Share of female management in FDI highest among Vietnam economic sectors

The Hanoitimes – The number of Vietnamese women accounts for half of the labor force but less than one-fourth of overall management roles.

The percentage of women in management in the foreign-direct investment (FDI) sector is a third of the number of people in leadership positions, the highest (34.1%) compared to the 29.7% and the 20.2% in state and domestic spheres, respectively, according to the latest report.

A report “Gender and the labor market in Vietnam” by the International Labor Organization (ILO) in Vietnam shows that there is still a gender gap in labor force participation in the country, especially in management level. Uneven distribution of family responsibilities in Vietnam’s society could be the reason behind.

The elimination of gender gaps in education has not translated into a comparable narrowing of gender gaps in employment quality, earnings, or decision-making jobs. “They are much more likely to involve in household work than men, and spend twice as many hours on it,” said Valentina Barcucci, ILO Vietnam Labor Economist, lead author of the research.

Women spent an average of 20.2 hours per week cleaning the house, washing clothes, cooking and shopping for the family, doing family care and childcare, whereas men spent only 10.7 hours. Close to one fifth of men did not spend any time on these activities at all.

As a result of the pandemic, total working hours dropped significantly in the second quarter of 2020, and recovered through the second half of the year. Women faced the most severe losses, according to the report.

The total weekly hours worked by women in the second quarter of 2020 were only 88.8% of the total for the fourth quarter of 2019, compared to 91.2% for men.

“Before the Covid-19 pandemic, both women and men had a relatively easy access to jobs, but the quality of such jobs was on average lower among women than among men,” said Valentina Barcucci, ILO Vietnam Labor Economist, lead author of the research.

Female workers were overrepresented in vulnerable employment, particularly in contributing family work. They earned less than men (by 13.7% on monthly wages in 2019), despite comparable working hours and the progressive elimination of gender gaps in educational attainment.

Gender inequality in the labor market is traced back to the traditional roles that women are expected to play, supported by the social norms, said ILO Vietnam Director, Chang-Hee Lee.

The 2019 Labor Code has opened opportunities to close such gender gaps, for example in retirement age or removing the ban on female employment in certain occupations, a much more difficult task still awaits Vietnam.

“That is changing the mind sets of the Vietnamese men and women themselves which will in turn influence their behavior in the labor market,” Chang-Hee Lee said.

Red Dao ethnic minority people preserve weaving skills

In the past few years, the locality has become popular among domestic and international tourists for its spectacular natural landscape and the rich cultures of various ethnic groups including Nung, Dao and Mong. Many of the ethnic groups plant cotton and weave embroidered cloth with a distinctive identity.

Nam Hong culture tourism village, in Thong Nguyen commune, is one place where visitors can experience local cultural life and watch women use their looms.

At the end of the last year, the Ministry of Culture, Sports and Tourism worked with local authorities to launch a project to preserve the weaving and embroidering handicraft of the Red Dao group, equipping locals with proper materials.

According to Trieu Van Khuan, Chairman of the People’s Committee of Thong Nguyen commune, Dao people account for 67 percent of the commune’s population.

“Due to the impact of modern life, locals once used to wear clothes like the majority Kinh people,” he said. “That’s why the traditional weaving handicraft has somewhat faded.”

“But since the State built the local community house, where Red Dao people gather to teach one another the weaving skills, the handicraft has recovered,” he said. “Especially, more and more locals wear traditional clothes instead of clothes like the majority Kinh group.”

Phung Mui Thu, a villager, said at the age of 10, she was taught skills of weaving and embroidering from the simplest to most complex tasks.

Now, she has become an artisan and teaches younger people in the commune.

“Since the community house was built two years ago, women flocked there to weave,” she said. “It’s easier for them to exchange techniques than working separately at homes. Hundreds of young women have learnt the skills at the community house.”

Visitors can also find their products at the community house.

“We are happy as we have not only maintained the traditional handicraft but also earned some extra income from selling products,” said local Ly Thi Huong.

Khuan said community tourism in the district has been greatly developed in the past few years and many foreigners like local handmade cloth.

Miss World Vietnam 2021 starts receiving candidates’ profiles

Miss World Vietnam beauty contest was held for the first time in 2019, aiming at looking for a Vietnamese representative at the Miss World beauty pageant. Women aged 18 to 27 who are at least 1.65m tall and have had no cosmetic surgery are eligible to enter the contest. Participation is limited to unmarried women who have never given birth or parented a child.
Beside the top three places of the winner, 1st runner-up, 2nd runner-up, the organization board will also present minor titles of the Beauty with a Purpose, Miss Sea, Miss Fashion, Miss Talent, Miss Communications and Miss Sport.
Luong Thuy Linh from the northern province of Cao Bang was announced as the winner of the 2019 Miss World Vietnam pageant. The first and second runners-up went to Nguyen Ha Kieu Loan of Quang Ninh province and Nguyen Tuong San of Hanoi.
Luong Thuy Linh represented Vietnam in Miss World 2019 that took place in London, the United Kingdom, in last December and was in the top 12 at the contest.
The first and second runners-up, Nguyen Ha Kieu Loan and Nguyen Tuong San competed in Miss Grand International 2019 in Venezuela and Miss Intercontinental 2019 in Indian respectively. Loan was in the top 10 at the pageant while San won the “Best National Costume” title.

Bac Lieu attracting foreign investment to ethnic minority areas

By 2025, the province will draw official development assistance (ODA) and preferential loans, especially non-refundable aid, for socio-economic development in ethnic minority areas based on demand and potential and on the principle of preserving and upholding traditional cultural identities and protecting the environment.

It will give priority to dealing with shortages of land, housing, and water for daily use among ethnic minority households; and developing agro-forestry and investing in key infrastructure, education, scientific research and technological transfer in production connectivity models via value chains.

Further attention will also be paid to healthcare, child malnutrition prevention, gender equality, and addressing urgent problems faced by women and children.

Vice Chairman of the provincial People’s Committee Phan Thanh Duy said the province will work closely with the Central Steering Committee on the National Target Program on Socio-Economic Development in Ethnic Minority Areas, the Coordinating Office of the program, and ministries and agencies to identify demand for international investment and ensure openness and transparency.

It will also offer all possible support in terms of policies, mechanisms, land, and human resources to facilitate foreign investment.

Priority will be given in site clearance, vocational training, the implementation of signed international agreements, conventions and contracts, and the expansion of international cooperation, to seek new partners.

Each year, the province will add more capital to build projects, hold exchanges with stakeholders, and raise funds from domestic and foreign sponsors for the effort.
