Vietnam emerges as attractive investment destination for FDI enterprises

US Ambassador to Vietnam Daniel J. Kritenbrink believes that the most important values and products of the PCI are not the rankings of localities, but rather the sharing of the lessons learned, along with models and technology reforms.

The past 16 years has seen the PCI play an important role in promoting transparency and accountability in provincial economic governance domestically whilst facilitating private economic development as a means of promoting the nation’s competitiveness within the international arena.

Informal fees have continued to decline in recent years due to positive results achieved in the fight against corruption. In addition, both domestic and foreign investors are applying modern technologies as part of efforts to develop a greener, more stable economy, the diplomat states.

According to Ambassador Kritenbrink, the country has yielded several positive results due to improved administrative procedures, especially in terms of customs procedures. Vietnamese success in the fight against the novel coronavirus (COVID-19) pandemic has also had a positive impact on the local business climate in recent times.

Despite a high proportion of firms being negatively impacted by COVID-19 last year, Vietnamese businesses were largely able to continue their operations. Overall, the PCI underscores the success in the country’s economic development strategy based on FDI attraction and domestic private sector development.

Along with these remarkable results there remains a number of areas of major concern, such as corruption control, procedural systems, regulations, infrastructure, and quality public services.

Despite significant improvements occurring in these areas, last year saw only 27% of FDI enterprises rate the level of corruption in Vietnam as less common than in China, Thailand, Singapore, Indonesia, and Malaysia.

Furthermore, only 32% of FDI enterprises believe that the Vietnamese system of procedures, regulations, and infrastructure is better than that of these countries, while roughly 42% of them state that the quality of Vietnamese public service delivery is better.

These figures are largely in line with the judgment of the Korean Chamber of Business in Vietnam (KORCHAM), who say that infrastructure and regulatory systems are two areas in which the nation can further improve in to attract new investors moving forward.

Foreign financiers also expect that the country will continue controlling corruption, whilst simultaneously improving the quality of public service delivery, revamping procedures, and greatly upgrading the quality of infrastructure facilities.

Thailand uses hotels beds for COVID-19 patients after surge in cases

Thailand reported on Friday its fifth record daily tally of coronavirus cases this week, as authorities set up thousands of field hospitals to cope with an influx of patients and lined up hotels to provide extra beds for those without symptoms.

All positive cases have to be admitted into care under Thai rules and with 10,461 patients currently being treated, the medical sector could be put under additional strain.

The government has set up over 20,000 beds at field hospitals across the country at community centres and gyms.

Hotels and hospitals are also partnering up to set up “hospitels” to treat asymptomatic patients, the health ministry said.

Currently 5,000 beds across 23 hotels had been readied, it said in a statement. About 2,000 beds are occupied and an additional 7,000 more could be added.

Hotels already hosting travellers to Thailand for quarantine were best positioned for this, Marisa Sukosol Nunbhakdi, the president of the Thai Hotels Association, told Reuters .

“They have all the processes in place such as preventing cross contamination, wearing PPE suits, cleaning, making sure floors are not carpeted,” she said.

Hotels register through the health ministry and are matched up with hospitals that require extra beds.

The hotels range from three- to five-star facilities and are mostly in the outskirts of Bangkok, the epicentre of the latest outbreak, which saw 312 new infections on Friday.

Thailand has so far managed to contain the number of cases relative to other countries, but the new outbreak comes as many have travelled during the country’s Songkran new year holidays this week and as vaccination rates are still low.

Thailand reported 1,582 new coronavirus cases on Friday, marking the highest number of daily infections since the start of the pandemic.

The new cases took the total number of infections to 39,038, with deaths remaining at 97.

Authorities aim to get the new outbreak under control within a month, health minister Anutin Charnvirakul said, ahead of an announcement of a series of new measures later on Friday.

The measures being discussed include closing entertainment venues, clubs, bars, massage parlours and schools nationwide for at least two weeks, Anutin said on Thursday.

SEA of Solutions: Internationally systematic approaches to marine pollution

SEA of Solutions is aimed to become a platform for exchanging solutions and cooperation to mitigate plastic pollution.

SEA of Solutions, an annual partnership event solving plastic pollution at source, has addressed national efforts and international cooperation based on systematic approaches to various pollution sources, both on land and in the ocean.

SEA of Solutions 2020, which was organized earlier this week in collaboration with Vietnam – the Chair of ASEAN 2020 and a non-permanent member of the UN Security Council – has a positive meaning in politics, diplomacy, and the environment at the national, regional, and international scale.

As an annual event co-organized alternately in Southeast Asian countries by the United Nations Environment Program (UNEP) and the Coordinating Body on the Seas of East Asia (COBSEA), SEA of Solutions is aimed to become a platform for exchanging solutions and cooperation to tackle plastic pollution.

This year’s conference on solutions for plastic waste in the East Asia Sea region is a regional dialogue for stakeholders to share solutions for plastic pollution and marine waste; discuss difficulties in managing plastic waste during the Covid-19 pandemic; and identify solutions and opportunities to recycle and raise awareness of reducing plastic waste.

Representatives from UNEP, COBSEA, the United Nations Development Program (UNDP), World Wide Fund for Nature (WWF), the government of Vietnam, ASEAN+3 governments, and local and international organizations discussed the risk of plastic waste solution and marine waste.

At the three-day event conference that concluded on November 26, participants emphasized the need for effective coordination between different sectors and at different levels, different socio-economic sectors (including public and private sectors, civil society, civic organizations) to jointly take concrete actions to tackle plastic pollution and marine plastic waste challenge.

Le Minh Ngan, deputy minister of Vietnam’s Natural Resources and Environment (MONRE) believes that the conference will significantly contribute to realizing each country’s commitments in reducing marine plastic waste. He reaffirmed Vietnam’s involvement and actions against marine plastic waste, especially in the negotiations of a Global Agreement on Marine Plastic Waste.

UNDP Resident Representative in Vietnam Caitlin Wiesen said protecting the ocean from marine plastic debris means we are contributing to a sustainable ocean economy. That is the main agenda that UNDP is working with the Government of Vietnam and the Government of Norway for the high-level international conference on Sustainable Ocean Economy and Climate Change Adaptation “Solutions for a Climate Resilient Blue Economy”, which is going to be held in 2021.

She affirmed that UNDP stands ready to work with all stakeholders to identify more solutions, unlock new funding, and scale up innovative solutions that offer plastic reduction and sustainable development.

Ms. Wiesen emphasized that it’s time to act to save the planet and look toward sustainable development and she believed Vietnam and regional partners take opportunities to change and shift from the world’s worst plastic polluters to one of greatest drivers for innovation.

At the conference, the “Mitigating marine plastic debris in Vietnam” project was introduced as part of programs in Vietnam that help reduce marine plastic waste. The WWF-supported project is aimed to national priorities in both policy sphere and public awareness, greatly supporting the implementation of the National Action Plan on Management marine plastic waste to 2030 in Vietnam.

At the conference that was held both online and offline in Hanoi, a Technical Session in Vietnam on “Promoting Partnership to Combat Marine Plastic Debris in Vietnam” was also hosted.

HCM City to try out public bicycle system from August

As planned, all bicycles will be equipped with smart, GPS-equipped locks operated via 3G, 4G and 5G connections, or Bluetooth.

Vietnam’s southern metropolis, Ho Chi Minh City (HCM City), will trial a public bicycle sharing scheme in downtown areas from August in an effort to limit private vehicles.

Under the scheme, called Mobike, as much as 388 bicycles will be parked at 43 docks in Districts 1 and 3, the heart of HCM City, ready for people to borrow.

The 43 bike docks will be set up along sidewalks and bus stations around District 1, and along Dien Bien Phu and Vo Thi Sau streets in District 3, where the city is studying priority public bus lanes. Each dock will have ten to 20 bikes.

As planned, all bicycles would be equipped with smart, GPS-equipped locks operated via 3G, 4G and 5G connections, or Bluetooth. Users will have to install the Mobike app on their phones before scanning and searching for the nearest bike dock.

Each bicycle will have a unique ID card, so that operators can monitor vehicle whereabout and who is using it through a central software system. The smart locks will also send an alarm signal if they are opened by force.

During the 12-month pilot, each bicycle will be rented out at a proposed fee of VND10,000 (US$0.43) per hour and half that amount for 30 minutes.

Users will pay fees for 15-minute, 30-minute, and 60-minute rides or subscribe to daily, monthly, quarterly, and annual membership.

In the initial phase, bicycle-sharing users are expected to ride the bikes on the same lane with other vehicles.

After assessing the efficiency of the system after the 12-month trial phase, the municipal authorities will consider connecting it to the public transport systems.

In the future, the municipal Department of Transport will research on opening a bicycle lane or widening streets for bikes.

HCM City currently has almost nine million registered private vehicles, including 825,000 automobiles and 8.12 million motorbikes, according to its Department of Transport.

Since 2016 it has been considering measures to limit private vehicles in the downtown to ease congestion. It plans to spend VND393 trillion (US$16.93 billion) over the next decade to improve public transport and limit the use of private vehicles, in which VND47.7 trillion will come from the state budget while the rest from private sectors or Official Development Assistance.

The municipal authorities also have plans to develop an integrated application for all users of metro, public bikes, and public buses, with a goal of providing the locals appropriate public transport service anytime and at any place.

Ba Vi Tourism Festival – Highlight of Hanoi’s suburban tourism

With interesting activities, Ba Vi Tourism Festival is expected to promote travel to the Ba Vi District as well as Hanoi’s suburbs.

Under the framework of Hanoi Gastronomy and Tourism Festival 2021, Ba Vi Tourism Festival will be one of the highlight activities in Hanoi’s suburbs to stimulate the travel demand to the capital.

Ba Vi Tourism Festival will start from tomorrow, April 18 in Thien Son – Suoi Nga eco-tourism complex, a resort on an area of 450ha with lots of green space. It is an opportunity to promote the potentials of Ba Vi tourism, according to Vice Chairman of Ba Vi District People’s Committee Nguyen Duc Anh.

The festival will take place mainly on Ngoa Son Mountain where a floating stage over Ngoa Son Lake will be set up. It will start with an art show which tells stories about the history of the Ba Vi region, including the unique cultures of the popular Muong and Yao ethnic groups here.

With the theme of promoting natural tourism and environmental protection, the festival features a variety of cultural spaces which decoration materials are from nature such as rattan, bamboo, rose orchids, among others.

Particularly, visitors will have an opportunity to experience different Tour packages offered here.

One of them is the holiday and health care services at Thien Son – Suoi Nga ecotourism complex, Ba Vi National Park, Ao Vua Tourism Area, Tan Da Spa Resort, Khoang Xanh – Suoi Tien Theme Park.

Meanwhile, the agricultural tourism will bring new experiences with activities like visiting farm villages; participating in activities in Vietnam’s countryside such as planting rice, catching fish and crabs with bamboo baskets, growing and picking vegetables and herbs, harvesting and making tea, feeding ostriches, goats, rabbits, dairy cows, among others.

Moreover, the heritage journey will be interesting for those who are fond of history and culture. It includes the visit to relics of Tan Vien Son Thanh temple complex, Tan Vien pagoda, K9 Da Chong, Temple of President Ho Chi Minh and so on.

There is also a trekking route in Ba Vi Mountain to discover the area as well as the French town which was built by under the French regime during 1932-1944. There remain the ruins of villas, hotels, a church, a prison, an airport, among others.

During the festival, visitors can also enjoy typical some regional specialties such as Da River’s fish, Com Lam (bamboo rice) and chicken.

Tourism potential

Ba Vi District has great potential for tourism development in the suburb of Hanoi with  ecotourism, holidays, sports tourism (mountain climbing and trekking), medical tourism and spiritual tourism; thanks to the advantages of diversified terrain with mountains, rivers, forests for beautiful ecological zones.

Besides, it boasts rich history and culture with over 300 historical and cultural relics as well as the most unique architectural communal houses in Vietnam such as Tay Dang, Thuy Phieu, Thanh Lung…, and the cultural diversity of Kinh, Muong, and Yao ethnic groups.

However, Ba Vi tourism potential has not yet been tapped. According to Mr. Nguyen Van Tai, Director of VietSense Tourism Company, which has just conducted a survey trip to the area, n the poor infrastructure and traffic, the scarcity of services and the lack of tourism qualification of the locals are the major obstacles for the district’s tourism sector to thrive.

Currently, Hanoi has planned the Ba Vi – Suoi Hai Tourism Area with a vision to 2030. The People’s Committee of Ba Vi district is also building a plan for Ba Vi tourism development in the near future.

Mr. Duc Anh said in order to promote the potential of Ba Vi tourism, the locality will gradually build new tour packages towards the development of the community-based tourism and those associated with ethnic groups.

In addition, it will focus on green tourism development, invest and upgrade roads to tourist places, apply more information technology, provide free wifi at tourist spots, and cooperate with travel agencies to increase tours to the attractions.

“Ba Vi Tourism Festival is one of the opening activities for the program of promoting tourism in Ba Vi District in 2021. It will help increase the attractiveness of tours to Hanoi’s suburbs, contributing to promoting the capital’s tourism in the coming time,” said Mr. Duc Anh.
