Transport ministry mulls 42 new expressways to boost national connectivity

The road traffic plan, with a vision extended to 2050, envisages that from 2021 to 2025, 31 new expressways with a total estimated investment of VND483.848 trillion ($20.967 billion) are placed on the anvil. These will include 14 component projects on the north-south road link.

These new expressways, built in all regions of the country, will connect with over 10 north-south expressway projects that are already being implemented, linking the Huu Nghi border gate of Lang Son Province in the north to the southernmost province of Ca Mau.

Among the 17 other expressways, five are planned in the north, three in the central and the Central Highlands regions and nine in areas around HCMC and the Mekong Delta.

Another 11 expressways are proposed for the 2026 – 2030 period.

Four of these will be in the north, three in the central and Central Highlands regions, and four in the south.

The total investment of the expressway projects planned for the 2026 – 2030 period is about VND340,620 billion ($14.760 billion).

According to the draft plan, the country will have about 5,000 km of expressways in operation by 2030.

The transport ministry has proposed to the National Assembly that the nation allocates 4-5 percent of GDP for investment in transport infrastructure for the 2021 – 2030 period.

Minister Nguyen Van The stressed at a weekend meeting that planning should focus on sustainability and the goal of connecting all provinces and cities.

Visiting Quan Thanh – Northern guardian temple of Thang Long citadel

Quan Thanh Temple formerly known as Tran Vu Temple (Chan Vu Quan – “Zhenwu Emperor” Temple) was constructed in the 11th century. The Temple is located on the corner of Quan Thanh Street and Thanh Nien Street in Hanoi .

As one of 4 sacred temples of Thang Long ancient citadel, Quan Thanh is the sacred temple of “The Guardian of the North”. It was built over a thousand years ago during the reign of Emperor Ly Thai To.

In 1474 when the Imperial Citadel was expanded, King Le Thanh Tong moved the temple to a place with feng shui terrain called “Quy Xa” (a tortoise entwined together with a snake) on the south bank of West Lake, Thuy Chuong Ward, Quang Duc District, Phung Thien County, Thang Long citadel.

Entering the main hall of the harem, Huyen Thien Tran Vu monolithic statue was cast in bronze in Dinh Ty year (1677). The statue has a height of 3.96m and a weight of 4,000kg and it typical of large-size bronze casting products in the history of Vietnam.

Quan Thanh Temple as seen today has a great dimension, bringing the architectural and artistic style of the 19th century./.

17 new bridges open to traffic in Long An Province

Seventeen bridges were inaugurated in the southern province of Long An on April 15 as part of the Rural Bridge Programme funded by enterprises following an appeal by former President Truong Tan Sang and Nong Thon Viet magazine.

Nine bridges in Tan Hung District were built with funding worth VND9 billion (US$389,930) provided by Do Thi Kim Lien, chairwoman of the Green Vietnam Fund.

They facilitate transport of goods and ensure safety, especially of school-going children.

Saigon Thuong Tin Commercial Joint Stock Bank (Sacombank) provided VND5 billion ($216,292) to build six bridges in Vinh Hung District.

Nutifood donated VND1.6 billion ($69,213) to build two more bridges in the district.

These eight bridges along a road between Vinh Binh and Vinh Thuan communes will replace old ones that were severely degraded.

Over the last four years, the Rural Bridge Programme – Nong Thon Viet magazine has carried out more than 300 bridge and sewer projects in Long An, Dong Thap and An Giang provinces at a cost of more than VND300 billion ($12.9 million). — VNS

Red-crowned cranes reappear in Mekong Delta

Phu My Biosphere Reserve in Kien Giang Province on Saturday confirmed the 30 cranes had been here for half a month. This year, however, they have not gathered among the grey sedge but instead found a quiet corner within the reserve. In the afternoon, the cranes typically flock to Anlung Pring, Cambodia to rest.

About 150 kilometers away, a family of three cranes was spotted in Tram Chim National Park of Dong Thap Province on Friday afternoon.

“This crane family has been returning here over three consecutive years, from 2017 to 2019, but in 2020 they didn’t come back,” said Le Thanh Cu, vice director of Tram Chim National Park.

As a crane conservation volunteer at the International Crane Association, Nguyen Hoai Bao, vice director of Wetland Research Center at Vietnam National University Ho Chi Minh City – University of Science, immediately visited Tram Chim National Park after learning about the return of the red-crowned cranes.

Bao said since the cranes came back very late, they could only stay in the national park for a few days before departing. “Their normal cycle is to stay in the park until the end of April then fly to Cambodia to rest prior to the breeding season.”

Tram Chim National Park was recognized as the world’s 2,000th Ramsar site (a wetland designated to be of international importance under Ramsar Convention) and the first of the Mekong Delta, with an area of more than 7,300 hectares. It is one of the world’s most famous stops for red-headed cranes, a factor that helped Tram Chim become a Ramsar site.

However, the number of rare cranes here has decreased rapidly over the years. Statistics showed that in 1998, the number of red-headed cranes in Tram Chim was 1,052 but by 2017 there were only nine. In 2018 and 2019, the number was 11.

Phu My Biosphere Reserve recorded the biggest number of red-crowned cranes in 2003, at more than 500. In 2016, the reserve was officially established, covering an area of nearly 2,900 hectares. The core area of 1,200 hectares is for grey sedge. By 2019, there were only 54 cranes returning here.

Bao said the decline in cranes has many reasons, mainly habitat loss. Natural wetland habitats across the Mekong Delta have been converted into agricultural and aquaculture land, disrupting the balance of ecosystems, resulting in little to no chance for cranes to thrive here.

Over past years, national reserves have focused on developing habitats to attract more cranes. However, Bao said changing the ecosystem to restore crane habitats would take many years.

With increasing religious observance, the potential for scams is rising. Authorities need to step in to help people stay vigilant and avoid being duped.

E-newspaper VietnamPlus speaks with Associate Professor, Dr. Bùi Hoài Sơn, Director of Việt Nam National Institute of Culture and Arts, on the problem from a cultural and sociological perspective.

How do you evaluate people’s religious practices?

Social development leads to a number of consequences that make many people feel insecure, anxious and turn to religious beliefs as a consolation. Many individuals and organisations have built spiritual tourist sites, creating spiritual activities to fill that need.

In addition, the impact of new media (social networks) in disseminating information, creating online communities to connect religious and spiritual practices, also increases this need.

In my own opinion, this practice has both positive and negative consequences. The positive thing is that the spiritual beliefs and practices help people be more determined in their work. From these efforts, society will develop.

Practising religion and beliefs also helps people appreciate the values of “ chân – thiện – mỹ ” (the true, the good and the beautiful), thereby reinforcing the virtue of honesty of each person. Practising religion is also part of traditional culture. Traditional cultural values, thereby, are maintained and strengthened by the Vietnamese society as the country is integrating into the global system.

However, this practice also has some negative consequences, as it leads to the restoration of unsound customs, pushes some people to the level of superstition, adversely affecting the spiritual and material life of each individual and family.

Scammers use spirituality, incantations, and worship to make profits. Notably, this behaviour takes place in the capital, not in the countryside. How do you evaluate this situation?

Currently, we are witnessing a lot of scammers that take advantage of beliefs and spirituality for profit, and it is worth noting that many highly educated people still believe in superstition. That shows there are factors governing people’s perceptions that make them believe in things which are not scientifically grounded.

Society at any stage also needs religion and beliefs. Before, people were confident that when science developed, religion would lose its place and disappear. This is not correct, because religion or belief, does not compete with science, but complements science at a point that science cannot explain.

There are many phenomena that cannot be explained by science that makes people believe in fate, in luck, and all of which have led them to spiritual therapy and superstition.

In your opinion, how should State management agencies, the media and cultural experts get involved in order to warn people?

The first thing to do is promote information in mass media. However, the information also needs certain precautions, otherwise it will backfire. Specifically, instead of condemning a certain phenomenon, we inadvertently create curiosity and stimulate attention towards the phenomenon itself.

Second, State management agencies need to issue specific sanctions and regulations. Spiritual profiteers need to be prosecuted so that they cannot take advantage of spiritual needs and lure others into superstitious activities.

Next, cultural experts need to be proactive and active in analysing the advantages and disadvantages of religious practices, especially in superstitious phenomena. In today’s age, information comes and passes quickly, so we need accurate and reliable information from cultural experts.

Families, schools and mass organisations also need to play an active role in creating proper awareness of inappropriate spiritual activities.

I believe, when we create a healthy cultural life, we will minimise the negative impact of these phenomena on people, thereby helping us to build a healthy culture for society.

What should people do to protect themselves against inappropriate spiritual activities?

The boundary between religious practice, belief and superstition is quite fragile. Religion and belief contain many good values, therefore, each person’s life will become happier and more worthy of living by pursuing the values ​​that religion and beliefs bring. Therefore, in order to properly practice religions or a belief, we need to first understand the nature of it.

Religion or belief teaches people to think well, live well, do good things for others. When we do that, society will certainly be good. In addition, when we practice the right religion and belief, we will create a lifestyle that respects the traditions in the family.

Other factors, without scientific basis, are not the nature of religion or belief, and therefore, are not conducive to individual personal development and should be removed from social life. — VNS
