CAAV proposes resumption of international flights

The Civil Aviation Authority of Vietnam (CAAV) has submitted a plan on the reopening of international flights in three stages to the Ministry of Transport (MoT)

Only ‘combo’ flights for Vietnamese citizens will resume in the first phase. Vietnamese carriers will work with partners, diplomatic missions, and localities arranging quarantine areas. A combo ticket includes a flight ticket, COVID-19 testing, quarantine, living cost, and vehicle to pick passengers up from the airport to hotels for quarantine.

The second phase is set to begin from July, with regular flights bringing passengers to Việt Nam restarted. After arrival, entrants including Vietnamese citizens and foreigners have to stay in quarantine.

Flights will initially be on routes between Việt Nam and Japan, the Republic of Korea, and Taiwan (China). The number of weekly flights arriving in Việt Nam will total 24, with up to 7,000 passengers going into quarantine.

The third phase may start in September, depending on the COVID-19 vaccination process in Việt Nam and an assessment on herd immunity after that. Passengers on the flights need not go to quarantine upon arrival as “vaccine passports” will be in place.

The CAAV said that the plan will be applicable to countries and territories that accept the effectiveness of the COVID-19 vaccines Việt Nam has authorised for use.

Võ Huy Cường, CAAV’s deputy director, said: “Flights will only be licensed after the quarantine reception plan is agreed by the locality.”

To do so, the airline must submit a flight plan that must include the local approved quarantine admission plan where the airport is located.

CAAV said the deployment market included countries and territories that have announced the acceptance of the COVID-19 efficacy of the same vaccine that Việt Nam has announced for widespread application.

Accordingly, there will be no centralised isolation required for passengers who test negative for SARS-CoV-2 using Real-time PCR technique for between three and five days before entering Việt Nam and with the vaccinated certificate from their government-approved vaccination establishments or under the World Health Organization (WHO) vaccination facility system for COVID-19.

Passengers after entry must declare to the local authorities their place of residence and isolate themselves for seven to 14 days while passengers who do not have a certificate of negative test for SARS-CoV-2 and vaccinated certificates must be on a paid quarantine package for 14 days.

On March 17, Prime Minister Nguyễn Xuân Phúc requested related ministries and branches to review and study the reopening of international routes step by step, preparing plans to deploy the application of “vaccine passports” and controlled trade.

A “vaccine passport” is known as an immunisation certificate in the form of a carry-on document or information published online to confirm an individual’s vaccinated status. In that case the individual can be allowed to travel to another country with no quarantine requirements after entry.

China was the first country to recognise the application of COVID-19 vaccination results to remove all restrictions and quarantine requirements for people who have been vaccinated while travelling within China.

The United States and Europe also supported such a solution and they were working on an agreement on the effectiveness of one or more vaccines against COVID-19.

Responding to the plan, Vietnam Airlines said it would resume international routes between Hà Nội – Narita (Tokyo, Japan), Hà Nội – Incheon (Seoul, South Korea), Hà Nội – Sydney and HCM City – Sydney (Australia), from April 1. In addition, the national airline also planned to launch package flights from Japan, South Korea, and Taiwan (China) after being licensed from the authorities.

HCMC – The Civil Aviation Authority of Vietnam (CAAV) has proposed three stages for the resumption of international passenger flights to Vietnam.

In the first stage, Vietnam will resume combo flights for Vietnamese passengers. Vietnamese airlines will collaborate with travel companies, Vietnam’s foreign commissions and local authorities to operate the flights and quarantine the passengers at hotels after they arrive in Vietnam.

The airfare will comprise the air ticket, the Covid-19 testing fee, the room rates and meals for 15 days and bus services between the airports and the hotels.

Combo flights will be operated together with the Government’s repatriating flights. For repatriating flights, the passengers will be quarantined at quarantine centers instead of hotels.

In the second stage, Vietnam will operate regular flights for both Vietnamese and foreign passengers from July 2021. The passengers will have to be quarantined upon arrival but they are not required to have a Covid-19 testing certificate.

The country expects to operate 24 flights a week carrying 6,000-7,000 passengers from Japan, South Korea and Taiwan to Vietnam. Passengers from each flight will be quarantined in two or three different hotels.

The airfare will comprise the air ticket, the Covid-19 testing fee, the quarantine fee and meals for 15 days and bus services between the airports and the hotels.

In the third stage, Vietnam will operate regular flights for both Vietnamese and foreign passengers holding a vaccine passport from September 2021.

The flights will be for people from countries that use the same Covid-19 vaccines as Vietnam. The airlines of each side will be allowed to operate seven flights a week.

People who have a certificate proving that they tested negative for Covid-19 three to five days before arriving in Vietnam and an international Covid-19 vaccination certificate will self-isolate at home for seven to 14 days, according to the Ministry of Health’s guidance. People who don’t have these certificates will have to undergo a 14-day paid quarantine period.

HANOI – The Civil Aviation Authority of Vietnam (CAAV) has ordered Bamboo Airways to ensure that the number of air tickets being sold does not exceed the confirmed take-off and landing slots.

If the airline continues to do so, it will not be allocated slots for increased flights within six months, according to CAAV’s order.

On checking and monitoring the ticket sale activities of local airlines, the authority found Bamboo Airways selling tickets that exceeded the number of confirmed slots, leading to the order signed by Vo Huy Cuong, deputy director of the authority, on April 1.

If the air tickets being sold outnumber the confirmed take-off and landing slots, many flights will fail to take off, affecting the work and travel commitments of passengers, according to CAAV.

Besides, the excessive ticket sales will affect the long-term goal of helping local airlines recover after the coronavirus pandemic due to the rising travel demand and fierce competition.

HCMC – The Civil Aviation Authority of Vietnam (CAAV) has proposed allowing passengers who hold a Covid-19 vaccine passport and possess a medical certificate with a negative Covid-19 test result to enter Vietnam.

A representative of the authority said today, April 6, that it had proposed the Ministry of Transport report the plan to roll out Covid-19 vaccine passports to the Government to reopen international air routes.

The aviation industry is facing multiple difficulties due to the coronavirus pandemic, so the reopening of international air routes is necessary, the representative said, adding that allowing passengers to use Covid-19 vaccine passports to enter the country is an effective solution.

A vaccine passport or a green pass is a document or app that stores personal information, identity cards, or passports and medical data such as a Covid-19 test result, proof of vaccination and a health certificate.

Using digital vaccine passports will restrict the falsification of certificates, help competent agencies easily scan the passports via QR codes and ensure information security for passengers, according to CAAV.

Many countries have rolled out Covid-19 vaccine passports. For example, China has issued paper vaccine passports and electronic ones that can be scanned via QR codes, while Hungary has given vaccine passports to those who have made a full recovery and got two shots of the Covid vaccine.

Israel has adopted the policy of a vaccine green pass since February 21. Israelis can download an app called the green pass after vaccination to gain access to venues and events, the local media reported.

Earlier, former Prime Minister Nguyen Xuan Phuc had asked the competent agencies to consider and study the resumption of international flights and to prepare well to launch Covid-19 vaccine passports.

HCMC – The Civil Aviation Authority of Vietnam (CAAV) has proposed that the Airports Corporation of Vietnam (ACV) urgently install the lighting system at night for the Con Dao Airport in the island district of Con Dao, Ba Ria-Vung Tau Province, to increase the airport’s capacity.

According to CAAV, despite the Covid-19 pandemic, the number of flights to and from Con Dao has risen sharply over the past year. However, the Con Dao Airport’s infrastructure remains underdeveloped. Without a night lighting system, the airport has only been able to receive flights during the day.

CAAV said building a night lighting system will help airlines increase the flight frequency or launch new routes to the airport, contributing to boosting local tourism.

There are currently two airlines operating air routes to Con Dao. The Vietnam Air Services Company offers flights between HCMC and Con Dao using the ATR-72 aircraft, while Bamboo Airways operates flights to Con Dao from HCMC, Hanoi and Haiphong using the Embraer 195 aircraft.

Although the flight frequency to the Con Dao Airport has increased significantly over the past several years, tickets of some routes have been sold out due to high demand. Many Bamboo Airways flights to Con Dao in April or May have been sold out or there are only business class tickets left. Since mid-February, Bamboo Airways has transported more than 70,000 passengers to Con Dao.

The Con Dao Airport was built in 1947. In 2004, it was upgraded to the 3C standard with four parking lots capable of receiving ATR-72 or similar aircraft. The airport’s terminal covers nearly 3,800 square meters and is capable of serving 200 passengers at a time.

According to the aviation development plan toward 2030, the Con Dao Airport will be upgraded to a civil and military airport of the 4C standard. It will cover 141 hectares and be capable of receiving 2 million passengers a year.

The Con Dao Airport is located on Con Dao Island and investing in lighting for night operations is difficult due to weather and environmental conditions. As the airport is not permitted to operate 24 hours a day, flights only take off and land during the daytime.

According to the CAAV, this affects operational capacity at a time when Vietnamese carriers are opening more flights to Con Dao – one of the most beautiful and pristine islands in Vietnam.

A lighting system would therefore help the airport increase capacity, facilitating travel and promoting local socio-economic development.

FLC Group, the owner of Bamboo Airways, has proposed Ba Ria-Vung Tau province and the ACV approve funding for the installation of lights at the airport to allow it to increase flight capacity at night.

Two Vietnamese airlines currently conduct flights to Con Dao – Bamboo Airways and VASCO, an affiliate of Vietnam Airlines. Bamboo Airways conduct flights linking Con Dao with Hanoi, Hai Phong, Vinh in Nghe An province, and Ho Chi Minh City, while VASCO operates HCM City-Con Dao flights.
