First batch of COVID-19 vaccines arrives in Vietnam

The vaccine was jointly studied and produced by AstraZeneca pharmaceutical company and the UK’s Oxford University.

Deputy Health Minister Truong Quoc Cuong highlighted the significance of the vaccine delivery at a time when the COVID-19 pandemic is erupting in Hai Duong, Hai Phong and Quang Ninh.

With the delivery, Vietnam has become one of the first countries in Asia to access a prestigious vaccine in the world.

In order to achieve the dual goal of fighting the pandemic and developing the economy, it is necessary to increase vaccination to reach community immunity, he said.

Apart from stepping up the trial and production of vaccines at home, the Health Ministry is working to import more vaccines from other producers as directed by the Government while preparing for vaccination in the priority list, he added.

Vu Thu Ha, Director of the Vietnam Vaccine JSC (VNVC) – importer of the vaccine, said the batch will be brought to the VNVC’s super cold facilities for storage in line with the Government and Health Ministry’s regulations.

Result from clinical trials showed that 22 days after the first shot, AstraZeneca vaccine could fully protect people from serious illness, hospitalization and death caused by the novel coronavirus. Within 90 days, the vaccine’s potency could reach 76 percent.

Analyses showed that the vaccine could reduce infection risk by two thirds for cases without symptoms.

In the social distancing period of the COVID-19 pandemic last year, BIDV MetLife received a number of claims for insurance benefits under the circumstances of limited travel and difficulties in the verification process. However, with responsibility and the spirit of always putting clients’ interest first, BIDV MetLife overcame such limitations, quickly collected documents, made claim decisions, and paid for the clients’ families as soon as the paperwork had been completed.

One particular client had an accident and died in May, leaving behind their life partner and two school-aged children. BIDV MetLife had its staff quickly verify the information.

After collating the results, the company decided to pay accidental death benefit as in the contract terms with the aim to promptly help the family stablilise after the unexpected event, and ensure future education for the children.

Another client suddenly died while travelling abroad last year. The customer’s insurance contract did not specify the beneficiary – luckily, the client purchased life insurance from BIDV MetLife. After receiving the case, BIDV MetLife’s Benefit Department helped the client’s family complete the estate division agreement so that they could take advantage of the benefits as claimed in the contract.

Over the last six years, BIDV MetLife has paid almost VND36 billion ($1.56 million) in insurance benefits. In 2020 alone, BIDV MetLife successfully resolved 5,790 cases, paying around VND25.2 billion ($1.1 million).

HCMC firms to spend $261 mln on environmental projects

The HCMC Urban Environment Company (Citenco) and the HCMC Finance and Investment State-owned Company (HFIC) said the projects would use advanced technologies to promote sustainable development and foster a green economy.

One of the projects is to complete a 20 ha landfill at the Phuoc Hiep waste treatment complex in Cu Chi District. The landfill, which can process 2,000 tons of waste each day, is expected to commence within the first quarter this year and be completed in three months. The VND200 billion landfill project will be a backup plan when existing landfills become overloaded or stop operating.

The construction of a VND3 trillion waste-to-energy power plant within the same landfill is another project. With an incinerating capacity of 1,000 tons of waste a day, the plant is expected to help reduce trash in the city while producing electricity for the national grid.

Another project, relocating a hazardous waste treatment plant from Hoc Mon District to Cu Chi, would also be carried out by 2023. The VND400-600 billion project will help increase the plant’s waste treatment capacity to 1,000 tons a day.

The second phase for the construction of the Da Phuoc Cemetery in Binh Chanh District is also a part of the plan. The 46 ha, VND2 trillion cemetery will have over 46,000 graves. It will met reburial demands from the Binh Hung Hoa and other cemeteries in the city.

The firms plan to spend VND100-200 billion on replacing garbage trucks and other environmental vehicles by buying 50-100 new vehicles.

Nguyen Ngoc Hoa, HFIC Board of Members, said over 50 percent of the project’s investment capital would be derived from existing sources, and the rest mobilized from both domestic and foreign sources.

HCMC now discharges around 9,300 tons of domestic waste a day, with 10 percent more being added every year. By 2025, the city aims to have 90 percent of construction waste and all industrial and medical waste collected and treated. It also targets that by 2023, 60 percent of households in the city sort out waste at home before it is collected for recycling.

Two Vietnamese referees shortlisted for Women’s World Cup 2023

The list includes 750 referees and assistant referees. All are required to pass several tests before FIFA selects the final 56 referees and 100 assistants.

Due to the Covid-19 pandemic, many global football tournaments were either postponed or canceled last year, meaning many refs on the list have not seen the pitch during the past nine months.

However, in Vietnam, women’s football tournaments still took place as normal, from the U14 contest to the national championship, thanks to the country’s superb efforts in containing Covid-19. That means Trang and Trinh were refereeing regularly in 2020, giving them an advantage in the competition for a spot at Women’s World Cup 2023.

Trang is one of only three referees in Vietnam certified as elite FIFA refs. This is the highest level of refereeing and can only be awarded to those who reach FIFA standards, are fluent in English and passed physical tests at all levels.

“I was really excited when I heard the news because World Cup is a dream for anyone who works in the football field, including a referee like me. No Vietnamese referee has ever been selected into the candidate list before, not to mention the final list. But I will try my best. If I get selected, it would be a dream come true for me,” Trang said.

According to FIFA requirements, candidates like Trang and Trinh are expected to referee football matches at the highest level in their countries. FIFA also requires candidates to participate in the men’s training program for referees and assistant referees so they could improve their skills under the instruction of elite experts in the region as well as the world. Throughout these courses, FIFA will assess, evaluate and select the best for World Cup.

On-demand Covid-19 test services available, service fees vary

Some hospitals have begun providing on-demand Covid-19 test services in response to high demand.

Nguyen Thu Ha in Bac Tu Liem district in Hanoi said she has returned home from Quang Ninh province where she spent the Tet holiday. She and other family members made health declarations after the return.

They were asked to stay in quarantine at home and report to the local medical center if they have a high temperature or cough. If so, they will get tested.

However, as Ha is worried about the infection probability, she has decided to use on-demand testing service and pay for the service.

Many other people also want to have on-demand tests as the pandemic is still in a complicated situation. The fee for tests is between VND1 million and VND2 million.

There are many hospitals in Hanoi recognized by the Ministry of Health as meeting the requirements to test for SARS-CoV-2.

The testing center of the University of Public Health has confirmed that the center is providing Covid-19 testing service at a fee of VND1 million to subjects without epidemiological factors. Samples are taken at 9-11 am every day.

At Hong Ngoc Hospital, service users have to pay VND1.6 million. At Medlatec, the fee is VND1.199 million.

Licensed medical centers have the right to provide on-demand tests. However, hospitals only reserve testing kits to carry out compulsory tests for patients going to the hospitals. Meanwhile, the tests are free if they are conducted for epidemic prevention purposes.

At 108 Hospital, people who want to get tested before traveling abroad have to pay VND2,350,000.

The E Hanoi Hospital is also one of the medical centers allowed by the Ministry of Health to conduct Covid-19 tests in Hanoi. However, Le Ngoc Thanh, director of the hospital, said the service is only provided to those who have suspected factors or want to go abroad.

He went on to say that it would be a wasteful expenditure if tested spontaneously.

“The test result is valid only at that moment. More importantly, one needs to comply with epidemic prevention principles,” he said.

Associate Prof Dr Tran Dac Phu, senior advisor to the Center for Public Medical Event Response, said the on-demand testing service has been approved by the Prime Minister, but the service still is not available in some provinces.

Many people refuse to get tested despite symptoms of cough and high temperature, while other people just want to get tested, and others don’t observe epidemic prevention measures.

He said provincial CDCs have been instructed to carry out tests for people in areas with high risks. In Hanoi, for example, all the people returning from Hai Duong have to be tested.

Hanoi (VNA) – Prime Minister Nguyen Xuan Phuc attended and delivered remarks at an open debate of the UN Security Council (UNSC) on addressing climate-related risks to international peace and security, which was held in the form of video conferencing on February 23.

Following is the full text of the Prime Minister’s remarks.

Mr. President,

I applaud the initiative of the UK Government and yourself, Mr. President, to host this important UNSC open debate on “Addressing climate-related risks to international peace and security”. I would like to thank UN Secretary General António Guterres and Chair of the UN Youth Advisory Group Nisreen Elsaim for your insightful and substantive information and recommendations.
Mr. President,

Earth – our blue planet, and our shared home – is suffering from grievous impacts of climate change. 2020 was one of the three hottest years in modern history, and was faced with the constant and severe aftermaths of floods, droughts, bushfires, rising sea level, and the unprecedented COVID-19 outbreak.

Such calamities have placed great burdens on the political and socio-economic life of many countries. They have caused unemployment and poverty, affected the livelihood of hundreds of millions of people, and risked creating instabilities or exacerbating present conflicts in many countries and regions, thus threatening international peace and security. In addition, conflicts and instabilities would further erode countries’ resilience, and rob them of valuable resources that could have been utilised to overcome the challenges of climate change.

Therefore, I propose that the UNSC, with its foremost mission being the maintenance of international peace and security, needs to galvanize collective and persevering efforts of the international community via the following measures:

First, a comprehensive and balanced approach is necessary in handling the connections between traditional and non-traditional security challenges, particularly in addressing the root causes of conflicts, such as poverty, inequality, power politics and unilateral interference and coercion. Strict adherence to the UN Charter and international law must truly become a standard of behaviour for countries in international relations.

Second, for the 2030 Agenda for Sustainable Development (SDG-2030), the UN Framework Convention on Climate Change (UNFCCC), and the Paris Agreement (COP-21) to be effectively implemented, the UNSC and the international community should allocate greater resources to support developing countries, least developed countries, small island developing states, and land-locked countries that are most detrimentally affected by climate change, and are also lacking expertise and resources.

Third, I hope that the UNSC will continue to enhance its early warning capacity, and bolster its role in mediating, preventing and resolving conflicts in all regions, including through enhancing cooperation with regional organisations.

Fourth, in order to harmoniously manage the connection between climate change and security, it is necessary to continue upholding the principles of respect for the sovereignty, national ownership and principal responsibilities of states. The shared interests of communities and peoples, particularly vulnerable groups, must be placed at the heart of all national and global climate action strategies and plans.

Mr. President,

According to the World Bank, Vietnam is among the six countries most severely affected by climate change. Thus, active and effective response to climate change is both a major guideline and a strong political resolve by the Vietnamese Government. Vietnam has made great efforts to fulfil its international commitments on climate change (SDG-2030 and COP-21). In this connection, we support all endeavours to address climate-related challenges at the UNSC and other multilateral forums. I hope that the international community will provide Vietnam with further assistance and resources, so that we can better fulfil our commitments. Vietnam will work closely with other ASEAN members and support the cooperation between ASEAN and the UN.

Mr. President,

The world is burdened with the fight against COVID-19. Responding to the appeal of the UN Secretary General in “Making peace with nature is the defining task of the 21st century”, we should take bold actions and enhance international unity. I am confident that the “challenges” stemming from climate change can be transformed into “drivers” for change, contributing to fostering a future of peace and more sustainable development for next generations.
