‘My kids are deceased’: U.S. wildfire kills two children, four others

Shasta County Sheriff Tom Bosenko told a news conference in the city of Redding at the edge of the blaze on Sunday that one more person had died in a residence consumed by fire, bringing the total to six, including two firefighters. He said the latest victim had not complied with an evacuation order. Bosenko said authorities are still looking for seven people after finding nine others who had been reported missing. More than 38,000 people remained under evacuation orders on Sunday in and around Redding, a city of 90,000 people about 160 miles (257 km) north of the state capital Sacramento. The Carr Fire, which has destroyed more than 500 buildings, is the deadliest and most destructive of nearly 90 wildfires burning from Texas to Oregon. The Carr Fire has charred 89,194 acres (36,095 hectares) of drought-parched vegetation since erupting last Monday. The revised Child Law2016, enacted on June 1, 2017, introduced legislative support for foster care, said Vu Thi Kim Hoa, Deputy Director of the Department of Child Affairs under the Ministry of Labour, Invalids, and Social Affairs (MoLISA). “The revision aims to ensure the enforcement of children’s rights in accordance with the spirit of the UN Convention on the Rights of Children (CRC), and the country’s response to international efforts to reduce institutional childcare worldwide,” Hoa said. Vietnamese families splurge $4 billion per year on education abroad

Vietnamese families are spending as much as $3-4 billion each year on sending their children abroad to study, education minister Phung Xuan Nha said Wednesday. While Vietnam is spending significantly on improving education at home, it is a fact that more and more Vietnamese are opting for international education, he said. Nhan told the ongoing National Assembly session in Hanoi that Vietnam allocates 20 percent of its state budget for education, and the sector also gets considerable contributions from private companies and society in general. Vietnam collected VND1,300 trillion ($57 billion) for its state budget last year, up 18.8 percent against 2016 and while people's average income was $2,385. Last year, there were around 130,000 Vietnamese studying abroad at all levels, and their top five destinations were Japan, the U.S., Australia, China and the U.K., according to government data. Tearful reunion highlights plight of China’s missing children

A tearful reunion between parents and their missing daughter after an agonising 24-year search has put a spotlight on the vexed issue of child trafficking and disappearances in China. Wang Mingqing and his wife Liu Dengying, from southwest Sichuan province, lost their three-year-old daughter in 1994 when she vanished after being momentarily left alone at the family's fruit stand. "I looked up and down the street, crossed the bridge, looked everywhere. She was nowhere to be found," Wang told the official Xinhua news agency. The couple gave up their fruit business for several years to focus on their search, soliciting the help of local police and welfare organisations. But the efforts were in vain and their daughter became one of the thousands of children that go missing in China every year, often kidnapped and trafficked by illegal adoption rings.
