Ho Chi Minh City court sentences man to death for murdering, robbing co-worker

A man has been given capital punishment for robbing and murdering his co-worker in Ho Chi Minh City in 2018.

The municipal People’s Court on Wednesday sentenced Nguyen Hoang Phi, 24, who hails from the southern province of Binh Phuoc, to death for murder and robbery.

His accomplices, Nguyen Dien Tai and Tran Van Tu, both 21, each received an 18-year jail term for murder and robbery.

Tai and Tu were under 18 years old when they committed the offenses.

The fourth defendant, 19-year-old Vuong Minh Tuan, was condemned to one year and a half in prison for robbery but he was given a suspended sentence.

Tuan was under 16 years old when he committed the violation.

According to the indictment, Phi was an employee of a local security guard service company.

He was dispatched to Ngoc Chau Company along with Bui Van Dat and some other people from April 1, 2018.

On the evening of October 5 the same year, Phi and Dat were on duty during the same shift.

Phi then planned on robbing his co-worker and contacted Tai and Tu for their assistance.

The man waited until Dat went out for some errands and let his accomplices enter the place.

At around 9:30 pm that night, Dat was patrolling the venue when he was attacked and tied up by Tai and Tu.

The two also took the victim’s phone and VND1.5 million (US$65), while Phi was in charge of keeping watch.

As Dat screamed for help, Phi arrived and told the other two robbers to kill the victim to prevent him from reporting the case to police.

Despite Dat begging for mercy, the three strangled him to death with an electric wire.

They took Dat’s body to outlying Binh Chanh District and buried it at an empty land plot.

On November 15, 2018, Phi and Tuan stole Tai’s motorbike and sold it to Cambodia for some cash.

In the following month, Tai’s father discovered that Tuan was involved in the motorbike theft and took him to the local police station.

Tuan admitted his wrongdoing to officers, but went on to accuse Phi, Tai, and Tu of murdering and robbing Dat.

Police then launched an investigation into the case and found Dat’s body.

Animal cruelty dealt a blow with new $130 fine in Vietnam

Specifically, beating or torturing domesticated animals, including four-legged mammals like dogs and cats and two-legged avian species like chickens and ducks, could result in fines between VND1 million and VND3 million, while abattoirs could be fined between VND3 million and VND5 million should they either beat animals prior to slaughtering them or not inducing unconsciousness prior to death.

The fines would be doubled for organizations committing similar violations, at up to VND6 million.

The new decree also increased fines for introducing foreign substances into animals prior to slaughtering to up to VND50 million from the current VND30 million at maximum.

A representative for the department of livestock production under the Ministry of Agriculture and Rural Development said the concept of humane treatment towards animals is still new to the population, so fines would not be too severe, only aiming to raise awareness towards the issue.

Animal torture in the decree is defined as using force to beat, bind and confine them, or leaving them to starve and not caring for them.

COVID-19: Six more community cases recorded in Vietnam over 24 hours

Three of the cases were detected in Kim Dinh commune of Kim Thanh District, a fresh hotspot in Hai Duong province.

Local authorities have set up a health quarantine zone in Kim Dinh where some locals tested positive for the virus several days ago.

The three remaining patients live in two other communes of Kim Thanh district. They tested positive after having close contact with COVID-19 patients.

The local administration on March 4 decided to set up medical quarantine zones in three residential areas in Kim Thanh district to halt the spread of the virus along the community. Approximately 2,000 residents will be affected by the decision.

Hai Duong ended 14-day social distancing measures on March 3, but maintained checkpoints in Kim Thanh district.

The same day, 22 COVID-19 patients were discharged from hospital nationwide after making a full recovery from the disease.

Among active cases, 259 patients have tested negative for the virus at least once.

The number of people quarantined for medical observation has fallen to more than 51,000.

Vietnamese doctors have so far cured 1,920 COVID-19 patients, and the number of deaths remains at 35.

Vietnam warned to be on high alert of H5N8 avian flu strain

The Hanoitimes – The strain is a subtype of the influenza A virus that causes flu-like symptoms in wild birds and poultry.

The United Nations Food and Agriculture Organization (FAO) and the World Health Organization (WHO) have warned Vietnam to keep vigilant after confirmation of seven farm workers infected with the influenza A (H5N8), the Ministry of Health said on March 3.

Russian authorities have reported seven farm workers in a chicken farm in the country, aged 29 to 60 years, infected with the H5N8 strain of avian flu, WHO stated.

This is the first report of H5N8 poultry-to-human infection even though the virus has been circulating in poultry and wild birds since 2016, WHO said, adding that all the seven human cases were asymptomatic.

Thus, there was no evidence of human-to-human transmission of avian influenza H5N8, and the risk of an outbreak among humans remains very low, WHO concluded.

The strain is a subtype of the influenza A virus that causes flu-like symptoms in wild birds and poultry. Outbreaks of the H5N8 strain have been reported in Russia, Europe, China, the Middle East, and North Africa in recent months.

In Vietnam, the Department of Animal Health (DAH) under the Ministry of Agriculture and Rural Development (MARD) has never detected H5N8 virus in their surveillance systems. The DAH will increase testing for H5N8 virus in the national avian influenza surveillance program starting from 2021.

Dr. Pawin Padungtod, senior technical coordinator of the FAO in Vietnam, said that technically, the H5N8 virus strain shares antigenic characteristics with the H5N6 strain circulating in Vietnam.

The current avian influenza vaccine used in Vietnam would remain effective to prevent the disease in poultry. Therefore, the current avian flu vaccine used in Vietnam still works against the H5N8 strain, he added.

To prevent H5N8 influenza infection, FAO and WHO recommended breeders strengthen biosecurity measures in the breeding area, comply with poultry vaccination schedules, report unusual cases of poultry deaths and not allow visitors to enter farms.

The bird flu infections in humans have been associated with direct contact with infected live or dead poultry.

Dr. Satoko Otsu, a team leader of WHO Health Emergency Program in Vietnam stressed that although the risk of human infection of this specific strain of avian influenza A(H5N8) in Vietnam is very low, local residents should remain vigilant and continue to practice personal protective measures against avian flu.

Vietnam operates 3rd flight to repatriate citizens from US

The Hanoitimes – The first repatriation flight to the US took place a month ago.

National flag carrier Vietnam Airlines has finished the third flight to bring its citizens in US home at a time when the number of coronavirus infections in the US approached two million.

On June 9, more than 340 passengers arrived in Hanoi on Vietnam Airlines’ most modern airplane, Boeing 787-10.

Passengers are those in the priority list, including children under 18, the elderly, people with pre-existing diseases, and students without dormitories.

On way from Hanoi to San Francisco, Vietnam Airlines carried American nationals and more than two tons of face masks as pandemic relief by Hanoi’s authorities.

All crewmembers and passengers were required to wear personal protective equipment (PPE), face masks, and gloves.

A group of 30 crewmembers served the transcontinental flight lasting for 33 hours.

Vietnam Airlines operated the first direct repatriation flight to the US to help more than 340 citizens fly home on May 8, followed by the second one on May 16.

Vietnam continues repatriating its citizens amid the rising global coronavirus infections and tightened travel restrictions.

As of June 9, the country has confirmed 329 cases and zero deaths.

So far, the country has repatriated nearly 6,000 citizens from different parts of the world.

Vietnam repatriates 1,000 citizens on three days

The Hanoitimes – Vietnam continues repatriating its citizens at a time when the country has undergone 5 days without local transmission.

Vietnam has been continuing repatriating its citizens from countries affected by the novel coronavirus, bringing home as many as 1,000 people on June 4-6.

Passengers of the repatriation flights remain those of priority list, including children under 18, the elderly, the sick, people with pre-existing diseases, students without dormitories, stranded visitors, and people of special cases.

Within three days, national flag carrier Vietnam Airlines safely carried home 310 passengers from Finland and Sweden, more than 340 from Japan, and nearly 340 from the UK.

The latest repatriation flight landed in Noi Bai International Airport in Hanoi on June 6 from Helsinki and Stockholm.

Passengers who were on Vietnam Airlines’ most modern airplane Boeing 787-10 are the first Vietnamese citizens repatriated from Finland and Sweden. At present, Sweden is one of the hotspots of coronavirus outbreak in Europe with 43,887 cases.

Sweden is among few countries that have approached the pandemic in their own ways.

On June 5, more than 340 citizens arrived in the central city of Danang on a flight from Japan. So far, Vietnam has operated several repatriation flights from Japan.

Japan has become one of major markets for Vietnamese workers, students, and visitors over the past years.

On June 4, a repatriation flight by Vietnam Airlines landed in Tan Son Nhat International Airport in Ho Chi Minh City with nearly 340 passengers from the UK.

The UK is current the fourth largest coronavirus  epicenters with 286,294 infected people, following the US with 1.92 million, Brazil 645,771, and Russia 458,102.

As of June 7, Vietnam has confirmed 329 coronavirus infections and zero deaths.
