CAAV proposes installing night lighting system at Con Dao Airport

HCMC – The Civil Aviation Authority of Vietnam (CAAV) has proposed that the Airports Corporation of Vietnam (ACV) urgently install the lighting system at night for the Con Dao Airport in the island district of Con Dao, Ba Ria-Vung Tau Province, to increase the airport’s capacity.

According to CAAV, despite the Covid-19 pandemic, the number of flights to and from Con Dao has risen sharply over the past year. However, the Con Dao Airport’s infrastructure remains underdeveloped. Without a night lighting system, the airport has only been able to receive flights during the day.

CAAV said building a night lighting system will help airlines increase the flight frequency or launch new routes to the airport, contributing to boosting local tourism.

There are currently two airlines operating air routes to Con Dao. The Vietnam Air Services Company offers flights between HCMC and Con Dao using the ATR-72 aircraft, while Bamboo Airways operates flights to Con Dao from HCMC, Hanoi and Haiphong using the Embraer 195 aircraft.

Although the flight frequency to the Con Dao Airport has increased significantly over the past several years, tickets of some routes have been sold out due to high demand. Many Bamboo Airways flights to Con Dao in April or May have been sold out or there are only business class tickets left. Since mid-February, Bamboo Airways has transported more than 70,000 passengers to Con Dao.

The Con Dao Airport was built in 1947. In 2004, it was upgraded to the 3C standard with four parking lots capable of receiving ATR-72 or similar aircraft. The airport’s terminal covers nearly 3,800 square meters and is capable of serving 200 passengers at a time.

According to the aviation development plan toward 2030, the Con Dao Airport will be upgraded to a civil and military airport of the 4C standard. It will cover 141 hectares and be capable of receiving 2 million passengers a year.

Hanoi targets to vaccinate 350,000 people against Covid-19 in 2021

HCMC – Hanoi has injected nearly 8,050 citizens with the Covid-19 vaccine so far, exceeding initial expectations, and expects to give Covid-19 vaccine shots to 350,000 people this year, Tran Thi Nhi Ha, director of the Hanoi Department of Health, said at a meeting on April 12.

In the second phase of the Covid-19 vaccination campaign, Hanoi has been allocated 53,000 vaccine doses, which will be prioritized for medical workers and members of the Covid-19 monitoring team.

“The city targets to vaccinate 350,000 citizens against Covid-19 in 2021. By 2022, when there are more vaccine supplies, including locally made vaccines, the city will expand the vaccine eligibility to other groups of people,” Nhi said.

According to Hoang Duc Hanh, deputy director of the Hanoi Department of Health, the city reported six new imported Covid-19 cases between April 5 and 12. They were immediately put under quarantine after arriving in the city, posing no risks of community transmission. The city has reported no new domestic infections over the past two months.

However, the Covid-19 pandemic is still developing complicatedly elsewhere around the world, including some countries in Southeast Asia such as Cambodia. Therefore, the risk of Covid-19 outbreaks remains high.

Covid-19 infection prevention and control is still Hanoi City’s priority for socioeconomic development in the next normal.

In related news, the Health Department of the southern province of Binh Duong has submitted to the provincial People’s Committee a proposal to purchase Covid-19 vaccines for local people.

The department proposed using the provincial budget to buy 3 million Covid-19 vaccine doses to vaccinate more than 1.4 people aged 18 or older. The people will be vaccinated for free, said director of the provincial Health Department Nguyen Hong Chuong.

Meanwhile, the Vietnam Fatherland Front Committee of HCMC on April 12 received over VND34 billion (US$1.47 million) donated by businesspeople, local residents and overseas Vietnamese through the “Millions of Hearts – One Soul – Vaccines for Covid-19 Fight” program to buy Covid-19 vaccines.

Earlier on March 15, chairwoman of the committee To Thi Bich Chau received VND1 billion from the Executive Council of the Vietnam Buddhist Sangha’s HCMC chapter in support of the effort.

As of April 12, the HCMC Covid-19 infection prevention and control fund had received over VND269.7 billion, including supplies and equipment worth some VND90.5 billion, from donors at home and abroad.

According to the HCMC Department of Health, from now until April 16, the city will receive 1,600 Covid-19 vaccine doses, which will be prioritized for employees of hotels that serve as quarantine centers.

In addition, the city will receive an additional 56,200 Covid-19 vaccine doses from the Ministry of Health. These doses will be prioritized for medical workers, airport staff, frontline workers and employees at agencies that have contact with a large number of people.

Unique Bat Trang Ceramic Museum

Bat Trang Pottery Museum is located in Village No.5, Bat Trang Commune, Gia Lam District, Hanoi, about 15km from the centre of the capital. Construction commenced in 2018 on an area of 3,700 square metres. The museum is a part of the project “Quintessence of the Vietnamese craft village” of Quang Vinh Ceramic Co., Ltd. and the Hanoi Handicraft and Craft Villages Association with the aim of developing the craft village. From the museum, visitors can see Bac Hung Hai Canal on the opposite side. Built at a cost of VND150 billion, the museum is expected to be put into operation in June.

The museum consists of seven funnel-shaped buildings which are intertwined together, their outer walls carved into multi-layered patterns that forms a unique work. The design is said to have been inspired by pottery wheels – the signature tool of potters. From another perspective, it is like the image of a giant ancient pottery kiln of the ancient Bat Trang people. The work also makes the most of Bat Trang Village’s ancient materials such as traditional ceramic tiles, mosaic tiles and baked tiles that bring the most authentic colours to the museum.

The museum has three exhibition floors. The first floor is an area for artists to display their most valuable works, thereby connecting visitors with artisans. The floor is also a suitable place for activities and big events about the ceramic. Additionally, because the open space is very large, it is very suitable for programmes, big events or traditional cultural festivals.

The 2nd and 3rd floor – the central area of the Bat Trang Ceramic Museum is the area to display artistic ceramic products throughout the process of formation and development of the Bat Trang ceramic village, including the types of ceramic glazes, from ancient to modern, with the changes in colour, shape and decorative motifs on ceramic products. The area helps visitors to gain an overview of the history of the craft village.

Meanwhile the rooftop has an outdoor theatre with stages reserved for events and performances. There will also be spaces for restaurants and cafes as well.

In addition to the idea of creating a space displaying handicraft products of the craft village and connecting traditional handicrafts, the museum is also expected to become a place to honour the craftsmen. The museum is considered as a traditional house, preserving and introducing all the cultural values of the Bat Trang ceramic village to visitors.

Although not yet officially put into operation, the museum has attracted many young people to visit because of its unique architecture. Duong Thi Nga (a student from Hanoi University) shared: “I really like the unique architecture of the museum. The swirls are designed to grow upwards, creating the feeling of being lost in some majestic canyon. I will definitely be back in June”.

Distinctively Vietnamese: Ta Xua Mountains surrounded by clouds

The Ta Xua natural park, located in northwestern part of Vietnam, has recently appealed to many tourists as an impressive and mesmerizing place to explore.

Nestled in Son La Province, the area has been known as one of the best places to observe clouds, take impressive pictures and get a “taste” of Vietnam’s nature.

Ta Xua was name a reserved area in 2002, covering over 42,000 hectares. The center of the area is 1,500-2,000 meters above sea level.

Many youngsters choose to drive to Ta Xua by motorbike – one of the most popular forms of backpacking among Vietnamese youth.

According to many, the most memorable part of the road from Hanoi to Ta Xua would be from Bac Yen Village to Ta Xua Mountain, which is also the last part of the route before reaching the beautiful natural park.

This part of the road consists of many steep hills which challenge tourists’ driving skills and their confidence.

Most tourists choose reasonably priced accommodations ranging from VND50,000 (US$2) to VND150,000 ($6).

Usually the accommodations also provide simple, local meals such as fried bamboo shoots, Vietnamese sweet and sour soup, or fried vegetables at a considerably low price.

The urban area is also surrounded by clouds.

However, some of the most beautiful places to enjoy clouds would be Dinh Gio, Ban Tro or Song Lung Khung Long (Dinosaur Spine) (*).

It might come as a surprise that most photographers who come here to take pictures of the cloudy scenery do not come out until late at night.

According to one of the experienced photographers, most clouds do not appear until 10:00 pm to 11:00 pm.

The photographer also revealed some of his “tips” on how to take beautiful pictures.

Long exposure is one of the key elements, according to the photographer.

It allows the dim urban lights, stars and street lights to be clearly seen in the photos.

However, Ta Xua is not only beautiful during nighttime.

When the first rays of sunlight appear behind breathtaking mountains, tourists cannot help but gaze at the morning frost that seems to blend all the clouds between the incredible mountains.

In no time, the sun rises above all the mountains shining down the valleys, giving the area a warm yellow and orange shade.

One of the most popular places to see the clouds close to the ground would be villages scattered around the area such as Lang Chieu, Xim Vang, Ta Xua and Hang Dong.

Even though the Ta Xua natural park is not the only place one can see clouds between the mountains, clouds in other destinations including Sa Pa, Tam Dao and Binh Lieu tend to disperse rather fast, shortening the time and opportunities tourists have to enjoy the scenery.

In Ta Xua, one can enjoy the clouds even after the sun has moved high above the mountains at 10:00 am to 11:00 am.

Because the area is surrounded by high mountains, and does not have a lot of wind, the clouds tend to gather between the mountains and take a long time before lifting.

The weather is also a factor adding up to the unforgettable experiences.

Ta Xua has a pleasant cool climate of 10 to 20 degrees Celsius and clear blue skies in the spring.

During this time of the year, the area is also covered with blossoming flowers, with peach blossoms considered the most impressive.

In most villages, the Mong ethnicity makes up 90 percent of the population.

Most Mong people work as farmers, growing crops and gathering bamboo shoots.

Recently, the area has attracted many tourists so a lot have switched to working in service sectors instead of just traditional agriculture.

(*) According to many tourists, there are currently two places in the northwestern part of Vietnam that are called “Song Lung Khung Long” (Dinosaur Spine). Because of their similarity, many think the two to be the same place. The first one is located in Tram Tau Town, in Yen Bai Province, with mountains up to 2,865 meters tall. The second one is in the Ta Xua natural park, with the average mountain height of around 1,200 meters.

After two years of implementation, the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) has created some positive initial impacts, especially in new markets, but benefits for Vietnam from remain modest.

Nguyen Cam Trang, deputy director of the Agency of Foreign Trade under the Ministry of Industry and Trade, said that the growth rate of exports to CPTPP markets was 7.2 per cent lower than the 8.4 per cent growth rate of exports worldwide in the same period.

There is very little information about the effects and impacts of the CPTPP on foreign-invested enterprises (FIEs), what they know about this agreement, and how to take advantage of it, as well as what is preventing them from accessing what is considered significant opportunities from the agreement.

In Vietnam, the effectiveness of the CPTPP depends partly on estimates and actions of foreign direct investment (FDI). Nguyen Thi Thu Trang, director of the WTO and International Trade Centre under the Vietnam Chamber of Commerce and Industry (VCCI), noted differences in understanding the legal framework between domestic enterprises and FIEs. Meanwhile, the latter accounts for the highest proportion in imports and exports, with special relations regarding issues of investment protection and openness as well as methodical policy and legal matters.

“The biggest reason why Vietnamese businesses have not taken advantage of the incentives from this trade agreement is that they do not know about the tariff incentives under the CPTPP,” Trang said.

The CTTPP is an ambitious agreement that covers every important aspect of trade and investment. During the first period of implementation, FDI flowing into Vietnam has witnessed increases after a quiet period observing US-China trade tensions in 2019, as well as shifts in supply and production chains towards diversification.

In both trends, the inflow of FDI is expected to increase, especially in East Asia and Southeast Asia. The CPTPP is thus considered to be a favourable factor for the overall FDI attraction process. However, the results of attracting FDI during this period did so far not seem to reflect the trends.

Several problems have been identified from this unexpected fact. In 2019, Vietnam attracted approximately $9.5 billion in registered FDI from CPTPP countries, down nearly 36 per cent compared to 2018. While the total registered capital decreased, the number of new projects increased by 13 per cent compared to 2018, according to data from the Ministry of Planning and Investment.

The average size of new foreign-invested projects from CPTPP countries also fell sharply in 2019, from nearly $11 million per project in 2018 to about $4.7 million in 2019, down 56.9 per cent.

In terms of each partner, investment from Japan into Vietnam had the deepest drop in value from nearly $9 billion in 2018 to just over $4 billion in 2019, equivalent to a downfall of 52 per cent. In terms of speed, FDI decreased sharply from traditional sources such as Australia (down nearly 63 per cent) and Malaysia (down 50 per cent) as well as other markets.

Overall, 2019 was a year for Vietnam that seemed to be less optimistic in terms of attracting FDI through the CPTPP. While FDI from private CPTPP sources fell overall by nearly 36 per cent, newly attracted FDI from private CPTPP sources decreased by even over 61 per cent.

However, the results of attracting investment from CPTPP partners in 2020 were more positive than in 2019, as the Ministry of Planning and Investment recorded $11.8 billion last year.

Trang hoped that the government can make appropriate adjustments in a number of aspects to commit to all business sectors, supporting potential opportunities from the CTTPP that could become more feasible for investors.

However, it is the increase in FDI from the CPTPP in 2020 that has resulted in differing opinions. Some analysts think it is necessary to take a cautious look at the increase in FDI from CPTPP countries in 2020 as it seems to be overblown by comparison with the declines of 2019.

Others argue that the CPTPP and other free trade agreements are contributing to creating Vietnam’s own FDI attraction with transfers from China under the influence of the global health crisis.

CPTPP members, including Australia and Vietnam, have responded to the pandemic by fulfilling commitments to rules-based trade and maintaining open, informative, and transparent supply chains.

David Gottlieb, counsellor for economics and development cooperation of the Australian Embassy in Vietnam, commented that COVID-19 “present the global economy with an array of unprecedented challenges including to the principles of free and open trade.”

“But this crisis has demonstrated the importance of cooperation and strong trading relationships,” Gottlieb said at last week’s Hanoi-based CPTPP conference backed by the Aus4Reform programme aimed to support Vietnam’s reform efforts. “CPTPP members, including Vietnam and Australia, have responded to the crisis by demonstrating our commitment to rule-based trade and by maintaining open supply chains, active communication and transparency.

As a consequence of integrating the “nine-dash line” map into online shopping websites in the Chinese market, a great number of local young people have called for a boycott on the Swedish fashion brand, causing a week-long desert atmosphere to drift over most of its outlets in Vietnam.

Xuan Huong, a 22-year-old student based in Hanoi, said that as soon as the case flared up, she became no longer interested in shopping with H&M.

“I was very disappointed,” Huong stressed. “I used to be a fan of the brand because of the reasonable prices and eye-catching designs of most items. But from now, I may never purchase anything from H&M due to its disrespect to Vietnamese consumers who they have earned from for more than three years.”

Dung Thang, a 25-year-old officer in the capital’s Ba Dinh district said, “Before this incident I had no intentions to buy any items from H&M because their quality is not good while also being overpriced. Now, this case has only cemented my decision.”

Over a period of three days last week across Hanoi’s stores in Vincom Nguyen Chi Thanh and Vincom Mega Mall Royal City, there was a visible drop in the number of shoppers venturing into the store while visiting the malls. It was reported that customer numbers in other H&M outlets in Vincom Times City, AEON Hadong, and Vincom Mega Mall Ocean Park were slightly better, but not a patch on before the pandemic.

A staff member in Vincom Times City even revealed that the number of customers is fewer than in 2020 at times when people were more inclined to avoid going out unless necessary. “The store last year was even more crowded than now,” the staff member said.

Facing near emptiness for over a week, H&M Vietnam’s daily sales are at a large risk of seriously plunging, potentially interrupting its revenue targets in Vietnam for 2021. H&M’s financial report two years ago highlighted that the fashion brand earned on average VND3 billion ($130,000) per day based on revenues of VND1.12 trillion ($48.7 million) for eight stores at the time.

“We have yet to offer any statements for now,” said Pham Ngoc, head of Communications and PR at H&M Vietnam when asked about the potential trouble ahead.

Indeed, the fashion brand has experienced a tough time in Vietnam since early last year when the pandemic broke out. Its entire batch of establishments there had to close during social distancing, deepening the pressures on leasing and staff costs.

Over the second quarter of last year when the health crisis reached a peak, H&M’s net sales in the Vietnamese market was $7.77 million, down 32 per cent on-year, according to company reports covering the first six months of 2020.

Its revenue in other markets also dropped significantly during the timeline. In China, the clothes maker’s net earnings decreased by 28 per cent to $262 million. Nevertheless, the report noted, the country of 1.4 billion people remains its third-largest market, following Germany and the United States.

China takes on an even greater importance as H&M’s performance in Germany and the US are growing wearier, as reflected by revenues dropping by 42 per cent and 71 per cent, respectively.

In 2018, according to Bloomberg, the company declared high amounts of stockpiles worth $4 billion, equivalent to 17.6 per cent of its turnover of the year’s first quarter, while profit was at a 16-year low. As of February of that year, H&M’s net profit reduced to 44 per cent on-year, equivalent to $167.4 million.

Under pandemic-induced lockdowns, the brand has shut 250 stores across the globe since October – after already closing 140 stores in 2018. Along with H&M, other fashion retailers like Zara and Gap have been forced to close thousands of stores worldwide for the same reason.

Commenting on the prospects for the fashion industry, Benjamin Simmenauer, professor at the French Institute of Fashion in Paris, said that the sector will find it hard to rebound because fashion is dependent on the seasons and with designs changing quickly. “Brands are finding themselves left with huge stocks on their hands,” said Simmenauer.

Marguerite Le Rolland, an analyst at Euromonitor, also said that in the short-to-medium term, consumers’ need for fashion items “is going to be fairly diminished” due to the strong reduction of disposable income. “The pleasure and social aspect of shopping for fashion is going to be very difficult to maintain with social distancing measures still in place,” Rolland added.
