Hà Nội set to attract up to $40 billion in FDI over next five years

HÀ NỘI — Hà Nội has compiled a plan to attract between US$30 and 40 billion of foreign direct investment (FDI) during the 2021-25 period, Deputy Director of the municipal Department of Planning and Investment Vũ Duy Tuấn said.

According to Tuấn, during the 2016-20 period, the city attracted 3,113 foreign-funded projects worth $26.5 billion, 4.2 times higher than the capital recorded in the previous five-year period.

Of 33 key projects, 11 have been completed in line with plans, 15 are under construction, and 12 are about to begin.

As of March 31, there were 2,907 projects worth VNĐ1.65 quadrillion ($71.52 billion) not funded by the local budget. Of these, 967 have been completed and 182 had stopped or had their licences revoked.

At a working session with local authorities on Monday, Chairman of the municipal People’s Committee Chu Ngọc Anh asked the department to follow the city’s goals and working programmes to actively issue related plans or make proposals to local authorities.

He ordered the department to quickly review the local list of key projects and suggest new ones for the 2021-25 period, adding that the proposed projects should boost the city’s socio-economic growth and also prove feasible.

Anh also requested smooth and close coordination between the department and relevant sectors and localities. — VNS

Int’l community lauds UNSC’s high-level open debate chaired by Việt Nam

NEW YORK – Monday’s high-level open debate on ‘Cooperation between the UN and regional organisations in enhancing confidence-building and dialogue in conflict prevention and resolution’ chaired by Vietnamese President Nguyễn Xuân Phúc in his capacity as President of the United Nations Security Council (UNSC) in April has been praised by the international community.

Ambassador Olof Skoog, head of the EU Delegation to the UN, said: “It was a very good debate.”

The EU side is “very strongly supportive of the UN,” the ambassador told the Vietnam News Agency (VNA)’s correspondent in New York.

The UN needs support as it “cannot do everything everywhere by itself,” he said, highlighting the important role of regional organisations in conflict prevention and resolution since they have trust and confidence among parties in conflict.

“So as long as they always follow the UN Charter, respect the international law, I think that’s kind of locally driven diplomacy,” he said.

Ambassador Anouparb Vongnorkeo, Permanent Representative of Laos to the UN, said Việt Nam has played an increasingly important role in the UN, especially the UNSC.

According to the Lao Ambassador, the matters proposed by Việt Nam in the debate are significant as they look towards promoting co-operation within the UN as well as between the UN and regional and sub-regional organisations.

Hailing the smooth and effective collaboration between the UN and regional organisations, he said the two sides had made efforts to enhance ties.

In an interview with the VNA, Ambassador Fatima Kyari Mohammed, Permanent Observer of the African Union (AU) to the UN, appreciated Việt Nam for running the high-level open debate.

She said the role of regional organisations and regional co-operation as a whole is fundamental for building confidence and promoting dialogue in conflict prevention and resolution.

“From the AU perspective, we have signed a joint framework for enhanced partnership in peace and security as well as development with the UN over three years ago,” the ambassador said.

“And since then co-operation between the two organisations has been strengthened to the institutionalisation of our joint efforts, reinforcing our collaboration and coherence, and harmonising strategies and approaches.”

Also on Monday, UN Secretary-General António Guterres and President of the UN General Assembly Volkan Bozkir held meetings with Ambassador Đặng Đình Quý, Permanent Representative of Việt Nam to the UN. The UN officials commended the debate chaired by Việt Nam.

Quý also met with Ambassador Guillermo Fernández de Soto, Permanent Representative of Colombia to the UN, during which the two sides compared notes on activities of the UNSC regarding the implementation of the peace agreement signed by the Colombian government and the Revolutionary Armed Forces of Colombia (FARC) in 2016.

Quý affirmed Việt Nam’s support for the peace process in Colombia and its wish that all relevant sides will continue with dialogue to deal with the present challenges, especially through established mechanisms in accordance with the peace agreement.

Việt Nam will work with the UN and the international community to support the Colombian government, and promote peace, security and development in Colombia, he said.

Asked about the UNSC’s open debate, Quý told the VNA that the participating countries, both members and non-members of the UNSC, commended Việt Nam’s preparations for the event. VNS

Visitors come in droves to Vietnam’s first-ever ‘sleepless city’

Currently, about 54 flights carry 20,000 arrivals to Phu Quoc Island every day, according to the Department of Tourism of Kien Giang Province, which administers the island regarded as Vietnam’s beach paradise.

The number is forecast to increase to 80 flights on the back-to-back holidays of Reunification Day (April 30) and International Workers’ Day (May 1).

The figures are the result of not only the high demand of summer travel but also the opening of Vietnam’s first-ever ‘sleepless city’ on Phu Quoc — an example of the inevitable trend in the tourism industry, in which independent night-time entertainment complexes are established in big cities.

Turning point of entertainment travel

The nearly-1,000-hectare area of Phu Quoc United Center was bustling on Tuesday morning, welcoming huge throngs on crowded electric buses in preparation for its grand opening on Wednesday.

In the Grand World component, luxury shopping retailers were gearing up to complete the very last decorations and preparation for their mini music and art shows.

As soon as 9:00 am on Tuesday, hundreds of workers gathered to embellish small scenes with pavilions, craft villages, and traditional products to resemble the ancient Vietnamese spaces at the venue for ‘The Quintessence of Vietnam’ show, which employs the largest modern technology in Vietnam.

The show’s director Viet Tu told Tuoi Tre (Youth) newspaper that the performers’ goal is to attract visitors to the festive activities in the entertainment city.

Besides, visitors from other resort complexes and couples who were taking their pre-wedding photos at Grand World also added up the hustle and bustle in the city.

Tran Gia Hung, a tourist from District 7, Ho Chi Minh City who had traveled to different Southeast Asian countries such as Singapore and Thailand, said that he was strongly impressed by the scenery and majesty of colorful buildings in Vietnam’s first ‘sleepless city.’

Hung was even prouder that the project is characterized by Vietnamese identity.

According to Nguyen Thi Thu Yen, an assistant at the Tous Les Temps café at Grand World, restaurants, coffee shops, and shopping stores there have generally finished their decorations and been ready for serving customers.

“The number of visitors to Grand World today is beyondall expectations,” Yen said.

“They spend time here from morning till night.

“Their main activities include sightseeing, coffee time, and shopping for souvenirs with families and friends.

“I think this area, once officially put into operation, will be crowded and bustling day and night.

“I can’t wait for it.”

Phu Quoc waits to shine

According to Vu The Binh, deputy chairman of the Vietnam Tourism Association, MICE (meetings, incentives, conferences, and exhibitions) tours play an important part in the domestic tourism sector as customers with the demand of relaxation often prefer this traveling model to exploration trips.

“This is clearly reflected in the ‘sleepless city’ model of Japan,” Binh said.

“Visitors there will be hooked on the variety of services, most of which are culinary and shopping.”

According to experts, during the development of a night-time economy, it is necessary for Vietnam to establish a system of night tourism products before building independent night-time entertainment complexes.

This is also Vietnam’s development orientation for the night-time economic model in the future.

In this fashion, Grand World with a combination of vivid activities at night and a series of exciting daytime festivals is expected to bring new vitality to the tourism economy of both Phu Quoc and Kien Giang.

A representative of the Kien Giang tourism department said that the number of flights from the country’s mainland to Phu Quoc would reach 80 on the holidays of Reunification Day and International Workers’ Day.

Meanwhile, 30 ferry trips can carry more than 4,000 passengers to the island ahead of the opening of the ‘sleepless city,’ according to Ho Thanh Sang, deputy director of the Kien Giang Port Authority.

Along with Da Lat, Vung Tau, Da Nang, and Nha Trang, Phu Quoc has become the most popular destination for Vietnamese tourists during the aforementioned four-day public holiday, according to a survey by the hotel reservation site Booking.com.

To ensure safety for tourists in the current situation of the COVID-19 pandemic, the Ho Chi Minh City-based Cho Ray Hospital has sent 13 experienced doctors to Kien Giang to coordinate with the province in disease prevention and control.

In addition, Phu Quoc City leaders recently directly assigned missions to the navy, coast guards, and border guards who are responsible for preventing illegal entry from neighboring Cambodia, where the virus is taking its toll on local residents.

Thousands of shows a year

Another festive highlight that many visitors should look forward to is the 30-minute show ‘Colors of Venice’ held every evening at the Canal and Central Lake, featuring typical European designs, combined with romantic love stories and laser technology.

In addition to two main shows costing millions of dollars, the ‘sleepless city’ also offers at least 2,920 daytime mini shows, along with 365 evening performances, every year in various topics to bring visitors fresh feelings.

According to Bui Quoc Thai, director of the Kien Giang Department of Tourism, the models of endless entertainment and shopping will help introduce local agricultural products and specialties, especially through the Grand World night market’s 134 stalls, which are divided into four categories — cuisine, souvenirs, local specialties, and fashion items.

Tourists’ expectations for ‘sleepless city’

Duong Huan, a traveler from Ho Chi Minh City, showed his support for the development of a nigh-time economy, especially in big cities and tourism hot spots.

According to Huan, management agencies need to leverage each locality’s own identity more thoroughly to avoid boring repetition.

At the same time, more regulations on food safety and hygiene, pricing, security, and public order are needed for the healthy growth of business and preventing bad practices.

Localities with famous tourist destinations should improve public transport while ensuring security and public order for tourists, he said.

Besides, there should be suitable activities designed for different ages, especially for children, as many young families often find themselves in situations where they cannot entertain their kids during their trips.

According to Trang Ho, a visitor from Hanoi, she prefers taking part in outdoor activities at night during her vacations over more comfortable weather and less busy traffic.

However, tourists have few choices for night-time outdoor activities in Vietnamese cities, Ho complained.

“Nobody wants to stay in a hotel to watch TV during their trips,” Ho said.

“This point signals the business opportunity of the night-time economy.

“I think the ‘sleepless city’ should initially address this need and then other healthy entertainment services.”

E-commerce grows steadily despite Covid-19

HCMC – Although the Covid-19 pandemic led to the downturn of most sectors, e-commerce grew steadily in Vietnam last year and would maintain its solid growth momentum this year, according to the E-Business Index 2021 Report of the Vietnam E-commerce Association (Vecom).

The E-business Index was based on three criteria comprising human resources and infrastructure in information technology, e-commerce transactions between businesses and consumers, and e-commerce transactions among businesses.

Data of Vecom showed that Vietnam’s e-commerce market grew 15% last year to some US$13.2 billion. Of this, online retail grew 46%, ride-hailing and food delivery rose 34% and online marketing and games rose 18%.

Online marketing revenues increased to US$820 million in 2020 from US$329 million in 2015 and US$716 million in 2019. Online marketing revenues are expected to reach nearly US$1 billion in 2021.

Online transactions by domestic payment cards through the National Payment Corporation in 2020 rose 185% in volume and 200% in value compared with 2019.

Momo, the biggest e-wallet in the country, recorded 403 million transactions worth some US$14 billion last year, a 3.5-fold increase in both volume and value compared with 2019. The number of new users in 2020 reached 23 million, nearly doubling that of the previous year.

HCMC still led the E-business Index with 67.6 points, followed by Hanoi with 55.7 points. Danang trailed far behind in third place with 19 points.

Binh Duong Province ranked fourth, while Dong Nai Province climbed two notches from last year to the fifth place this year. Haiphong City moved down to sixth place from third last year.

Most of the provinces with the weakest growth of e-commerce are located in the North or the Mekong Delta.

A representative of Vecom said the e-commerce development gap between HCMC, Hanoi and other cities and provinces remained very large. The two biggest cities accounted for half of the country’s total business-to-customer e-commerce transaction value.

According to Vecom, businesses in Vietnam have become more dynamic and gradually adapted to e-commerce. The growing number of online consumers has resulted in growth in many e-commerce industries such as ride-hailing, food delivery, online payments, online training and online marketing.

The E-Business Index 2021 Report was released by Vecom within the framework of the Vietnam Online Business Forum on April 20.

Hanoi mayor’s visit opens up cooperation opportunities with Israeli and British partners

The visit will help Hanoi gain the best expertise and experience in a wide range of fields the city is developing.

A Hanoi delegation led by Chairman of the municipal People’s Committee Nguyen Duc Chung paid working visits to Israel and the United Kingdom between November 4 and 13 to foster cooperation with the two countries’ cities and partners and paved path for enhanced ties.

Promoting cooperation with Israel in numerous fields

During the visit in Israel, the Hanoi delegation met and worked with Tel Aviv Mayor Ron Huldai, partners, investors and businesses of the two countries.

The two sides shared experiences and discussed the possibility of cooperation in the fields of startup, innovation and technology for smart city building.

Chung gave an overview of the outstanding results of Hanoi’s socio-economic development, highlighted challenges in the development process and discussed potentials and specific ideas for cooperation between the two sides.

Huldai said the Tel Aviv government is willing to work with Hanoi and other Vietnamese localities to share experiences in smart city building, investment, trade, tourism, urban management, technology transfer, agriculture and hi-tech healthcare, thus helping to bolster relations between the two cities, as well as the two countries.

On this occasion, Chung invited Mayor Tel Aviv to visit Hanoi and attend the F1 race, slated to take place in the city in April 2020.

Meeting with Chairman of the Federation of Local Authorities of Israel Haim Bibas, Chung mentioned the difficulties and challenges facing Hanoi in its development process.

The Hanoi mayor expressed his hope that through meetings with officials of Tel Aviv and other cities of Israel, the two sides will step up experience sharing and cooperation in the strong fields of the Middle East nation.

Hanoi and Israel expand medical cooperation

The Hanoi delegation also had meetings with leaders of Simbionix Company, the Rabin Medical Center and its Belison Hospital, and Insightec Company to promote cooperation in health care.

At the meeting with Vice President of Simbionix Company Ran Bronstein, Nguyen Duc Chung said that the city has cooperated closely with medical equipment manufacturers in the world to support research and supply suitable medical equipment for examination and treatment in Vietnam.

On this occasion, the Hanoi Department of Health and Simbionix Company signed a memorandum of cooperation.

Hanoi enhances cooperation with Israeli businesses on building smart city

During its stay in Israel, the Hanoi delegation met with Chairman of Blenheim Properties Group Ltd Igal Ahouvi to boost the implementation of the firm’s project in Hanoi and the partnerships in smart city building, new urban area building and information technology development in Vietnam’s capital city.

Besides, the delegation had a working session with Clariter clean-tech company to boost ties in waste treatment.

Chung suggested Clariter provided consultancy and share experiences in plastic waste classification and investment cooperation in a plastic waste treatment plant in Hanoi.

Hanoi strengthens investment with Pacific Land Group

During the trip to the UK from November 9 to 11, Chairman of the Hanoi People’s Committee Nguyen Duc Chung had a working session with President of Pacific Land group Patrick McKillen in London.

The Hanoi government has accelerated the handling of procedures related to the group’s hotel complex in Ba Dinh district and biotech park Habotec in Bac Tu Liem district, Chung said.

He asked the firm to speed up its projects, attract British investment to the biotech park, and assist Hanoi to organize investment promotion activities in the UK and the US.

Chung also suggested Pacific Land group consider investing in a shopping center in Hanoi city.

For his part, McKillen expressed his belief in the success of his group’s projects in Hanoi to create landmark works for the city.

He pledged to continue supporting Hanoi city to organize investment promotion conferences in the UK and the US in the coming years.

The Hanoi delegation also had a working session with the Vietnamese embassy in the UK. Vietnamese Ambassador to the UK Tran Ngoc An appreciated the cooperation between Hanoi city and his embassy, and affirmed that the embassy will closely coordinate with the Hanoi government to promote exchanges between the capitals of Vietnam and the UK in the time ahead.

National Hospital of Tropical Diseases ready for all scenarios to cope with variant of SARS-CoV-2

Last days of the year, when people and families are busy preparing for the New Year celebration, all works run normally at the National Hospital of Tropical Diseases (branch in Dong Anh District). The hospital staff will work during the new year holiday under a big pressure, especially when Covid-19 patients are still being treated, and people are worrying about the new strain of the SARS-CoV-2 virus. However, the hospital staff are ready for all plans and scenarios to ensure safety in all situations.

Reporters and other patients don’t feel nervous and worried like before when they come to the National Hospital of Tropical Diseases in the last days of the year.
Because, during a long year of fighting against the Covid-19 pandemic, everyone understood the situation and were always ready to prevent and fight the disease.
There are no more scenes of patients going in and out worriedly, no rushing steps and anxious expressions of the doctors, but the cars carrying medicine, medical supplies still enter

The patients stayed in separate rooms. All daily activities take place inside the room.
Only in necessary situation required by the doctors, they leave their rooms.
Talking to reporter of Economic and Urban Area Newspaprt, Mr Nguyen Van Nhieu (66 years old) who has worked in the US for 40 years, said he was born and grew up in Nha Trang city, Khanh Hoa. He has retired and wanted to come home with his family but unfortunately, he got Covid-19
“Before returning to the country, I was acknowledged that I would be quarantined but I didn’t think that I can be infected with this deadly virus. In the hospital on the days of New Year holiday, it was impatient. Although I have been tested negative for two times, I still have to strictly follow the doctors’ regulations, stay at the quarantine area and follow the guidance of the doctors,” Mr. Nhieu shared.

Dr. Vu Minh Duc – who is working at the General Internal Medicine Department of the National Hospital of Tropical Diseases, always cares the patients with all heart.
In a protective outfit, doctor Vu Minh Duc always kindly asks about the health of each patient being treated Covid-19 here. The young doctor did not forget to explain carefully and gently so that the patient could understand his health situation.
In the duty room, electric lights are always turned on during 24 hours that means the doctors are always ready in the fight and prevention from the pandemic. During the past year, Dr. Duc and the other doctors in the Department of GeneralInternal Medicine had to work with high intensity and tension.
“We usually work in shifts. Each person has 3 weeks in hospital, 2 weeks of isolation and 1 week staying home. Sometimes when I stayed in the hospital for a longer time, my parents impatiently complained “if you spend much time in the hospital, when will you ever get married?” I told myself that I chose this path, so I am determined to devote and sacrifice,” Dr. Duc said.
Doctors and nurses are forgetting themselves at work.
Meanwhile, in the Intensive Care Department, where 25 patients are treated, doctors are racing against time to save the patients. The room was unusually quiet, there is only the sound of a breathing machine (mechanical ventilator). This space is so different from other normal patient rooms. All people are working hard every hour, every day to get through this scary moment.
According to doctor Pham Van Phuc who’s working at the Intensive CareDepartment, working here is very hard because the emergency cases are sent to the department constantly. Especially on the days before New Year holiday, the work of the doctors at the department is busy and harder because many patients in other the provinces were sent to the hospital.
“On the occasion of New Year, the department is always full of patients, at the highest point, there are 27 patients here. Meanwhile, the department has only 4 main doctors, 2 apprentice doctors. The hardest part is Four nurses are the most strenuous people because they have to take care of 25 patients from eating, drinking, bathing, and hygiene … ,” Dr. Pham Van Phuc shared.
Doctor Than Manh Hung, Deputy Head of Emergency Department, the National Hospital of Tropical Disease said that leaders of the hospital as well as the Pandemic Prevention Committee of the hospital are determined that although the situation is no longer urgent now, it is absolutely that we can not negligent, subjective, but always stay at high alert, ready to cope with new variant of SARS-CoV-2
“The hospital also thoroughly applies the scenario of the National Steering Committee for Covid-19 Prevention and Control with many possible situations. There is a plan to cope with the situation of only 10-20 patients, or even hundreds of cases under treatment. In the worst situation, when the number of patients is too large, exceeding the treatment capacity, we will call for the help of other medical units,” said Dr. Hung.
