Hi-tech investors flock to Da Nang

Six investment licences and one investment proposal project at Da Nang Hi-Tech Park and Industrial Zones worth more than US$280 million have been granted to domestic and foreign investors.

The Authority of Da Nang’s industrial zones and high-tech park (DHPIZA) granted an investment proposal by Arevo Inc from the US for a 3D printer manufacture project at Da Nang High-Tech Park with a total investment of US$135 million in a ceremony on Tuesday (February 23)

Head of the DHPIZA, Pham Truong Son, said the project plans to produce composite and carbon fibre as well as software solutions and services for the 3D printing industry.

Arevo, based in Silicon Valley, is pioneering composite production through digitalisation and automation, and the world’s first high speed additive manufacturing system capable of creating sizable, continuous carbon fibre composite structures on demand.

Six investors, including three foreign direct investment (FDI) firms, were given licences for their projects at the Hi-Tech Park and other industrial zones.

United States Enterprises from Silicon Valley in the US will invest US$110million in a semiconductor project at the High-Tech Park, and it will commence construction of the first phase in the second quarter of 2021 to become operational in 2023.

It will focus on machining and fabrication specialists for quartz, ceramic and silicon and other materials such as aluminum oxide, mono and poly-crystalline silicon and sapphire.

The Da Nang Sunshine Aerospace plant of the Universal Alloy Corporation (UAC) from the US is prepared for operation soon at the Da Nang Hi-Tech Park. The plant was invested by UAC with total US$170 million. — VNS Photo Cong Thanh

Two Japanese investors – Fujikin International Incorporated and EPE Packing Viet Nam – also received investment licences with total investment of more than US$35 million on Tuesday.

The city presented investment licences to three other domestic investors at Hoa Khanh Industrial Zone and Expanded Hoa Khanh IZ worth VND73.4 billion ($3.2 million).

Vice chairman of the city’s people’s committee, Ho Ky Minh said Da Nang had been calling for investors from Silicon Valley and the US in healthcare, high-tech industries, artificial intelligence (AI), education, real estate and automation at the Hi-tech Park and Information Technology Park.

The Government officially approved the Da Nang supportive industries zone covering 58.5ha at the Hi-tech Park serving hi-tech domestic and foreign investors in the near future.

According to DHPIZA, the Hi-Tech Park alone has drawn 24 projects, of which 12 were FDI projects, worth total $545 million and VND6.3 trillion ($274 million), respectively.

Six IZs and the hi-tech park have drawn 365 domestic projects worth VND26.56 trillion ($1.15 billion) and 131 FDI projects worth $1.74 billion.

The Hi-Tech Park has been designed as a ‘green’ and hi-tech hub for investors, while Information Technology Park is planned as Viet Nam’s ‘Silicon Valley’. — VNS

Saigon Hi-Tech Park seeks to attract investment in tech, supporting industries

HCM CITY — The Saigon Hi-tech Park will create favourable conditions to attract investment in the tech and supporting industries this year, its head has said.

Dr Nguyễn Anh Thi, head of the board of management of Saigon Hi-tech Park (SHTP), said the park has this year set an FDI target of US$200 million.

It recently issued investment registration certificates to two major hi-tech projects.

They include $19.5 million by US company Arevo to manufacture 3D-printing machines and carbon fibre and nanotube-reinforced polymers for 3D printing and provide software services.

Korea’s SNST and Finger Vina have invested $1 million to produce high quality integrated circuits.

Last year Hong Kong company TTI, Inc., a wireless industrial electrical equipment manufacturer, invested $650 million in the park and is looking for local suppliers to increase its use of local parts.

It plans to set up a plant and an R&D centre with the intention of making Việt Nam its new manufacturing base.

It wants to increase investment in manufacturing for export, while simultaneously developing German-standard training schools to improve the quality of the Vietnamese engineering workforce.

It is set to encourage companies to relocate to Việt Nam to join its supply chain.

The plant will manufacture hand-held power tools with integrated technology for designing and manufacturing control devices, electronic transformers, mechanical engineering products, and others.

As part of its efforts to attract investment, the park has organised high-tech supporting industry development programmes to help local firms link up with lead firms, through business matching activities between foreign and Vietnamese enterprises, and with export processing zones and industrial parks around the country.

The park has also developed 162,000sq.m of high-rise factories for local firms in supporting industries, according to Thi.

Hứa Quốc Hưng, chief of the HCM City Export Processing and Industrial Zones Authority (HEPZA), said his agency has set an investment target this year of $550 million in industrial parks and export processing zones.

Science and Technology Park

Speaking at a recent meeting Thi said the park would focus on building a ‘world-class’ science and technology park.

It has a vision of laying the foundation for development of high-tech industries in HCM City, he said.

“We aim to create an environment to improve the quality of human resource training as this is the most important factor in production.”

He said it is important to enhance links between educational institutions, businesses and the park.

In the last 20 years various types of science and technology park models have sprung up globally such as innovation centres, incubation centres, innovation towns, and public science and Al technology urban areas.

In 2011 the city began consulting experts for building the park at a cost of more than VNĐ4.3 trillion ($185 million).

The new park will tie up with educational and research institutes as part of a city programme to improve the quality of human resources, especially in new technologies. — VNS

Central city to develop hi-tech supportive industries

Plans are in the pipeline to build an industrial park in Da Nang dedicated to supportive industries.

It is part of the Government’s master plan of industrial park development from 2030-2045.

It will be built on the edge of the Da Nang Hi-Tech Park.

Head of the city’s Hi-Tech park and the Industrial Zones Authority (DHPIZA), Pham Truong Son said the decision was signed by Deputy Prime Minister Trinh Dinh Dung, and the 58.5ha supportive industries park will offer investment for domestic and foreign businesses.

Son said the supportive industry park, which is sandwiched between the Hi-Tech Park and Da Nang Information Technology Park in Hoa Vang District, has completed 85 per cent of infrastructure since 2016.

He said Da Nang has yet developed supportive industries – one of the disadvantage factors of the city in luring investment from domestic and foreign investors.

Son said the city wants to boost the development of supportive industries over the next decade.

The city has been building a development plan on three new industrial zones – Hoa Cam, Hoa Nhon and Hoa Ninh on total 880ha – for approval by the Prime Minister.

According to DHPIZA, the construction of the three new IZs would be soon commenced in 2021.

The city has called for investment for infrastructure works on the three new IZs in 2020-23 with an estimated investment capital of VND13.8 trillion (US$604 million).

The new IZs have been designed as ‘green’ and ‘clean’, and hopes to attract hi-tech and environmentally-friendly industries.

The Da Nang-based Sunshine Aerospace components manufacturer plant, which was invested by the Universal Alloy Corporation from the US worth $170 million, began operation after one year of construction in March of 2020.

Da Nang’s industrial infrastructure projects offer advantage location for investors as it boosts connection of key traffic routes including the Da Nang-Quang Ngai Expressway, the Chan May Economic Zone in Thua Thien-Hue, the Chu Lai Economic Open Zone in Quang Nam and Dung Quat Economic Zone in Quang Ngai Province.

The Hi-tech Park and IZs would be a magnet for global industrial firms and producers, offering flexible land rent, land clearance, income tax and import tax policies.

Investors with projects valued at more than $133 million will enjoy a 10 per cent tax rate for 30 years, according to DHPIZA. — VNS

An Giang (VNA) – The Mekong Delta province of An Giang boasts strengths in economic development, especially high tech agriculture, Deputy Prime Minister Truong Hoa Binh said while attending a ground-breaking ceremony for a high tech dairy farm project of TH Group in Tri Ton district of the province on February 27.

The development of hi-tech agriculture is an inevitable trend of modern agricultural production , Binh said, adding that room remains huge for the province and other Mekong Delta localities to bolster animal husbandry, including dairy cow farming.

The dairy cow farming model of TH Group, the largest scale in the region, is expected to become an exemplary model to be multiplied, he said.

The farm is hoped to help fulfil the target of having 500,000 milch cows across the country five years ahead of the deadline set in the master plan on agricultural development to 2020, vision to 2030, he noted.

Spanning 178.4 ha across Tri Ton district’s Vinh Gia and Vinh Phuoc communes, the project is carried out with an investment of nearly 2.66 trillion VND (115.2 million USD), making it the largest closed-loop system dairy project in Mekong Delta.

It includes a fresh milk factory capable of producing 135 tonnes daily.

On the same day, Deputy PM Binh paid a visit to a hi-tech hog farming project of the Truong Hai Auto Corporation (THACO)’s agricultural arm in Tinh Bien district.

The 50-ha project has been basically completed after nine months of construction. Its first phase will become operational by June while the construction of the second one is set to begin later this year, raising its capacity to 11,200 pigs in total.

On the occasion, a New Year tree-planting festival was held in the province in response to a campaign to grow 1 billion green trees between 2021 and 2025 launched by the Prime Minister./.

Apple partner Pegatron mulls US$1-billion investment in hi-tech projects in Vietnam

The Hanoitimes – These projects are expected to create 22,500 direct jobs and manufacture products that are supplied to Microsoft, Sony, Lenovo and Apple.

Taiwan-based Pegatron, manufacturing partner of the world’s major tech firms such as Microsoft, Apple or Sony, has plans to invest US$1 billion to build a manufacturing complex at Nam Dinh Vu industrial park in the northern city of Hai Phong, according to a report from the Ministry of Planning and Investment (MPI).

Taiwan-based Pegatron is set to invest US$1 billion to build a manufacturing plan in Vietnam.

Following the report, the investment would be channeled into three projects which are:

The first one is the Pegatron Vietnam 1 that will have an investment of US$19 million. The project already acquired investment license from the Management Board of Hai Phong economic zone on March 17.

For the Pegatron Vietnam 2 (US$481 million), the investor is currently applying for an investment license.

The Pegatron Vietnam 3 (US$500 million) is scheduled to be implemented in the 2026 – 2027 period.

Meanwhile, Pegatron is also planning to move its R&D center from China to Vietnam in an appropriate time which should be around the realization of the Pegatron Vietnam 3 in 2026 – 2027.

At present, the Taiwanese firm is submitting a proposal of the Pegatron Vietnam 2 to the Management Board of Hai Phong economic zone. Once completed, the plant would produce household appliances, computers, phones, electronic components, among others.

These projects are expected to create 22,500 direct jobs and contribute around VND100 billion (US$4.31 million) to the state budget per year.

With the move, Pegatron would join Apple’s two other iPhone assemblers — Wistron Corp. and Hon Hai Precision Industry Co. — in developing manufacturing facilities or building extra capacity in Vietnam.

The report also revealed that the MPI is working with Universal Global Technology, a member of ASE Technology Holding (Taiwan, China), in investing in a manufacturing plant specialized in making circuit board for watches, smart phones, headphones for Lenovo and Samsung.

The total investment of the first phase of the project is estimated at US$200 million, and the amount could rise to US$400 million after three years in operation.

The MPI suggested these hi-tech projects would lay the foundation for Vietnam to further attract investors being suppliers of transnational tech giants and form an electronic production hub in Hai Phong.

Taiwanese companies have been particularly active in their search for options, with companies from Inventec Corp. to Foxconn Technology Group either moving production back home or to more distant regions around Asia, seeking to escape US tariffs.

Head of the Taipei Economic and Cultural Office in Hanoi Richard Shi in a meeting with the MPI’s representatives on August 31 said a second wave of investment from Taiwanese investors to Vietnam is happening following the first one in the 1990s.

The agreement o­n the Hoa Lac Hi-Tech Park was in furtherance of the Viet Nam-Japan joint statement signed by the two Government leaders o­n Oct. 19, 2006. When completed, the park, which will be divided into four zones: Research and Development, Hi-tech Industry, Software Park and Education and Training, is expected to house universities and many plants that produce high-tech equipment like electronic and semi-conducting products, telecommunication, digital technology, and bio-technology
