Over 100 test positive for drugs at Ho Chi Minh City nightclub

More than 100 people were found using narcotics after police officers raided a club in Ho Chi Minh City in the small hours of Sunday.

A team of police officers under the municipal Department of Public Security carried out a swoop on Enjoy Club on Le Van Khuong Street in Hiep Thanh Ward, District 12 at around 1:00 am.

An amount of drugs along with other exhibits were found at the venue.

The officers escorted over 220 people at the club to the police station for further verification.

Among them, over 100 tested positive for narcotics.

Further investigation is ongoing to determine the violation of each individual.

According to current law, the illegal use of stimulants is punishable by a fine worth VND500,000-1 million (US$21-42).

Those who arrange for others to use drugs may face jail terms lasting two to 20 years, or lifetime imprisonment, depending on the severity of the offense.

Seven people arrested in link to procurement fraud of Covid-19 testing equipment in Hanoi

Police investigations reveal some officials of the Hanoi CDC have allegedly committed fraud linked to the purchase of medical equipment for Covid-19 testing equipment in the city.

Vietnamese police on April 22 arrested seven people, including three officials from the Hanoi Center for Disease Control and Prevention (CDC), for wrongdoing linked to the procurement of Covid-19 testing equipment, the Ministry of Public Security said.

They were arrested on charges of overstating the cost of a COVID-19 testing system during a transaction, an act which had “caused serious damage”, the Ministry of Public Security said in a statement.

The suspects include Nguyen Nhat Cam, director of the Hanoi CDC under the Hanoi Department of Health; Nguyen Vu Ha Thanh, head of the Hanoi CDC’s Finance and Accounting Division; Le Xuan Tuan, an employee the Hanoi CDC’s Finance and Accounting Division.

The four others are Dao The Vinh, director of Vietnam Materials Science and Trading Limited Company (MST); Nguyen Tran Duy, general director of Nhan Thanh Property Auction and Auctioning JSC; Nguyen Ngoc Nhat, an employee of Vitech Scientific Development Co., Ltd; and Tuyen Thanh Thanh, an employee of Oriental Medical Equipment Co., Ltd.

Police’s evidence proves wrongdoings of some Hanoi CDC and competent agencies officials relating to the procurement of Covid-19 testing equipment, VnExpress quoted Major General To An Xo, chief of the Ministry of Public Security Office, as saying.

“The are irregularities concerning the procurement of medical equipment and supplies for Covid-19 epidemic testing and prevention,” said To An Xo, adding that investigation at the Hanoi CDC has been launched for more than a week now based on people’s denouncement.

At a meeting on April 17, Chairman of the Hanoi People’s Committee Nguyen Duc Chung said that the municipal Department of Health was in charge of procuring medical equipment for the epidemic prevention and control.

The Hanoi CDC is responsible for preventive medicine in the city with a view to reducing the incidence and death caused by epidemics, contagious and non-communicable diseases to people.

The Hanoi CDC is a frontline unit in Covid-19 prevention by screening, controlling, testing, issuing warnings and announcing people infected with the novel coronavirus.

Hanoi police have busted a drug trafficking ring that was being run out of a hospital.

According to police, a mentally ill man ran the ring from National Psychiatric Hospital No 1.

The ringleader has been identified as Nguyen Xuan Quy, 38, who resides in Hanoi’s Thanh Tri District.

Police investigations stated that Quy was sent to the hospital for treatment in November 2018.

He repeatedly left the hospital during treatment. In January this year, Quy was arrested by the police of Hai Ba Trung District on charges of illegally possessing drugs but was returned to the hospital due to his mental illness.

The investigation revealed that after a long time at the hospital, he formed close relationships with a number of hospital staff and was free to come and go as he pleased.

Quy renovated a treatment room into a soundproof room and installed large speakers and laser lights to use as a place to take and sell drugs.

As well as Quy and his friends, some hospital staff were also offered drugs in the room.

He sold drugs at the hospital by telling his customers to pretend to be caregivers.

To avoid being detected, Quy hired Nguyen Trung Nguyen and Nguyen Cong Thuong to disguise themselves as delivery drivers and stand at the hospital gate as lookouts. They also delivered drugs to customers.

On March 20, the Police Department for Investigation of Drug-related Crimes raided the hospital room, arresting Quy and five accomplices, including the two lookouts.

The police seized more than 6kg of drugs of various kinds, including ecstasy, methamphetamine and ketamine.

The investigation agency also arrested Nguyen Anh Vu, a technician from the rehabilitation and traditional medicine at the hospital, to investigate him for not denouncing the crime. Vu was found to be positive for drugs after a quick test.

All the suspects reportedly admitted their crimes.

The investigation is ongoing.

In related news, the Ministry of Health has requested the National Psychiatric Hospital No1 to work with law enforcement regarding the incident.

The ministry also asked the hospital to strengthen security and order at the hospital. The management of patients during treatment at the hospital should be reviewed, it said.

This is the first time the customs officers have witnessed this type of stashing trick by drug traffickers.

The past two weeks has seen customs officers detect six cases of drug trafficking via air routes, seizing various drugs weight a total of 12.7kg.

Hanoi man arrested for operating drug ring in mental hospital

A patient at a mental hospital has been arrested for running a drug ring inside the institution in Hanoi.

Police officers under the municipal Department of Public Security confirmed on Wednesday they had broken up an illegal drug racket run by Nguyen Xuan Quy, 39, from Thanh Tri District.

According to officers, many of those implicated in the discovery of the drug ring had complicated criminal records.

Quy had a history of mental illness and was admitted to National Mental Hospital 1 in November 2018.

In early January, Quy was arrested for illegal possession of narcotics but was allowed to continue receiving treatment for his mental condition at the hospital.

He escaped from the hospital on January 7 before being captured by police officers shortly after.

The man established a good relationship with administrators at the hospital and was given more privileges than other patients.

Quy upgraded his room with soundproofing and equipped it with loudspeakers and laser lights, using the space to use drugs and party with friends, some hospital staff members, and prostitutes.

He later began operating a drug ring on the premises of the infirmary.

Buyers only needed to pretend to be patents’ family members or caretakers to enter the hospital before receiving the products from Quy’s subordinates.

Quy also hired two men to pose as cab and motorbike taxi drivers to keep watch at the entrance of the hospital.

They were in charge of delivering the drugs to other locations as well.

Aside from Quy, police arrested Nguyen Van Ngoc and Nguyen Trung Nguyen.

The three were charged for trading and storing narcotics, as well as organizing drug use.

Nguyen Anh Vu, a technician at National Mental Hospital 1, was taken into custody for failure to report a crime.

Vu tested positive for narcotics at the time of his arrest.

Officers have searched the suspects’ houses and confiscated 6.1 kilograms of synthetic drugs.

The Ministry of Health ordered a prompt investigation into the case and required the infirmary to make a report.

In a report submitted on Thursday morning, National Mental Hospital 1 stated it had ordered relevant units to verify the responsibility of the staff members involved in the scandal, as well as coordinating closely with police officers to assist in their investigation.

All departments have been directed to tighten their patient management protocols.

The hospital’s report did not explain why Quy was allowed to modify his room and operate his drug ring.

Hanoi CDC director admitted guilt in inflating price of Covid-19 testing system

Following the incident, the Ministry of Health has asked localities to make reports on the purchase of health equipment for Covid-19 prevention and control.

Director of the Hanoi Center for Disease Control (CDC) Nguyen Nhat Cam and his accomplices have confessed inflating by three-fold the procurement price of medical equipment and supplies for Covid-19 testing, the Government Portal quoted Deputy Minister of Public Security Luong Tam Quang as saying at the recent press briefing.

They have been asked to return the embezzled money.

Lieutenant General Luong Tam Quang noted that on April 22, Ministry of Public Security investigators launched criminal proceedings against eight individuals who were accused of violating bidding regulations causing serious consequences at the Hanoi CDC.

Among the accused, seven, including the Hanoi CDC’s director, were detained, while one is put under house arrest.

Quang said that following the incident, the Ministry of Health has asked localities to make reports on the purchase of health equipment for Covid-19 prevention and control.

Besides this, probes into the purchase of other health equipment, especially biochemical test machine, ventilators and medical masks, should be launched, Quang added.

If signs of violations are found, the Ministry of Public Security will proceed with criminal procedures, the deputy police chief stressed.

Earlier, results of the preliminary investigation uncovered collusion among these suspects for cheating and inflating the procurement price of real-time PCR detection systems, according to the Ministry of Public Security.

The suspects include Nguyen Nhat Cam; Nguyen Vu Ha Thanh, head of the Hanoi CDC’s Finance and Accounting Division; Le Xuan Tuan, an employee the Hanoi CDC’s Finance and Accounting Division.
