Lam Dong (VNS/VNA) – Local authorities in the Central Highlands region have taken measures to prevent forest fires in the ongoing dry season.

Forests in the region, which includes the provinces of Lam Dong, Dak Lak, Gia Lai, Kon Tum and Dak Nong, face a high fire risk because of hot weather.

At the beginning of the dry season , the provinces instructed localities to establish fire-prevention plans and strictly implement them in the dry season.

In Dak Nong province, the Forest Protection Sub-department in September last year instructed localities and forest owners to set up prevention plans. The sub-department has organised forest fire prevention drills and more inspections.

Dak Nong has 125,000ha of forests, including 78,300ha of natural forest and 46,700ha of manmade forests in danger of high fire risk, according to the province’s Department of Agriculture and Rural Development.

In the dry season, which lasts between November and April, local farmers clear their fields by burning, which can cause fires to break out in forests near the fields.

Le Quang Dan, deputy director of the department, said the province’s forests have a thick layer of vegetation covering the ground and many forests are pine and bamboo forests, which easily catch fire in the dry season.

At the beginning of the dry season, localities and forest owners cleared dry vegetation and set up fire breaks in forests.

In Gia Lai province, localities set up forest protection stations in fire-prone forests to monitor fires and protect forests around the clock before and after Tet (Lunar New Year).

In Gia Lai’s Krong Pa district, the district’s Forest Protection Bureau, forest owners and the district’s communes have monitored forests around the clock to prevent fires and other activities that violate regulations.

Nguyen Van Hoan, Deputy Director of the Gia Lai Department of Agriculture and Rural Development, said the province has provided information on legal forest protection regulations to residents.

Gia Lai, which has the largest forested area in the Central Highlands region, has 514,000ha of forests, according to the province’s Forest Protection Sub-department.

In Kon Tum province, the provincial People’s Committee ordered the head of relevant departments, agencies and district level People’s Committees, and forest owners to take fire-prevention measures at the beginning of this year.

Under the order, the head of relevant departments, agencies and district level People’s Committees will bear main responsibility for forest violations and forest fires.

Kon Tum’s localities have prepared human forces and facilities, made fire breaks in forests, and established plans for preventing and controlling forest fires in each area.

The Central Highlands region has more than 2.5 million hectares of forested land, accounting for 17.5 per cent of the country’s total forest area, according to the Ministry of Agriculture and Rural Development.

The region has a forest coverage rate of 45.9 percent./.

Pilots continually blinded by laser beams

Laser beams are threatening flight safety at Vietnam’s two biggest international airports of Noi Bai and Tan Son Nhat.

Since early October, four crew groups have reported being blinded by laser beams while taking off and landing at Noi Bai Aiport in Hanoi and Tan Son Nhat Airport in HCM City.

In the most recent case at Noi Bai Airport, the pilot of CV6289 flight of Cargolux Airlines said the laser beam was aimed at the cockpit at 2,000 metres high while they were flying from Bahrain to Hanoi.

Noi Bai Airport Operation Control Centre has reported to the Northern Airports Authority and Hanoi Police Department to investigate the case.

On October 7, the pilot of Vietjet Air also reported about laser beam being aimed at the cockpit as the plane was taking off from HCM City to Hanoi. On October 9, a Vietnam Airlines plane was landing at Tan Son Nhat Airport when the laser beam at nearby golf course aimed at the cockpit.

Civil Aviation Administration of Vietnam said this is a serious issue that threatens aviation safety and the pilots’ health. According to the administration, it’s difficult to deal with such cases and violators because mini laser projection equipment is sold everywhere and those who shined the laser only did for a brief moment.

People who caught shining laser beams at moving planes will be fined from VND30m (USD1,300) to VND40m.

The Civil Aviation Administration of Vietnam has proposed to tighten the regulations by applying a fine of VND30m to VND100m, three years of non-custodial reform or one to five years of imprisonment to those who shine laser beams at planes and cause injuries or fatalities.

Cold spell continues to hit Hanoi and northern Vietnam

The Hanoitimes – From September 24 to 25, showers and thunderstorms with tornadoes, lightning, hail, and strong winds are expected to hit Hanoi and northern Vietnam.

Hanoi and northern Vietnam will experience a new cold spell with the temperatures dropping to 24-28 degrees Celsius on September 24, according to the National Center for Hydro-Meteorological Forecasting (NCHMF).

In the first three days of this week, it will be sunny in the North and then thunderstorms will occur due to the the arrival of the cold snap.

From September 24 to 25, showers and thunderstorms with tornadoes, lightning, hail, and strong winds are expected during the day and night.

At the end of this week, there will be scattered rains in the north due to the influence of the cold snap. The temperature in Hanoi will fall below 28 degrees. In the highlands like Sapa town, which is 1,500 meters above sea level, the temperature can drop to 10 degrees Celsius.

The NCHMF predicts that by late September, one or two tropical cyclones could be formed in the East Sea and trigger downpours across the central region and Central Highlands. People are advised to be on the lookout for storms, lightning and strong winds.

The center also said that after storm Noul, which made landfall in Vietnam’s central provinces last week, some five or seven tropical storms and depressions would occur in the East Sea in late 2020.

The East Sea could see 11-13 storms and tropical depressions this year, with half of them affecting Vietnam, meteorologists warned, adding that its long coastline makes Vietnam particularly prone to destructive storms and flooding.

People should well prepare for heavy rains, especially heavy and prolonged ones in the central region in October and November 2020.

In the dry months of 2020-2021, out-of-season rains are likely to appear in the Central Highlands and the South.

Storm Noul causes heavy damage in Vietnam’s central provinces

Storm Noul, the fifth tropical storm this year in the East Sea, has claimed at least six lives, left 112 others injured and caused a massive blackout in central Vietnam, according to the Central Steering Committee on Natural Disaster Prevention and Control.

The worst affected place is Thua Thien-Hue province, where at least four people died. In the tourist city of Danang, torrential downpours since last Thursday inundated many houses in Thanh Khe district, the committee said.

It reported that storm Noul destroyed ten houses and tore the roofs of 22,560 others, flooded 79 houses, 115 hectares of rice fields, 170 hectares of crops, while damaging 1,150 hectares of forest, 300 hectares of fruit farms and 40 hectares of aquaculture farm
