Thailand floats hydro-solar projects for its dams as fossil fuel supplement

Thailand is close to completing one of the world’s biggest floating hydro-solar hybrid projects on the surface of a dam, a step toward boosting renewable energy production after years of criticism for reliance on fossil fuels.

About 144,417 solar panels are being installed on a reservoir in the northeast province of Ubon Ratchathani, where workers are completing the last of seven solar farms covering 300 acres (121 hectares) of water.

The state-run Electricity Generation Authority of Thailand (EGAT) is touting the pilot project as one of the world’s largest hybrid hydro-solar power ventures and aims to replicate it at eight more dams over the next 16 years.

“When all the projects are completed in every dam, we will have total capacity to generate 2,725 megawatts,” project head Chanin Saleechan said.

Thailand has long relied on coal for power, but plans for new coal-fired projects have been met with opposition over health and environmental risks, and two proposed southern coal plants were shelved in 2018.

It is aiming to draw 35% of its energy from non-fossil fuels by 2037, according to its latest Power Development Plan.

Since November, EGAT has been putting together floating solar platforms at the Sirindhorn dam, one of the country’s largest hydropower sites, which it says should be able to generate 45 megawatts of power.

An Energy Management System will be used to switch between solar and hydropower, depending on which can generate more electricity, a hybrid system Chanin said allows continuous power generation.

In August 2020, EGAT governor Viboon Rerksirathai was quoted in the Bangkok Post as saying that the state utility had power reserves of 40% of total capacity but that it plans to reduces those reserves to 15% to curb high electricity costs.

Witoon Permpongsacharoen, director of Bangkok-based non-governmental group, Energy and Ecology Network, said the floating solar-hydro plan could create unnecessary and potentially costly excess capacity.

“The issue here is, there is a high level of electricity reserves, so the investment on this green energy is being done without considering demand,” he said.

“Of course we support the investment on renewable energy over fossil fuel. But our priority is also energy efficiency.”

My Thuy 3 Bridge project to be completed next month

HCMC – The My Thuy 3 Bridge project, part of the second phase of the My Thuy Intersection project in HCMC’s Thu Duc City, will be completed by mid-May after a year of construction, according to the HCMC Management Board of Investment and Construction of Traffic Projects.

The project, once in place, will help reduce traffic congestion on Dong Van Cong Street as well as in the Cat Lai Port area, Tuoi Tre Online newspaper reported.

The final works are being completed and a lighting system will be installed along the bridge in the coming weeks.

My Thuy 3 Bridge, which is located on Dong Van Cong Street leading to Cat Lai Port in Thu Duc City, has a length of 75 meters and six lanes. An approach road to the bridge is 250 meters long.

The project, together with the My Thuy 1 and 2 bridges, will have a total width of 60 meters and include 10 lanes for cars and two lanes for motorbikes. At present, each bridge has only two lanes for cars and one lane for motorbikes.

The My Thuy Intersection project requires an investment of over VND1.4 trillion, including nearly VND1.1 trillion for construction. At present, many items of the project have yet to be developed due to slow site clearance.

Work on Long Thanh airport passenger terminal to start in 2022

Dong Nai has been mapping out resettlement scheme to move people out of the project area.

Construction of the Long Thanh airport passenger terminal will kick off in early 2022.

The information was released by the Airports Corporation of Vietnam (ACV) at the meeting with the Ministry of Transport on April 19. ACV, the investor of the phase-one Long Thanh airport project, is conducting removal of unexploded ordnance and erect fence until September.

The ACV has proposed leaders of the southern province of Dong Nai to continue keeping watch of the ground during the execution of the project.

Addressing the meeting, Deputy Minister of Transport Le Anh Tuan said that the Long Thanh airport is a breakthrough project of the transport industry in the 2021-25 period. Therefore, the related sides should ensure the disbursement progress of the project.

He required to draw up appropriate compensation, support and resettlement policies. “The building of airport fence should avoid flooding and blocking roads,” Tuan said.

Cao Tien Dung, Chairman of Dong Nai Provincial People’s Committee, said the province is carrying out site clearance and it is expected that the entire 5,000ha area will be handed over to the investor in June. Dong Nai is mapping out resettlement scheme to move people out of the project area.

In January, the construction of the first phase of the Long Thanh Airport was kicked off, with an estimated investment of more than VND109 trillion (US$4.6 billion).

The 5,500-ha airport will be built in three phases and is expected to have four runways and four passenger terminals to ensure a capacity of 100 million passengers and five million tons of cargo per year by 2040. Once fully operational, it will become a major international aviation hub in the region.

Vietnam expects to invest $35.75bil in expressway network

The Ministry of Transport plan to build 42 expressways from now to 2030 with investment capital funded by private businesses.

The Ministry of Transport (MoT) is working on a draft 10-year plan (2021-2030) to build 42 new expressways with investment of about VND825 trillion (US$35.75 billion), raising the total expressway length to 5,000 kilometers.

To realize the 5,000 kilometer-expressway targets by 2030, Vietnam will need huge investment capital, according to Minister of Transport Nguyen Van The at a weekend meeting held in Hanoi.

Among the 42 new expressways, the plan envisages building 31 new expressways with a total estimated investment of VND483,848 trillion (US$20.967 billion) from 2021 to 2025.

For the subsequent period 2026-2030, the total investment for expressway projects is estimated at about VND340,620 billion (US$14.760 billion).

The new expressways will be built in all regions of the country and connect with ten north-south expressway projects that have already been implemented, linking the Huu Nghi border gate in the northern province of Lang Son to the southernmost province of Ca Mau.

The stressed that planning should focus on sustainability and the goal of boosting national connectivity.

“With huge investment capital required to realize the target, the MoT is responsible for finalizing legal framework that focuses on attracting investment capital for transport infrastructure development,” The said.

He said that with budget constraint, the MoT will call for the participation of private investors and help address concern of enterprises during the process.

During the 2011-20 period, Vietnam has built 1,074 kilometers of expressway, taking the total figure to 1,163 kilometers.

“However, the government’s target of having at least 2,000 kilometers of expressway by 2020 has not been fulfilled, and the deadline is postponed until early 2022, or one year behind the schedule,” The said.

He expected the 2021 to be a key milestone for the ministry as it is tasked with preparing investment plan for transport infrastructure development in the next five years.

In the past five years, Vietnam built an estimated over 600 kilometers of expressway; however, it took the country two years to complete the investment procedures and there were only three years left for construction.

US looks to further boost comprehensive partnership with Hanoi: Ambassador

Hanoi would do its utmost to contribute to the Vietnam – US relations, as well as the city’s cooperation with US cities, said Hanoi’s Party chief Vuong Dinh Hue.

The US is looking to further boost the comprehensive partnership with Vietnam in general and Hanoi in particular, especially in the fields of technologies, tourism and trade, according to US Ambassador to Vietnam Daniel Kritenbrink.

Hanoi plays a key role in the US – Vietnam relations, said Kritenbrink at a meeting with Secretary of Hanoi’s Party Committee Vuong Dinh Hue on July 6, adding cooperation and trade activities between Vietnam and the US have been on the rise despite the Covid-19 impacts.

Kritenbrink thanked Hanoi’s authorities and its people for supporting the US Embassy, as well as the US diplomatic mission in the city.

The US Ambassador considered the gift of 150.000 face masks from Hanoi to the US as a symbol of friendship between the people in the two countries.

According to Kritenbrink, the US Embassy would hold a number of activities to celebrate 25 th anniversary of the establishment of diplomatic relations between Vietnam and US, including a tilework and a conference on the bilateral relations in October.

Hanoi’s Party Chief Vuong Dinh Hue expressed his delight about the strong relations between Vietnam and the US, especially in investment and trade.

Hue said in the first six months of 2020, Hanoi has been a pioneer city in Vietnam in the fight against the Covid-19 pandemic, as well as during the economic recovery efforts.

The successful organization of the “Hanoi 2020 – Investment and Development Cooperation”, held on June 27, was among Hanoi’s efforts in this regard, Hue stated.

During the event, Hanoi’s authorities handed over investment licenses to 229 projects worth a combined US$17.8 billion, many of which are from US investors, Hue informed, saying he expected greater cooperation between Hanoi and US cities in the future.

Hue stressed Hanoi would do its utmost to contribute to the US – Vietnam relations, as well as the city’s cooperation with US cities.

Hanoi would continue to create favorable conditions for US investors and enterprises doing businesses in Vietnam, including in the capital city.

Hue stated Hanoi would cooperate with the US Embassy in holding events celebrating the 25 th anniversary of the establishment of bilateral diplomatic relations, particularly in breaking ground for the construction of the new US Embassy building in Hanoi this year.
