Vietnam to compete in play-off round to qualify for Futsal World Cup finals

The teams, now ranking between fourth and seventh positions in the Asian region, are competing in the play-off round to select the best two teams to the FIFA Futsal World Cup alongside the region’s other finalists, including Iran, Japan, and Uzbekistan.

Ahead of the fixtures, the Asian Football Confederation (AFC) will announce the time, venue, and competition format of the round.

The FIFA Futsal World Cup 2021 finals are scheduled to take place between September 12 and October 3 in Lithuania.

Despite the global impact of the COVID-19 pandemic, the Vietnamese national futsal team held two gatherings last year, including a training camp in Spain.

At present, local players are taking part in the National Futsal HDBank Championship 2021.

Following the AFC revealing the new schedule for the play-off round, the Vietnam Football Federation (VFF) will then plan a training camp ahead of the FIFA Futsal World Cup 2021.

E-stamp labeling on tobacco and alcohol products to be mandatory from next year

The Ministry of Finance has recently issued Circular 23/2021/TT-BTC on printing, issuance, management, and usage of e-stamps labeling on tobacco and alcohol products.

Accordingly, e-stamp means having signs recognizable to the naked eye and containing e-information and e-data activatable and searchable on e-portals of the General Department of Taxation and General Department of Customs.

Especially, tobacco and alcohol products must be labeled with e-stamps from July 1, 2022.

Each home-made or imported cigarette pack or liquor bottle must be affixed with an e-stamp.

For cigarette packs and liquor bottles covered with cellophane films, e-stamps would be affixed to products before the outer cellophane layers are sealed. E-stamps would be affixed in such a way that once the cigarette packs or liquor bottles are opened, they would be torn and could not be reused.

Cigarette and liquor producers and importers would be allowed to conduct the e-stamping of their products by themselves but be held responsible therefor.

According to Decree 67/2013/ND-CP, dated June 27, 2013 detailing some articles and implementation measures of the Law on Prevention of Tobacco Harm on tobacco business, all cigarette packs must have one stamp so that when it is opened, the stamp is torn. Similar rules are issued for alcohol products in the Decree 105 issued in 2017. Customers can easily search for product information such as the tax code, name of manufacturer, importer, date of import, type of product on the websites of the General Department of Customs.

For imported tobacco products, firms must stamp the products at their factories before releasing the products to the market. Importers of alcohol products must take responsibility for the stamping process and released products.

Vietnam’s beverage industry is strengthened rapidly, accompanied by a boost in economic growth, advantageous demographics, rising tourism and higher income middle-class. With the growth rate of 6% annually, the sector is one the driving industry of Vietnam’s economy, has the highest production value and the 2nd highest total revenue.

Vietnam is also one of the highest beverage consuming market. Compared to 2010, Vietnam’s alcohol consumption increased by nearly 95%, ranks first in the world, and doubles the second-ranking country- India, and 16 times more than the United States.

Vietnam is one of the most significant tobacco markets in the region, and has shown consistent growth in sales in recent history. Domestic production has been growing, but more stringent restrictions and anti-tobacco sentiment will inhibit the market in the future.

Statistics showed that 22.5% of Vietnamese adults (age 15+) currently smoke tobacco products (men 45.3%; women 1.1%). Overall consumption estimated to be 107 billion pieces in 2019.

First case of LEOPARD syndrome reported in Vietnam

LEOPARD is a very rare disease that only a few dozen people have ever had.

An eight-year-old girl in the southern province of Tien Giang has been diagnosed with LEOPARD syndrome, which is the first case in Vietnam, according to Dr. Tran Nguyen Anh Tu, deputy head of the department of skin aesthetics at the Ho Chi Minh City Dermatology Hospital.

LEOPARD is a very rare disease that only a few hundreds of people have ever had, Tu said, adding that since it was first recorded in 1936, there have only been 200 confirmed cases worldwide so far.

The girl’s family said dark-brown stains (lentigines) began appearing all over the face and body of the little girl since she was four years old.

She was born deaf and unable to speak, with physical and mental disabilities, abnormalities in the jawbone, spine, shoulder, chest, and teeth.

These are all typical signs of LEOPARD syndrome and no one in her family had the same disease.

Because of the disease, the patient is only 105cm tall and weighs 15kg. She has dark brown spots less than 5mm in diameter on the face, chest, arms and legs. The lighter brown spots of 2x3cm are on the back.

Genetic analysis at the Center for Molecular Biology of the Ho Chi Minh City University of Medicine and Pharmacy identified that the patient suffered from PTPN11 genetic mutations, which is believed to cause the very rare condition.

“This is consistent with LEOPARD syndrome due to the PTPN11 gene mutation, accounting for 90% of the cases,” Dr. Tu said.

The patients diagnosed with LEOPARD syndrome need to be closely medically monitored and have their heart checked once a year for early diagnosis of abnormalities, Dr. Tu noted, adding that symptoms are treated appropriately.

In the world, the latest case of leopard syndrome was reported in 2017, a 12-year-old boy in Brazil. In 2015, a 22-year-old female patient was recorded in India.
