The Hanoitimes – It is important to avoid stagnation during the transportation process of input materials for production and of agricultural products in Covid-19-hit-areas, Deputy Prime Minister Trinh Dinh Dung has said.

Deputy Prime Minister Trinh Dinh Dung instructed local authorities to soon clear the hurdles for the smooth distribution and sale of farm produce affected by the Covid-19 pandemic.

Over the past few days, the fact that Hai Duong province became a pandemic hotspot has caused difficulties for traders to ship agricultural products out of the province, due to strict anti-Covid-19 measures imposed by neighboring localities.

Under this context, Deputy PM Dung requested related government agencies and provinces/cities, including the Ministry of Health, Ministry of Transportation, and Ministry of Agricultural and Rural Development, to create favorable conditions for the movement of goods for timely exports and distribution.

“This is particularly important for input materials for production and agricultural products in Covid-19-hit-areas,” said Dung, adding it is important to avoid stagnation during the transportation process and  disruption to economic activities.

Meanwhile, the Ministry of Industry and Trade is tasked with promoting and expanding consumption markets for Vietnamese goods and products  both at home and abroad.

A report from Hai Duong Department of Industry and Trade revealed over 90,000 tons of agricultural products are facing sales stagnation.

“If not properly resolved, the issue could impact the supply chains and cause disruption to economic activities of multiple provinces/cities,” said Pham Thanh Hai, director of Hai Duong Department of Industry and Trade.

According to the MoIT, the main reason is that drivers from high risk areas are required to have Covid-19 negative testing result certificate, but health facilities currently only carry out such tests for people under quarantine, and not open for on-demand.

“Certain provinces do not accept testing results from private health facilities,” stated the MoIT, referring to the fact that the Hai Duong Center for Disease Control (CDC) was designated by Hai Phong’s authorities as the only qualified center for Covid-19 testing.

The MoIT also raised concern from the lack of a uniform safety procedure during the production and distribution of agricultural products from Covid-19 zones to other localities, leading to  conflicting measures from cities and provinces.

The Hanoitimes – The project is Vietnam’s largest on information technology, modernizing population management with the application of science and technology, based on the national population database and ID.

With a total investment of more than VND3.3 trillion (US$150 million), the project was approved by Prime Minister Nguyen Xuan Phuc in 2015. This is Vietnam’s largest project on information technology so far, modernizing population management with the application of science and technology, based on the national population database and ID, the MPS said on its website.

Components of the project are building technical infrastructure, leasing transmission infrastructure, and building application software systems. It will form the basic content of the national scheme on simplifying administrative procedures, the management of citizenship documents and population databases.

The MPS is responsible for building the database to store, standardize, digitize and manage the basic information of all Vietnamese citizens. The task has required the re-arrangement of the organizational structure of the ministry’s Police Department for Administrative Management of Social Order.

To deploy the task, the department reduced its units from 11 to 6, including one special unit – the National Center for Population Database which is a merger of five units.

Senior Lieutenant Colonel To Anh Dung, deputy director of the Police Department for Administrative Management of Social Order, was appointed to concurrently hold the position of director of the center.

Speaking at the launching ceremony, Deputy Minister of Public Security Nguyen Duy Ngoc suggested that the Police Department for Administrative Management of Social Order should continue to coordinate with professional units to advise ministry and government leaders in reporting on the revised Residency Act to the National Assembly.

The Hanoitimes – Vietnam’s environmental ministry is not encouraging development at all costs of small hydropower projects.

The National Assembly has disapproved more than 400 small hydropower projects which fail to meet regulations on preventing flood and water, according to Minister of Natural Resources and Environment (MoNRE) Tran Hong Ha.

Minister Ha told local media on October 24 that the large-scale hydropower plants are well complying with the flood prevention and water regulations for the dry season. Therefore, the MoNRE is not encouraging the development at all costs of small hydropower projects.

The minister stressed that the historic flood in the central region has been caused by climate change. This is a combination of several natural disasters at the same time with the scale unseen for decades.

The ministry has considered that development of small hydropower plants should not be continued. Wherever a small hydropower plant is necessary, its construction should take into consideration environmental issues, life of aquatic animals and sediment maintenance to ensure harmony with the environment.

He hoped that the management tools for environmental impact assessment and environment regulations will gradually restore the environment. “Human beings must live in harmony with and respect nature”, he said.

The draft revised Law on Environmental Protection has also identified projects dumping large amount of waste and causing severe impact on the environment for centralized management. It also removed unnecessary administrative procedures for environmentally-friendly projects that will contribute to socio-economic development.

The draft law was submitted to the National Assembly in mid-2020 and is expected to be approved on November 11.

The Hanoitimes – The repatriation has started from April 10 and all returnees need to undergo mandatory quarantine upon arrival.

“As many as 13,323 returnees who were stranded in many countries and territories have been back to homeland on 55 repatriation flights since April 10,” Spokesperson Le Thi Thu Hang of the Ministry of Foreign Affairs (MOFA) said at a press conference on July 16.

Hang said that since the spread of Covid-19 from the beginning of the year, many countries have imposed movement restrictions and suspended commercial flights, leaving a number of Vietnamese people stranded across the world.

For that reason, Vietnamese authorities have cooperated with foreign countries’ agencies and airlines to make repatriation flights possible. The repatriation has closely followed requirements on temperature screening and mandatory quarantine, Hang said in a statement.

She added that Vietnam would continue operating repatriation flights basing on demand and domestic quarantine capacity.

Regarding cheats that may happen online to Vietnamese people who need to return home, the spokesperson said the Ministry of Foreign Affairs’ Consular Department and overseas Vietnamese missions have publicized news and ticket buying procedures to provide official information on the repatriation.

With the registration for flights home, authorized agencies have a list of people in deed and the authorities themselves email each person involved.

“We advise Vietnamese people to closely follow instructions by the Vietnamese missions abroad and proceed with the ticket buying only when receiving email from those agencies,” Hang warned.

Earlier this month, Vietnam’s Prime Minister Nguyen Xuan Phuc asked government agencies to bring home another 14,000 Vietnamese citizens in the course of rising global infections of coronavirus.

The returnees will be those in the priority list: Children under 18, the elderly, the sick, laborers with expired contracts or no accommodation, students without dormitories, stranded tourists, and others of special cases.

In addition, the repatriation needs to meet requirements on safety and quarantine capacity.

All expenses for the 14-day quarantine in Vietnam are free of charge.
