* Brazil recorded 67,636 additional confirmed cases of coronavirus in the past 24 hours, along with 2,929 deaths from COVID-19, the Health Ministry said on Saturday. Brazil has registered more than 13.9 million cases since the pandemic began, while the official death toll has risen to 371,678, according to ministry data.

* Mexico’s recorded another 4,157 coronavirus cases and 535 new deaths on Saturday, according to health ministry data, bringing the total number of cases to 2,304,096 and 212,228 deaths.

* Russia reported 8,632 new coronavirus cases in the last 24 hours on Sunday, including 2,252 in the capital Moscow, taking the national tally to 4,702,101. The country also reported another 389 deaths, raising the official toll to 105,582.

* The number of confirmed coronavirus cases in Germany increased by 19,185 to 3,142,262, data from the Robert Koch Institute (RKI) for infectious diseases showed on Sunday. The reported death toll rose by 67 to 79,914, the tally showed.

* Syria will hold its presidential election on May 26, the country’s parliament said on Sunday. The door for nominations will be open as of Monday for 10 days. Syrians abroad will vote on May 20.

* The French government has pledged EUR1 billion (US$1.2 billion) of financial aid for farmers who were worst affected by this month’s spring frosts and cold weather, the prime minister’s office said late on Saturday.

* The number of coronavirus patients in intensive care units in France has fallen and the number of patients in hospital has also dropped, the health ministry said on Saturday, in a sign that pressure on the medical system is easing.

* More than 600,000 first and second doses of coronavirus vaccine were administered in Britain in the space of 24 hours, according to data released on Saturday.

Asian economy to grow 6.5 pct in 2021: report

The figure represents a significant rebound from the 1.7-percent contraction registered last year, said the report titled “Asian Economic Outlook and Integration Progress,” citing data from the International Monetary Fund (IMF).

South Asia will see its economy grow 9.7 percent this year, the fastest growth in the region, the report said, citing the IMF.

East Asia is expected to see its economic growth hit 6.5 percent during the same period, the report showed.

The report attributed the relatively high growth rate to effective epidemic control and orderly production and work resumption in China and the Republic of Korea, among other factors.

The Asian economy has taken up a growing share of the world economy. Measured by purchasing power parity, the region’s economy is expected to account for 47.9 percent of the world’s total in 2021, up from 45.3 percent registered in 2017, according to the IMF data the report cited.

Despite the impact of the COVID-19 pandemic, the Asian economy has presented many highlights and opportunities, according to the report.

Asian economies have introduced new measures to promote the digital economy, advancing digital infrastructure construction and international digital cooperation, among other initiatives.

The digital economy has helped promote production resumption, stabilized the economic situation, and become a new driving force for Asia’s economic growth in the future.

The economic and trade cooperation among Asian countries has continued to deepen.

By February 2021, 186 regional trade agreements were in force, accounting for 54.9 percent of the global total, the report said, citing data from the World Trade Organization.

In particular, the signing of the Regional Comprehensive Economic Partnership Agreement in November last year will further accelerate the Asian economic integration, said the report.

Lan dot bien, or mutant orchid, has become a hot keyword on online forums as people believe the flowers can help them make a fortune.

In March, two mutant orchid transactions occurred in Hung Yen province, with the value of tens of billion of dong.

In Thuan Hung commune in Khoai Chau district, six Ngoc Son Cuoc mutant orchids were sold for VND34 billion. Meanwhile, Hoi Hoa Lan Pho Hien (Pho Hien Orchid Association) in Hung Yen City reported a record deal where one orchid sold for VND40 billion.

Also in March, B.H.T, the owner of an orchid garden in Hai Phong City, said he sold 5,000 Ngoc Son Cuoc mutant orchid seedlings for VND250 billion.

T said in his 12 hectare orchid garden, there are Ngoc Son Cuoc mutant orchid species valued at VND30 billion per plant.

Prior to that, on July 2, 2020, orchid collectors were talking privately that there was an orchid called ‘Huyen thoai buom dai ngan’ (Legend of a jungle butterfly). The owner of the orchid affirmed that it did not resemble any other orchid flower.

After that, they heard that one kie (the bud arising from a tree knot) from this orchid sold for VND15 billion.

Buying frenzy

The Vietnam Seed Association affirmed that mutant orchids have not been recognized by the Ministry of Agriculture and Rural Development as an orchid species for official circulation in the market.

Prosperous businesspeople have been willing to spend hundreds of billion of dong to buy mutant orchids, and many households have mortgaged their land, houses and assets to borrow money from banks to trade mutant orchids.

However, they have tasted bitterness because of their dream of getting rich from the charming flowers.

“I was tricked. I spent VND10 billion to buy mutant orchids. But the flowers are violet. Real mutant orchids must have a white jade color,” Nguyen Van Su from Vinh Phuc told Lao Dong newspaper.

The money Su used to buy the orchids came from loans from banks and relatives.

Su tried and failed to contact the gardeners he bought orchids from, including B.N in Chuong My, H.C in Hoai Duc, L.B.D in Dong Nai province, T.V.T and T.V.D in Hoa Binh.

The dozens of orchid plants Su bought were priced between VND70 million and VND1 billion.

On April 12, the community of orchid collectors was stirred up by the news that the owner of a mutant orchid garden in Ung Hoa district in Hanoi had fled with VND200 billion.

T is one of the victims of the gardener. N.H.P, 30, the younger brother of T, told reporters that T had a good business which brought VND3-5 billion a year. However, he later decided to “play big” by cooperating with C, the gardener.

Under the agreement between them, C provided mutant orchids to T for sale. However, T found that the orchids were not mutant. He then had to sell his car and land to pay his debts.

How did this begin?

In September 2020, the Di Linh district Police arrested Bui Van Sy, born in 1986 in Hoa Binh province. He was detained for four months in an investigation over the fraudulent act of selling mutant orchids, appropriating about VND2 billion.

In December 2020, the Tan Son district Police prosecuted and detained Bui Van Diep, 24, Dinh Van Do, 21, and Dinh Van Su, 31, from Hoa BInh province for swindling and appropriating citizens’ assets.

The three men had separated real mutant orchid flowers and attached them to normal orchid plants with glue and sold them as mutant orchids. They had appropriated VND1 billion by the time they were discovered.

More recently, on January 14, the Yen Thuy district Police detained Ta Thi Suoi Van, 29, and prosecuted her for selling counterfeit mutant orchids via social networks.

Van admitted that she had sold orchids that were not really ‘mutant’. Within one month, Van had earned VND4.6 billion from selling counterfeit orchids.

Lt. Gen. Nguyen Hai Trung, Director of Hanoi Police, on April 13 confirmed that the city’s agencies had received many complaints related to the trading of counterfeit mutant orchids.

Meanwhile, State Bank of Vietnam’s Hoa Binh Branch told commercial banks to tighten control over loans related to mutant orchids.

What do scientists say?

The Vietnam Seed Association affirmed that mutant orchids have not been recognized by the Ministry of Agriculture and Rural Development as an orchid species for official circulation in the market.

Tran Duy Quy, former director of the Institute of Agricultural Genetics, said there are about 35,000 orchid species in the world, including over 1,000 in Vietnam. Mutant orchids are very rare.

He said that the transactions of orchids valued at tens of billion of dong are “abnormal”. He said that people who have deep knowledge about orchids and planting techniques are aware of the difficulties in mutant orchid care and multiplication.

Regarding the value of mutant orchids, Dang Van Dong, deputy director of the Fruit and Vegetable Research Institute, said there has been no scientific research affirming the medicinal effects or other uses of the plant.

In other words, the inflated prices of mutant orchids is just based on growers’ personal sense of beauty and rarity.

In many cases, the mutant orchids that people see in reality or in images are not genetic variations, but are just genetic recombinations.

Giant container port operator, Viettel in strategic tie-up

HCM CITY — The country’s largest container terminal operator, Saigon Newport Corporation, and military-owned telecom company Viettel on Thursday (April 15) signed an agreement to promote the use of IT and develop logistics and other services.

They will join hands to develop eco-system services for the port’s customers and partners.

Port Community System, a national single window for sea -port operation services, smart operation systems and a data warehouse will be developed.

They plan to speed up development of smart warehouses and logistics centres in key economic zones across the country.

Development of e-commerce infrastructure will also be a focus.

Speaking at the signing ceremony, Senior Captain Ngô Minh Thuấn, general director of the port, said with the “comprehensive co-operation” Saigon Newport would underscore its leading position in maritime and port services.

It accounts for nearly 50 per cent of container export-import market, and ranks among the top 20 containers terminal globally.

Viettel has unveiled a mission of pioneering a digital society and its transition from a telecom services provider to a digital services provider.

It is among the world’s 500 most valuable brands according to the UK-based Brand Finance and valued at US$6.016 billion, up 3.4 per cent from last year. —VNS

Fishing industry suffering manpower shortage

THANH HÓA — Central provinces are facing a shortage of workers for the fishing industry in both quality and quantity, posing challenges to the sector as many boat owners are forced to sell their vessels and change jobs.

With a coastline of 102km, Thanh Hóa Province has a long fishing history. However, offshore fishing fleets in the province are struggling while fewer locals are involved in fishing.

The hustle and bustle in the past is absent at Lạch Hới fishing port in Sầm Sơn City, where once large baskets full of freshly-caught seafood were transported ashore and then delivered elsewhere.

Now, hundreds of big and small boats are anchored at the port, even though the first months of the year are considered the “golden season” for fishermen.

Nguyễn Văn Tuyên, director of Lạch Hới fishing port, said the number of ships arriving and leaving the port has reduced significantly in recent years.

“Our port now operates at about 35 per cent of its capacity,” he said, lambasting economic restructuring which has pushed local workers away from fishing.

Phạm Gia Sơn, a shipowner, said his family has fished for many generations.

“We used to make 3-4 fishing trips a month and need 12-14 labourers for a trip but we have faced a lot of difficulties in the past two years due to the scarcity of workers,” he told Quân đội nhân dân (People’s Army) newspaper.

Sơn said some people with years of fishing experience have shifted to other jobs.

“Although we are fully prepared to sail offshore, our ship is docked for days because we can’t find enough workers,” Sơn said, adding that there were trips that only the shipowner and chief engineer are professional and the rest are seasonal labourers.

Echoing Sơn’s opinion, Nguyễn Văn Long, director of Ngọc Sơn Seafood Processing Co.Ltd, said hiring seamen has been tough in recent years.

His company has six large ships specialising in fishing logistic services. Each trip requires 12-15 workers but they could only employ 8-10 people.

Due to the lack of labourers, the company has to hire workers from other localities, even inexperienced people from mountainous districts such as Quan Sơn, Quan Hoá, and Mường Lát.

Nguyễn Đức Cường, head of Thanh Hóa Fisheries sub-department, said the worker shortage was affecting many coastal areas of the province.

He said unstable income and hard work were causing fishermen to seek other work.

A decline in fisheries resources, the shrinking size of traditional fishing grounds and low efficiency were also problems.

There are about 1,290 offshore fishing ships out of the 7,096 total working fishing ships in the province.

The number of boats fishing near the shore has become overwhelming compared to offshore fishing vessels and overfishing near the shore has depleted marine resources. Many marine species are showing signs of strong decline and are even facing the danger of extinction.

The effect of the COVID-19 pandemic, storms and floods and extreme weather as well as the rising cost of gasoline and labourers have led to inactive fishing boats.

A similar situation has been reported in other central provinces including Nghệ An, Hà Tĩnh and Quảng Bình.

The number of labourers engaged in fishing has decreased in Nghệ An Province in recent years. Worse still, there are few seamen aged between 18 and 35 and 30 per cent of the marine workforce is more than 60 years old.

Nguyễn Văn Ước from Quỳnh Long Commune in Quỳnh Lưu District said he had joined with seven households in the commune to build a fishing boat with an engine capacity of 717CV.

However, they had to sell the ship at the end of last year for VNĐ1.7 billion (US$73,557), less than a third of the initial cost, because there were not enough seamen to man the ship.

Selling the ship meant they had to find other jobs.

Bùi Xuân Trúc, deputy head of Quỳnh Lưu District’s Agriculture and Rural Development Office, attributed the decrease in marine labour to the unreasonable occupational structure, shortcomings in exploiting and preserving seafood products after harvesting and increasing competition between localities.

“This requires fishing activities to renovate themselves to keep up with the current trend,” he said.

Coping with the labour shortage, many boat owners in Quảng Bình Province’s Bố Trạch District had to retain workers by paying their salaries in advance.

Shipowner Nguyễn Ngọc Hải in Bố Trạch District said: “It is difficult to recruit enough workers who will accompany us. Thus, labourers will get paid in advance to entice them.”

However, some people did not work for them after receiving the salary, he said.

Long-term solutions

As the shortage of labour has harmed the livelihoods of fishermen and fisheries exploitation and processing, localities in the central region have adopted solutions to deal with the problems.

Cường, the head of Thanh Hóa Fisheries Sub-department, said the province has encouraged boat owners to use modern equipment in fisheries exploitation such as sonar fishfinders and promote mechanisation in the fishing and net collection stages to boost exploitation efficiency and reduce the number of employees on the fishing vessel.

“In the short term, we are suggesting localities to have support policies for fishermen to change their jobs to ease their concern over income and livelihood.

“Special attention should be paid to reducing the pressure on exploitation in coastal areas,” Cường said.

Lê Cẩm Long, head of Bố Trạch District Agriculture and Rural Development Subdepartment, said for the fisheries to develop sustainably as well as bring adequate income to people, local authorities were directing communes to restructure occupations accordingly and expand the fishing grounds to the Trường Sa area to catch more valuable fish while reducing the pressure of exploitation in the Gulf of Tonkin.

Trần Như Long, Deputy Director of Fisheries Sub-Department of Nghệ An, said in the long-term, it was necessary to take measures to regenerate resources in the direction of both exploitation and protection due to declining marine resources.

“Only when the aquatic resources are well regenerated and people enjoy exploitation and have better income, then people will engage with the sea again,” he said.

Lê Ngọc Linh, Director of the Fisheries Sub-Department of Quảng Bình, proposed the Government study practical and long-term policies such as banning sailing during the fish breeding season and providing fuel for fishermen.

More attention should be paid to dissemination work, calling on fishermen to increase labour productivity and get training on how to exploit marine resources effectively, he said. — VNS

Dracontomelum – a beautiful and “tasty” legacy of Hanoi

Old dracontomelum or Sau trees give Hanoi a special present for their beauty and as a food.

Dracontomelum trees have been a part of Hanoi for a long time, beautifying the city, especially in April and May, as well as contributing an important ingredient for typical dishes.

Poetic picture in the foliage

Hanoi has special foliage seasons which are autumn and the time between spring and summer. It is when dracontomelum trees change their leaves, creating a poetic picture of the capital.

Dracontomelum is among popular trees planted for shading in Hanoi since the late 19th century. It can be found mostly in the streets of Tran Hung Dao, Phan Dinh Phung, Tran Phu, Dien Bien Phu, Ly Nam De, and around Hoan Kiem Lake in the center.

Old big dracontomelum trees with over a hundred years old and large shade have characterized Hanoi. Phan Dinh Phung, a street with the highest number of dracontomelum trees is considered the most beautiful street in the city.

Only a few days before summer arrives in April, Hanoi suddenly changes its coat. It is brightened by the yellow dracontomelum leaves under the golden sunlight.

When breeze blows, hundreds of leaves fall from the branch and fly in the air like an exotic rain of golden leaves. In fact, it rains very often this time and when it stops, dracontomelum leaves cover roofs and sidewalks, weaving beautiful yellow carpets of nature.

Particularly, different from deciduous trees that become bare in their abscission, dracontomelum’s young green leaves grow while old yellow ones fall down.

Moreover, clusters of white little flowers also start to blossom, spreading its gentle fragrance around, before dropping together with old leaves.

It seems that by shedding leaves, the trees are slowing the busy and bustling Hanoi a little bit and changed it into tranquil poetic town like in romantic movies, attracting many people coming to take a walk or do exercise and enjoy the nice view.

At the same time, others sipping their cup of coffee under these streets also enjoy the picturesque scene.

Furthermore, many young women put on ao dai (traditional dress) and come here for taking photos, adding more charm to the lovely scenery of Hanoi that impresses visitors and gives the nostalgia of it to those who used to live in the city.

The foliage season of dracontomelum is very short. When people are still enjoying it, it leaves unnoticed, making them miss it and look forward to the next season.

Delicious food and drink

After admiring the charming foliage season of dracontomelum, Hanoians are eager to enjoy its fruit. Skillful and creative local women have made tasty food with dracontomelum fruit.

With its special sour flavor, dracontomelum is an important and irreplaceable ingredient for the preparation of typical dishes of the city such as simmered duck with dracontomelum, sweet and sour soup with rib or pork, sour braised meat, fish or shrimp, or sour soup of morning glory – a very popular dish of every family to cool down the heat in summer.

Dracontomelum is favored so much that people try to preserve the fruits in cold storage which are only available in summer to use for the all year round.

Thereby, dracontomelum juice is created from home-made syrup to enjoy with ice, making it a popular sweet and sour beverage of the local people, ideally to cool off in summer.

Besides, dracontomelum fruits are also dried in the sunlight before being mixed with salt, sugar, and ginger, perfect for snacks, especially in winter. Dracontomelum dried fruits are among one of the typical foods of Hanoi, a popular gift for visitors to bring home.

With the beautiful shaded roads, pretty carpets of leaves and flowers, and delicious specialties, dracontomelum contributes a legacy to the land of thousands of years old.
