Vietnam applauds US decision to drop currency manipulator label

Hanoi welcomes Washington’s decision to remove Vietnam from the list of currency manipulators and will maintain dialogue and consultancy with the U.S. over this issue, Le Thi Thu Hang, the Vietnamese Ministry of Foreign Affairs’ spokesperson said on Saturday.

Hang’s statement followed the U.S. Treasury Department’s move to stop branding Vietnam as a currency manipulator on Friday.

The department on April 16 delivered to the U.S. Congress its semiannual report entitled ‘Macroeconomic and Foreign Exchange Policy of Major Trading Partners of the U.S., April 2021,’ in which Vietnam and Switzerland had been removed from the list of currency manipulation countries.

Such removal came after the department confirmed that they did not have enough evidence to prove that the Vietnamese dong and the Swiss franc were being manipulated.

But the two countries will be under enhanced monitoring, the U.S. Treasury Department warned.

Asked by reporters about Vietnam’s response to this move, Hang said Hanoi highly appreciates the U.S. Treasury Department’s positive adjustment in relation to its currency manipulation judgment.

In recent times, relevant Vietnamese agencies have shared information and discussed with its American counterparts to clarify that Vietnam’s exchange rate policy has been applied in a uniform and flexible manner that matches the country’s actual conditions for macroeconomic stabilization, not to create any unfair competitive edges in international trade, Hang underlined.

“In the spirit of attaching importance to economic and trade relations with the U.S., a pillar of the comprehensive partnership between the two countries, Vietnam will maintain a constructive dialogue and consultation with the U.S. on this issue,” the spokeswoman added.

In a statement on Saturday, the State Bank of Vietnam (SBV) said it will continue to pursue a flexible exchange rate policy aimed at containing inflation and ensuring macro-economic stability, while not creating any unfair trade advantage.

The SBV elaborated that it has applied solutions to gradually improve the exchange rate flexibility while maintaining stable and smooth operation of the foreign currency market.

Recent positive developments in the foreign currency market as well as in the SBV’s operations have been recognized by the U.S. Treasury Department, the central bank said.

The SBV said it will continue to coordinate with relevant ministries and agencies to discuss and work on issues of Washington’s concerns in the spirit of cooperation and mutual benefits, toward a harmonious and sustainable commercial relationship between the two sides.

In its similar report released in December, the U.S. Treasury Department labeled Vietnam and Switzerland as currency manipulators, alleging that the two economies violated the three criteria on trade and currencies.

Single mother desperate to find help seriously injured son

A single mother in Thanh Hoa Province is calling for financial help to support her son who was in critical condition after an accident.

Le Thi Bang is taking care of her son, Mai Xuan Phuc, at the National Hospital of Rehabilitation and Nursing. She has brought him to various hospitals and incurred a huge debt. Bang said she couldn’t borrow anymore but her son has still not recovered.

Bang said she lived together with a man whose wife went overseas and didn’t return. When their son was six years old and their daughter was two years old, his wife returned so they separated.

Bang’s daughter is disabled and has heart disease. Bang puts all her hope on her son. But unfortunately, after an accident, her son suffers from brain traumatic injuries. He is now paralysed and not fully conscious. Bang worked as a bricklayer to earn money. When she becomes weak, she wanders the streets to sell toothpicks and other items.

“My daughter just had heart surgery last year. I encouraged Phuc to study hard to become a pillar for me and his sister. But after the accident, he has been bed-bound for over a year. I don’t know what to do next,” Bang said.

Dr Nguyen Van Duong said, “Phuc suffers from brain traumatic injuries and lumbar spine injury. He still can’t talk and can move his left hand a bit. The treatment is long and rehabilitation is difficult. The hospital is also planning on calling for help for the family.”

Mai Xuan Chien, chairman of Quang Luu Commune People’s Committee, said, “We were able to raise VND50m for them. However, her family still needs lots of help.”

Six foreign border jumpers discovered along northern Vietnam expressway

Police in Vietnam discovered six foreign border jumpers as they were traveling along a northern expressway last weekend.

The foreigners were transported in an automobile driven by 32-year-old Le Van D., a resident from the northern province of Thai Nguyen, along the Bac Giang – Lang Son Expressway on Saturday.

The car was pulled over by a group of traffic police and immigration officers.

The six foreign men were unable to present their ID or necessary documents required for entry into Vietnam, according to Lieutenant Colonel Nguyen Truong Son, a police official in charge of patrolling the expressway.

They admitted to having entered Vietnam illegally via a trail in the northern province of Lang Son.

The border jumpers were heading to other northern provinces to find a job.

All of them, as well as the automobile, have been handed over to the Immigration Department for further verification.

VnExpress quoted Lieutenant Colonel Son as saying that his team of traffic police officers had coordinated with other units to capture dozens of foreign border jumpers along the Bac Giang – Lang Son Expressway since late 2020.

Stretching 64 kilometers, the expressway was open to traffic in September 2019 to enhance trade and attract more investment to the border province of Lang Son, as well as shorten travel time between the area and Hanoi.

US hands over training facilities to Vietnam coast guard

A ceremony marking the handover was held April 9 at the offices of the 3rd Regional Coast Guard in the southern province of Ba Ria – Vung Tau.

Attending the ceremony were Vietnam Coast Guard commander Lieutenant General Nguyen Van Son, U.S. Consul General Marie Damour and other officials, the U.S. embassy said in a Facebook post Saturday.

Lt. Gen. Son said that Vietnam highly appreciated the U.S. gesture and considered the event “an important milestone of the Vietnam-U.S. partnership,” helping Vietnam improve its law enforcement capacity at sea.

The cooperation between the coast guards of both countries has strengthened in recent years.

In 2017, the U.S. Coast Guard handed over the Hamilton-class (the second-largest class of vessels in the U.S. Coast Guard) USCGC Morgenthau cutter to the Vietnam Coast Guard under their Excess Defense Articles (EDA) program. The ship was then commissioned for the Vietnam Coast Guard and renamed CSB 8020.

The U.S. has also sold a total of 24 Metal Shark high-speed patrol boats and is overhauling the USCGC John Midgett, another Hamilton-class vessel, to hand it over to Vietnam.

At a press conference in Hanoi, outgoing U.S. Ambassador Daniel Kritenbrink had remarked that security cooperation was developing strongly between the two countries, especially between the two militaries.

He said that Vietnam and the U.S. have worked together to implement a United Nations resolution on North Korea and to promote a common stance on the East Sea. The U.S. has assisted Vietnam in building its defense capacity, especially maritime capabilities, and supported Vietnam in sending peacekeeping personnel to South Sudan.

Referring to East Sea disputes, Kritenbrink had stressed that the U.S. always stood by its partners and allies in building an international order based on rules, and opposed ” the provocative actions of China with the other countries in the region.”

Japan-Vietnam Festival to open in HCM City at weekend

The event will offer a wide series of cultural and sports activities introduced by artists from the both countries.
The festival will open with performances of the famous Japanese four-member girl group Elfin’, which will be broadcast from Japan at 10am on April 17 and 18.
The featured events will be two music shows featuring Japanese singer Exile Atsushi, boy bands Da Pump and Amatou Dansi.
Takayuki Nakanishi, leader of Wadaiko Syo, a group of performers of Japanese drums, or taiko, will also perform at the event.
All performances of Japanese artists will be streamed from Japan.
Meanwhile, Vietnamese singers Dong Nhi, Ong Cao Thang and Minh Hang, boy group UNI5, and girl group SG048, will provide live performances on the festival’s main stage.
The festival will offer a Bon Odori dance to honour the spirits of the ancestors, and a Yosakoi dance performed at festivals and events.
In addition, the Awa Odori Vietnam Dance Association will provide dance performances from Japan, which will be broadcast at the festival.
The event will introduce visitors a workshop on the history of ao dai (Vietnamese traditional dress) and quan ho (love duet singing) performances.
The HCM City flower artist Shimaken will give a presentation on Japanese flower arrangement.
Japanese martial arts of Kendo, Alsok and Karate will also be showcased at the event.
The World Cosplay Summit (WCS) Vietnam will organise the TOUCH Cosplay Cup HCM City to find a winner in the national contest.
The organiser will also host exchange meetings between students from HCM City and Kitami City in Hokkaido.
The festival will include stalls showcasing Japanese cuisine, healthcare products, appliances and cultural products such as manga and dolls.

Covid-19 spurs digitalization in Vietnam’s education sector

Covid-19 outbreak is a key factor accelerating the process of digital transformation in Vietnam’s education sector.

Integration of technology has been seen as an effective mean to address shortcomings in the Vietnam’s education access and enhance its efficiency, however, there still exists a number of barriers hindering its digital adoption.

Insiders have said that the biggest issue in the sector’s digitalization is a lack of policies and guidance from the central to local levels with regard to accelerating digital transformation.

Nguyen Son Hai, director of the information technology (IT) Department under the Ministry of Education and Training (MoET), told Hanoitimes that the ministry has not yet consistent regulations on online schooling, online testing, assessment as well as quality accreditation of online learning, which is far different from traditional learning.

“The ministry still lacks regulations for organizing online classes and schools in the network, including both short and long term,” Hai said.

Meanwhile, Hai said the sector’s network infrastructure, IT equipment and Internet services for schools, especially in remote areas, are outdated and asynchronous, failing to meet requirements for digitalization.

He said the difference in infrastructure development among regions is a problem. To undertake the digitalization process in rural and mountainous areas is far more challenging than in big cities. “Infrastructure, platforms and the environment for digital transformation are not ready there yet,” Hai said.

In addition, the building of digital data including e-books, e-libraries, multiple choice question banks, electronic lectures, e-learning software, and simulation application software has not been systematically formed. Therefore, it is difficult to control online learning quality and content, he noted.

“Online teaching will be effective only if there are sufficient favorable conditions, which will ensure effective online teaching including information infrastructure and terminal devices. All students and teachers must have computers or devices with an internet connection,” Hai told Hanoitimes .

He said teachers need to be well trained in teaching online, while students need to be guided on how to participate in online classes and online teaching activities. Also, there must be instructions on how to organize online classes, and how to examine and assess students’ abilities and recognize online teaching results.

Covid-19 creates new thinking

When schools around the world have to close to contain the Covid-19 pandemic, online schooling is seen as a new poke promoting the Vietnam’s education sector with its effectiveness in sustaining IT skill for both teachers and students during school closures.

According to Nguyen DinhDuc, head of the Training Division of the Vietnam National University in Hanoi (VNU-Hanoi), after a six-month hiatus of 2020, students’ habits and thinking have changed remarkably.

A survey in early 2021 at the VNU-Hanoi found that nearly 60% of students want online classes.

The VNU-Hanoi has put nearly all learning materials into the digital courseware system to replace paper materials, which saves some VND2-3 billion (US$86,483-129,725) a year, Duc said.

He noted that digitalization in education sector has also improved training quality and eased teachers’ workloads, and provided new teaching tools to teachers through the application of digital technology.

“The success of the digitalization in the education sector will make an important contribution to the formation of a digital nation,” Duc said, adding that it is an important task to reform the education sector and improve education quality.

Hoang Thi Mai, a third-year student at the VNU-Hanoi, told Hanoitimes that online schooling weakens students’ soft skills as there is no direct meeting and discussion.

“Online learning allows students to review the lectures and save time since we don’t have to travel,” Mai said.

She added that the biggest advantage of online classes is online storage of all materials, discussion questions and tests which is easily accessible for students anytime and anywhere.

Great efforts of Vietnam’s education sector

Over the past time, the MoET and the Ministry of Information and Communications (MIC) have jointly encouraged technology firms to support and sponsor technology infrastructure, internet connection and software to help promote online schooling.

The MoET itself has developed a shared digital courseware, including open courseware, with about 5,000 e-lectures, 2,000 videos of lectures broadcast on television, 200 virtual experiments, 200 textbook items, 35,000 multiple-choice questions and over 7,500 doctoral dissertations.

During the Covid-19 pandemic, the MoET has launched the website AnToanCovid.vn to build a database and draw maps about pandemic information for educational establishments. Over 18,000 schools update information daily on the website.

The education sector is building a digital capability framework for students, from preschool to general education. Students will not only practice using tools and be given knowledge, but also will develop their thinking skills and creativity.
