CPV: The Embassy of Canada in Hanoi on September 13 announced the Government of Canada will grant 180,000 Canada dollar (around 3.82 billion Vietnamese dong) for seven small projects, which is being channeled through the Embassy of Canada's Canada Fund for Local Initiatives (2011-2012 program). The projects will be implemented during this year in Dien Bien, Lao Cai, Dak Lak, Phu Tho provinces and Hanoi, making a real difference in the lives of disadvantaged groups in the country. Four projects focus on respecting and promoting women's rights (domestic violence prevention, legal aid support for lesbian women, anti-human trafficking of women and children, gender equality and participatory governance), one on comprehensive care and support for HIV/AIDS infected women, one on child survival through improved quality and access to health services at the grassroots level, and one on access to agriculture extension services. Among the countries mentioned in the UNDP report, Vietnam is said to have made the most progress in human development. Viet Nam's Human Development Index has increased by 41 percent in the past two decades. The UNDP attributes these achievements to the Vietnamese government's strong commitment to better public health and educational services, innovative poverty reduction programs, and strategic engagement with the global economy. The UNDP's assessment is accurate. Vietnam has always placed people in the centre and considered people the target and motivation of the development process. Doctor Kim Dung of the Hanoi-based Thai Ha Medical Centre’s announcement of providing free hymen mending service for sexually abused and misguided girls, as a gift for the International Women’s Day (March 8) has kindled a controversy. Many people said that the hymen can be mended but it is not important to mend the “moral film.” Many people praised the service as a humane act while others criticized doctors to lend a hand for deception.
