Having been briefed on the unit’s combat readiness over the past time, the delegation highly valued its efforts to ensure safety for the country’s major events.

The delegation required the provincial military command to continue enhancing political education and regular training for troops, maintaining combat readiness, following all situations, and dealing with all emerging issues, contributing to ensuring political order and social safety in the locality.

Hanoi (VNA) – The control of corruption in the public sector last year showed the best performance in a decade, since the Vietnam Provincial Governance and Public Administration Performance Index (PAPI) survey was first conducted.

The 2020 PAPI report, released on April 14, indicated that in 2020, the percentages of respondents seeing bribes as necessary for jobs in state agencies, health-care services at district-level public hospitals, land use right certificates, fair treatment by primary school teachers, and the granting of construction permits continued declining since 2016, the first year of the 2016-2021 government term.

As many as 18 provinces and cities made significant progress in the control of corruption in the public sector last year compared to 2019. Out of the 16 best performers, seven are from the south, four from the central region, and three from the north. As in previous years, Ben Tre performed well overall in this dimension. Six provinces experienced significant setbacks in 2020, with Ninh Thuan and Ninh Binh had the largest declines.

Nine out of the top 10 performers in controlling corrupt behaviours in local administrations and public services are central and southern provinces. Quang Ninh, Dong Thap, Ben Tre, Quang Tri, and Quang Nam are the top five performers in this indicator.

Compared to the 2016 findings, personal relationships have become less important in all provinces and cities, implying that local administrations may have paid greater attention to a fair recruitment of state employees. However, personal relationships remain very important for five public office positions at the commune level, even among the top performers.

The control of corruption in the public sector is one of the eight dimensions in the PAPI survey. The others are the participation at local levels, transparency in local decision making, vertical accountability towards citizens, public administrative procedures, public service delivery, environmental governance, and e-governance.

PAPI is a flagship governance programme initiated by the UN Development Programmes in Vietnam since 2009. It measures and benchmarks citizens’ experiences and perception on the performance and quality of policy implementation and services delivery of all 63 provincial administrations in Vietnam to advocate for effective and responsive governance.

Over 14,700 citizens were interviewed for the 2020 PAPI Report. This is the largest number of citizens to participate since the survey was first conducted nationwide in 2011. For the first time, the survey also gathered responses from citizens with temporary residence registration status. Nearly 300 migrants were surveyed in six provinces and centrally governed municipalities (Hanoi, Ho Chi Minh City, Bac Ninh, Da Nang, Dong Nai, and Binh Duong)./.

Southeast Asia’s largest renewable energy complex inaugurated in Ninh Thuan

HCMC – The Trung Nam Group and authorities of the central province of Ninh Thuan on April 16 inaugurated a complex of solar and wind farms, which is the largest of its kind in Southeast Asia as it covers an area of 900 hectares and is expected to produce nearly one quadrillion kilowatt hours of electricity per year.

The project, invested in by the Trung Nam Group, is located in Thuan Bac District. With the completion of the wind farm, together with a solar power plant, which had been inaugurated earlier, the complex now has a total capacity of over 350 megawatt peak, Tuoi Tre Online newspaper reported.

The project will make Ninh Thuan a renewable energy hub of the country.

The province holds great potential to develop wind power with 14 areas covering an area of 8,000 hectares, mainly in Ninh Phuoc, Thuan Nam and Thuan Bac districts. The number of storms affecting the province is small and the wind volume is stable during the year, ensuring the operation of wind turbines.

Moreover, Ninh Thuan annually has a total of 2837.8 sunny hours on average, the highest among localities in Vietnam, facilitating the generation of solar power.

According to Trung Nam Group, to develop a wind power project, investors must spend a lot of time, use a high number of laborers and apply many modern technologies as these projects tend to be located in areas with a severe climate and rough terrain.

The wind farm costs VND4 trillion, while the solar power plant requires an investment of VND6 trillion and comprises 705,000 solar panels.

Competition for military mechanics concluded

Reportedly, all competitors have heightened their sense of responsibility and completed their tests with absolute safety.

The competition aimed to improve understanding of politics, regulations of labor hygiene and safety, and professionalism for trade union cadres and members at defense agencies and units.

Speaking at the event, General Phuong spoke highly of the participants’ efforts, and said that such a competition will significantly contribute to building a good force of military mechanics, enhancing the military’s strength and meeting the task requirements in the current context.

The organizing panel handed over 8 first, 12 second, 24 third, and 56 consolation prizes to outstanding competitors. On the occasion, the Military Women Board presented gifts to three female competitors in the competition.

The department suggested the Department of Natural Resources and Environment and relevant agencies review the grant of licences to foreign organisations and individuals in projects that are off-limits to foreign buyers.

HÀ NỘI — The Hà Nội Oncology Hospital and Roche Vietnam will work together in improving patient cancer care and treatment in Việt Nam as part of a Memorandum of Understanding signed on April 15 in Hà Nội.

The 3-year partnership aims to improve cancer patient care and treatment capability, connecting the knowledge exchange and international cooperation in oncology as well as raising patients and community’s awareness of cancer.

The cooperation is expected to bring positive impacts and put patients as a priority by providing immediate initiatives to meet the rising demand for cancer care. It will focus activities on enhancing healthcare professionals’ ability and experience in cancer care and treatment for patients; fostering local and international cooperation in the field of oncology. It will also establish and carry out activities targeting cancer patients and the community and implement the project on improving high-risk breast cancer patients’ access to innovative therapies in the 2020–25 period that was signed between the Ministry of Health and Vietnam Medical Association in 2020.

“The partnership between Hà Nội Oncology Hospital and Roche Vietnam over the last years has brought positive impacts to patients. The new cooperation will help strengthen the relationship between the two organisations with the strong focus on cancer patients and the community in the most tangible way,” said the Hà Nội Oncology Hospital director Bùi Vinh Quang.

According to the GLOBOCAN 2020, there are more than 350,000 cancer patients in Việt Nam, over 182,000 new cases and 122,000 deaths of cancer yearly. A large-scale study by the Economist Intelligence Unit (EIU) in June 2020 also showed that the mortality rate of cancer cases in Việt Nam was beyond 70 per cent, ranking in the highest group among Asian countries. Most cancer patients are diagnosed and treated at a late-stage, leading them to the verge of death. This has caused many challenges in treatment as well as burdens on the patients, the healthcare system and society, showing an urge to accelerate the improvement of diagnosis and cancer treatment quality. — VNS
