Da Nang to outline regional finance center project

Tran Thanh Tam, director of the Da Nang Department of Planning and Investment, on Saturday added that the Vo Van Kiet Avenue axis in Son Tra District, connecting Da Nang International Airport to My Khe Beach (Dragon Bridge to Vo Nguyen Giap Street), is earmarked for the development.

“Currently, there are many investors interested in such a project. The city needs to propose many mechanisms, policies and get government approval,” she said.

The project to turn Da Nang into a regional finance center is in line with a resolution of Politburo, the Party’s decision-making body, on the construction and development of Da Nang until 2030, with a vision to 2045.

On March 15, the government approved an amended master plan for Da Nang until 2030, with a vision to 2045. Accordingly, Da Nang is a “class-1” urban region under the government management and a big economic center of the country in terms of tourism, industry, trade, banking services, etc.

Da Nang will build international and national-level trade centers, commercial and financial routes, a non-tariff zone located in an urban complex, aiming to become one of the major socio-economic centers of the country and Southeast Asia.

HCMC, Da Nang to vaccinate journalists against Covid-19

The HCMC Department of Health has requested a list of reporters participating in the Covid-19 fight for vaccination, local media reported.

Nguyen Thi Phuong, deputy director of the Da Nang Department of Information and Communications, on Wednesday said the department has requested news agencies in the city to provide lists of reporters who work directly inside areas with a high risk of Covid-19 infection to be vaccinated.

Journalists are listed among frontline workers in the Covid-19 fight in Vietnam, alongside people working in quarantine zones and members of committees for Covid-19 prevention and control. This means they are among those prioritized to be vaccinated against the coronavirus, according to the Ministry of Health.

HCMC is set to receive around 56,000 additional Covid-19 vaccine doses produced by British-Swedish firm AstraZeneca, prioritized for medical workers, airport personnel and frontline workers, and also to give certain people their second vaccine shots, according to the municipal health department. So far, over 7,800 city residents have received their first jabs, according to the HCMC Center for Disease Control.

Da Nang plans to vaccinate over 46,000 citizens by the third quarter, according to the municipal People’s Committee.

Vietnam has inoculated over 62,000 people so far with the AstraZeneca vaccine. It aims to secure 150 million doses to cover 70 percent of its population by next year.

Da Nang (VNA) – The Da Nang People’s Committee issued on April 15 a document on the reception and health quarantine of overseas Vietnamese citizens coming to the central city.

To ensure coordination in the reception of overseas Vietnamese entering the city via Da Nang International Airport and in self-paid quarantine at local hotels, Chairman of the municipal People’s Committee Le Trung Chinh requested that from April 14 through May 31, relevant agencies only receive and provide health quarantine for overseas Vietnamese citizens coming to the central city on flights organised by enterprises that have quarantine plans approved by authorities.

Chinh also told competent agencies to continue receiving and quarantining foreign experts and diplomatic and official passport holders in line with regulations.

Passengers from foreign destinations arriving at Da Nang International Airport must undergo quarantine at local military-managed facilities or quarantine sites in other provinces and cities.

After May 31, if there are more than two flights from foreign destinations per week, the Health Department will propose quarantine plans to the municipal People’s Committee, according to the city mayor.

As of April 15 morning, the COVID-19 infection tally in Vietnam stood at 2,737, including 2,445 recoveries and 35 deaths. A total 38,743 people who had close contact with COVID-19 patients or came from foreign pandemic-hit areas are being quarantined across the country, according to the Ministry of Health./.

In particular Aqua City ecological urban area has become appealing thanks to its connectivity, standardised planning, convenience, and ideal geographical location.

The first phase of the Long Thanh Airport project began early this year. It is scheduled to open no later than 2025, with an initial annual capacity of 25 million passengers, eventually rise to 100 million.

Centennial growth momentum

Designed to meet the 4F level, the highest of its kind set by the International Civil Aviation Organisation (ICAO), Long Thanh is projected to serve as an aviation hub, both regionally and globally.

Once operational, it will ease existing airport congestion, pave the way for investment and tourism, and contribute 3-5 per cent of the country’s GDP.

Major infrastructure projects such as airports have always helped give a facelift to urban areas. They also facilitate production and business, and trade and tourism, while forming a busy residential community. The central city of Da Nang and the island district of Phu Quoc in the Mekong Delta province of Kien Giang are examples of this.

Many airport-based urban models have been created globally, contributing to local economic, trade, and tourism development, with Amsterdam Schiphol in the Netherlands an outstanding example.

The Long Thanh International Airport is connected with urban areas and economic zones, so is expected to drive investment and economic development in the southern region.

The project will also give a boost to component projects like warehouses, transport infrastructure, services, and satellite urban areas, leading to an increase in land demand.

Real estate consultancy Savills said the southern province of Dong Nai should reach a new level of development, with a more international focus instead of relying on industry and services, as has long been the case.

It suggested the province develop a closed-loop industrial chain, from production to logistics, and warehouses and transportation to deep-water ports.

The establishment of Thu Duc City in 2021 has also given a facelift to the local area and increased housing supply in HCM City’s eastern area. The scarcity of real estate in the city prompted investment in adjacent provinces such as Dong Nai and Binh Duong, which will spur the market this year.

“The recent positive signs from key infrastructure projects like the construction of the Long Thanh International Airport and the establishment of Thu Duc City will create momentum to restart the market,” said Duong Thuy Dung, Senior Director of CBRE Vietnam.

Anticipating investment waves

To optimise such opportunities and complete the infrastructure network connected with Long Thanh, Dong Nai authorities have begun the construction of transport projects such as Huong Lo 2 and the Bien Hoa-Vung Tau Expressway.

The province has also proposed building two routes leading to the airport: a 3.8-km route running from National Highway No 51 to the airport, and another, measuring 3.5 km, from the HCM City-Long Thanh-Dau Giay Expressway to the first route, running in parallel with National Highway No 51. The total funding for the two routes has been estimated at more than VND4.8 trillion (US$209.46 million).

Located within the open urban-economic area in the southern part of Bien Hoa city, Aqua City, invested by Novaland, has found favour among both buyers and investors thanks to its ideal geographic location and scientific planning.

Covering 1,000 ha, it lies on Huong Lo 2, linking National Highway No 51 and the HCM City- Long Thanh-Dau Giay Expressway.

Located within Aqua City, the urban island of Phuong Hoang opened late last year and has proven its attractiveness thanks to its natural surroundings.

With its unique advantages, from location to planning, Phuong Hoang and Aqua City are expected to rouse the real estate market in HCM City’s eastern area in the time ahead.

DKRA Vietnam JSC said street houses and villas are moving towards areas adjacent to HCM City that boast abundant land funds and convenient infrastructure.

As such, Dong Nai expects to continue making up a large share of supply this year. Major projects on hundreds of hectares each and with scientific planning, like Aqua City, will further catch the attention of customers thanks to their potential for high growth values.

Land prices in some areas skyrocketed after rumors spread about new airport projects, helping some investors to get rich but causing many others to go bust.

The land prices in Hon Quan district in Binh Phuoc province soared in the first two months of 2021 because of the news of the development of an airport there.

People rushed to speculate land for resale, hoping to get rich overnight. However, the real estate bubble burst some days ago, causing land speculators to lose tens of billions of dong.

Hon Quan authorities said it’s unclear about the project and there’s no further information except for a fact-finding trip by agencies.

However, this was enough for land brokers to push land prices up and make big profits.

The same occurred with land prices in the area projected for Long Thanh International Airport. Though the airport project has just kicked off and transport infrastructure items are still under construction, the land prices have skyrocketed.

Some brokers said it is not easy to buy land though prices have become very high, because numerous investors want to buy land in large quantities. Some investors want to buy several sao (1 sao = 360 square meters) to more than 1 hectare.

Nguyen Van Dinh, deputy chair and secretary general of the Vietnam Real Estate Broker Association, said despite Covid-19, the land price increased by 20 percent compared with the previous year. The land price in Long Thanh’s central area hit VND100 million per square meter.

Dinh said the land prices there risen not only because this was the area for an airport in the future, but also because land supply in HCM City has become scarce and people have to look for land in neighboring provinces.

A report from the association showed that land prices in Dong Nai in 2019 hovered around VND12-14 million per square meter, then surged to VND22 million in 2020. As such, the prices in some areas doubled after just one year.

On real estate trading websites, one can easily find ads about the sale of agricultural land that is going to be converted into building land, or land planned by local authorities for residential development.

The land plots in the communes of Loc An and Bau Can have the highest prices in the areas being hunted by many people.

In 2019, the land there was priced at VND3.5 billion per sao, but it surged to VND5-6 billion. The land plots in advantageous positions near large roads are priced at VND6.5-7 billion per sao on average.

A broker said some families in An Loc commune sold their land at VND1 billion per sao in the past but now regret the sale because the land price has become much higher.

Some landlords are refusing to sell land at VND4-5 billion per sao, because they believe the prices will rise further, when infrastructure around the airport is built.

Airport is not ‘magic wand’

Most land fever attacks are the result of the ‘crowd effect’. Many people want to buy land at the same time, which pushes prices up while demand is limited. Land fever becomes artificial when the land value no longer truly reflects the real value and real demand, and land valuation is based on unclear information and rumors.

Analysts say that land prices escalate not because of high demand for accommodation, but because of speculation. Some people become billionaires after the spells of land price escalation, while others lose all their money.

Su Ngoc Khuong from Savills Vietnam said that the airport that Binh Phuoc province plans to build is not a ‘magic wand’ that can help develop the local economy just in a short time. One airport cannot create a breakthrough for the entire province.

Khuong said that airport development remains an idea that needs to be considered and approved. Local real estate prices depend on many other factors. Besides the information about development planning, news about the economy can help increase the value of assets and create a driving force for the market development.

The BInh Phuoc airport will take at least 5-7 more years to get approval and another 3-5 years to build. So, it would take about 10 years from the time of surveying the field to the time of completing construction. It will take 5-10 years more to operate the airport effectively and lure more nvestments.

Not all localities develop strongly after building airports. The airports in Da Nang and Nha Trang have helped their local economies, but Phu Cat Airport in Binh Dinh has had a modest influence on the provincial economy.

There are 22 civil airports in Vietnam, including 13 domestic and nine international ones. But only six of them are making a profit, according to the Civil Aviation Authority of Vietnam (CAAV).

India starts random COVID-19 tests for arriving passengers at Delhi airport

Officials said passengers from various states who will be found COVID-19 positive at arrival “shall be mandatorily quarantined.”

The step has been taken in wake of the surge in COVID-19 cases in various states that is viewed as the emergent second wave.

“As per the latest govt mandate, District Disaster Management Authorities shall conduct random COVID-19 testing of passengers coming from the states where the cases are increasing,” reads a notice from Delhi International Airport Limited (DIAL).

“After collection of samples, the travellers would be allowed to exit. However, those passengers who are found positive shall be mandatorily quarantined as per the protocol of ministry of health and family welfare.”

Previously the local government in the capital city declared that random testing of COVID-19 will be held across Delhi’s airports, railway and bus stations.

The government said safety measures for COVID-19 should be rigorously observed in public places, especially in markets and malls.

On Tuesday federal Civil Aviation Minister Hardeep Singh Puri said airports have been asked to ensure compliance of COVID-19 protocol and violators would be dealt with as per the law.

India is witnessing a surge in COVID-19 cases. During the past 24 hours, 53,480 new cases were reported from across the country.

On Wednesday morning the federal health ministry said the number of COVID-19 cases in the country has reached 12,149,335 and the death toll has risen to 162,468.
