Berlin (VNA) – The My Lai massacre was a terrible war crime in its dimensions but it was not an isolated incident, German historian Bernd Greiner from Hamburg was quoted as saying by the German-based public-broadcasting radio station Deutschlandfunk.

The radio station broadcast a programme on the My Lai massacre on March 28, giving the audiences detailed information on the wartime crime committed by the US army in Vietnam in March 1968.

Deutschlandfunk recalled that by the end of 1965, about 100,000 US soldiers were stationed in South Vietnam, and the number even reached half a million at certain times in 1968. However, the US troops could not defeat the resistance war of the Vietnamese people.

On March 16, 1968, a unit of US soldiers led by 24-year-old Lieutenant William Calley raided My Lai hamlet of Son My village in the central province of Quang Ngai, where they shot at anything that moved, be they men or women, the elderly or children. As many as 504 unarmed civilians were killed.

On March 29, 1971, Calley was convicted by a US military court for the willful homicide of 22 civilians and attempted murder of a two-year-old child and was sentenced to life imprisonment. He was the only one convicted in the case.

However, Calley served only three days of his sentence in jail, then President Richard Nixon personally ordered him to be released and placed under house arrest. Nixon finally pardoned Calley in 1974.

Bernd Greiner said there were dozens of other massacres, not necessarily on the scale of My Lai, but it will never be possible to determine exactly how many victims were actually injured or killed as a result of these attacks./.

Defense ministry review crime prevention and control

The event was chaired by Deputy Defense Minister Senior Lieutenant General Nguyen Tan Cuong,  Head of Steering Committee 1389 (the Defense Ministry’s Steering Committee for the Implementation of the National Plan on Combat against Drugs, Human Trafficking, Smuggling, Trade Fraud and Counterfeiting and on Practice of Thriftiness and Anti-wastefulness).

Reportedly, all relevant units have embraced higher levels’ resolutions and instructions on combat readiness, protecting national sovereignty over seas and islands, and COVID-19 prevention and control. Leaderships at all levels have promptly detected smuggling cases, cracked down on drug crimes, and prevented trade fraud in border areas.

Speaking at the conference, General Cuong praised the units’ efforts over the past time, and urged them to continue embracing the Party’s guidelines and State’s policies on the fight against smuggling, trade fraud and counterfeiting. He said that the units’ leaderships should enhance information dissemination to raise troops’ awareness of  the tasks while adding more forces to patrol along the border areas and at sea and collaborating with local authorities to prevent illegal entry.

who is on a Vietnam visit to chair the seventh meeting on crime prevention and control between the two Ministries of Public Security.

Zhao congratulated on the success of the recent 13th National Congress of the Communist Party of Vietnam (CPV), which he said will open up a new chapter in the country’s socialism building cause.

He also congratulated Nguyen Phu Trong on his re-election as the General Secretary of the CPV Central Committee.

The Chinese minister told the host that his visit aims to step up the implementation of joint high-level perceptions, especially in law enforcement.

He highly evaluated the results of bilateral cooperation in COVID-19 prevention and control, while expressing his belief that the Vietnamese people, under the leadership of the CPV, will gain greater achievements in national building and development and successfully carry out targets set by the 13th National Party Congress.

Zhao said that in the coming time, the two ministries will continue working together in implementing common perceptions of the two countries’ senior leaders, speed up collaboration in crime prevention and control, thus helping to develop the bilateral relations more intensively and extensively, bringing practical benefits to the people of both nations and maintaining peace and stability in the region and the world.

Trong spoke highly of the outcomes of the talks between the two ministers of public security, and proposed the ministries maintain the effective implementation of high-ranking leaders’ common perceptions on security cooperation and law enforcement, and promote their special roles in the new normal situation of pandemic prevention and control, and economic recovery and development.

He also suggested the two ministries increase exchanges and meetings through flexible forms.

The top leader affirmed that the Vietnamese Party, State and people always attach importance to consolidating and developing the friendly neighbourliness with their Chinese counterparts.

Vietnam is willing to, together with China, maintain high-level communications, well control differences, effectively carry out cooperation in various fields, and continuously develop their relations in a healthy and stable manner, Trong said.

Welcoming his guest, who is in Vietnam to co-chair the 7th meeting on cooperation in crime prevention and control between the two ministries of public security, PM Phuc informed about the success of the recent 13th National Congress of the Communist Party of Vietnam (CPV).

He reiterated that the Vietnamese Party, State, and people always attach importance to maintaining and developing the friendly neighbourliness and comprehensive strategic cooperative partnership with their Chinese counterparts, which is a consistent policy, a strategic choice, and a leading priority in Vietnam’s foreign policy.

The PM applauded the outcomes of the working session between Zhao and Vietnamese Minister of Public Security To Lam, asking the two sides to continue implementing the freshly signed agreement well.

The Chinese minister delivered Premier Li Keqiang’s Lunar New Year greetings and congratulations on the success of the CPV’s 13th National Congress to PM Phuc.

Vietnam and China are important strategic partners of each other, Zhao emphasised, expressing his hope that they will further strengthen economic, trade, and investment ties and guarantee supply chains so as to generate practical benefits for both peoples.

PM Phuc thanked China for its active cooperation and support for Vietnam’s proposals and initiatives during the latter’s Chairmanship of ASEAN in 2020.

Amid fast and complex developments in the global and regional situation, the countries’ Government leaders held phone talks early, in April 2020, to discuss cooperation and mutual assistance in the COVID-19 fight, he noted.

Vietnam highly values China’s enormous efforts in the pandemic prevention along with economic recovery and development, he went on.

The PM underlined that in the face of the current complex international situation and for all-round interests of the two Parties and countries, Vietnam really hopes for peace and stability in the region.

The CPV has the responsibility of guaranteeing Vietnam’s legitimate interests, and it supports a China of development with active contributions to regional and global peace, cooperation, and development, Phuc affirmed.

Vietnam wishes and is ready to join China in enhancing political trust, coordinating well in international and regional issues of shared concern, effectively realising the high-level common perceptions on sea-related issues, respecting each other’s legitimate interests on the basis of compliance with international law, and actively contributing to the maintenance of peace and the promotion of cooperation and development in the region and the world, according to PM Phuc.

He voiced his belief that the two governments and the two ministries of public security will help with the sound relations between Vietnam and China.

The Vietnamese Government leader also asked the Chinese Ministry of Public Security to facilitate the development of bilateral links in economy and trade and help sustain peace, friendship, stability, and development along the shared borderline.

Via Minister Zhao, PM Phuc offered the best wishes to Chinese Party General Secretary and State President Xi Jinping and Premier Li Keqiang.

Deputy Secretary of the Central Military Commission and Minister of National Defence General Ngo Xuan Lich hosted a reception on February 19 for Chinese State Councillor and Minister of Public Security Zhao Kezhi, who is on a working visit to Vietnam.

Minister Lich emphasised that the visit demonstrates the friendly neighbourliness, fraternal bond as well as the special relations between the Parties, States, and armed forces of the two countries.

He took the occasion to thank the National Immigration Administration of China for donating medical supplies for COVID-19 prevention to Vietnam’s Border Guard.

For his part, Zhao congratulated Vietnam on its successful organisation of the 13th National Party Congress, and affirmed that the visit contributes to strengthening the traditional friendship between the two Parties and States in general and cooperation between the Vietnamese Ministry of National Defence and the Chinese Ministry of Public Security in particular.

On this basis, the two sides should continue to further deepen the traditional friendship between the armed forces and people of the two countries in a more practical and effective manner, he said.

At the reception, the two officers highlighted recent practical cooperation between the two ministries, especially in the context of the complex development of the COVID-19 pandemic.

Border forces and border management forces of the two countries have coordinated closely in deploying teams and posts to contain the spread of the virus in border areas and to minimise cross-border illegal travel, they said.

They also proposed solutions to promote and improve the efficiency of cooperation between the Vietnamese Border Guard and the National Immigration Administration of China in the time to come.

The two sides pledged to continue strictly implementing legal documents on border and bilateral agreements signed between the two countries, focusing on adopting synchronous measures and closely cooperating on exit and entry management and control amid the pandemic.

They will also work closely in the fight against crime, especially cross-border crime, terrorism, high-tech crime, and human, drug, and weapons trafficking, towards maintaining security and order in border areas.

COVID-19: Vietnam reports no new coronavirus cases on March 29 morning

Among the national infection tally, 1,603 are local infections and 988 are imported from abroad.

As many as 2,308 have fully recovered from the SARS-CoV-2 virus so far, with the fatality count remaining at 35. Among those still under treatment, a total of 125 have tested negative for the virus at least once.

More than 44,830 people are being quarantined for health observation nationwide as part of the country’s COVID-19 containment efforts.

According to the National Expanded Immunization Programme, more than 45,000 frontline medical workers along with members of community-based anti-COVID- groups had been injected with the COVID-19 vaccine across 19 provinces and centrally-run cities nationwide.

After Vietnam recorded two new cases who entered illegally the country recently, the Ministry of Health has underscored the need for border localities to redouble efforts to supervise entry activities and outline scenarios for COVID-19 testing, quarantine and treatment.

Alongside the Ministry’s Health’s 5K message, people are advised to actively report cases of people returning from pandemic-hit areas or foreign countries who fail to make health declarations. Meanwhile those who wish to enter Vietnam after receiving COVID-19 vaccine shots, should follow the strict implementation of anti-pandemic measures.

Amid the complicated developments of the COVID-19 pandemic, border guards of northern provinces have intensified patrol in an effort to prevent and combat cross-border crimes and illegal immigration activities.

Former reporter held for infringing upon state interests

Nguyen Hoai Nam, 48, is being investigated for “Abusing democratic freedoms to infringe upon the interests of the State, lawful rights and interests of organizations and/or citizens.”

Nam, a former reporter at Thanh Nien (Youth), Phap Luat TPHCM (HCMC Law), Vietnam Television and Phap Luat Viet Nam (Vietnam Law), had previously posted on his Facebook account several articles opposing police investigations into violations at Vietnam Inland Waterways Administration, which resulted in the arrest of its former deputy head Tran Duc Hai in 2019.

The reporter implicated 15 people had committed violations regarding the case, 12 more than determined by police. He went on to accuse the investigators of “letting the criminals off the hook.”

Known as a jaded investigative reporter who had busted several criminal cases involving government entities and crime rings, Nam has received certificates of merits from different government agencies.

He parted ways with Phap Luat Viet Nam in December last year.

If charged, he could face up to seven years in jail.

Wanted Chinese fugitive arrested in Vietnam

According to initial investigations, the Chinese man has been identified as Huang Ya Shan, a fugitive wanted by police in Guangdong province of China for the crime of child rape.

In an attempt to evade capture, the criminal entered Vietnam, visiting his relatives in Chau Duc district of Ba Ria-Vung Tau province and in Long Thanh district of Dong Nai province.

Upon noticing a foreigner living in the locality during the social distancing period, Long Thanh district’s police swiftly transferred the Chinese national to a quarantine area in line with regulations on novel coronavirus (COVID-19) prevention and control.

When Shan failed to show any relevant identification documents, local authorities launched an investigation into him, subsequently leading to his arrest by Dong Nai police before being handed over to Department of Criminal Police under the Ministry of Public Security.
