MPI proposes a draft decree on procurement bidding under CPTTP

The Ministry of Planning and Investment (MPI) has summited to the Government a draft decree on amending Decree 95/2020/ND-CP providing guidelines on procurement bidding under the Comprehensive and Progressive Trans-pacific Partnership Agreement (CPTTP).

According to the MPI, the draft decree will amend and supplement some articles of Decree No 95. It aims to guide State companies to execute bidding packages under the CPTTP agreement and EU-Việt Nam Free Trade Agreement (EVFTA).

However, per the Government’s Resolution No 190/NQ-CP on the provisional application of the UK-Việt Nam FTA (UKVFTA), Việt Nam agreed to temporarily apply the UKVFTA from January 1, 2021.

The agreement was negotiated based on the principle of inheriting commitments in the EVFTA with necessary adjustments to ensure compliance with the bilateral trade framework between Việt Nam and UK. By doing so, the draft decree will avoid amending Decree 95/2020/NĐ-CP many times.

The MPI has asked the Government to revise Decree No 95 as follows.

The first option aims to implement international treaties on bidding and the second option is to execute the bid for public procurement of goods under the CPTTP, EVFTA and UKVFTA.

To boost competitiveness in bidding, the draft decree has stipulated the implementation of bidding related to consultancy services, non-consultancy services and construction services.

In the draft decree, bidding packages specified in Appendix II of the Decree No 95 show State companies will decide to allow intra-regional contractors or contractors from member countries of CPTTP to attend only.

For bidding packages specified in Appendix III of Decree No 95, State companies can allow intra-regional contractors or contractors from member states of the EU and UK to bid.

Regarding the intra-regional procurement bidding for the supply of goods specified in (Appendix II), State companies will decide to allow intra-regional contractors to offer goods originated from member countries of the CPTTP, the UK and EU to attend or allow member countries of CPTTP to offer goods originated from these countries only.

For supply of goods specified in (Appendix III), State companies will decide to allow intra-regional contractors to offer goods originated from member states of the CPTTP, the EU and UK or only allow contractors from the EU and UK to offer goods originated from these countries. — VNS

In the social distancing period of the COVID-19 pandemic last year, BIDV MetLife received a number of claims for insurance benefits under the circumstances of limited travel and difficulties in the verification process. However, with responsibility and the spirit of always putting clients’ interest first, BIDV MetLife overcame such limitations, quickly collected documents, made claim decisions, and paid for the clients’ families as soon as the paperwork had been completed.

One particular client had an accident and died in May, leaving behind their life partner and two school-aged children. BIDV MetLife had its staff quickly verify the information.

After collating the results, the company decided to pay accidental death benefit as in the contract terms with the aim to promptly help the family stablilise after the unexpected event, and ensure future education for the children.

Another client suddenly died while travelling abroad last year. The customer’s insurance contract did not specify the beneficiary – luckily, the client purchased life insurance from BIDV MetLife. After receiving the case, BIDV MetLife’s Benefit Department helped the client’s family complete the estate division agreement so that they could take advantage of the benefits as claimed in the contract.

Over the last six years, BIDV MetLife has paid almost VND36 billion ($1.56 million) in insurance benefits. In 2020 alone, BIDV MetLife successfully resolved 5,790 cases, paying around VND25.2 billion ($1.1 million).

The Ministry of Transport will hand over the Cat Linh-Ha Dong urban railway to Hanoi authorities on March 31 for commercial use under the direction of the Prime Minister.

A representative of the Ministry of Transport’s Railway Project Management Board told VietNamNet that the concerned parties are working hard to complete the acceptance and safety assessment to report to the State Acceptance Council.

For the Chinese experts who are present in Vietnam now to perform the acceptance work, if necessary, the General Contractor will send more experts to Vietnam in the coming time.

The railway project of Cat Linh – Ha Dong has been delayed many times. In addition to the impact of the Covid-19 epidemic, problems occurring during the implementation process are the cause of the tardiness.

According to the Prime Minister’s approval document and the Ministry of Transport’s decision to adjust the progress of the project issued in December 2020, the deadline has been adjusted to March 31, 2021.

Schools to reopen in HCM City in early March

All schools in Vietnam’s biggest southern hub have been closed since February 2, a week before the Tet (Lunar New Year) holiday, amid a new spike in COVID-19 cases in the city. Students have shifted to online learning since then.

In the notice, the committee ordered the city’s Departments of Education and Training; Labor, Invalids and Social Affairs; and Health to jointly issue guidelines on COVID-19 preventive measures to ensure safety for students at schools.

It also requested that all students, teachers, and school staff complete health declarations on a daily basis, while educational institutions are responsible for telling students returning from or traveling to pandemic-hit areas to notify local medical units to receive health check-ups and monitoring.

The municipal Department of Education and Training previously issued a document guiding local educational institutions in rigorously enforce precautionary measures to prevent the spread of COVID-19, including cancelling all extra-curricular activities.

As of February 24, the city has gone through 13 days without any new community transmissions of the coronavirus.

Vietnam confirms 11 local coronavirus cases, 73 recoveries

Vietnam’s Ministry of Health reported 11 domestically-transmitted COVID-19 infections along with 73 recoveries on Wednesday, with Hai Duong Province continuing to be the country’s largest cluster.

All the new cases were documented in Hai Duong, located in northern Vietnam, the health ministry said.

The ministry announced 43 recoveries in an update at 6:00 am on Wednesday and 30 others at 6:00 pm the same day.

Vietnam had gone nearly two months logging zero domestic cases before it detected the first one on January 27 and confirmed it one day later, according to the health ministry’s data.

A total of 820 community-based cases have been confirmed in 13 provinces and cities since then, making it the most serious wave to have struck Vietnam after the first-ever COVID-19 patient was announced in the country on January 23, 2020.

Over 80 percent of these patients are symptomless while almost 15 percent exhibit mild symptoms, according to the health ministry’s analysis.

In this latest wave, 636 cases were recorded in Hai Duong, 61 in Quang Ninh Province, 27 in Gia Lai Province, 35 in Hanoi, five in Bac Ninh Province, two in Bac Giang Province, 36 in Ho Chi Minh City, two in Hoa Binh Province, one in Ha Giang Province, three in Dien Bien Province, six in Binh Duong Province, four in Hai Phong, and two in Hung Yen Province.

Daily new infections have been in decline in recent days thanks to social distancing, contact tracing, and targeted testing and lockdowns, the health ministry said, adding that community contagion in the epicenter of Hai Duong has also decelerated.

Vietnam has recorded 2,412 coronavirus cases, including 1,513 local infections, as of Wednesday night, with 1,790 recoveries and 35 virus-related fatalities, according to the Ministry of Health’s data.

The dead had suffered from comorbid medical problems, including 31 in Da Nang, three in Quang Nam Province, and one in Quang Tri Province.

The government is quarantining over 88,500 people who had contact with infected patients or made an entry from virus-plagued places.

HCMC’s students to return to school from next week

The People’s Committee of HCMC on February 24 issued an urgent document on reopening schools and sent it to the municipal Department of Education and Training, the Department of Labor, Invalids and Social Affairs, the Department of Health, the People’s Committees of Thu Duc City and districts, educational units, vocational training centers across the city.
According to the decision, students of kindergartens, elementary schools, middle and high schools, universities and colleges, vocational schools and educational units throughout the city go back to school from the beginning of March.
The municipal authorities have also asked relevant departments to provide instructions to schools to strictly implement Covid-19 prevention and control measures to keep students, school staff and families safe.
In addition, schools’ administrators have to require teachers and students who returned from affected areas to submit health declaration form as well as continue to carry out daily online medical declaration for all teaching staffs and schoolers.
