Vingroup to enhance capital to fund new national exhibition center
The Vietnam Exhibition Fair Center Jsc (VEFAC) said in a new statement it would issue 1.2 billion new shares to existing shareholders to increase its charter capital from VND1.67 trillion ($72 million) to VND13.89 trillion ($599 million). VEFAC’s major shareholders are Vingroup (83.3 percent) and the Ministry of Culture, Sports and Tourism (10 percent). Of the money raised, VND5.78 trillion ($249 million) will be used for the construction of the Vietnam Exhibition Fair Center in the rural district of Dong Anh, about 15 km north of Hanoi's center, which was approved by the government last year. The existing national exhibition center on Giang Vo Street in the downtown area would be turned into a mall and housing project at an investment of VND4.1 trillion ($177 million), VEFAC said. Vu Duc Nhan, deputy CEO of transport firm Phuong Thanh Tranconsin Jsc, told VnExpress that the Ministry of Transport requires an investor to have an owner’s equity of 20 percent of the cost of a North-South Expressway project. This means that if a project costs VND5 trillion ($215 million), an investor needs to have VND1 trillion ($43 million) in owner’s equity. The investor also needs to have experience in a similar project in scale, he added. "Very few Vietnamese companies have that money. Only some have recently invested in major national highways." A tightened credit policy on build-operate-transfer (BOT) projects is adding to the burden, Nhan said. The shareholders’ meetings of HDBank and PGBank were both organized on April 21. All of PGBank’s shareholders agreed on a plan to merge PGBank and HDBank, while 94.3% of shareholders agreed to do so for HDBank. The merger of two banks will start soon, with share conversion in July and the merger wrapped up in August. The schedule was a surprise to the finance community. Just days before, on March 29, when asked about the bank’s M&A plan, CEO of MBBank Luu Trung Thai said MBBank was still considering banks for the plan, including PGBank. Now, as PGBank has decided to merge with HDBank, MBBank will have to look for another partner.
