On average, the delta’s communes met 16.9 of the 19 criteria set under the national programme to build new-style rural areas at the end of last year, according to the Ministry of Agriculture and Rural Development. The criteria cover infrastructure, transport, irrigation, electricity, the environment, income, education, healthcare, social security, and culture. Also at the end of last year the delta had 70 per cent of its communes meeting all criteria, the ministry said. In Cần Thơ City and Bạc Liêu Province, all are new-style rural communes. At the seminar "Restoring and developing Viet Nam's aviation industry in a new context" organised by Communist Review, in collaboration with the Ministry of Transport (MoT), experts said the air transport industry has been seriously affected and they urge the government to create the market and the development corridor as a key to return to the growth trajectory of the aviation industry. Gunman kills 18 children, 3 adults in Texas elementary school, officials say
UVALDE, Texas -- A teenage gunman opened fire at an elementary school in South Texas on Tuesday, killing 18 children and three adults before the suspect was also killed, officials said, in the latest spasm of mass gun violence sweeping the United States. Governor Greg Abbott said the suspect, identified as 18-year-old Salvador Ramos, was apparently killed by police officers responding to the scene, and that two officers were struck by gunfire, though the governor said their injuries were not serious. Authorities said the suspect acted alone. Abbott told a news conference hours after the shooting that 14 schoolchildren had been slain, along with one teacher. VNA/VNS Photo HÀ NỘI The trans-Việt Nam 2,744-km-long Hồ Chí Minh Expressway Project was planned to open in 2020 but so far only around 86 per cent of the work has been completed, Minister of Transport Nguyễn Văn Thể told National Assembly deputies on Tuesday. In particular, the Government has yet to arrange investment for about 171km of the expressway, he said. The Hồ Chí Minh Expressway project approved by the National Assembly in 2004 was once expected to be completed in 2010, with a total length of 3,183km, including its main line of 2,499km and a western branch of 684km long. Passing through 28 provinces and cities from Pác Pó in the northern Cao Bằng Province to Đất Mũi in the southernmost province of Cà Mau, the expressway project was estimated to receive a total investment of VNĐ99,170 billion (US$4.3 billion).
