The blockage of the Suez Canal last month, the shortest shipping route between Europe and Asia, has once again urged Vietnamese agencies to rethink the pros and cons in development of the railway network to gain bigger future benefits.

Vietnam Railways (VNR) has been awaiting development of the new Lao Cai-Hanoi-Haiphong railway route connecting to Lach Huyen International Gateway Seaport, which helps enhance connection in the East-West Corridor and between Vietnam and China.

VNR deputy director Phan Quoc Anh told VIR, “The project has remained on paper for months. We expect that the study will be fast-tracked so that we can tap into global growing trade. Many regional countries have developed their railway networks, while Vietnam’s remains in standstill.”

Anh and other VNR leaders feel anxious about the current situation, especially when import-export companies in Vietnam and other countries are seeking to diversify their means of transport. Railways are receiving renewed focus following the six-day blockage of the Suez Canal last month by a container ship.

The VNR leader noted, “We are ready to welcome more goods on the Asia-Europe railway route. VNR now accommodates 800,000 tonnes on international connecting trains annually, while our capacity is 2.5 million tonnes.”

However, whether the giant can tap into the advantage remains uncertain as it needs a policy evolution to enable VNR to call for private investment.

Vietnamese railways are still less attractive to importers and exporters, although railway transport times between Vietnam and the EU are quicker and more stable than transport by sea – for instance, the time from Vietnam to Germany is about 29-30 days. Railway transport costs are generally higher than sea transport, driven by unfavourable infrastructure which somewhat partly increases its logistics costs.

The country’s railway network was built over 100 years ago. Dang Dinh Thao, former head of the Institute for Economics and Development Studies, said that the country’s railways have always used diesel technology, while others use electrification or even high-speed electromagnetic trains.

Railways in China and European countries have designed tracks of around 1.43m in width, while that of Vietnam are only one metre. Consequently, importers and exporters have to suffer extra costs of loading and unloading for transit in China. And therefore, few choose railways.

Moreover, a lack of links to seaports, industrial and economic zones is also another problem, preventing the railway sector from attracting customers. The sector now only has one route connecting Hoang Dieu Berth of Haiphong city and the other to Cai Lan Port in the northern province of Quang Ninh.

VNR has been attempting in vain for years to deal with infrastructure weaknesses by calling for private investors to join its upgrading plan and developing warehouses and inland container depots (ICDs). However, legal barriers are as ever impeding the next steps.

As ruled, VNR cannot make any investments or call for funding in the network because of the state asset status. To solve the problem, the giant proposed in a draft master plan in line with Decree No.46/2018/ND-CP issued in 2018 governing the management and use of railway infrastructure assets, for the state to hand over station squares, warehouses, ICDs, and others to it to own, use, and develop with assets to be recorded as state capital contribution to the operator.

The draft, expected to be released in 2019, has yet to be completed. While waiting for this, VNR has been suffering as all investment plans and cooperation with domestic and international private partners have been suspended.

“We earlier signed an agreement with Saigon Newport Corporation to develop ICDs and warehouses at Song Than, Dieu Tri, Yen Vien, Dong Anh, and Dong Dang stations. Some Russian and Kazakhstani companies also sought opportunities in warehouse development in Dong Dang and Lao Cai. All are on paper,” Anh admitted.

Now VNR is facing further disappointment because of the slow pace of drafting the master plan. Vietnam and several countries have consistently planned to develop the Asia-Europe railway route connecting Vietnam, China, Kazakhstan, and Central Asia to Russia and the EU. Years have passed, but true connections have yet to be kicked off and the track size issue among other things have yet to be addressed.

Elsewhere, Laos is tapping into the opportunity of growing trade flows between Asia and Europe by developing the Kunming-Vientiane railway route to connect with the EU.

Currently, all imports and exports from Vietnam to European countries by rail have to transit in China via Lao Cai and Dong Dang railway stations. According to VNR statistics, Vietnam’s railway transport of goods from Vietnam to China and other countries reached nearly 900,000 tonnes in 2020, up about 10 per cent on-year.

In 2021, VNR plans to strengthen transport of cold containers by rail to China and third countries.

Local border units enhance coordination

At the event, participants were briefed on the cooperation of the three border guard units over the past time, particularly in border patrols and mass mobilization.

Their border posts accelerated joint efforts in safeguarding national sovereignty, and maintaining border security and social safety in the stationed areas.

At the meeting, delegates discussed relevant matters and agreed on several measures to enhance their cooperation in the time to come, especially in external defense affairs, border management, information sharing, and mass mobilization.

On the occasion, representatives of the three border guard units signed the cooperation program for 2021, contributing to firmly protecting the national border in the current context.

Exports, imports via Lao Cai int’l border gate soar 75 percent

Exports surged 63 percent to around 406 million USD during the period, mostly yellow phosphorous, dragon fruit, mangos, watermelons, and bananas.

The province has targeted total exports-imports of around 4.6 billion USD this year, up 30 percent year-on-year.

The Lao Cai international border gate is one of eight major border economic zones receiving State budget funds for development during 2021-2025. The province is stepping up planning to expand its border economic zone to 16,000 ha, with priority given to infrastructure, investment attraction, and logistics.

The provincial customs department is improving its working efficiency to save time and costs in handling administrative procedures, realizing the Government’s resolution on continuing with key measures to improve the business environment and national competitiveness in 2020 and a provincial decree on measures to boost local exports-imports.

It is also working to improve satisfaction among businesses, conduct drastic and synchronous administrative reform in various areas, and adopt modern technology to ensure the smooth operation of automated customs clearance and e-customs systems.

Imports and exports via Lao Cai border gate grow by 75% in Q1

In terms of the overall figure, roughly US$406 million came from exports during the reviewed period, representing an increase of 63% against the same period from last year, with some main export items being dragon fruit, mangoes, watermelons, and bananas.

Hoang Chi Hien, director of the Department of the provincial Industry and Trade, said amid numerous difficulties caused by the impact of the novel coronavirus (COVID-19) pandemic, the northern province’s import-export activities remain bustling. This is largely due to local businesses focusing on deploying numerous production activities for the purpose of initiating economic recovery efforts in the post-COVID-19 period.

Moving forward, this year Lao Cai province is aiming to reach an import and export turnover target of approximately US$4.6 billion, a rise of 30% compared to 2020.

Along with the implementation of synchronous administrative reform across all fields, the province has continued to apply a range of information technologies. This includes the Vietnam Automated Customs Clearance System (VNACCS/VCIS) and the electronic customs clearance system E-Customs which can facilitate the activities of enterprises, along with deploying the National Single Window and the ASEAN Single Window in an effective manner.

New Cambodian Covid-19 outbreak puts Vietnam at high risk

Cambodia was suffering a significant surge in Covid-19 community transmissions. On Tuesday, the country reported 181 new infections. Three days earlier, there were more than 1,000 cases.

Tran Dac Phu, senior advisor to the Health Ministry’s public health emergency operations center, told VnExpress Tuesday that “the border between Vietnam and Cambodia is really long, not to mention the sea and air routes. It should be noted that controlling travel by sea is truly difficult.”

Many Vietnamese people stay and do business in Cambodia and the number of people traveling back and forth, both legally and illegally, is high, he said.

“The infection risk is high and it is essential that we tighten control over border gates and all small paths that people use to enter Vietnam. It is possible that community outbreaks could re-emerge in the country if someone sneaks in illegally with the virus,” he said.

The World Health Organization (WHO) in Cambodia has recently warned of the risk Cambodia is facing.

“We stand on the brink of a national tragedy because of Covid-19. Despite our best efforts… new cases occur every day and we are racing against the virus. Unless we can stop the outbreak, Cambodia’s health system is at high risk of being overwhelmed, which would have disastrous consequences,” said WHO Representative to Cambodia, Li Ailan.

Just last month, Vietnam had suffered a spate of infections after a group of Vietnamese returned home illegally via the sea route .

Three of them, all women 25 and 26 years old, were confirmed infected after they returned from Cambodia on a fishing vessel that docked at Phu Quoc Island off the nation’s southern coast.

Last December, a man had tested positive after entering Vietnam illegally . He traveled from Myanmar to Thailand by truck and then got into Cambodia on another truck before sneaking into the south of the country. Fortunately, his mother reported him and thanks to her, the infection chain was stopped just in time. Three of the eight people crossing the border with him were also infected.

As per Vietnam’s protocols, all people entering the nation from abroad must be quarantined for 14 days, during which they will be tested at least twice.

Illegal entrants are those evading checkpoints to avoid quarantine.

Phu called on the nation’s citizens to proactively report to authorities if they come to learn of any person sneaking into the country illegally.

For around three weeks now, Vietnam has not recorded any community transmission but the number of imported cases has been increasing gradually, with many of them returnees from Cambodia.

So far, 1,570 of Vietnam’s 2,714 Covid-29 cases have been local transmissions.

Vietnam has inoculated around 60,000 citizens against Covid-19 with the vaccine produced by British-Swedish firm AstraZeneca, obtained either through contracts or global vaccine access mechanism Covax. Most of the vaccinated people so far are frontline workers in the Covid-19 fight.

The nation is expected to start mass production of indigenously produced Nanocovax vaccine in August if a three-phase human trial is successfully completed in May.

Naval Region 5 boosts joint patrols for peace, stability in southwestern waters

The command is entrusted with managing and defending the southwestern waters from Ganh Hao estuary (in Bac Lieu province) to Ha Tien (Kien Giang province). Covering the area of 150,000 sq.km, these waters border the waters of Cambodia, Thailand, and Malaysia. It has a nearly 450 km of coastline, numerous estuaries, and 153 large and small islands, of which 46 are inhabited.

Besides advantages in task performance, the command has also faced many challenges. In fact, in these designated waters, there remains 16,000 sq.km of overlapping waters between Vietnam and Cambodia, 650 sq.km of overlapping waters among Vietnam, Thailand, and Malaysia, and some 2,800 sq.km of overlapping waters between Vietnam and Malaysia. The sovereignty over these overlapping waters has not been clearly defined, so it is difficult to manage.

Therefore, to maintain peace and stability in the waters, the Naval Region 5 Command has strengthened its ties with the naval forces of regional countries, including the Royal Cambodian Navy and the Royal Thai Navy.

According to Lieutenant Commander Nguyen Trung Thong, Commissar of Flotilla 512 and Senior Lieutenant Pham Van Thuy, Captain of Ship 264 of Brigade 127, the command has conducted joint patrols with regional navies, considering each patrol an intensive training opportunity. During the patrols, participating troops practiced preventing acts of piracy, smuggling, drug trafficking, illegal immigration, and arms- and explosive-trafficking. They also exercised using hand flags and signal lamps in line with the international code of signals.

So far, the Naval Region 5 Command has completed 62 joint patrols with the Royal Cambodia Navy and 42 others with the Royal Thai Navy. It has also maintained a hotline with Regions 1 and 2 of the Royal Thai Navy and naval bases under the Royal Cambodian Navy to exchange information and discuss measures to solve situations occurring in their countries’ adjacent waters. These activities have made important contributions to consolidating solidarity and friendship between their militaries and navies and to upholding a peaceful and stable environment at sea, creating favorable conditions for socio-economic development in each country.

In the years to come, apart from stability in the southwestern waters, there are still potential risks that might cause instability, including illegal fishing in foreign waters. Thus, the Party Committee and Chain-of-command of the Naval Region 5 Command has defined that they will bring into full play what they had achieved, bolster defense diplomacy, including more joint patrols with the Royal Thai and Cambodian navies in order to firmly defend national sovereignty over seas and islands, and maintain order, security, peace, stability, and development in the southwestern waters of the nation.
