Among other things, it was once a quiet, dark, dangerous neighborhood. Its story began soon after the trans-national railway stopped serving colonial functions in 1954, following the defeat of the French in the famous battle at Dien Bien Phu. In 1956, the Vietnam Railway Authority built a dormitory just a few feet away on either side of the tracks to house employees working in the sector. Starting from Tran Phu Street, the dormitory ran parallel to Phung Hung Street on a section of some two kilometers (1.24 miles) long. It consisted of mud houses just high enough that people would not bump their heads going in. An afternoon in late 1967, Bui Thi Loan, a railway worker, took her children who were around five and three back then, to one of such house on Tran Phu Street. VinFast inaugurates automobile plant in Hải Phòng

Speaking at the inauguration ceremony, Prime Minister Nguyễn Xuân Phúc said he was impressed with the speed at which the factory was completed, noting that it had only been 650 days since he attended the groundbreaking ceremony on September 2, 2017. “About 21 months ago, the name VinFast was not even mentioned on Wikipedia. Nguyen Dang Anh Thi Tu woke up early as usual to open up her shop. As she reached it, something caught her attention and she stopped. A crack, long and winding like a resting boa, sundered the National Highway 91 in two. On the other side was her little shop, her family’s lifeline for several decades. Her instincts immediately told her the shop could no longer be saved. It was barely clinging on to an asphalt patch that could collapse into the nearby Hau Giang River at any time. She was right. A few days later, that road section cracked and fell into the river, patch by patch, along with Tu’s shop. This was late July. Tu’s shop was a place that my friend and I frequented every time I visited An Giang Province on business.
