Co Loa Ancient Citadel a unique tourist attraction in capital city

Hanoi (VNA) – Co Loa now is serving as not only a cultural relic and evidence of ancient Vietnamese’ creativeness and technical level, but also an ideal destination for visitors.

Not only associated to the Vietnamese nation’s legends like the selection of the capital by King An Duong Vuong, the creation of a multiple-shot crossbow or a moving love, Co Loa Ancient Citadel is a unique tourist attraction of Hanoi.

Described as the largest ancient citadel in Vietnam, Co Loa historical relic covers about 500 ha, built at an order by King An Duong Vuong in the third century BC as the capital of the then Au Lac (now Vietnam), in Hanoi’s outlying district of Dong Anh.

Legend has it that the citadel consists of nine spirals, hence the ancient name of Snail Citadel. Under the ravage of time and wars, there are currently only three spirals with ancient traces.

The perimeter of the outer spiral measures 8 km with tall walls, from 4 to 5 m or even 8 to 12 m at some places, and moats. Meanwhile, the middle spiral’s perimeter is about 6.5 km, built in a similar way like the outer but stronger; and the inner covers about 2 sq. km serving as residence of the royal court.

The citadel takes various names like Loa (Snail) Thanh, Con Lon Thanh, Tu Long Thanh, Cuu Thanh, Viet Vuong Thanh , Kha Lu Thanh and Co Loa Thanh. In the 10th century, it became the capital for the second time when Ngo Quyen was the king of the country.

The Co Loa relic complex now houses many historical, architectural and art relics like the upper shrine dedicated to King An Duong Vuong, the one to Warrior Cao Lo, and the one to Princess My Chau; and the Bao Son Pagoda. Insides those constructions, visitors can have a look at objects excavated in the citadel, including bronze statues and arrows, and sophisticatedly decorated earthenware and stone utensils.

Not only a cultural heritage, Co Loa Ancient Citadel these days is standing as evidence of the creativeness, culture and the technical levels of the ancient Vietnamese in the national defence against foreign aggression. Besides, it is also serving as an ideal destination for visitors from all corners of the country who wish to have a deeper look into cultural values and familiar images of a peaceful northern village. For local villagers, Co Loa Ancient Citadel still holds an important role in their spiritual life and cultural activities.

The year 2020 marks the 25th anniversary of Vietnam’s joining ASEAN (1995-2020) with great pride in the nation’s important contributions to the overall success of ASEAN. As the national capital, Hanoi has always emphasized its pioneering, accompanying and contributing roles throughout the journey of Vietnam’s participation in ASEAN.

Hanoi has signed memorandums of establishment of friendship and official cooperation relations with the capitals of other countries (Bangkok, Vientiane, Kuala Lumpur, Manila, Jakarta and Phnom Penh) as well as promoted regularly exchanges of senior delegations to seek cooperation opportunities and enhance mutual understanding.

On the basis of the strengths of each country, the cooperation between Hanoi and ASEAN partners has been more and more deep over the years, in many fields such as sustainable urban development, urban traffic management, smart city, urban greenery, heritage conservation, and investment – trade – tourism cooperation.

Hanoi continues to take the lead in participating in and contributing to multilateral activities within the ASEAN framework. Hanoi has been an active member since the early days of the Meeting of Governors/Mayors of ASEAN Capitals (MGMAC), an annual regional forum since 2013 with the aim of building a forum for dialogue among leaders of the ASEAN capitals, strengthening local cooperation on the three pillars of the ASEAN Community.

In 2018, Hanoi took part in and supported ASEAN capitals’ initiatives to strengthen regional cooperation, including the ASEAN City Council Meeting initiated by Bangkok and the ASEAN Smart Cities Network (ASCN) proposed by Singapore.

Hanoi also promotes exchange, sharing and mutual support with capitals of member countries in the framework of a joint international organization network such as the Asian Network of Major Cities in the 21st Century (ANMC 21), Council for Promoting Tourism in Asia (CPTA) and has cooperated with Bangkok (Thailand), Kuala Lumpur (Malaysia), Manila (the Philippines), Singapore (Singapore) and Yangon (Myanmar).

With the active participation in multilateral cooperation and dialogue forums, Hanoi has affirmed its role as an important, active and responsible member, contributing to enhancing the capital’s reputation and position in the region and in the international arena.

The capital has participated in coordination and made significant contributions to the success of the ASEAN Summits and many major international events taking place in Hanoi, such as the first ASEAN Summit in Hanoi in 1998, the ASEAN Summits and Meetings in 2010, and the World Economic Forum on ASEAN (WEF ASEAN) in 2018. Under the direction of the Commission for Foreign Relations of the Party Central Committee, Government Office and Ministry of Foreign Affairs, Hanoi has prepared facilities, logistics and security measures to respectfully receive delegates from different countries. The successful meeting sessions have also contributed to introducing and promoting the image of’ Hanoi to international friends.

In the near future, to enhance understanding and trust among member countries and strengthen internal solidarity in the community, Hanoi aims to continue promoting the achieved results and making every effort for the future of a united and strong ASEAN Community, affirming ASEAN’s leading role in maintaining a peaceful and secure environment in the region.

Hanoi targets to become region’s creative hub: City Party chief

The Hanoitimes – The priority for Hanoi is to turn its creative aspect into the foundation to realize the socio-economic development goal under the 2045 vision, said the UNESCO chief representative in Vietnam.

Hanoi is open to recommendations and opinions to set up specific plans towards transforming the city into the region’s creative hub, according to Secretary of the Hanoi Party Committee Vuong Dinh Hue.

More than a millennium ago, Ly Cong Uan, the first king of the Ly dynasty, made a historic decision of moving the capital of the country from Hoa Lu to Dai La, later renamed as Thang Long (the Rising Dragon) and eventually Hanoi. The city is now home to 10 million people and remains Vietnam’s political-social – economic hub with rich cultural heritage, Mr. Hue said at a conference discussing the creative aspect of Hanoi on October 2.

The conference, jointly held by the Hanoi People’s Committee and the UNESCO Office in Vietnam, is part of a series of events celebrating the 1010 th anniversary of the founding of Thang Long – Hanoi.

Hanoi’s Party chief Hue said as the city further integrates into global economy, its relations with over 100 capital and cities globally have created strong momentum for Hanoi to pursue rapid and sustainable development.

In a world of rapid changes, Mr. Hue expected Hanoi to continue thriving in the role of Vietnam’s driving force for growth by taking advantage of its creativity.

Mr. Hue referred to the development strategy of Vietnamese cultural industry by 2020, with vision to 2030 adopted in 2016, with the target of making Hanoi Vietnam’s creative hub.

In October 2019, 20 years after Hanoi was honored as the City for Peace by UNESCO, the capital city has officially become a member of UNESCO’s Network of Creative Cities in the “Design” category.

The Creative Cities Network was launched in 2004 to promote cooperation with and between cities that have identified creativity as a strategic factor for sustainable urban development.

According to Mr. Hue, this is a major boost for Hanoi to realize its 2030 strategic goal of becoming a green, smart and modern city capable of competing with cities in the region and all over the world; by 2045, Hanoi would be a global city having high standards of living with comprehensive and sustainable development in fields of culture, economy and society.

By being a member of the Creative Cities Network, Hanoi would realize its commitments to UNESCO by setting up visions and policies to gradually turn the city into a creative city, Mr. Hue stressed.

Under UNESCO Creative Cities Network, Hanoi could enhance cooperation with other “Design” cities such as Seoul, Singapore, Kobe, Shanghai, Bandung in the region, and Helsinki, Montreal, Berlin in the world, Mr. Croft said.

However, the most important issue for Hanoi is to ensure efficient city-level cooperation among the community, authorities, universities and the private sector to support Hanoi’s development, especially in realizing innovative ideas into good practices, Mr. Croft added.

The UNESCO representative stated that by promoting the Creative City title, Hanoi has again reaffirmed its commitment of taking the people at the core of the development process.

Cultural resources are soft power in Hanoi’s creative city development strategy

The Hanoitimes – Once becoming a creative city, Hanoi will have to materialize its long-term programs and action plans on visions and political ties in the city.

Cultural resources have become soft power in the development strategy of Hanoi as a creative city, helping to build political culture, business culture, and penetrating deeply into all other fields of the capital city.

Ngo Thi Thanh Hang, member of the Party Central Committee and Permanent Deputy Secretary of the Hanoi Party’s Committee made the statement at the seminar titled “Cultural resources in the development strategy of Hanoi creative city” on September 28.

Ms. Hang said that Hanoi, which has a long history of a millenary culture, has been honored by the United Nations Educational, Scientific and Cultural Organization (UNESCO) as a “City for Peace” and “Creative City”.

In the city’s development process, the municipal government and people of Hanoi always attach great importance to culture regarding it as the spiritual foundation of society, endogenous strength and the great motivation to develop the capital city, Ms. Hang added.

She stressed that building a beautiful and impressive city image with friendly and elegant people in the eyes of international friends will contribute to enhancing Hanoi’s prestige and position in the country and on the international arena.

Mr. Michael Croft, UNESCO Representative to Vietnam, noted that joining the Creative Cities Network is a start in the process of positioning Hanoi’s development as a Creative Capital.

In the years to come, Vietnam can establish a network of UNESCO Creative Cities nationwide. Besides the socio-economic benefits, this creative “belt” will be a powerful expression for a modern, dynamic and creative Vietnam, Mr. Michael Croft said.

For his part, Vice President of the Hanoi People’s Committee Ngo Van Quy assessed that all recommendations and solutions made at the seminar aim to effectively leverage cultural resources to turn Hanoi into a creative center in Vietnam as well as Southeast Asia, and strengthen Vietnam’s soft power in the process of globalization and international integration.

On October 31, 2019, Hanoi became the first city of Vietnam to receive an official designation by UNESCO as a Creative City, which coincided with the 20th anniversary of the city’s designation as a UNESCO City for Peace.

Following Hanoi’s successful application to the Creative Cities Network, UNESCO has been working with the city leadership and the central government to realize a vision of Hanoi as a Creative Capital.

In keeping with its commitments to UNESCO, once becoming a creative city, Hanoi will have to materialize its long-term programs and action plans on visions and political ties in the city.

Moreover, Hanoi will create favorable conditions to lift the field of creativity and design to new heights, as well as to raise awareness in the community to undertake step-by-step initiatives and turn Hanoi into a creative city.

The next ‘capital of happiness’ might be Vietnam’s Yen Bai

Sitting on the edge of the modern world, the little country Bhutan made a name for itself as the world’s happiest country. Their way of achieving it, with all things considered, can be echoed in Vietnam, as seen from the ample potentialities of the upland province of Yen Bai.

This anticipation is not exactly pulled out of nowhere, for it is grounded on the Yen Bai administration’s decision to include Gross National Happiness, or GNH Index, as one of the touchstones for the 2020-25 term of the municipal Party Committee.

In contrast to the much more well-known Gross Domestic Product (GDP) tally, which promotes a focus on material gain, the GNH Index rewards approaches leaning toward holistic well-being, one that goes beyond economic development.

This was also the secret to the bizarre policy success of Bhutan, which started as a radical initiative by the fourth king Jigme Singye Wangchuck in 1972 and is still upheld to this day.

The question that remains, however, is whether Yen Bai can pick up the rope and improvise its own way toward another GNH success story.

Happiness in the terraced fields

Terraced fields in Yen Bai’s Mu Cang Chai District have enjoyed both authority recognition as a special national site and the ardor of tourists who flock to the area to catch sight of golden paddies during harvest seasons.

During these year-end holidays, income from the crowds of tourists may even exceed the value of the harvest itself.

Seeing the fledging potential in local tourism, several residents of Mu Cang Chai became first-movers of the sector, building unassuming homestay facilities filled with cultural heritage of the land.

One of them is the guest house of Giang A De, a Hmong native in La Pan Tan Commune.

His place proves a real challenge for visitors as it takes a long walk through up a steep slope from the car park to reach the house, but the magnificent view at the end is absolutely worth it – the scenario spreads to the horizon, presenting layers of blue mountain peaks and clouds under the syrupy gleam of the sun.

Giang A De said his income has been axed significantly due to the COVID-19 pandemic that thwarted foreign tourist visits.

However, during this low-demand period, he found time to erect two more bungalows to preempt the next year’s tourism season.

Over the past years, the construction boom has seen intricate wood structures of the local community torn apart to make space for concrete monoliths.

De collected the fine pieces of precious Fokienia wood and reassembled them into two peculiar bungalows of his design.

Sitting in a composition of long-lived wood in the midst of terraced rice paddies like this can make a typical cup of tea or a sip of local corn wine more poetic than any urban experience.

Sensing the demand for a getaway from city dwellers, homestays in the fashion of De’s are emerging as a business trend in Mu Cang Chai.

However, having relished the laid-back experience at De’s place, it becomes clear to any visitor that the formula cannot be replicated with mass tourism or soulless copycats. It lives in fresh air, the woods, and terraced fields rather than concrete or string lights.

On top of that, the lessons of budding indigenous tourism destinations defaced by greed and urbanization in other provinces still stand as cautionary tales for any community tourism aspirants.

It is not easy for the vanguards like De.

“We once gain mere nourishment from the rice paddies, but now it draws in tourists and nourish their eyes. The same paddies also provide us with extra income now. It’s worth hundreds of thousands of dong, the amount that [Kinh people] use to build grand sights,” he said.

Tourists also bring new experiences, including free language lessons and exotic foods for local communities, De pointed out.

“It’s called a win-win economy. For that reason, we have to preserve the paddies, the woods, and nature. Without them, there would be no tourists. No tourists mean no fun,” De said.

“Forest and rice fields are pivotal issues to us,” said Nong Viet Uyen, secretary of the Mu Cang Chai District Party Committee.

After his appointment two years ago, Uyen has always considered the preservation of forests and terraced fields his utmost priority.

During his time in office, Uyen also learned about the art of keeping terraced fields from the indigenous community.

“Terraced fields are not only agricultural plots but also an important tool of the locals to prevent landslides,” he said.

“It also helps that the terraced fields become a visitor favorite and a driving force for local tourism.”

For the Mu Cang Chai leader Le Trong Khang, the lush and extensive forest of the locale is another thing to be proud of.

“Forest coverage of Mu Cang Chai amounts to 67 percent. Many years ago, we used to see forest fire every time we headed here from the Khau Pha Pass, but the situation has been now put under control,” he recalled.

The flavors of the woodland

Endowed with the most distinct gift of nature, Yen Bai boasts a repertoire of specialties and artisans with fine aromatic qualities, such as pomeloss in Dai Minh, cinnamon in Van Yen, green tea in Suoi Giang, or roses in Nam Khat.

“Dai Minh Commune rakes in around VND50 billion [US$2.2 million] per year from pomelo fruits, a whopping amount for a mountainous locale. It means even more when the profit does not come from the destructive operations such as sand and mineral mining,” said Ta Quang Cong, the leader of Dai Minh Commune, who has a master’s degree in environmental studies.

As of recently, the endemic pomelo of the commune has earned the VietGAP certification for good agricultural practices, which has paved the way for the product to enter big supermarket chains such as Vinmart or Big C.

This also requires the environment of the locale to be kept pristine, as the smallest indication of pollution can lead to the revocation of the certificate.

During this season, the pomelo fruits are glowing gold, effusing a delightful citrus aroma in the garden of Nguyen Van Dinh, a farmer in Dai Minh’s Minh Tan Village.

As per Minh’s estimation, the pomelo garden earns him around VND400 million ($17,000) per year, while some other gardens even make more for their owners.

Yen Bai is also known for its exceptional green tea and cinnamon products, which require a flawlessly unstained environment to develop their finest qualities.

Visitors to Yen Bai can take the opportunity to stay overnight in the tea fields of Suoi Giang Commune, looking up to the Fokienia wood roofing of Hmong people at the foot of Mount Chong Pao Mua.

These wood rooking tiles bend themselves slightly under the sun to let light beams inside the house, but will shade the house tightly against rainwater during the downpours.

Surrounded by old tea trees that soar over the roof, sensing the faint but everlasting scent of woods mixing with a tea flower aroma, with a cup of fresh green tea in hand and the flickering flames of firewood as the companion, one would understand the concept of GNH without a word spoken: it is as simple as remembering to live in the present.

HCM City spike in remittances despite pandemic

HCM City received USD6.1 billion in overseas remittances last year, up 12% on-year, said Nguyen Hoang Minh, deputy director of State Bank Ho Chi Minh City Branch.

According to Minh, this was impressive growth given the context of the on-going Covid-19 pandemic.

This year, many Vietnamese people abroad did not return home for Tet Holiday, which is among reasons for HCM City’s recent sharp increase.

The latest estimates published in the World Bank (WB)’s Migration and Development Brief late last year showed that remittances to Vietnam were estimated to have fallen by over 7% to USD15.7 billion, equivalent to 5.8% of GDP.

In spite of the drop, Vietnam still remained among the global leading remittance recipients in 2020, standing in ninth place.

The US, Canada, Australia, Japan, Taiwan, Malaysia and South Korea have remained the biggest sources of remittances to Vietnam.

Vietnam News Agency cited Ambassador Luong Thanh Nghi, vice chairman of the State Committee for Overseas Vietnamese as saying that more than 5.3 million Vietnamese were living in 130 countries and territories. The overseas Vietnamese business community includes at least 6,000 members connected to Vietnam via technology and business fields.

He spoke highly of the significant contributions made by overseas Vietnamese businesses to the country’s socio-economic development, especially during the hard times of the pandemic.

“Overseas Vietnamese businesses are key to national socio-economic development,” he said. “Remittances to Vietnam have reached about USD170 billion from 1990 to now.”

Overseas Vietnamese have invested in 3,000 projects with total registered capital of more than USD4 billion, creating many jobs, Nghi noted.
