Quang Nam chosen to welcome first “vaccine passport holders”

QUANG NAM – The central province of Quang Nam will soon submit a plan to the central Government to pilot the resumption of international tourism from July 2021, while continuing to review the necessary conditions to welcome international tourists with Covid-19 vaccination certificates.

Le Tri Thanh, Chairman of the People’s Committee of Quang Nam Province, this morning confirmed to the Saigon Times that yesterday, April 15, he held a meeting with the competent authorities to discuss how to welcome international vaccine passport holders after receiving the written request from the Ministry of Culture, Sports and Tourism on piloting the resumption of international tourism.

“I have worked with relevant agencies to complete the plan to register with the Government as the first locality to welcome international visitors to Vietnam for safe tourism,” he said. “Initially, we would like to welcome tourists from South Korea who will stay at the Hoiana complex and the Tui Blue Nam Hoi An Resort via Chu Lai Airport in the form of direct charter international flights.”

The guests will stay from five to 10 days and must meet all requirements, from vaccination certification and a negative PCR test to compliance with anti-prevention regulations.

The two resorts have been selected for the pilot program as they are large, luxurious and far from residential areas, according to previous surveys conducted by the Vietnam Administration for Tourism and Quang Nam’s authorities.

In addition, the Quang Nam authorities have been working with related parties to carefully prepare conditions and procedures to welcome guests at the Chu Lai airport.

According to the pilot plan to welcome international tourists via charter flights from Quang Nam province, the targeted international markets are Japan, South Korea and Taiwan based on consumption, effective anti-epidemic measures in countries and territories, bilateral agreements and acceptance of anti-epidemic results and vaccinations from both sides.

The flights are charter ones to ensure that all tourists travel to the same destination to ensure safety.

The plan would be deployed into two phases. In the first phase, expected from July 2021, the two resorts will welcome international tourists who want to stay for a long time, play golf and at the casino.

If the first phase is successfully implemented, Quang Nam Province will continue to implement the second phase, proposing other hotels such as Palm Garden, Four Seasons The Nam Hai and Vinpearl Resort & Golf Nam Hoi An also begin to welcome international guests.

Experts discuss post-COVID-19 global major trends, recommendations for Việt Nam

HÀ NỘI — The Foreign Ministry and the United Nations in Việt Nam jointly held an international talk in Hà Nội on Thursday to discuss major global trends in the post-COVID-19 era, international experience and policy implications for Việt Nam.

Addressing the event, Foreign Minister Bùi Thanh Sơn noted that after 35 years of renewal, Việt Nam now has a great ambition of becoming a developed country with high income in 2045.

The official asked participants to identify global trends that may generate opportunities for Việt Nam to make development breakthroughs, while sharing international experience and lessons in optimising post-pandemic trends for economic recovery, and proposing suitable policies for Việt Nam.

UN Resident Coordinator in Việt Nam Kamal Malhotra mentioned rising concern about the three major crises to the globe which are climate change, loss of biodiversity, and pollution, which threaten the achievements and development prospects in the future.

The US-China geo-political tensions and the inequality in COVID-19 vaccine distribution may also harm multilateral cooperation, he said, expressing his impression at the fast movement to catch up with new and pioneering technologies, thus supporting the maintenance of essential services and economic activities.

According to Malhotra, the increasing inequality inside each country and among countries has become a big and worrying trend. Therefore, the reduction of inequality and the pursuing of green and resilient recovery policies are the highest targets of the UN.

He said he hopes the talk will help seek new ideas for the recovery process.

In the framework of the event, three discussion sessions were held on digital transformation, the transition of growth models towards inclusive, self-reliant and sustainable and green recovery orientations.

They also gave a number of policy recommendations to help Việt Nam tap opportunities from major global trends, thus combining outside resources with internal strengths to make breakthroughs towards realising the goals set at the 13th National Party Congress. — VNS

Dong Nai (VNA) – A dialogue between the Vietnam Social Security (VSS) and Korean businesses was held in the southern province of Dong Nai on April 15, attracting representatives from more than 100 enterprises.
In his opening speech, VSS General Director Nguyen The Manh said it was the first dialogue of its kind to review the enforcement of laws related to social and health insurance, thus ensuring the rights and interests of workers.

It was also meant to specify several tasks on further improving the business climate and national competitiveness in accordance with the Government’s Resolution No.02/NQ-CP dated January 1, 2021. This was a practical activity towards the 30th founding anniversary of Vietnam – Republic of Korea (RoK) diplomatic ties next year.

Chairman of the provincial People’s Committee Cao Tien Dung hailed the VSS for holding the event to raise awareness of social and health insurance policies among Korean enterprises.

Speaking at the event, Lee Jae-guk, an attaché in charge of labour and employment and a counsellor at the Korean Embassy in Vietnam, asked for making clear difficulties in the field and discussing solutions for the coming time.

A VSS representative presented new points in social and health insurance policies, reported the implementation of social and health insurance policies among foreign and Korean firms, and  Decree No.143/2018.ND-CP on compulsory social insurance for foreign workers in Vietnam.

The representative also mentioned a plan to sign a bilateral agreement on social insurance between Vietnam and the RoK.

On the occasion, VSS General Director Nguyen The Manh presented certificates of merit to eight businesses for well performing legal policies on social and health insurance in 2020./.

Vietnam emerges as attractive investment destination for FDI enterprises

US Ambassador to Vietnam Daniel J. Kritenbrink believes that the most important values and products of the PCI are not the rankings of localities, but rather the sharing of the lessons learned, along with models and technology reforms.

The past 16 years has seen the PCI play an important role in promoting transparency and accountability in provincial economic governance domestically whilst facilitating private economic development as a means of promoting the nation’s competitiveness within the international arena.

Informal fees have continued to decline in recent years due to positive results achieved in the fight against corruption. In addition, both domestic and foreign investors are applying modern technologies as part of efforts to develop a greener, more stable economy, the diplomat states.

According to Ambassador Kritenbrink, the country has yielded several positive results due to improved administrative procedures, especially in terms of customs procedures. Vietnamese success in the fight against the novel coronavirus (COVID-19) pandemic has also had a positive impact on the local business climate in recent times.

Despite a high proportion of firms being negatively impacted by COVID-19 last year, Vietnamese businesses were largely able to continue their operations. Overall, the PCI underscores the success in the country’s economic development strategy based on FDI attraction and domestic private sector development.

Along with these remarkable results there remains a number of areas of major concern, such as corruption control, procedural systems, regulations, infrastructure, and quality public services.

Despite significant improvements occurring in these areas, last year saw only 27% of FDI enterprises rate the level of corruption in Vietnam as less common than in China, Thailand, Singapore, Indonesia, and Malaysia.

Furthermore, only 32% of FDI enterprises believe that the Vietnamese system of procedures, regulations, and infrastructure is better than that of these countries, while roughly 42% of them state that the quality of Vietnamese public service delivery is better.

These figures are largely in line with the judgment of the Korean Chamber of Business in Vietnam (KORCHAM), who say that infrastructure and regulatory systems are two areas in which the nation can further improve in to attract new investors moving forward.

Foreign financiers also expect that the country will continue controlling corruption, whilst simultaneously improving the quality of public service delivery, revamping procedures, and greatly upgrading the quality of infrastructure facilities.

Diverse activities to stimulate tourism in Quang Ninh province

The highlight of these events will be art shows, street parades, and a fireworks display which will be held welcome the start of the tourism season for this year.

Hoang Nhat Nam, director of the art programme held at the Tuan Chau international tourist site, said a number of popular local artists, singers, and beauty queens will participate in a grand music programme and fashion shows during the occasion.

As part of the event, Ha Long City have asked the authorities to permit firework displays to be held at three locations, including the Tuan Chau international tourism site, 30-10 Square, and the FLC Ha Long eco-tourism complex.

Most notably, a number of new tourism products have been put into operation ahead of the occasion, including the opening of the Tuan Chau golf course featuring a lighting system at night, the inauguration of Hon Gai public beach, and free entry to a tourist site in the Ba Deo hill area.

Nguyen Ngoc Son, vice chairman of Ha Long City People’s Committee, noted that the participation of numerous corporations, tourism firms, and local authorities is anticipated to boost tourism demand and attract more tourists to Ha Long city, particularly amid complicated developments caused by the global spread of the novel coronavirus (COVID-19) pandemic.

This comes as the number of tourists who have booked tours to Da Nang city for Reunification Day on April 30 and Labour Day on May 1 has recovered by approximately 80% compared to the same period from last year.

Social and health insurance in focus at VSS-Korea dialogue

Upon addressing the event, Nguyen The Manh, general director of the VSS, said it became the first dialogue of its kind to review the enforcement of laws regarding social and health insurance, thereby ensuring the rights and interests of workers.

Lee Jae-guk, an attaché in charge of labour and employment and a counsellor at the Korean Embassy in Vietnam, called for discussions to be held to solve business difficulties in the  near future.

A VSS representative also used the platform to present fresh points in social and health insurance policies, whilst reporting the implementation of these insurance policies among foreign and Korean firms. This is along with a Government Decree on compulsory social insurance for foreign workers in the country.

The representative also mentioned a plan aimed at signing a bilateral agreement on social insurance between the nation and the RoK.

As part of the occasion, Manh presented certificates of merit to eight businesses for their competent efforts in carrying out legal policies on social and health insurance last year.
