Diverse activities to stimulate tourism in Quang Ninh province

The highlight of these events will be art shows, street parades, and a fireworks display which will be held welcome the start of the tourism season for this year.

Hoang Nhat Nam, director of the art programme held at the Tuan Chau international tourist site, said a number of popular local artists, singers, and beauty queens will participate in a grand music programme and fashion shows during the occasion.

As part of the event, Ha Long City have asked the authorities to permit firework displays to be held at three locations, including the Tuan Chau international tourism site, 30-10 Square, and the FLC Ha Long eco-tourism complex.

Most notably, a number of new tourism products have been put into operation ahead of the occasion, including the opening of the Tuan Chau golf course featuring a lighting system at night, the inauguration of Hon Gai public beach, and free entry to a tourist site in the Ba Deo hill area.

Nguyen Ngoc Son, vice chairman of Ha Long City People’s Committee, noted that the participation of numerous corporations, tourism firms, and local authorities is anticipated to boost tourism demand and attract more tourists to Ha Long city, particularly amid complicated developments caused by the global spread of the novel coronavirus (COVID-19) pandemic.

This comes as the number of tourists who have booked tours to Da Nang city for Reunification Day on April 30 and Labour Day on May 1 has recovered by approximately 80% compared to the same period from last year.

Marine protection: Vietnam’s 10-year program works

Marine protected areas are aimed to shield threatened marine ecosystems and undersea resources from intrusive human activity.

Vietnam has set up marine protected areas as part of its efforts to sustainably develop fisheries resources and improve fishing traditions to protect aquatic environment in the country with more than 3,600 kilometers of coastline.

Vietnam is rich in marine resources

The ratio of marine protected areas (MPAs), which are essential for safeguarding biodiversity and the health of marine ecosystems, is around 0.185%, compared to 0.24% of the country’s sea given in the government’s Resolution 742/QĐ-TTg dated in 2010.

As of September 2020, MPAs cover 213,400 ha out of 270,271 ha set in the resolution, the information was released at a conference reviewing 10 years of protection and development of Vietnam’s marine resources by 2020 held last weekend by the Ministry of Agriculture and Rural Development (MARD).

Years ago, Vietnam was aware of the need to protect marine resources to tap potential of the country having more than one million square kilometers (sq.km) of sea as stated in the United Nations Convention on the Law of the Seas (UNCLOS) 1982.

Results

Over the past decade, Vietnam has formed 16 marine protected areas (MPAs) to shield threatened marine ecosystems and other undersea resources from intrusive human activity.

MPAs also provide living laboratories for oceanographers and marine biologists to conduct research.

Marine protected areas in Vietnam help protect fisheries resources

The list covers 12 operating MPAs namely Bach Long Vi (Haiphong city), Con Co (Quang Tri province), Cu Lao Cham (Quang Nam), Ly Son (Quang Ngai), Nha Trang Bay (Khanh Hoa), Cau Island (Binh Thuan); Phu Quoc (Kien Giang), Co To – Dao Tran (Quang Ninh), Bai Tu Long (Quang Ninh), Cat Ba (Haiphong), Nui Chua (Ninh Thuan), and Con Dao (Ba Ria-Vung Tau).

Four others under planning include Hon Me in Thanh Hoa province, Nam Yet in Khanh Hoa, Phu Quy in Binh Thuan, and Hai Van – Son Tra in Danang city and Thua Thien-Hue province.

In 2019, the country’s total seafood output hit 8.15 million tons, including 3.77 million tons of fishing and 4.38 million tons of aquaculture. Its seafood exports recorded US$8.6 billion, listing Vietnam the third largest seafood exporter behind China and Norway.

Great efforts

In 2017, the National Assembly passed Law on Fisheries that supplements the 2003 law with a focus on the protection and conservation of marine resources and biodiversity to ensure sustainable fishing industry.

The 2017 law details Illegal, Unreported and Unregulated (IUU) fishing activities and stipulates strict punishments compared to administrative penalties for violations in other fields. It takes into account EU recommendations, and extends to fishery products sourced from illegal fishing for temporary importation, re-export, temporary export, re-import, trans-shipment and transit through Vietnamese territory.

The dialogue on IUU fishing between the EU and Vietnam started in September 2012. The Commission identified Vietnam as non-cooperating country (yellow card) on October 23, 2017 following Vietnam’s failure to address the structural deficiencies in its legal and administrative frameworks to fight IUU fishing that was identified during previous visits.

This yellow card only signals the formalization of the existing dialogue. The Commission continues cooperating with Vietnamese authorities to address the situation that led to the yellow card.

AstraZeneca vaccine shots COVAX provided for Vietnam to expire in less than 2 months

Vietnam is speeding up its COVID-19 vaccination to ensure the country will have used up the doses provided by COVAX, co-led by the World Health Organization, three weeks before expiry dates.

Coronavirus vaccines tend to have a six-month expiry period but the AstraZeneca shots Vietnam received from COVAX last month are to expire within two months from delivery, the Ministry of Health said during a teleconference on COVID-19 prevention on Friday morning.

On April 1, 811,200 AstraZeneca doses arrived in Vietnam as part of 30 million shots the COVAX scheme had promised to supply to the country free of charge this year.

The COVAX scheme is a facility co-led by the Coalition for Epidemic Preparedness Innovations (CEPI), Gavi, the World Health Organization (WHO), and UNICEF to accelerate the development and manufacture of COVID-19 vaccines as well as ensure fair and equitable access for every country.

Vaccination is being accelerated in Vietnam following a requirement from the health ministry to make the most out of these vaccine shots.

Vietnam has used merely half of the doses so the health ministry insisted local health authorities administer all of the jabs before May 5, which is three weeks prior to expiration dates.

Inoculation has progressed very slowly since Vietnam started it on March 8, after the country received the first-ever shipment of 1 17,600 AstraZeneca shots via direct purchase from the eponymous company on February 24.

Vietnamese health workers have been cautious about vaccinating people amid reports of blood clotting events in Europe.

Over 73,000 people, including medical staff and other frontline workers, had been immunized against COVID-19 by Friday morning, the health ministry said in a report the same day.

The health ministry added it had recorded zero instances of people suffering blood clots as a postvaccinal complication in Vietnam.

Vietnam had hoped to secure 150 million vaccine shots to vaccinate its population of 97 million this year, but the health ministry has recently said that supply is hard to come by given the stress of the health crisis around the world.

The Southeast Asian country has logged 2,758 COVID-19 cases so far, with 2,445 recoveries and 35 deaths, according to the health ministry’s data.

The world reports up to 800,000 new coronavirus cases each day, with a daily global death count of 1,000-2,000 victims, said Dang Quang Tan, a senior official from the health ministry.

The pandemic is apparently raging again, Tan warned.

Vietnam customs revenue hits over US$3.8 billion in Q1

Resumption of economic activities as a result of effective Covid-19 containment has created room for strong rise in trade activities, stated the customs authorities.

Vietnam’s customs revenue in the first quarter of the year rose by 12.17% year-on-year to VND88.45 trillion (US$3.83 billion), or 28.1% of the yearly estimate.

Customs authorities in eight provinces/cities, including those in Ho Chi Minh City, Hanoi, Haiphong, Ba Ria Vung Tau, Dong Nai, Binh Duong, Bac Ninh and Ha Nam, collected 80% of the total, or VND68.21 trillion (US$2.95 billion), stated the General Department of Vietnam Customs (GDVC) in a report.

“Resumption of economic activities as a result of effective Covid-19 containment has created room for strong rise in trade activities,” it added.

During the January – March period, Vietnam’s trade turnover surged by 25% year-on-year to US$153.65 billion, of which exports expanded by 23.3% to US$78.17 billion and imports of US$75.47 billion, representing an increase of 26.6%.

According to the GDVC, crude oil prices rising to nearly US$60 per barrel, along with hikes in transportation costs and material prices also contributed to higher revenue from import-export activities.

The GDVC also pointed out drastic measures from the government in facilitating trade and enhancing state management efficiency in preventing losses from state budget collection resulted in the declension of tax arrears rate as of February 28 of 0.47% against late 2020.

For this year, the GDVC targets customs revenue of VND315 trillion (US$13.65 billion), in which value added tax makes up a lion’s share of VND230 trillion (US$10 billion).

Such estimate is based on the assumption of GDP growth at 6% and crude oil price of US$45 per barrel.

Quang Nam chosen to welcome first “vaccine passport holders”

QUANG NAM – The central province of Quang Nam will soon submit a plan to the central Government to pilot the resumption of international tourism from July 2021, while continuing to review the necessary conditions to welcome international tourists with Covid-19 vaccination certificates.

Le Tri Thanh, Chairman of the People’s Committee of Quang Nam Province, this morning confirmed to the Saigon Times that yesterday, April 15, he held a meeting with the competent authorities to discuss how to welcome international vaccine passport holders after receiving the written request from the Ministry of Culture, Sports and Tourism on piloting the resumption of international tourism.

“I have worked with relevant agencies to complete the plan to register with the Government as the first locality to welcome international visitors to Vietnam for safe tourism,” he said. “Initially, we would like to welcome tourists from South Korea who will stay at the Hoiana complex and the Tui Blue Nam Hoi An Resort via Chu Lai Airport in the form of direct charter international flights.”

The guests will stay from five to 10 days and must meet all requirements, from vaccination certification and a negative PCR test to compliance with anti-prevention regulations.

The two resorts have been selected for the pilot program as they are large, luxurious and far from residential areas, according to previous surveys conducted by the Vietnam Administration for Tourism and Quang Nam’s authorities.

In addition, the Quang Nam authorities have been working with related parties to carefully prepare conditions and procedures to welcome guests at the Chu Lai airport.

According to the pilot plan to welcome international tourists via charter flights from Quang Nam province, the targeted international markets are Japan, South Korea and Taiwan based on consumption, effective anti-epidemic measures in countries and territories, bilateral agreements and acceptance of anti-epidemic results and vaccinations from both sides.

The flights are charter ones to ensure that all tourists travel to the same destination to ensure safety.

The plan would be deployed into two phases. In the first phase, expected from July 2021, the two resorts will welcome international tourists who want to stay for a long time, play golf and at the casino.

If the first phase is successfully implemented, Quang Nam Province will continue to implement the second phase, proposing other hotels such as Palm Garden, Four Seasons The Nam Hai and Vinpearl Resort & Golf Nam Hoi An also begin to welcome international guests.

Vietnam makes marine spatial planning for 2030

Vietnam is one of the top aquaculture producing and exporting countries in the world.

Vietnam is speeding up national marine spatial planning (MSP) for 2021-2030 and vision to 2045 under the support by the World Bank.

The move is aimed to tap marine resources for economic development, environmental protection, and national defense, Deputy Minister of Natural Resources and Environment Le Minh Ngan said at a workshop held in Hanoi on April 16.

He said the planning contributes to developing the marine economy based on the conservation of biodiversity and marine ecosystems and making full use of advantages of sea and islands.

Vietnam is a maritime country. Its coastal and marine economy contributes about 22-30% of the national GDP, according to the World Bank.

The country’s marine activities include marine transport, oil and gas, mineral extraction, tourism, fishing, aquaculture and renewable energy – and all of these uses need space, resulting in increased use conflicts in the context of multi-use of the sea.

Millions of Vietnamese people are relying on coastal resources for their livelihoods, but they are increasingly at risk due to dwindling marine resources and growing environmental problems.

Vietnam has passed Law of the Sea of Vietnam (2012), for marine environmental resources (2015).

So far, the World Bank has supported the plan making of national MSP.
