HÀ NỘI — Việt Nam have never won a gold medal in the men’s walking event at the regional Southeast Asian (SEA) Games despite having previously qualified for the Olympics in the sport.

Phùng Kim Quang is on a mission to change that.

Walking was little more than a blip on the Vietnamese sporting radar until siblings Nguyễn Thị Thanh Phúc and Nguyễn Thành Ngưng pocketed gold and bronze in the women’s and men’s races at the 25th Games in 2011.

Since then, with better support, Việt Nam have dominated the women’s discipline with four titles. However, the men’s crown is still out of the reach despite three silver medals.

Teenager Quang is the big Vietnamese hope in the sport after recording some outstanding performances at recent domestic competitions.

He is the record holder of the junior tournament and in the top three of the national championship.

Fate

Quang was born in Ba Vì District, in the outskirts of Hà Nội, in 2003.

The naughty little boy loved and played well in all sports such as badminton, shuttlecock, football and track-and-field. After dominating school competitions he became a member of the district athletics team.

Two years later, Quang was among several boys introduced to the walking event, a new sport in the city in 2015. His coach Nguyễn Văn Toản did not pick him at first but when the team did not have enough athletes, Quang was recruited after a second trial.

But Toản, who coached Phạm Thị Thu Trang to the SEA Games women’s title in 2019, gradually found the thin boy was suitable for the sport in which posture is of prime importance while arm, shoulder and leg actions must be well controlled to ensure balance.

After four years in the sport, Quang grabbed his first gold at the National Youth Athletics Championship and a bronze in the National Athletics Championship in 2019.

A year later, the 17-year-old defended his title at the junior 5,000m event and set a new record of 23min 14.21sec, 11 seconds than the old record of 23:14.32 by Dương Hữu Tín of Nghệ An Province in 2013.

“It is a record but I was not very happy. I expected to walk under 22 minutes but the result was more than 23 minutes. I considered it a failure because I could not do it again as I am overage next year,” Quang told Việt Nam News .

A month later he finished third with a time of 1:37:03 at the National Athletics Championship’s 20km walk.

Despite his strong effort, Quang who suffered a leg injury, could not surpass senior athletes Nguyễn Thành Ngưng and Võ Xuân Vĩnh at the finish line.

“I was really nervous when competing against such experienced rivals although it was my second time. Ngưng and Vĩnh are my seniors and idols. They have won national and international medals,” said Quang.

“However, I have learnt many things from them. From what they knew, they told me how to get better. Ngưng used to tell me ‘effort does not make success immediately, but if you try hard you will make it’. I have pinned it in my mind and will work harder to get better. I will find success by the end of the road,” he said.

Despite the third-place finish, Quang has been tipped for a big future.

“We will invest in Quang with an expectation that he will bring home regional and continental victories and even further he could reach world level if possible,” said Lại Phúc Lộc, deputy director of the Hà Nội Sports and Training Centre.

“We have set plans to send athletes including Quang to compete in open events in Thailand and Singapore (when the COVID-19 pandemic is controlled). Our goal is that Quang will secure a berth in the national team and have a high result in the coming SEA Games,” he added.

It is a huge job for Quang to vie for the national team slot against tough opponents. Ngưng has won the national title for 11 years in a row along with a SEA Games bronze and became the first and only Southeast Asian walker to win an Olympic berth in 2016. The Đà Nẵng-based athlete has vowed not to retire until he wins a SEA Games gold.

Vĩnh is also a big challenge he has finished behind Ngưng many times. He has even outperformed Ngưng in the SEA Games with three silvers in 2013, 2015 and 2019.

The only thing that Quang has on his side is his youth. He will be 18 while Ngưng 29 and Vĩnh 30 at the coming Games.

“My current result does not push me to the national senior team. But it will be my target now. I will have to improve my strength and technique. I also have to decrease my time because I want not only to be part of the coming big tournament but also win a medal,” Quang said. VNS

Vietnam needs a legal framework to manage cryptocurrency

March 3, 2021 by hanoitimes.vn

The Hanoitimes – Vietnamese laws have not accepted cryptocurrency as a medium of exchange in the country.

The State Bank of Vietnam (SBV), the country’s central bank, and government agencies are working on a legal framework to manage cryptocurrency and virtual assets.

The information was released by Vice Governor of the SBV Dao Minh Tu at a monthly government’s press conference on March 2, saying that bitcoin and other cryptocurrency are not legal tender and lawful means of payment in Vietnam.

“Vietnamese laws do not allow such cryptocurrency to act as a kind of legal tender in Vietnam,” Tu said.

In another move, the Ministry of Finance has set up a research team on cryptocurrency and virtual assets to propose changes in laws related to these issues accordingly.

People face huge risks taking part in illegal forex trading

Tu, meanwhile, also reiterated the SBV’s stance regarding current operation of foreign exchange (FX) trading platforms in Vietnam that only credit institutions with permission from competent authorities are authorized to provide such services on the domestic and international markets.

“So far, local authorities have not issued license for any forex trading floor. Therefore, all transactions on these floors are illegal,” stressed Mr. Tu, urging investors to be cautious from advertisements of these platforms with promises of soaring profits despite current difficult economic climate.

People taking part in illegal forex activities, therefore, face huge risks and are not protected by law, added Tu.

Tu noted investors before putting their money on any investment channel should consult local authorities and credit institutions.

Some investors admitted greedy is a major reason for them to participate in forex trading activities. However, they argued a lack of legal framework regulating such activities has directly led to a growing number of such platforms operating publicly and attracting ill-informed investors.

Culture makes creativity: expert

March 3, 2021 by hanoitimes.vn

The Hanoitimes – Vietnam currently pursues building a startup nation based on innovation, but there are remaining many difficulties challenging the country. Assoc.Prof.Dr. Bui Hoai Son talks with Hanoitimes about this issue.

In your opinion, why do cities want to participate in the world’s Creative Cities Network?

The new trend of the world today is to tap into creativity as the most important resource for development, because creative resources are unlimited, compared to natural ones. So that people should exploit resources to enrich themselves and the society.

Countries that make good use of the creativity potential of human have a better advantage than others. It is evident that many countries with limited natural resources are among the most developed ones, such as Israel, Singapore, Japan, South Korea.

Moreover, innovative products play a more important role in life and economic development, especially when the creativity industry does not make air pollution, which is linked with many of the United Nations sustainable development goals.

The 4th Industrial Revolution also supports the development of the creativity industry.

Vietnam currently pursues building a startup nation based on innovation. What do you think about the role of the creative culture in a startup country?

In addition to the common trend of the world, Vietnam has paid attention to the culture and creativity industry since 2005 when the Convention on Protection and Promotion of Diversity of Cultural Expressions was issued by the United Nations.

The Convention emphasizes the preservation of national cultural identity, the role of cultural products and services associated with customs and traditions as well as the supply and demand of the market in the cultural development.

The investment in culture is still below expectation. How should we measure the value of culture?

Cultural development also requires paying attention to the economic aspect. But it is not only about the revenue of cultural products. Their messages to people are more important. Furthermore, culture and arts improve the spiritual life, making a place becomes a worth-living one. Therefore, towards sustainable development, we must focus on cultural and creative industries.

What should Vietnam do to promote creativity?

In the cultural industry, creativity centers must be set up. For example, the US has Hollywood as a gathering place for creative people with the same vocation such as cinema, art, fashion, among others. These centers help spread creativity to the community and other places. In Vietnam, creative hubs should be Hanoi, Ho Chi Minh City, and Danang.

Hanoi is the first city in Vietnam to participate in the world’s Creative Cities Network. As a participant in the preparation and submission of documents to UNESCO, in your opinion, what are the strengths for Hanoi to be selected as a Creative City?

Hanoi was selected as the first city of Vietnam to join the world’s Creative City Network. It can be said that this is a relatively risky choice because Hanoi is not an ideal place for new “experimentation”. Hanoians are usually cautious with changes.

However, it must be Hanoi because it has a huge cultural resource with over a-thousand-year history that not all capital cities in the world have. Hanoi is the land that gathers the most talented people of the country for centuries.

It is also home to plenty of craft villages, valuable tangible and intangible heritages and a rich world of cuisine. If Hanoi promotes creativity based on the potential of craft products and cuisine, many new interesting products and events will be created to attract the public as well as the investment in conservation projects.

Moreover, most important central state organizations are located in Hanoi so that it is easy to promote the national and international brand for cultural events taking place here.

Besides, Hanoians have recently changed with a more open mind that accepts and adapts to innovation and adjustment to create breakthroughs.

After more than one year becoming a creative city, has Hanoi made significant changes, in your opinion?

Hanoi has not achieved the goals that we expected, even though we devised a lot of ambitious plans such as organizing contests, setting up design centers, training about creativity and public art development, among others.

Hanoi has recently organized two seminars, showing the concern of city leaders on the role of creativity to the city’s development. However, Hanoi needs to take more action to achieve its goals on creativity.

Thank you for your time!

Seminar on “Culture resource in the development strategy of Hanoi Capital to become a Creative City”

Culture – the foundation of society

Speaking at the event, Hanoi Party Committee’s Permanent Deputy Secretary Ngo Thi Thanh Hang stressed the important role of Hanoi as the capital and the country’s political and administrative head as well as the centre of culture, science, education, economics, and international transactions. Hanoi has a long history of culture and is honored by UNESCO as City of Peace and Creative City for the convergence and spread of values of the nation. In particular, with the history of over 1,000 years of establishment and development, Hanoi has its own advantage of a huge invaluable cultural heritage, where the cultural traits from every regions of Vietnamconverge.

Nurturing human values

In addition, all the heritage and cultural and artistic works of Hanoi should also be nurtured and developed to shape the human personality of those who live and work in Hanoi.
