infrastructure and continuing economic reform to build the domestic private sector are needed for the Government to reduce poverty and reach its ambitious goal of becoming an industrialized country by the year 2020.
