In a letter sent to all 63 cities and provinces Monday, the ministry stated the pandemic situation has grown more complex in many countries, especially with the appearance of the mutated strain Omicron, or B.1.1.529 Covid variant, first sequenced in South Africa and designated by the World Health Organization (WHO) as a top Variant of Concern (VOC). The WHO stated last week the variant had been detected in at least 38 countries and territories. Though it is not yet confirmed if Omicron would cause more severe Covid-19 conditions, it has been said the strain is more transmissible compared to Delta and previous strains as it carries many mutations, said Tran Dac Phu, a senior advisor at the Public Health Emergency Operations Center under the ministry. "As per the city’s policy and recommendation by the health sector, after vaccination, students with antibodies will return to schools," Tran The Cuong, director of the municipal Department of Training and Education, told a meeting of the city's legislators. Last week, Hanoi had suspended the use of the Pfizer vaccine from two batches in a campaign to immunize children from 12 to under 18 against Covid-19. Numbered 124001 and 123002, the batches originally had the expiration date of November 30. However, upon a request by Pfizer Vietnam, the Drug Administration of Vietnam extended the use of the batches by another three months. The doses had to be in cold storage of between minus 90 and minus 60 degrees Celsius. The doses were distributed by the National Institute of Hygiene and Epidemiology to Hanoi and several other provinces on November 25. In a plan submitted Tuesday, the ministry proposed that the resumption will be carried out with two trial phases. The first phase starting Dec. 15 will see flights resumed between Vietnam and San Francisco or Los Angeles (the U.S.), Singapore, Bangkok (Thailand), Phnom Penh (Cambodia), Vientiane (Laos), Beijing (China), Tokyo (Japan), Seoul (South Korea), and Taipei (Taiwan). Those are markets with the most important political and economic cooperation relations with Vietnam, with a high number of investors, experts, and laborers wishing to work and explore business investment opportunities in Vietnam, said the ministry.
