Health ministry checks two high-risk hospitals in Hanoi

The Hanoitimes – The two hospitals specializing in lungs and kidney diseases in Hanoi are treating patients who will be vulnerable if acquiring Covid-19.

As the Covid-19 pandemic drags on, medical facilities need to ensure utmost safety, Zing.vn quoted Dr. Luong Ngoc Khue, head of the Administration of Medical Examination and Treatment under the Ministry of Health, as saying at a recent inspection to two high-risk hospitals in Hanoi.

According to Dr. Khue, two hospitals specializing in lung and kidney diseases in Hanoi are treating patients who will be vulnerable if acquiring contracting coronavirus. In fact, of the eleven Covid-19 deaths in Danang, Vietnam’s biggest epicenter now, most of them were with chronic kidney failure, pneumonia and other chronic illnesses.

The Hanoi Lung Hospital provides medical checkups to over 100 patients a day. It also treats patients with tuberculosis, chronic obstructive pulmonary, multi-resistant tuberculosis, among other illnesses. Thus, the hospital needs to closely supervise and manage its patients, said Dr. Khue.

The Hanoi Kidney Hospital currently treats 444 hemodialysis patients with underlying diseases (for example, cardiovascular diseases, diabetes) and 517 patients with chronic kidney. Meanwhile, most of the dialysis machines are old. Currently, 77 machines are fully operated from three to four shifts per day.

Checking the safety criteria would reveal gaps that need to be addressed in time, as well as preventing, isolating and transferring patients in a timely and effective manner.

The Ministry of Health’s inspection team also checked Dolife International Hospital. Dr. Khue suggested that the hospital should pay attention to the ventilation system for the patient’s chamber.

He added that medical facilities have to learn from the disease outbreaks at Hong Ngoc General Hospital, Bach Mai Hospital, Hanoi Kidney Hospital in order to not repeat the same mistakes made by these health centers.

Khue also suggested that Hanoi’s hospitals need to improve their Covid-19 testing capacity in order to be ready to cope with the pandemic.

Hanoi hospitals curb admissions

Hanoi hospitals are strengthening Covid-19 prevention measures, monitoring hospital admissions and recommending patients that they should be cared for by only on family member and should not receive visitors.

Hospitals across the country are now highly vunerable to Covid-19. Four hospitals in Danang city had to be closed, more than 10 medical staffers were infected, and 15 Covid-19 patients died. From Danang experience, hospitals in Hanoi need to tighten up control of visits and apply safety measures.

“With only one patient being infected with coronavirus, a the hospital would be at risk of being closed,” Dr. Khue stressed.

At the Hanoi-based Bach Mai Hospital, Dr. Nguyen Viet Hung, head of the Department of Infection Control, said that his hospital’s primary goal is to prevent cross-contagion among medical staff, patients, caregivers, and related people in the hospital.

Dr. Le Van Quang, director of the Hanoi K (Cancer) Hospital and head of the hospital’s Covid 19 prevention steering committee, asked the patients and their family members to report online before going to the hospital. The hospital has built a website at https://www.khaibaoyte-bvk.com and requested patients to make online medical declarations through it.

“Online medical declaration is not only compulsory for the patient, family members, and visitors to the hospital, but 100% of health workers must also take it seriously. Those failing to declare would not be allowed to enter the hospital,” Dr. Quang emphasized.

A library in the center of Vietnam’s floodplain

A special library has been opened in a flood-prone village just outside Hanoi, working to develop a love for reading among children, as well as keeping them safe whenever the area is inundated.

The library is located in Nam Phuong Tien Commune in the outer district of Chuong My, one of the floodplains in northern Vietnam.

Nhan Ly is also known as the center of floods during this period as the village always suffers greatly when nature starts pouring rain in summer.

During this period of time, it is rather dangerous for children to spend time outdoors as there is a high risk of falling into water, leading to drowning, or being swept away by the stream.

Hence, in the summer of 2018, Hallo World Library was established so as to ‘keep’ the children indoors without boring them, but rather ensuring their safety, according to its founders.

‘Inspired by floods’

During the flooding season in October 2017, co-founder of Hallo World Library Nguyen Quoc Tuan came to Phung Xuan Truong, an ‘unofficial’ teacher of the village, to propose the idea of creating a small reading corner for children in the neighborhood.

Phung Xuan Truong, who only finished eighth grade in Vietnamese 12-year education system, teaches local children, thus considered their teacher, even though he has never taught at school.

The two began a ‘trial mode’ for Hallo World in early 2018, and officially opened the library on March 16, 2018, shortly after the founders obtained the permit from the village’s authorities.

Ever since, the library and its supporters were always doing their best to provide children with books and make books more accessible.

Hallo World Library was inspired very differently from what most people would expect.

It was inspired by floods.

Having grown up in the village, Truong has experienced countless flooding occurrences.

Whenever flood reappears, the electricity is cut, leaving children in boredom within four walls of their own house as schools close during this period of time.

“There have been many children who unfortunately drowned because of carelessness, which inspired me to do something so as to keep these children indoors,” Truong said.

In 2015, a charitable program run by national broadcaster VTV came to the village, and Truong told them that he wished the neighborhood would have a bookshelf.

“VTV realized my wish and my house then turned into a place where children would gather to read,” he recalled.

It was that single bookshelf that has become the Hallo World Library today, following the meeting where Truong listen to, and quickly agreed on, the proposal by Tuan last year.

“That’s how Hallo World came to live at my house,” he said.

Building the love for books

Just like any other library, Hallo World aims at teaching children to love books and find pleasure in indulging in reading as the founders believes it is a matter of habit.

Most Nhan Ly children cannot afford buying books they are interested in, so it should come as no surprise that they grow up being ignorant towards books and not having a reading habit.

According to Truong, it is crucial to develop the habit of reading for children from the very beginning, even though one cannot just give children these books but also needs to have tricks to lure them into the world of books and stories.

Hence, during the first days of the library, the two founders had to use their own money to hold activities, such as painting competition, weekly “Read and Tell stories” sessions, and English camps, among others, to attract children to visit the library.

Most books at Hallo World are donated by charities and social organizations.

The supporters of the library not only aims at helping children in Nhan Ly, but also have a desire to help as many children of other poor villages as possible.

According to Truong, it is important for books to achieve their “destiny”, meaning they need to be read and used by others rather than just be put away in storages and boxes.

Hence, Hallo World also has plans to give away as many books as possible so that public reading corners could be opened in other villages as well.

For instance, before the flood came to the village, the library gave away seven bags of books, which contain over 1,000 textbooks contributed by charitable organizations and members of the society, to other villages in northwestern Vietnam.

Supportive community

Hallo World Library’s activities have been receiving significant support from community, volunteers, and other individuals.

Organizations, as well as individuals, have donated textbooks, books, stationery, and money, to the library.

Nhan Ly villagers, on the other hand, contributed by providing necessities such as rice, beverage, or vegetables.

For instance, a local teacher named Hiep donated pork and tofu when Hallo World Library was holding summer activities.

“We are farmers so whatever tasty we make, we give it to Truong and the library for support,” he said.

“He is disabled but has a great heart.”

On the days with high levels of flood, one can easily find a great number of children having their heads in books at Hallo World.

Even though the library is yet to celebrate its first birthday, it has already experienced one of the most severe floods in the history of the region, which lasted from end of July until early August this year.

When the water only reached ankles of pedestrians, the library was still opened and welcomed children of the neighborhood to come over and read.

On July 22, the water level was too high for the library to open, or for children to be able to come.

However, the unfavorable weather conditions could not prevent volunteers from delivering books to children during that day. Instead of having children look for the books, Hallo World Library supporters had books looking for children.

On those days when the water level was too high, Hallo World Library would stack books on boats and carry them to children’s houses so that they do not get bored.

“We usually say the books ‘sneaked out of the house’ to hang out with the children,” Tuan said.

“The volunteers are from the village so every morning and every afternoon they have to cross the flooded streets to bring books to children.

“We believe that wherever children are, there will be Hallo World books!”

A unique ‘librarian’

Having been diagnosed with muscle entropy, a condition in which patient loses great masses of muscle, Truong, born in 1979, had to give up his studies right after finishing Grade 8.

Being surrounded by nothing but four plain walls, the young Truong asked his parents to open a shop where he can sell some necessities so as to make his life slightly more eventful.

It was during this time that the unfortunate teenage Truong learned to write with his mouth to be able to keep record of the money others owe him while he was selling the goods.

After spending days, weeks and months practicing, his teeth managed to hold the pen still and the neck adjusted to the right movements required for writing, helping him to attain beautiful ‘handwriting.’

Having found his own interest, he started thinking about unfortunate children in his neighborhood who did not have anyone to help them with their studies.

Hence, he gathered children in the neighborhood and offered them with free lessons to read, write, and do math whenever they have free time.

Some parents from other villages also bring their children to “teacher” Truong after hearing rumors about his wholeheartedness and dedication to teaching children.

Many students have difficulty following the lessons at school, but thanks to the help from Truong, they quickly learnt all the necessary skills.

In some cases, students are disabled and unable to attend school so Truong offers to come straight to the children’s houses to teach them everything he knows.

For the past year, with Hallo World Library, Truong became both a teacher and a librarian of the children.

Right after math, reading, and spelling class, the children look for books they might enjoy or receive textbooks donated for students.

Even though being a librarian is usually not a simple job as it requires constant categorizing of the books, Truong enjoys his relaxing ‘job’ as he already instructed the children to categorize the books.

Hence, even if the room might seem messy with different books lying around the room, all of them are put in their place at the end of the day under various categories including education, comic books, science, and geography, among others.

Truong not only is a great teacher, he also contributes greatly to society.

However, as Truong’s health is getting worse, he is already thinking about how to sustain the library when he can no longer be there on daily basis.

Truong believes that the best solution would be to seek help from the local culture house, or the elderly in the village.

Even though Hallo World Library is adored and favored by children in the village, Truong still has hopes and plans to further develop it.

“I really want for the library to become a place for farmers to come to if there were other categories like law or agriculture,” he elaborated.

“I also desire volunteers good at foreign languages to come to help children of this poor village so that they can know little English and not fall behind the developing society.”

Bangkok (NNT/VNA) – The Thai Ministry of Labour has opened one stop service (OSS) centres across the country to process the documents of migrant workers.

In Bangkok, OSS centers opened their doors at the Ministry of Labour, Tang Hua Seng Department Store, Sirindhorn Hospital and Holland Park.

Currently, there are 158,011 migrant workers in Bangkok. Of this figure, 120,692 have already had their nationalities verified while 37,319 others will now follow suit.

Those that have already completed the nationality verification process and received a health checkup, now have until the end of May to obtain work permits at the OSS centres .

Migrant workers whose nationalities and medical condition have not yet been checked, have until the end of June to go through all procedures.

Each OSS centre can process up to 1,000 workers per day. Alien workers outside Bangkok are expected to meet the same deadline.

Meanwhile, Labour Minister Pol Gen Adul Saengsingkaew has asked OSS centre officers to assist migrant workers throughout the process.-VNA

Digital conversion in medical sector targets better service for the public: health minister

The official was speaking at the plenary session of the Vietnam Health Sector’s Digital Conversion Conference which took place in Hanoi on December 30.

According to the minister, despite having to fight the COVID-19 epidemic, the health sector has made solid efforts in digital transformation, initially recording encouraging results. Specifically, in the administrative field, 100% of administrative procedures in the sector have gone online at level 4 – the highest of Vietnam’s online public service system, while 100% of documents at the Ministry of Health are now being electronically processed with digital signatures applied, along with the continued reduction of paper records and administrative procedures in order to facilitate people and businesses.

Regarding the prevention of COVID-19, Long said that there are many lessons for successful epidemic prevention, one of which is to focus on promoting the application of IT, from which many software and applications have been born to serve in the fight against COVID-19. Vietnam was the first country in the world to apply electronic medical declarations to facilitate tracing and zoning work.

One of the most impressive activities is how the health sector has helped many people in different regions access quality medical services right in their residence, thanks to the deployment of a remote examination and treatment system. Within a short period of 45 days, the Ministry of Health, in collaboration with other related units, opened 1,000 remote medical service venues and by the end of this year, there were 1,500 established.

Long added that the system will connect all medical facilities across the country, as one of the top requirements of the Ministry of Health to improve the quality of medical examination and treatment on a spar amongst regions.

It is expected that by 2025, 100% of health facilities will participate in the remote medical examination and treatment system, including the private health system.

At the conference, the Vietnam Medical Network, the V20 Grassroots Medical Platform and the Electronic Health Record Platform were officially launched, the first an internal social network made by Vietnamese experts to help connect health workers across the nation in order to share their expertise.

V20 is a software for grassroots medical management that will come into use from January 2021, applied to nearly 12,000 clinics across the country to eliminate paperwork. With this software, departments of health can survey all the data of commune health stations in their localities, while the Ministry of Health can also refer to such data.

Meanwhile, the e-health record platform will help better manage health records of patients nationwide with nearly 98 million records getting updated regularly by health authorities. According to Minister Long, from July 2021, all outpatients will have to have electronic personal health records, and paper copies will be completely removed.

HCMC – As Hai Duong Province has ended 15 days of social distancing from today, March 3, many places in the northern province have been allowed to resume interprovincial passenger transport services.

In the districts of Binh Giang, Thanh Ha, Ninh Giang, Gia Loc, Tu Ky, Nam Sach and Thanh Mien, and Chi Linh City, passenger transport vehicles can resume their operations as normal but they have to practice the Health Ministry’s Covid-19 safety protocols.

As for Hai Duong City, Kinh Mon Town, the districts of Cam Giang and Kim Thanh, which were asked to follow Covid-19 infection prevention and control guidelines in line with the prime minister’s Directive 15, passenger transport vehicles can resume normal operations but were told to refrain from getting out of the province.

Before the social distancing order in Hai Duong was lifted, the provincial Transport Department had written to its counterparts in seven neighboring provinces and cities, comprising Hanoi, Haiphong, Quang Ninh, Bac Giang, Bac Ninh, Hung Yen and Thai Binh, proposing that they work with the local authorities to create optimal conditions for transport vehicles from Hai Duong to facilitate the transport of commodities.

However, in Quang Ninh, which is one of the first two provinces to be hit by the latest Covid-19 resurgence, the provincial government has yet to allow the resumption of interprovincial passenger transport services. Moreover, those coming to Quang Ninh from virus-hit areas in other provinces and cities nationwide have to use paid quarantine services.

Việt Nam’s COVID-19 vaccination drive likely to begin next week: Health official

HÀ NỘI — Việt Nam’s COVID-19 vaccination will begin right after the health ministry receives an accreditation certificate from the Republic of Korea (RoK) for the COVID-19 vaccine batch that arrived on February 24, which is due later this week or early next week.

Deputy Minister of Health Trương Quốc Cường made the announcement at the Government’s regular press conference in Hà Nội on Tuesday, in response to questions over vaccination progress after the first 117,600 doses of Oxford/AstraZeneca, manufactured in RoK, bought commercially via Việt Nam Vaccine Company (VNVC), had arrived in Việt Nam.

The Ministry of Health has assigned the National Institute for Control of Vaccine and Biologicals to verify the batch, which has been basically completed. It is now waiting for an accreditation certificate from the RoK before health authorities can begin inoculations.

According to the official, the vaccination effort is in line with the Government’s Resolution No. 21/NQ-CP on the purchase and use of COVID-19 vaccines, which details nine priority groups for free inoculations – including frontline workers (medical staff, public security and military officers, workers directly involved in the pandemic efforts; customers officers, diplomats sent overseas on official missions; teachers and front-facing public administrative offices; essential service workers; elders above 65 years old, people in outbreak regions; the poor; among others).

Besides these groups, pandemic-hit localities will also be prioritised and the northern province of Hải Dương, the epicentre of the current community outbreaks that have logged nearly 700 COVID-19 cases to date, will be one of the first provinces and cities to get access to the vaccine.

According to the Resolution, individuals and organisations are also encouraged to voluntarily pay for vaccine shots.

When more vaccines are readily available, the Government is ready to expand inoculation for all having demand to achieve community immunisation.

As scheduled, another batch of Oxford/AstraZeneca vaccine along with vaccines from COVAX Facility will be delivered in late April. The ministry has prepared infrastructure and resources for storage and vaccination, Cường said. — VNS
