Vietnamese Defense Minister General Phan Van Giang delivered a pre-recorded speech at the second session of the conference. The MCIS-10 draws the participation of 700 delegates from 70 countries and six international organizations. The approval of Vietnam’s circular economy development plan, announced in June, aims to help reduce greenhouse gas emissions by 15 per cent of GDP by 2030 (as compared to 2014).
