At the workshop This was put forth by experts and policymakers at the workshop themed “Vietnam legislation – ready for integration?” organised by the Vietnam Chamber of Commerce and Industry (VCCI) in Hanoi recently. The delegations at the conference provided an update on the current situation and offered their opinions about the regulatory system. The conference is organised to evaluate Vietnam's new position attained through its active participation in international trade agreements which necessitate the reviewing and amendment of many legal documents. This requires the quality of legal documents to be improved to make sure newly issued documents will not have to be amended after they are found unfeasible or contradictory to other documents. It will also have to be made sure that they do not create new legal barriers for businesses, or negatively affect economic development. From 2014 – 2018, the Red River Delta province attracted 180 foreign direct investment (FDI) projects, worth a total of more than 1.3 billion USD. Most of the province’s districts have at least an industrial park or cluster that gathers a large number of manufacturers. A majority of FDI firms are located in Hai Duong city, Chi Linh and Kinh Mon districts. The province has also restored and maintained operation of 35 craft villages to create jobs for the locals. Hai Duong has posted annual export growth over the last six years. The government and the International Labor Organization (ILO) signed a new framework agreement on December 5 called “Vietnam’s Decent Work Country Program for 2017-2021” on employment, social protection, and labor market governance. The new document sets the framework for cooperation between the ILO and Vietnamese partners over the next five years to make progress towards achieving decent work for all in the country. The program was signed by Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung, leaders of social partners (President of the Vietnam Chamber of Commerce and Industry Vu Tien Loc, President of the Vietnam General Confederation of Labor Bui Van Cuong, and Chairman of the Vietnam Cooperative Alliance Nguyen Ngoc Bao), and ILO Vietnam Director Chang-Hee Lee. (Photo: VNA) Hanoi (VNA) – Middle-income trap, climate change and international economic integration are posing great challenges to agriculture, farmers and rural areas in Vietnam, Minister of Agriculture and Rural Development Nguyen Xuan Cuong said at a conference held in Hanoi on October 5. According to Cuong, each commune in the country has met an average 15.32 criteria of new-style area and more than half of the communes nationwide (4,554 communes) have been recognised as new-style rural areas as of October. However, many problems remain, he said, citing examples such as wide development gap between the localities, low rural income despite increases of 3.4-3.5 times from ten years ago, and environmental pollution.
