Hanoi police investigate HIV test strip scandal

The Hanoitimes – Chairman of the Hanoi People’s Committee Nguyen Duc Chung asked relevant agencies to inspect HIV test strip scandal before December 15.

Hanoi police on December 12 opened an investigation into the case of HIV and hepatitis B fraud at Saint Paul General Hospital, Zing.vn reported.

A report by national broadcaster VTV on December 9 showed that some staffers of the hospital’s Department of Microbiology had cut HIV and hepatitis B test strips into halves so that one single-use test strip could be used twice. This fraudulent act could lead to misdiagnosis and does not follow directions for use given by its manufacturer.

On December 10, Director of the hospital Nguyen Dinh Hung said that only 40 HIV test strips were cut into two halves by diagnostic staff at Saint Paul Hospital over the past three months.

Hung denied the act was fraudulent and said it was only an experiment by the Department of Microbiology. The experiment was not reported to the hospital’s managerial board, he added.

Through the review, the hospital did not detect the similar act of splitting rapid test strips for hepatitis B. Hung denied the report on mixing four patients’ samples in a test tube while performing the ELISA (Enzyme-Linked ImmunoSorbent Assay).

Currently, the hospital suspended from work three of its staff members who are a deputy head of Microbiology Department, the head of the technician team and a technician.

Deputy Director of the Hanoi Department of Health Tran Thi Nhi Ha said that cutting the strips into two halves is not permitted, even as an experiment.

The municipal Department of Health has asked Saint Paul Hospital to review the hospital’s chemical inventory books and records of trial tests to identify the procedure violations.

Chairman of the Hanoi People’s Committee Nguyen Duc Chung also assigned the Hanoi Department of Health to inspect and strictly handle the scandal in accordance with the law before December 15.

An HIV test kit with 100 test strips costs VND3 million (US$129). Saint Paul Hospital is the largest hospital under management of the Hanoi Department of Health.

Hanoi hospital downplays HIV test strip scandal

The Hanoitimes – The director of Saint Paul Hospital denied the fraud and said it was only an experiment by the Department of Microbiology.

Only 40 HIV test strips have been cut into two halves by diagnostic staff at Saint Paul Hospital over the past three months, Director of the hospital Nguyen Dinh Hung said on December 10 and denied the information on blood mixing during the test.

Earlier, a report by national broadcaster VTV showed that some staffers of the hospital’s Department of Microbiology cut HIV and hepatitis B test strips into halves so that one single-use test strip could be used twice. This fraudulent act could lead to misdiagnosis and does not follow directions for use given by its manufacturer.

Hung denied the act was fraudulent and said it was only an experiment by the Department of Microbiology. However, the experiment was not reported to the hospital’s managerial board.

The hospital’s director said the strips were provided free to the hospital by Luc Tinh Company, a private medical equipment supplier, and the hospital has not used them on patients.

“The tests were not aimed at defrauding health insurance,” Hung affirmed.

Through the review, the hospital did not detect the similar act of spliting rapid test strips for hepatitis B. Hung denied the report on mixing four patients’ samples in a test tube while performing the ELISA (Enzyme-Linked ImmunoSorbent Assay).

“The unused half of the cut strip will definitely not guarantee an accurate result,” Ha said. “This behavior is completely against the procedures for medical examination and testing.”

More Tan Son Nhat employees test positive for SARS-CoV-2

Two more staff at the Tan Son Nhat Airport in HCM City have tested positive for SARS-CoV-2, while Hung Yen Province has become a new locality in the country to report community cases.

Nguyen Tri Dung, director of HCM City CDC announced on February 9 during the regular Covid-19 prevention meeting that the test results had come back positive for two more employees at Tan Son Nhat Airport. Deputy Minister of Health Nguyen Truong Son arrived in HCM City to give directives about quarantine, treatments and contact tracing tasks.

Considering the situation in the northern region, after receiving the news about a confirmed case arrived in HCM City from Hai Duong Province on January 28, the Covid-19 Prevention Steering Committee held an urgent meeting and ordered tests for all employees at Tan Son Nhat Airport. From January 30 to February 5, they had detected one confirmed case.

The local health sector also worked with related agencies on contact tracing. Further tests showed four more positive cases on February 8. The city authorities took samples from 830 employees on February 7. The results on February 9 showed two more positive cases.

Six out of seven confirmed cases were ground staff at Tan Son Nhat Airport and one person is an employee of Vietnam Airlines. The authorities also tested 1,600 residents in District 1. The results were negative.

Authorities in Hung Yen Province also reported a positive case on February 9. A lecturer from Yen My District visited the Lung Hospital in Hanoi after having symptoms like coughing and high fever. He was transferred to the National Hospital of Tropical Diseases after the test result came back positive for coronavirus. He works at a college in Cam Giang District, Hai Duong Province and went to Hai Duong Province on January 28 before returning to Hung Yen. He had the symptoms 10 days later.

The authorities in Hung Yen immediately launched contact tracing tasks and disinfected high-risk areas.

Due to the complicated situation in Hai Duong and Cam Giang District in particular, the authorities in Hai Duong ordered to lock down in the district from 6 pm on February 5 until further notice.

HCMC urged to apply social distancing after dozens test positive for coronavirus

These high-risk areas should be governed by the government’s Directive 16 that bans public gatherings of more than two people and asks people to stay home, stepping out only for emergencies, Long said.

The proposal was made at a meeting Monday after HCMC recorded five recent community transmissions, all being baggage handlers at Tan Son Nhat Airport and 25 of their close contacts who have tested positive for the virus and are awaiting Health Ministry confirmation as Covid-19 patients. The source of the new cluster at the airport has not been determined.

Prime Minister Nguyen Xuan Phuc agreed with the proposal at the meeting, saying that there have been seven areas in HCMC recording community transmissions, and social distancing should be applied in those areas.

The areas are in Districts 1, 9, 12, Binh Thanh, Go Vap, Binh Tan and Tan Binh.

HCMC applied social distancing under Directive 16 from April 1 to 22 last year.

Long said the outbreak in the baggage handling area at Tan Son Nhat could have existed long before and that some people involved may have been infected and then recovered.

“The outbreak in HCMC was quite complicated and has gone through many cycles of infection; therefore, the source of this outbreak has not yet been determined. This is what makes us very worried,” he said.

The heath minister said even though they did not have contact with air passengers, the infected airport staff could still have interacted with many people in the community. He asked the city government to urgently prevent the outbreak from spreading further.

As of Monday morning, several residential areas in HCMC have been locked down. Health staff are racing against time to track down all those in close contact with the confirmed patients and suspected cases for centralized quarantine and coronavirus testing.

HCMC has now recorded six locally transmitted cases, counting from Jan. 28 when community transmissions returned to Vietnam after 55 clean days, with the first case related to the cluster in northern Hai Duong Province.

In the past 11 days, Vietnam has registered 422 domestic cases in 12 cities and provinces.

Indonesian ship crew test positive for Covid-19 in Vietnam

Five crew members of an Indonesian cargo ship have tested positive for Covid-19 for the first time in the southern province of Ba Ria-Vung Tau.

Ship Ocean Amazing left Indonesia on February 20. When travelling through Vietnamese waters, a crew member suddenly died of unknown causes. The case was reported to the Vietnamese authorities for the assistance.

Right after that, Vietnamese agencies conducted a rescue and took Covid-19 testing samples for 20 people on the ship.

Among the twenty, five have tested positive for the first time.

The provincial Centre for Disease Control and Prevention have sent the test samples of the crew members to HCM City Pasteur Institute for the second test.

The ship has not yet entered Vietnamese waters. The body of the dead crew member has not yet been brought ashore, so there are no Covid-19 infection risks for Vietnam.

The Ministry of Health has been informed of the case.

The ship’s captain has said that if any crew member tests positive for the virus for a second time, the ship will return to Indonesia for sterilisation.

Two more airport employees test positive for novel coronavirus in Ho Chi Minh City

The Ho Chi Minh City Center for Disease Control (HCDC) confirmed on Tuesday morning that two more employees at Tan Son Nhat International Airport had tested positive for the novel coronavirus.

One of the two individuals is an employee of Vietnam Airport Ground Services Company Limited (VIAGS), whose five other staff members have been diagnosed with COVID-19 and confirmed as patients No. 1,979, 2,002, 2,003, 2,004, and 2,005.

The other works for the national flag carrier Vietnam Airlines and came into close contact with patient No. 1,979 during cargo supervision on January 30 and 31.

As of 10:00 am on Tuesday, seven staff members of Tan Son Nhat International Airport had tested positive for the novel coronavirus, of whom five were previously confirmed as COVID-19 patients by the Ministry of Health.

They were members of a team in charge of unloading, arranging, and supervising luggage and cargos at the airdome.

Twenty-five other patients have also been confirmed in Ho Chi Minh City after having direct contact with the airport employees.

The municipal Steering Committee for COVID-19 Prevention and Control previously ordered the COVID-19 testing for all staff members at Tan Son Nhat Airport following the detection of a cluster at Van Don International Airport in northern Quang Ninh Province.

A total of 8,130 samples have been collected and tested so far.

Competent authorities are conducting the second tests for all employees of VIAGS Company.

Airport staff who work directly with passengers are also tested for COVID-19 on a daily basis.
