Decolonizing foreign language education

Higher education for Vietnamese students – Why Poland?

October 19, 2020 by hanoitimes.vn

Students can start studies in Poland and continue elsewhere in Europe and vice versa.

Poland has appeared to be a modern and dynamic member of the European Union (EU) where teaching and training really count, offering an opportunity to foreign students who seek a country of long and rich tradition of higher education.

Poland has a long and rich tradition of higher education

The Central European country has been familiar to generations of Vietnamese students and it is really attractive for young people aspiring to get a European degree recognized throughout the world.

Mr. Maciej Duszynski, Head of the Political and Economic Section, the Embassy of Poland in Hanoi, has shared with Hanoitimes about a broader approach to Poland’s tertiary education.

As an integral part of the European Higher Education Area, Poland has its own advantages that are favorable for foreign students. Would you please elaborate?

Mr. Maciej Duszynski: The advantages are as follows:

1. Very good quality of education; many Poles are winning international scientific competitions.

2. Low cost of living (among the lowest in the EU) due to Polish zloty, national currency, which has an exchange rate of 4/1 (4 zloty in exchange for EUR1).

3. Good quality of specialized education, such as medical, engineering, arts, music (piano!; homeland of F. Chopin) and sports (coaching) higher education; medical and music education are sought after all around the world, students from the US, Canada, Taiwan, China, Japan and many other countries seek for these majors in Poland.

4. Poland has relatively big Vietnamese diaspora – one of the biggest in Europe; there are about 30,000-50,000 people of Vietnamese descent living in Poland; there are many Vietnamese restaurants and shops where flavors of Vietnam are accessible in Poland. There are also Vietnamese trade centers.

5. Traditionally, many CEOs and leaders of Vietnamese provinces and cities, including former Chairman of the Hanoi People’s Committee, government ministers, studied in Poland; also many Polish Vietnamese young graduates are very successful in Poland as major TV personalities and Polish Youtube stars, fashion designers, well-known actors, successful economists and lawyers in Poland.

How is the recognition of Poland-certified degrees in European countries? Is there any degree transfer system across the Europe that enables foreign students to continue their education elsewhere in the EU?

Mr. Maciej Duszynski: Yes, Poland, as a member of the European Union, takes part also in Bologna system. So you can start your studies in Poland and continue elsewhere in Europe, you can also continue in Poland studies already started in a different EU country. Also, Poland is of course a part of Erasmus and Erasmus+ programs.

Poland has helped train dozens of thousands of Vietnamese students, mostly in the war time and the hard time. Could you please brief the Polish support and the education cooperation between the two countries?

Mr. Maciej Duszynski: As we mentioned before, there was indeed the effort of Poland to help Vietnam in difficult times, historically. So we are traditional friends. There is a Polish saying that translates to: “a friend in need is your friend indeed.” Vietnamese diaspora also tries to be very helpful to other members of Polish society, they form one very well integrated community and one society together with Poles now. The sense of solidarity is omnipresent.

We hope that the great experiences of Vietnamese students and professors studying and doing research in Poland who had gotten their families to join them in Poland, from the last decades, will pave the way for more Vietnamese best talents to choose Poland! We believe Poland can become their first choice and prime destination for higher education and research.

Is there any agreement on education signed between Poland and Vietnam so far?

Mr. Maciej Duszynski: Yes, there was an agreement on education and training between the two countries for 2005-2008. Then, in November 2017, a new agreement was signed between the then Ministry of Science and Higher Education of Poland and the Ministry of Education and Training of Vietnam on cooperation in science and higher education.

Moreover, recently, in 2018, there was also an agreement signed by NAWA (National Agency for Academic Exchange) of Poland and Hanoi University (HANU) on providing Polish language instruction at Hanoi University. This agreement was then annexed in July, 2020 for the cause to be prolonged to next academic year, after the success of the initial year. It’s a great success, also of the Embassy of Poland, to reestablish the course after 30 years of its non-existence (the last edition of the course before reestablishing it in 2019, took place back in 1989).

We hope that from there, Polish language would be accessible for students and other interested individuals also at the other leading Vietnamese universities in other main Vietnamese cities.

There are also countless and numerous memorandums of understanding signed by particular Polish universities and their Vietnamese counterparts, some of them aiming even at creating full majors with double degrees.

Poland and Vietnam celebrate the 70th anniversary of the bilateral relations this year. What does education mean in the long-lasting multilateral ties?

Mr. Maciej Duszynski: Education is one of the main pillars and among the most stable yet dynamically growing part of our flourishing and shining bilateral ties. With the recent opening and continuity of Polish language course, existence in Vietnamese studies at the Poznan university, it will be shining even brighter. There is also rich and growing offers of fellowships, scholarships and summer schools in Poland provided to Vietnamese students and researchers by NAWA.

The iconic initiatives such as Virtual Fairs of Polish Higher Education conducted online at the address: https://www.facebook.com/events/920061181819595/ or https://rsgp.webexpo.pl/ (you can search for it also on the Polish Embassy’s website, or Facebook “Embassy of the Republic of Poland in Hanoi” and Twitter account PLinVietnam) on October 20, 2020 call for attention from every student and every candidate. Please check how many scholarships and wonderful educational opportunities Poland has to offer!

Where is the best place to learn Polish in Vietnam?

Mr. Maciej Duszynski: You can learn Polish at Hanoi University in Hanoi. Actually, the deadline for the intake for this year’s program is October 21 and we would like all interested to contact the International Office of Hanoi University at [email protected]

Thank you very much for the interview!

Bringing Polish language back to Vietnam school – inevitable move

November 7, 2019 by hanoitimes.vn

Reintroducing the Polish language is necessary in the course of tightened bilateral ties and stronger partnership between Hanoi University and its partners.

Reintroducing the Polish language, which was taught in Vietnam in the 1980s, into university curriculum is necessary in the course of tightened bilateral relations between Vietnam and Poland, according to a Vietnamese rector.

The availability of Polish language in Hanoi University (HANU)’s educational program, in addition, shows the strong cooperation between the university and its partners, Hanoi University’s Rector Nguyen Van Trao said at a meeting with Polish Ambassador to Vietnam Wojciech Gerwel last weekend.

Meanwhile, Ambassador Wojciech Gerwel said bringing back Polish language after decades indicates the enhanced the Vietnam – Poland relationship which has lasted for 70 years.

He believed learning the Polish language will enable learners to grasp more working opportunities in the context that more and more Polish companies are investing in Vietnam thanks to the broader bilateral ties.

Making Polish available in HANU has required efforts from both countries, typically the Polish Embassy in Hanoi and Hanoi University.

The journey began two years ago when HANU and Poland’s Ministry of Science and Higher Education signed a memorandum of intent in attendance of the late Vietnamese President Tran Dai Quang and Polish President Andrzej S. Duda.

In October 2018, HANU and the Polish National Agency for Academic Exchange (NAWA) signed an agreement in which the agency would send native teachers to help the university build teaching programs covering elementary (A1, A2) and basic levels (B1).

In April 2019, HANU launched the first Polish course and Polish was officially introduced as the second language to its students since September.

In November, HANU plans to open another Polish course to make this language available to learners in Hanoi. The move aims to create opportunities to study and work in Poland for Vietnamese nationals.

Why Polish?

There’s a generation of Vietnamese people who learnt Polish in the 1980s for studies in Poland under the support of the Polish government.

According to Ho Chi Hung, deputy head of the Vietnam-Poland Friendship Association, there were roughly 10,000 Vietnamese people trained in Poland and those of his generation (their 60s, 70s) spent years in the country which they consider the second homeland.

Dr. Hoang Thu Oanh, former lecturer in the Polish language and Polish literature at HANU, said Polish is not easy but learners would no longer find it difficult one they learn it. She insisted that the learners would love this language when they achieve proficiency.

The former lecturer said she and her friends were lucky to know about such a beautiful language as they were able to study and do research in Polish. Her love for Polish remains unchanged from the first days she was taught thanks to the support by the government of Poland. She was touched that they had experienced great moments during her course in Poland.

PhD. Luong Minh Chinh, lecturer at Thuyloi University, who obtained doctorate degree at Warsaw University of Technology (Politechnika Warszawska), said that Polish has opened up a briliant career for him as he can learn everything including his major in Polish. So far, he keeps learning, reading and doing research in this language together with the mother tongue. He inspired students with sharing about the Polish language and people as well as great experiences during his study in the Central European country. “Anytime coming back is like coming home,” he recalled.

Polish

Polish is a Slavic language which emerged in the 10th century when the Polish state developed itself. Previously a spoken language only, Polish became a written language with the adoption of the Latin alphabet, brought by Christianity.

The number of Polish speakers hits roughly 55 million around the world. Polish is an official language in Poland. In the UK, Polish has become the third most spoken language after English and Welsh. Polish is also the second most spoken Slavic language after Russian.

There are strong Polish-speaking communities in Belarus, Lithuania, Ukraine together with those in Canada, the US, Israel, Argentina, Brazil, Belarus and don’t be surprised if you meet Polish speakers in Denmark, Estonia, Serbia or New Zealand.

Polish contains a great number of words borrowed from Latin, Czech, German, Belarusian, and Ukrainian and also some words from Italian, French, and English. Along with the other West Slavic languages, it has a fixed stress accent.

It’s an interesting fact that five Nobel Prizes in Literature have been awarded to Polish writers. It shows part of activities to honor this language, according to Dr. Oanh.

Who are the foreign students following Vietnamese studies?

June 18, 2020 by vietnamnet.vn

The demand for studying Vietnamese language and Vietnamese culture has been increasing as the country plays an increasingly important role in Asia Pacific and the world.

Prof Hiroki Tahara of the Ritsumeikan Asia Pacific University (APU) was one of the first students at the Center for Vietnamese and Southeast Asian Studies, the precursor of the Faculty of Vietnamese Studies under the HCM City University of Social Sciences and Humanities.

Who are the foreign students following Vietnamese studies?

Vietnam has an important position in the Asia-Pacific region. It follows a proactive, multilateral foreign policy, and attaches importance to high-tech investment flows from countries and territories.

In Vietnam, Apichit Mingwongtham from Thailand has become well known to many young people.

The visually impaired third-year university student in Vietnam is famous for two awards – favorite essay (for foreign authors) and first prize in the ‘Vietnam Letter 2019’ competition. Apichit wrote a moving story about the difficult journey he experienced when coming to Vietnam to learn Vietnamese.

Meanwhile, the number of short-term training courses has been increasing rapidly. There were nearly 7,000 students from July 2018 to June 2019.

Foreign policy helps realise the nation’s aspirations and vision: Minister

April 12, 2021 by vietnamnews.vn

Minister of Foreign Affairs Bùi Thanh Sơn. — VNA/VNS Photo Lâm Khánh

The newly appointed Minister of Foreign Affairs Bùi Thanh Sơn talks to local media on his new role and the foreign policy priorities needed to aid Việt Nam’s development and raise the country’s international standing

How do you feel knowing you will be the next foreign minister of Việt Nam?

After Prime Minister Chính’s nomination naming me as new foreign minister was adopted by the National Assembly, I felt immense pride but I’m aware this will be heavy responsibilities.

I have worked in foreign affairs for more than 35 years. Along with the staff of the foreign ministry and other relevant ministries, we have strived to fulfill our missions. And now, I will lead the efforts to uphold the foreign affairs’ cherished tradition since the first foundation was laid by the late President Hồ Chí Minh.

I’m proud that our country is enjoying unprecedented profile and strength. As our power and strength grows, so does our voice.

The foreign ministry will continue to be the pioneering force in the joint efforts with other relevant parties to obtain foreign policy targets, especially via Party diplomacy, State diplomacy and people diplomacy.

I am committed to fulfil my role to realise the Party and the people’s aspirations and vision of “prosperous people, strong nation and a democratic, equal and civilised society.”

What will be the foreign ministry’s priority areas in the future?

I am lucky to assume the position of the Minister of Foreign Affairs when the 13th National Party Congress has concluded and the adopted resolutions have clearly stated our country’s foreign policy.

Việt Nam is consistent with its foreign policy of independence, sovereignty, peace, cooperation and development, diversification and multilateralisation, of proactive and active in-depth and comprehensive international integration. Việt Nam stands ready to be a trusted friend and partner to all countries in the international community, with the spirit of cooperation, respect for international law, fairness and win-win policies.

In this regard, as leader of the foreign ministry, I think that in the future, the Party’s foreign policy could be materialised in four priorities.

First , we would focus on deepening our relations with all important partners of Việt Nam, especially neighbouring countries, countries with which we have strategic partnership and comprehensive partnership, and traditional friends. When the relations between Việt Nam and these countries are well and good, the goal of maintaining a peaceful, stable and cooperative environment could be secured.

Second , the foreign ministry should focus on national development, keeping in mind that political and cultural diplomacy, or overseas Vietnamese policies all serve the goal of contributing to national development. Economic diplomacy will naturally be a key pillar, attracting foreign resources to either add to or complement domestic resources and factors. International integration will help Việt Nam realise its aspirations and objectives.

Our 96 representative missions overseas will learn and share experience and practices of host countries in terms of growth models, strive to strengthen investment cooperation and attract Official Development Aid (ODA) and foreign direct investment (FDI). More importantly, in the context of the fourth industrial revolution, the foreign ministry must lead the way, opening up the entry to different markets as well as our own domestic market, bringing the latest technology of the revolution into the digital transformation and sustainable development of Việt Nam.

Third , with the elevated international profile of Việt Nam, we have to continue to proactively and actively participate in multilateral forums and organisations, which will allow us to take part in the shaping and development of rules. Also, as a responsible member of the international community, we would propose initiatives to help further promote the standing of the country.

In the short-term, Việt Nam must successfully complete its role as the President of the UN Security Council in April and a non-permanent member of the council in 2021.

In addition, Việt Nam has been and will continue to actively participate in other activities of the UN, including peacekeeping operations.

The foreign affairs sector will work closely with the Ministry of Defence, the Ministry of Public Security, and other ministries and agencies to actively participate in different activities, not only at the UN, but also in regional ones by ASEAN (Association of Southeast Asian Nations), APEC (Asia Pacific Economic Cooperation), ASEAM (Asia-Europe Meeting) and other regional organisations and forums.

Fourth, citizen protection efforts for the 5.3 million and growing Vietnamese nationals staying or living overseas. In recent times, this work has been severely affected by the COVID-19 pandemic, but we have done our best.

We consider citizen protection work a key task to maintain the connection between overseas and the homeland. This is also the State’s policy towards Vietnamese overseas community.

The overseas Vietnamese can be safely repatriated or if they choose to stay, Vietnamese representative offices overseas would also  offer appropriate support for them to help maintain the Vietnamese culture, Vietnamese language command, integrate with the local society while keeping in touch with their Vietnamese heritage to nurture their desire to help develop the homeland. — VNS

HCM CITY — Thiên Thần Hộ Mệnh (The Guardian), a production by Vietnamese-American director Victor Vũ, will be distributed in cinemas in 12 countries after its premiere in Việt Nam on April 30.

The film’s producer, Tfilm Entertainment, has announced it is working with its foreign partners to release Thiên Thần Hộ Mệnh in Australia, Canada, Hungary, France, Ireland, the UK and US.

The film will also be in cinemas in Singapore, Malaysia, Indonesia, the Philippines and the Czech Republic.

Thiên Thần Hộ Mệnh features three young women who feed and dress life-sized baby dolls as if they are living things.

Its trailer, which features haunting scenes, has attracted more than 103,000 views on YouTube.

Director Vũ combined Vietnamese and Hollywood styles in his film.

“My film reflects the weak points in young people’s psychology,” said Vũ, a graduate of Loyola Marymount University in the US.

Vũ began his career in Việt Nam in 2008 after his first film in the country, Chuyện Tình Xa Xứ (Passport to Love), won the title Favourite Film at the Golden Kite Awards from the Việt Nam Cinematography Association. The romantic comedy was distributed in the US in 2009.

In 2012, his third film, Thiên Mệnh Anh Hùng (Blood Letter), a kung fu production, won the jury prize at the International Film Festival in Hà Nội.

One year later, his Bí Mật Thảm Đỏ (Scandal), a work about the dark side of show business, received the Golden Kite Prize for Best Director.

His two thriller films, Quả Tim Máu (Vengeful Heart) and Người Bất Tử (The Immortal), were blockbusters in 2014 and 2018.

Vũ loves capturing landscapes across Việt Nam in his films.

“I love working in Việt Nam. I have learned a lot about the country’s history, and its traditional culture and lifestyle,” said Vũ.

Vũ’s Mắt Biếc (Dreamy Eyes), released in 2019, was chosen by the Ministry of Culture, Sports and Tourism to compete in the Best Foreign Language Film category at the Oscar awards ceremony this year.

The film was listed among the industry’s top 10 hits with more than VNĐ127 billion (US$5.5 million) at the Vietnamese box office.

‘Super-girl’ wins two prestigious scholarships

April 12, 2021 by vietnamnet.vn

After high school graduation, Do Thuy Linh won two prestigious scholarships to study at Japanese and Dutch universities.

‘Super-girl’ wins two prestigious scholarships

Do Thuy Linh

In 2013, Linh, as an 11th grader majoring in biology at the Hanoi-Amsterdam High School for the Gifted, entered the Intel International Science & Engineering Fair in Arizona and won fourth prize.

With the achievement, Linh had the right to enroll in some universities in Vietnam without having to attend entrance exams. She decided to apply to the Hanoi University of Pharmacy, which was her choice, and Hanoi Foreign Trade University, which was her mother’s choice.

But the former school rejected Linh’s application, while the latter accepted.

“The economics major chose me,” Linh recalled.

She did well at school with a GPA of 4.0 and won a scholarship. But she did not feel truly happy.

She participated in many extracurricular activities, which helped her go out of her ‘safe zone’ to pursue her dreams. The event that made her take a daring step to return to biotechnology was the 2015 science summer school. She was sure that she had a great passion for biotechnology research.

When she became a second-year student, she began applying for scholarships to study abroad.

In 2016, Linh left Vietnam for Japan to study at Kyushu University with a MEXT full scholarship granted by the Japanese Government. In August 2020, she left for the Netherlands to study for a master’s degree with an Erasmus Mundus scholarship.

Linh said Japan was a perfect choice for her university education. After she obtained a bachelor’s degree, Europe, with a different culture and environment, was where she wanted to live for two years.

Pursuing the goal of using basic biology research results for new medical methods for cancer patients, Linh registered in the IMIM (Erasmus+ International Master in Innovative Medicine) course.

IMIM is an excellent master’s program, taught in English, that focuses on educating transnational biomedical scientists.

The first year in the Netherlands helped Linh expand her professional knowledge, while during the second year in Sweden, she had opportunities to spend internships at the world’s leading pharmacy firms.

“Learning is the way for me to grow,” she said.

There are four ‘know-hows’ that, according to Linh, led to her success – taking the initiative, managing her time, not being afraid of making mistakes, and balancing and enjoying life.

Linh now has many opportunities. She can apply for graduate programs at pharmacy firms such as Novo Nordisk and AstraZeneca. And she could also study for a doctorate with a Marie Curie Fellowship or join biomedical startups.
