Vietnamese man faces charges for pretending to be a victim of London tower inferno

Nguyen Nhu Anh, 52, born in Vietnam, faces fraud charges for claiming he had lost his family in the notorious London tower fire that broke two weeks ago .

He appeared in court on Friday and remains in custory for allegedly extorin g £10,000 (over $13,000) worth of cash and accomodation from charities and the council by pretending to be a Grenfell Tower resident, local media reported

While Anh claimed to have lost his wife and child in the fire, The Telegraph quoted the Metropolitan Police’s spokesman confirming it was a lie.

Officers also said that the man, who is a British citizen, did not live in Grenfell Tower in West London and had no fixed address, The Sun reported.

The blaze, which tore through Grenfell Tower on June 14, is believed by police to have killed at least 80 people, making it the worst disaster in the U.K. since 1989.

Uzbek man charged in New York attack said he ‘felt good’ about what he did

An Uzbek immigrant accused of plowing a truck down a New York City bike path, killing eight people, told investigators he had been inspired by watching Islamic State videos and began planning the attack a year ago, according to a criminal complaint filed against him on Wednesday.

Sayfullo Saipov, 29, who was hospitalized after he was shot by a police officer and arrested, confessed to authorities that he made a trial run with a rental truck on October 22 to practice turning the vehicle and “stated that he felt good about what he had done” after the attack, the complaint said.

The 10-page charging document said Saipov waived his rights to remain silent and avoid self-incrimination in agreeing to speak to investigators without an attorney present from his bed at Bellevue Hospital Center in Manhattan.

In the course of that interview, the complaint said, Saipov told investigators he chose Halloween for the attack because he believed more people would be on the streets and said he had originally planned to strike the Brooklyn Bridge as well as the bike path on the western edge of lower Manhattan.

The complaint said Saipov had requested permission to display the flag of the Islamic State militant group in his hospital room.

It said he was particularly motivated by seeing a video in which Abu Bakr al-Baghdadi, who led the campaign by Islamic State – also known as ISIS – to seize territory for a self-proclaimed caliphate within Iraq and Syria, exhorted Muslims in the United States and elsewhere to support the group’s cause.

Investigators found thousands of ISIS-related propaganda images and videos on a cellphone belonging to Saipov, including video clips showing ISIS prisoners being beheaded, run over by a tank and shot in the face, the complaint said.

Separately on Wednesday, the Federal Bureau of Investigation said it had located another Uzbek man, Mukhammadzoir Kadirov, 32, wanted for questioning as a person of interest in the attack. The FBI earlier had issued a wanted posted for Kadirov.

The assistant director in charge of the FBI’s New York field office, William Sweeney Jr., declined at a news conference to give any details on Kadirov or where he was found.

U.S. law enforcement officials, speaking on condition of anonymity because the investigation was ongoing, told Reuters that Saipov had been in contact with Kadirov and another person of interest in the investigation, though they did not elaborate.

Saipov was charged with one count of providing material support and resources to a foreign terrorist organization, specifically Islamic State, and one count of violence and destruction of motor vehicles causing the deaths of eight people.

Manhattan acting U.S. Attorney Joon Kim said the first count carries a maximum penalty of life in prison, while the second would make Saipov eligible for capital punishment if convicted, if the government chose to seek the death penalty. Additional or different charges could be brought later in an indictment, Kim said.

Vehicle assaults similar to the New York attack took place in Spain in August and in France and Germany last year, claiming dozens of lives.

Tuesday’s assault was the deadliest in New York City since Sept. 11, 2001, when suicide hijackers crashed two jetliners into the World Trade Center, killing more than 2,600 people.

Of those killed on Tuesday, five were Argentine tourists, who were among a group of friends visiting New York to celebrate the 30th anniversary of their high school graduation, one was a Belgian citizen, one was a New York resident and one lived in New Jersey.

Saipov allegedly used a pickup truck rented from a New Jersey Home Depot store to run down pedestrians and cyclists along a 20-block stretch of the bike path that runs along the Hudson River before slamming into a school bus.

According to authorities, he then exited his vehicle shouting “Allahu Akbar” – Arabic for “God is greatest” – and brandishing what turned out to be a paint-ball gun and a pellet gun before a police officer shot him in the abdomen.

Saipov lived in Paterson, New Jersey, a one-time industrial hub about 25 miles (40 km) northwest of lower Manhattan.

Wheel chair-bound suspect

Saipov, seated in a wheelchair, appeared for a brief hearing in Manhattan federal court Wednesday evening before Magistrate Judge Barbara Moses. A Russian interpreter translated for Saipov. Saipov did not ask for bail and was remanded to federal custody. It was not immediately clear where he would be held. Moses appointed public defense attorney David Patton to represent Saipov. Patton asked Moses that she recommend that Saipov be given a wheelchair or cane while in custody. He said Saipov was in “a significant amount of pain” and asked that he be given treatment for that as well. Moses agreed to the requests.

Two senior U.S. lawmakers on Wednesday urged authorities to treat Saipov as an enemy combatant, which would allow investigators to question him without having a lawyer present.

President Donald Trump said he would be open to transferring Saipov to the military prison at Guantanamo Bay, Cuba, where other suspects including alleged Sept. 11 plotters are held.

Kim, the federal prosecutor, said there was nothing about charging Saipov in civilian court that would necessarily prevent him from later being declared an enemy combatant. “That is a determination that will be made elsewhere,” he told reporters.

Mayor Bill de Blasio said police will be out in force to protect the city’s marathon on Sunday, one of the world’s top road races, which draws some 51,000 runners and 2.5 million spectators from around the globe.

Wife of ex-president of Honduras arrested on graft charges: officials

Rosa Elena Bonilla was detained at her residence on the outskirts of the capital Tegucigalpa, officials said. Police also arrested her brother-in-law and seized documents pertaining to graft accusations.

Ana Maria Calderon, interim head of the Organization of American States’ (OAS) Mission to Support the Fight against Corruption and Impunity in Honduras (MACCIH) said Bonilla and others had embezzled 16 million lempiras ($680,000).

“Mrs. Bonilla is accused, along with other former officials, … having created a money laundering network to hide money from the state that was earmarked for social works,” Calderon said.

Late last year, Bonilla denied the corruption allegations after voluntarily testifying before prosecutors in the case. Her lawyer did not immediately respond to a request for comment on Wednesday.

Calderon said Bonilla used part of the money to pay for family members’ educational fees and personal surgeries.

Corruption scandals have led to a string of arrests in Central America in recent years, thanks to growing pressure from activists and backing from foreign powers.

Bonilla was detained a day after U.S. Ambassador to the United Nations Nikki Haley visited Honduras to talk about drug trafficking and corruption.

Among the funds suspected of being embezzled were about $255,000 donated by Taiwan in 2013 for medical equipment, building materials for poor families and job programs, officials said.

Bonilla is also being investigated by prosecutors for suspected anomalies in $330,000 that was designated for the purchase of shoes and uniforms for poor children, officials said.

Earlier this month, the head of an anti-corruption commission backed by the Organization of American States resigned, citing a lack of support from authorities.

Lobo was elected in late 2009 after a military coup ousted then-President Manuel Zelaya, and he served until 2014.

The couple’s son, Fabio Lobo, was sentenced to 24 years in prison by a U.S. court last year after pleading guilty to charges of conspiring to import cocaine into the United States.

Trial of man charged with murdering Vietnamese girl in Japan to start in June

The trial of a Japanese man accused of killing a 9-year-old Vietnamese girl will start in three months time, a Japanese court said on Monday.

Yasumasa Shibuya, 46, has been charged with murder and abandoning the girl’s body, the Chiba District Court said, as cited by Japanese media reports.

Prosecutors allege that Shibuya strangled the third-grader to death and left her body near a drainage ditch after abducting her on the morning of March 24, 2017, the Japan Times reported.

Shibuya has refused to speak since his arrest in April, it said.

Media reports did not mention rape charges, although autopsy results suggested the girl had been sexually abused.

The victim, Le Thi Nhat Linh, went missing after she left home for school in Matsudo City, one hour northeast of Tokyo, on March 24. Her body was discovered two days later. Shibuya was her neighbor and head of the parents’ association at her school at the time.

The case had shocked both the Japanese and Vietnamese public.

Linh’s parents have been gathering tens of thousands of signatures from both countries, hoping that public pressure will prompt prosecutors to call for Shibuya to be sentenced to death.

In Japan, murder can be punished with death sentence and executions are carried out by hanging. The punishment is usually imposed in cases of multiple murders, though some single murderers have also been hanged when their crime was considered serious.

HCMC considers water drainage charge

The department tabled the initial fee of VND1,430 (6 U.S. cents) per cubic meter of clean water for 2020, excluding value added tax, for the 2020-2024 period Wednesday.

The price will be raised annually to VND4,437 by 2024, and cover all households, businesses and organizations discarding wastewater into the city’s drainage system. Those paying the water drainage fee will be freed from the environmental protection equivalent, set at 10 percent of the clean water price.

For now, households in HCMC are paying VND6,000 per cubic meter of clean water with each member using up to four cubic meters per month. The cost is VND11,500 for using four-six cubic meters per month and VND12,800 for more than six cubic meters.

Saigon Water Corporation (Sawaco), the city’s main water supplier, will collect the fee as added to the water invoice each month.

Those not using water provided by Sawaco will not be required to pay the water draining service fee but will be charged for environmental protection in line with Vietnamese regulations.

Of the extra funds collected, 1 percent will be used by Sawaco to cover production costs while the rest will enter the city’s budget toward maintaining and upgrading the water drainage system.

Currently, the city’s water drainage system is managed by Technical Infrastructure Management Center under the construction department.

Vu Van Diep, center director, told a recent meeting the city had spent nearly VND26 trillion ($1.12 billion) on flood prevention.

As planned, the city’s drainage system is expected to expand to nearly 2,100 square kilometers, thrice bigger than originally planned to address the widespread local flooding issue.

Renovation of the city’s drainage system by 2030 with the vision to 2050 to address floods will be expanded to cover 23 districts, except Can Gio. About 20 years ago, the plan focused only on 650 square kilometers, which covers 32 percent of the inner city and surrounding areas.

For years, the city residents have been struggling with flooding anytime there’s a heavy downpour or the tides rise.

VinFast eyes 2,000 electric charging stations

The subsidiary of Vietnam’s largest private conglomerate, Vingroup, is looking to partner with other businesses to install these stations in apartment buildings, offices, malls, supermarkets, and other locations.

It said in a statement that these stations will have over 40,000 charging ports for cars and bikes. The company installed the first of those last month at a mall at Vinhomes Ocean Park in Hanoi’s Gia Lam District.

Also last month, VinFast announced three electric self-driving SUVs would hit the market this year.

The company has acquired licenses to test autonomous vehicles in California, the U.S , which is earmarked to be its first global market.

VinFast sold 31,500 cars in Vietnam last year. Since entering the auto industry three years ago the company now has a plant in the northern province of Hai Phong and R&D centers in Australia, Germany and the U.S.
