Vietnam records 16 COVID-19 cases on February 28 afternoon

Among the new infections, 12 locally infected cases were recorded in the northern province of Hai Duong, the country’s largest COVID-19 hotspot, and four imported cases were found in the southern provinces of Tay Ninh and Dong Thap.

Of the total count, 1,542 were locally infected, including 849 cases since January 27.

A total 1,876 COVID-19 patients have recovered so far, and the death toll remains at 35.

Among those still under treatment, 62 have tested negative for SARS-CoV-2 once, 53 twice and 95 thrice.

Ten provinces and cities have gone through 14 consecutive days without new locally-infected cases of COVID-19.

As many as 63,054 people who had close contact with confirmed patients or returned from pandemic-hit regions are being quarantine across the country.

Privately-run program sponsors free IVF treatment for infertile couples in Vietnam

Dozens of children in Vietnam have been born to infertile parents under a program that pays for the costs of the expensive in vitro fertilization (IVF) treatment for low-income couples who struggle to conceive naturally.

The annual program, known as ‘Uom mam hanh phuc’ (Sowing Happiness), was launched in 2014 by Prof. Dr. Nguyen Thi Ngoc Phuong, who spearheaded the introduction of IVF treatment in Vietnam in the late 1990s.

Each year, organizers select from hundreds of applications and provide financial as well as medical support to some dozen couples who need help the most.

Selected couples are sponsored for all steps of a standard IVF treatment, which is a process of fertilizing an egg with sperm outside of the body.

This treatment involves monitoring and stimulating a woman’s ovulatory process, removing ova from the woman’s ovaries, letting sperm fertilize them in a laboratory, and implanting the resultant embryo in the female’s uterus.

According to Dr. Dang Quang Vinh, deputy director of My Duc General Hospital in Ho Chi Minh City that provides the treatment, selected couples will have all their medical costs covered, including those of storing unused embryos, which can be accessed for future IVF attempts.

Under this program, each couple can save up to VND80-100 million (US$3,500 – 4,300) per attempt.

As of the time of writing, 80 children have been born to parents who underwent IVF treatment sponsored by the program, while six mothers are expected to give birth through IVF treatment soon.

This year, on its fifth annual call for candidates, the program has received 621 applications from infertile couples from across the country and selected 167 satisfying all criteria laid out by the organizers.

“As our funds are limited, we have no choice but to give priority to couples who are in most dire need of financial support,” said Dr. Vinh said.

The program is funded by donations from My Duc General Hospital employees and philanthropists. In 2017, VND2.7 billion ($116,000) was raised from these donations to help 33 couples selected for the fourth edition of the program.

“It pains us every time we have to reject an application,” he said.

The birth of ‘Treasure’

Hoang Van Hung, 36, and his wife Huynh Kim Hue, 29, who live in a small house in District 12, Ho Chi Minh City, were one of the 86 couples who were blessed with a child after being chosen for the program.

The couples’ dream of having a child became more and more far-fetched as they still struggled to conceive years after getting married.

Hue managed to get pregnant after their first attempt at seeking medical intervention by manually inserting her husband’s semen into her uterus, but their unborn child was pronounced dead by doctors eight weeks into her pregnancy.

After spending some time getting over the shock of their first child’s death, Hung and Hue sought help from private clinics multiple times to no avail.

Financially exhausted, the couple decided to apply for the third edition of the ‘Uom mam hanh phuc’ program and got selected to undergo free IVF treatment at My Duc General Hospital.

It was Dr. Vuong Thi Ngoc Lan, Dr. Phuong’s daughter, who implanted the lab-cultured embryo into Hue’s uterus.

The couple’s happiness doubled when the first ultrasound result came out, showing that Hue had conceived twin babies.

However, one of the babies was pronounced dead after only 11 weeks.

Following this incident, Hung told Hue to refrain from all labor activities and to spend her days watching comedies to stay in a good mood.

Hue gave birth to the remaining twin on October 15, 2016 after 37 weeks of pregnancy. The couple had asked doctors to perform a C-section three weeks earlier than the expected date for fear of another miscarriage.

“It was only after hearing our child’s first cries that we could breathe a sigh of relief,” Hung said.

“It was a special moment that we wouldn’t ever be able to forget.”

They named their first child Bao Lam, which translates as ‘treasure of the forest.”

Now pregnant with her second child through IVF treatment, Hue said she and her husband could finally put an end to their restless search for a child which they had thought was without any hope.

Renewed hope

According to a 2018 research conducted on 14,300 married couples in Vietnam, 7.7 percent of the couples who were in childbearing age suffered from infertility.

The research estimated that around one million couples nationwide were infertile, half of which were under the age of 30.

Although the figure is not high when compared to the average global infertility rate of 6-12 percent as per WHO statistics, Dr. Phuong said it is alarming due to the fact that unhealthy lifestyles contribute much to infertility in Vietnam.

Heavy smoking and drinking habits affect one’s ability to conceive naturally, she added.

More than 20 years since the first child was born through IVF in Vietnam in 1998, tens of thousands of children have been born thanks to this medical technique, Dr. Phuong said.

“Although the cost of IVF treatment in Vietnam is the lowest in the world, it’s still a huge expenditure for low-income couples,” Dr. Phuong said.

“If [all infertile couples in Vietnam] get access to free IVF treatment, around 70 percent of them will be able to conceive,” she added.

Dr. Phuong expressed her hope that IVF treatment will soon become available in each of Vietnam’s 63 provinces and municipalities so patients can cut down on their traveling and accommodation expenses.

How is Vietnam’s NA structured in next tenure?

The Hanoitimes – The National Assembly is the highest organ of state power meeting twice a year.

Vietnam’s National Assembly will comprise 500 lawmakers for the next term with the highest number coming from Ho Chi Minh City.

Under Resolution 1185/NQ-UBTVQH14 by the National Assembly (NA)’s Standing Committee dated January 11, 2021, the number of lawmakers for the NA’s 15th tenure includes 41.4% from central bodies and 58.6% from 63 cities and provinces nationwide.

Compared to the previous tenure, the number of deputies from central bodies is higher while that in the localities is fewer.

Each locality has at least six deputies to represent the local administration at the highest legislative body. The election is scheduled for May 23, 2021.

Ho Chi Minh City takes the lead in the number of lawmakers with 30, Hanoi ranks the second with 29, followed by Thanh Hoa with 14 and Nghe An 13.

Half of the candidates in each locality are nominated by the local government and the remaining by the central agencies.

As planned, after the first consultation meeting in February, central bodies and localities nominate candidates based on the given quota. The NA’s Standing Committee will decide the lawmaker structure for the 15th tenure.

The Constitution of Vietnam recognizes the National Assembly as “the highest organ of state power.”

The body is elected to a five-year term and meets twice a year. It votes for State President, Prime Minister, Chief Justice of the Supreme People’s Court, Head of the Supreme People’s Procuracy, and the cabinet’s members.

Brazil hit 250,000 fatalities — the second-highest national death toll after the US — while the worldwide vaccine campaign received the royal endorsement of Queen Elizabeth II, 94, who urged people not to be wary of the injection.

President Joe Biden declared the US rollout is now “weeks ahead of schedule” as he celebrated 50 million vaccines administered since he took office on January 20, but he warned Americans to keep masking up.

“We’re moving in the right direction despite the mess we inherited,” Biden said, referring to the program under his predecessor Donald Trump.

The United States is the world’s hardest-hit country, with coronavirus deaths crossing the 500,000 mark earlier this week.

Biden said that there would be “enough supply” for all adult Americans by the end of July.

The EU announced Thursday it expected to vaccinate 70 percent of adults by the end of the summer, after months of problems and friction.

European Commission chief Ursula von der Leyen said fully vaccinating just under three-quarters of adults by late summer was a “goal that we’re confident with.”

But in Brazil, the grim quarter-million deaths milestone came one year after the first Covid-19 case was confirmed in the country, which is struggling with severe vaccine shortages and a devastating second wave.

– Mass graves –

The coronavirus has hit especially hard in Brazil’s impoverished “favelas,” among indigenous communities and in the Amazon rainforest city of Manaus, where there have been haunting scenes of mass graves and patients suffocating to death with no oxygen.

President Jair Bolsonaro has flouted expert advice on managing the pandemic, railing against lockdowns and face masks and instead touting the malaria drug hydroxychloroquine, despite studies showing it is ineffective against Covid-19.

Britain’s Queen Elizabeth said in a video message Thursday that her coronavirus jab “didn’t hurt at all” and encouraged those reluctant about receiving the vaccine to “think about other people.”

The monarch was vaccinated along with her husband Prince Philip in January.

In total, 2,500,172 deaths and 112,618,488 cases have been reported, with almost half of the fatalities occurring in just five countries: the United States, Brazil, Mexico, India and Britain, according to an AFP count based on official figures.

Vaccine rollouts have been patchy so far, and most of the 217 million vaccine doses administered globally have gone to wealthier countries.

In China, where the virus first emerged in late 2019, the national drug authority approved two more vaccines made by domestic companies for public use, bringing the number of Chinese vaccines to four.

Two Cuban vaccines will undergo advanced clinical trials from March after they reportedly elicited a “powerful immune response” in early tests, one of the scientists in charge of the project said Thursday.

– Focus on long-term symptoms –

In further vaccine developments, frozen vials of Pfizer’s Covid-19 vaccine may be stored at temperatures commonly found in pharmaceutical freezers for up to two weeks, the US Food and Drug Administration said Thursday.

The move loosens a previous requirement that the vaccine should be stored at ultra-low temperatures, between -112 and -76 degrees Fahrenheit (-80 to -60 degrees Celsius).

The World Health Organization (WHO), meanwhile, urged governments to try to better understand the long-term consequences of coronavirus on some sufferers who have prolonged symptoms such as tiredness, brain fog, and cardiac and neurological disorders.

“It’s a clear priority for WHO, and of the utmost importance. It should be for every health authority,” said Hans Kluge, regional director for WHO Europe.

Britain, which has forged ahead with its vaccine drive, said Thursday it was lowering its alert level from the highest tier, citing a dip in cases.

In France, hopes of a return to normal on the sports front were dashed after more than a dozen rugby players and staff tested positive, forcing Sunday’s Six Nations match against Scotland to be scrapped.

In another sign of the toll the pandemic is taking on populations, the number of babies born in France in January also fell by 13 percent, the biggest drop in 45 years.

And in Japan, organisers of the delayed Olympic torch relay said fans could line the route when it kicks off next month, but cheering is strictly banned and social distancing will be enforced.

Some sex workers in Bangladesh’s largest brothel started getting their vaccines, a health official said Thursday.

Beauty, 40, who goes by one name, said she was initially hesitant about getting the shot.

“But the health officials reassured us. Now we understand it is important as we meet many people every day,” she said.

Syria will start giving coronavirus vaccines to its healthcare workers across the war-ravaged country from next week.

Vietnam records 13 further new COVID-19 cases, total hits 2,461

Of the total newly detected cases, eight were found in Hai Duong province, the epicentre of the nation’s most recent COVID-19 outbreak and five were imported into Ha Tien international border gate.

Each of the infected individuals in Hai Duong are F1 contacts who came into close contact with previously-confirmed COVID-19 patients.

Following the detection of the eight additional cases, the number of locally-transmitted cases in Hai Duong reached a total of 673 since the initial detection of the virus in the country last month.

Of the total figure, 1,550 were locally-infected cases, including 857 since the virus recurred on January 27.

The same day, an additional 16 coronavirus patients were discharged from hospital, taking the total recoveries to 1,892.

Among the patients currently undergoing treatment, a total of 210 cases have since tested negative for the SARS-CoV-2 virus at least once, with the majority going on to record negative results either two or three times.

Moreover, as many as 63,690 people have been put into quarantine facilities across the nation after coming into close contact with confirmed patients or after returning from pandemic-hit regions.

At present, the country has documented 1,550 community cases of COVID-19, in addition to 911 imported ones.

Hanoi confirms four more Covid-19 infections, turns on high alert

The Hanoitimes – The Hanoi Party Committee has urged the people and authorities of Hanoi to strengthen measures to prevent the Covid-19 pandemic in the capital city.

The Health Ministry confirmed four more Covid-19 cases in Hanoi on February 1, while the Covid-19 threat advisory was elevated.

The latest patients are two women residing in Nam Tu Liem and Cau Giay districts of Hanoi and a couple living in Me Linh district.

All of them got infected with the new coronavirus after having contact with people who were later confirmed Covid-19 infections in the northern province of Hai Duong, the biggest cluster of Covid-19 in Vietnam with 188 cases confirmed since Covid-19.

The new patients have raised Hanoi’s caseload of the Covid-19 resurgence to 19 and 242 nationwide.

The Hanoi Party Committee has urged the people and authorities of Hanoi to strengthen measures to prevent the Covid-19 pandemic in the capital city.

The whole city must review and tighten the anti-epidemic measures, especially in medical establishments, schools, industrial parks, factories, and areas of public gatherings.

Relevant agencies were urged to review procedures related to concentrated quarantine, as all citizens returning from abroad must be quarantined for two weeks and could only leave the facilities if they test negative for Covid-19 twice.

People are urged to further comply with Covid-19 prevention regulations and conduct precautionary measures of quick testing, contact tracing, masking up in public places, and washing hands.

The city’s agencies have to continue disseminating the “5K” message of the Ministry of Health since, they said, the good observance of the 5K is a “steel shield” to protect people from the Covid-19 pandemic. 5K means ” Khau trang ” (face mask) – ” Khu khuan ” (disinfection) – ” Khoang cach ” (distance) – ” Khong tu tap ” (no gatherings) – ” Khai bao y te ” (health declaration).

Besides, localities in Hanoi must tighten supervision of people arriving from abroad and the pandemic-hit areas, enforce Covid-19 prevention regulations at concentrated quarantine facilities.

Especially, the city’s Department of Health needs to keep close watch on the pandemic evolution by imposing five step protocol namely preventing, detecting, quarantining, zoning, and stamping out the outbreaks.

In addition, Hanoi authorities need to provide accurate, timely and transparent information for people; prevent and enforce regulations on fake news that causes confusion in public as well as actively detect and handle illegal entry.

Localities in Hanoi must proactively put in place the pandemic prevention and control measures, applying social distance or isolation based on the level of Covid-19 risk for each area in the locality.
