HCM City (VNS/VNA) – Farming households in the Cuu Long (Mekong) Delta need to apply high-tech practices to develop value-added agricultural products that can enter global value chains, Le Minh Hoan, deputy minister of Agriculture and Rural Development, has said.

Hoan said it was vital to offer incentives and loans to farmers who use sustainable and climate-friendly production processes.

Millions of small-scale farming households , which are the most critically affected by climate change, need access to innovative technologies and practices as well as market information.

The COVID-19 pandemic has disrupted global supply chains, posing risks to farmers and exporters of farm produce. The most affected products have been fresh fruits, vegetables and aquatic products, according to the Vietnam Academy of Agricultural Sciences.

To cope with the outbreak, major firms including the Loc Troi Group, Vingroup, PAN Group and Hoang Anh Gia Lai, have invested in high-tech applications.

Firms are also working with cooperatives and farming households to create “clean and safe food sources”. They are training farmers in brand management and offering technical and seed support to improve quality control during processing and before harvesting.

In the future, the Mekong Delta will face a growing population and rising urbanisation. Pollution, landslides, coastal erosion and loss of natural forest land are all expected to increase.

Because arable land and harvests will shrink worldwide, productivity and a sufficient supply of quality food must increase, while natural resources remain protected.

Since more than 70 percent of Vietnam’s agricultural products are from 22 million smallholder farmers, local agri-businesses should not depend solely on major corporations to promote innovative solutions, experts have said.

Other challenges include farmers’ limited capital. Switching to high-tech agriculture requires a considerable up-front investment.

Another major issue is market and consumer confidence. Building brands and winning customer confidence are essential for Vietnamese brands so they can take advantage of major export markets like the EU under the new EU-Vietnam Free Trade Agreement (EVFTA).

According to the White Book on Vietnamese Businesses 2020, the Mekong Delta currently has more than 55,000 enterprises, accounting for only 7.26 percent of the country’s total number.

Most of the businesses in the Mekong Delta region are small and medium-sized, and most lack long-term business strategies in technology investment, human resources training, and branding.

Amid deep global integration, Vietnamese products face strong competition from foreign-made goods.

Solutions must be identified, especially for smallholder farmers, to apply technology so they can enter mass markets. But it will take time to change farmers’ methods that have existed for hundreds of years, experts said.

Nguyen Minh Hai, deputy chairman of the European Chamber of Commerce in Vietnam (EuroCham), said that exporters should continue to take advantage of the EVFTA to boost agricultural products such as rice, seafood and fruit.

As many as 39 Vietnamese Geographical Indications (GIs) exist in the EU, providing an adequate framework for further promotion of imports of quality products, he said.

The EU maintains some of the highest sanitary, phytosanitary, origin tracing and sustainable standards in the world. Hai said that exporters should raise local standards and develop new value-added products to compete internationally, particularly in the EU with its population of 450 million.

The elimination of tariffs under the EVFTA is expected to benefit farm produce from the Mekong Delta , but technical barriers to trade will be raised, imposing challenges for products and services.

The Mekong Delta region contributes 54 percent of rice output, 70 percent of aquaculture output and 60 percent of fruit output to the country’s total output./.

HCM City, Hanoi, and five other localities to reopen schools in March

HCM City and six other provinces and cities are planning to reopen schools on March 1, according to the Ministry of Education and Training, after a two-week delay to the scheduled resumption when Tet (Lunar New Year) holiday ends mid-February.

Hanoi could reopen schools on Tuesday (March 2) if the COVID-19 situation is under control (March 2 will be the date marking 14 days of no local infections), according to municipal authorities.

The HCM City People’s Committee on Wednesday approved the Department of Education and Training’s proposal to reopen on Monday since the recent COVID-19 outbreak has been well controlled.

The department said most parents want their children to go to school.

To prepare for the reopening, the administration has called for disinfecting schools and adopting preventive measures.

This week the department will ensure these tasks are undertaken at all schools.

It also has instructed schools to ensure their students follow the Ministry of Health’s 5K message: Khẩu trang (face mask) – Khử khuẩn (disinfection) – Khoảng cách (distance) – Không tụ tập (no gathering) – Khai báo y tế (health declaration).

Since February 2 the department has ordered schools to report about students with COVID-19, F1 people who come into contact with patients and F2 people who have close contact with F1. The parents of all students also need to fill out online health declarations for the latter.

As of February 19 one student had contracted the disease, 74 teachers and students were designated F1 and 361 teachers and students were F2.

Besides, 2,680 teachers and students returned to the city from COVID-19-hit areas around the country after Tet.

On February 1 the People’s Committee had instructed all relevant agencies and educational establishments to allow students to remain at home after the Tet holiday and study online until the end of this month.

Teachers at public primary schools make lessons and upload them on YouTube or the school website for students.

First and second graders are learning with their parents’ assistance.

Older children are taught on zoom and other software.

Speaking at a meeting between the National Steering Committee for COVID-19 Prevention and Control and relevant ministries held on Tuesday, Deputy Minister of Education and Training Ngo Thi Minh said 51 provinces and cities had already reopened schools.

Seven provinces and cities, including Hai Duong, the COVID-19 epicenter, would reopen them on Monday while the remaining four have not announced the schedule, she said.

The education ministry has instructed authorities in all provinces and cities to strictly comply with measures to ensure safety and hygiene at schools and strengthen communication to reassure parents as their children return to school, she added.

Schools have been told to disinfect everything from the campus to tables, chairs and teaching devices, and have enough soaps and hand sanitizers for students.

Students should use their own water bottles and wear masks when going to school.

Schools should limit mass gathering and organise outdoor activities.

Universities

Many universities across the country will also have online classes until the end of this month.

Some such as the University of Information Technology under the Vietnam National University- HCM City (VNUHCM) will begin their second semester on Monday but students will learn online until March 14. The first semester examination will be delayed until April.

The VNUHCM’s University of Science will hold this examination next month instead of this week as scheduled.

Disbursement of FDI projects increases by 2% over two-month period

As of February 20, the total newly registered and adjusted capital and the value of capital contributions, and shares purchases made by foreign financiers reached US$5.46 billion, equivalent to 84.4% in comparison to the same period from last year.

February saw the country grant investment licenses to 126 new projects worth US$3.31 billion, a decline of 33.9% from the same period last year.

Most notably, a total of 115 existing projects registered to adjust their capital, marking a 2.5-fold increase compared to the corresponding period from last year, with total additional registered capital reaching US$1.61 billion.

Furthermore, the value of capital contributions and shares purchases by foreign investors dropped to US$543.1 million, a drop of 34.4 % compared to last year’s corresponding period.

Foreign financiers have invested in 17 local industries, of which the processing and manufacturing sectors took the lead with total investment capital reaching more than US$3billion, accounting for 55.7% of overall registered investment capital.

Moreover, electricity generation and distribution ranked second with total investment capital of US$1.44 billion, making up 26.5% of total registered investment capital, followed by real estate, along with science and technology.

Japan tops the list of the 46 countries and territories currently investing in the nation with total investment capital of US$1.64 billion, holding approximately 30% of the country’s FDI, trailed by Singapore, the Republic of Korea, China, Hong Kong (China), and the United States.

Can Tho represents the most attractive location among 43 provinces and cities after receiving US$1.31 billion in FDI, constituting for 24.1% of the overall, followed by Hai Phong, Bac Giang, Binh Duong, Tay Ninh, and Ho Chi Minh City.
