The Department of Planning and Investment has been tasked to review the entire process of implementing the project, especially legal grounds, and exactly determine the total investment level of the project. The city has required the investor of the project, HCMC Urban Railway Management board, and those who have committed wrongdoings to seriously implement conclusions and proposals by the State Audit Office and report results before March 31. In 2018, the project got stuck with legal procedures to adjust total investment capital so the Ministry of Planning and Investment did not allocate official development assistance funds for the city to build the route. More than 50 percent of the project has been completed, but it has been constantly hampered by a lack of funds. This means the Ben Thanh-Suoi Tien metro line is unlikely to be completed by 2020 as scheduled. Approved in 2005, Ho Chi Minh City's Ben Thanh-Suoi Tien Metro Line 1 will run 20 kilometers (12 miles) through the city's 1, 2, 9, Binh Thanh and Thu Duc districts, and the neighboring Binh Duong Province's Di An District. Work on the line kicked off in August 2012 with a total investment of nearly VND50 trillion ($2.14 billion). It was initially scheduled to be put into operation in 2017. Despite the fact that the construction of Metro Line No.2 connecting South Thang Long and Tran Hung Dao has been delayed for ten years now, the Hanoi People’s Committee proposed the government to add VND16.1 trillion ($701.78 million) to the project, increasing its total investment capital to VND35.7 trillion ($1.56 billion).
