Teacher jailed for sexual abuse of ninth-grade students

Nguyen Hoang Nhut, 39, who taught biology at Duong Minh Chau Secondary School, was charged with “engaging in sexual intercourse or other sexual activities with a person aged 14 to under 16” and “molestation of a person under 16.”

Nhut was also required to pay VND10 million ($433.16) in damages to each of the three victims, with the fourth declining compensation.

According to the indictment, the teacher had joined an LGBT social media community in June 2019, noticing one of his male students was also a member. He first approached the student by asking him to clean the school lab, where he engaged the victim in oral sex.

A week later, Nhut called the student to his house where they engaged in sexual intercourse.

Investigators identified three other male students whom Nhut had coerced into sexual misconduct.

The incident came to light last year after one of the victims’ family filed a police complaint.

Recent reports of male teachers sexually assaulting school students have shocked the nation.

In October 2019, a former principal of a boarding school in northern Phu Tho Province was sentenced to eight years in prison for sexually abusing nine male students for years.

Official data shows more than 8,000 Vietnamese children have been sexually or physically assaulted since 2015. In most cases, perpetrators have been found to be those familiar with the children, such as teachers, relatives and neighbors.

What afforded the coronavirus its Hai Duong foothold

Northern Hai Duong Province, currently Vietnam’s biggest coronavirus hotspot with 684 cases, was the epicenter of a new Covid-19 wave that has swept 13 cities and provinces since Jan. 28. Over a month later, Hai Duong is still detecting new transmissions every day, though the number of infections has markedly dropped since the province entered a 15-day social distancing period starting Feb. 16.

Tran Dac Phu, an advisor to Vietnam Public Health Emergency Operations Center (EOC) and former head of the General Department of Preventive Medicine under the Ministry of Health, on Tuesday said while Hai Duong has done its best to fight Covid-19 outbreaks, several challenges have caused infections to persevere in the province.

The coronavirus wave in Hai Duong was noticed after a woman from the province entered Japan for work and eventually tested positive for the novel coronavirus. Vietnam was only informed of the case thanks to the initiative of Japanese authorities, meaning isolation and contact tracing in the province only commenced after Covid-19 had supposedly spread in the community over an extended period of time. Deputy Prime Minister Vu Duc Dam suspected the initial infection may have already been present in Hai Duong around 10 days prior, though no one was sure of the exact time frame or initial source.

Besides late detection, outbreaks in Hai Duong were associated with large population centers, including industrial complexes with thousands of workers and their surrounding neighborhoods, significantly impeding contact tracing.

On the first day of the outbreak, Hai Duong recorded a staggering 73 cases , all employees of the Vietnam Poyun Electronics Co., Ltd in Chi Linh Town, where the woman who tested positive for the coronavirus in Japan worked at.

The new Covid-19 outbreak was further driven by a coronavirus variant originating from the U.K., said to be 70 percent more transmissible than ordinary strains, necessitating sped-up contact tracing, isolation and testing.

Cross-infection at Hai Duong quarantine zones has also been an issue, forcing authorities to disinfect entire facilities and relocate those being isolated.

While outbreaks in Hai Duong have largely been put “under control,” Phu said there would still be a number of expected and “unavoidable” cases here and there. With the province still rife with unidentified infection sources and most patients asymptomatic, it is impossible to determine how long the virus has been present within the community, he added.

While province-wide social distancing is expected to end Wednesday, a commune in Kim Thanh District, with a population of around 7,400, was placed under 14-day lockdown starting Monday after new cases emerged in the area.

Vietnam has recorded 2,472 Covid-19 cases so far, with 541 still active.

Health crisis fails to impede business confidence

In June last year, Ngo Dinh Vuong halted the operation of his garment factory in Quang Minh Industrial Park in Hanoi’s Dong Anh District due to the health crisis. The factory was opened in late 2018 and is the third to have been opened by Vuong in the northern region of the country since 2016.

Then in July, the second factory, based in Hung Yen Province, faced the same plight, leaving the first factory operating moderately also in Hung Yen. The three factories are managed by Hoang Yen Garment and Trading JSC, established in 2016, where Vuong is the director.

However, in early January, the two factories with halted operations began resuming operations as some big contracts have been landed with local and foreign experts. This would allow 800 workers to have incomes.

“We are happy that all of our three factories are in full operations now,” Vuong told Nhan dan Online.

Hoang Yen Company’s case is among more than 11,000 enterprises resuming operation in the first two months of this year nationwide.

According to the General Statistics Office (GSO), also in the first two months of 2021, the economy saw 18,100 newly-established enterprises with total registered capital of VND334.8 trillion (US$14.55 billion), employing 172,800 new labourers – up 4% in the number of enterprises, 52.2% in capital, and 9.7% in the number of labourers as compared to those in the same period of last year.

In particular, the average registered capital of each newly-established business in the two months of the year is VND18.5 billion (US$804,347), up 46.4% year-on-year. If an additional VND385.6 trillion (US$16.76 billion) registered by 6,500 operational enterprises is included, the total registered capital inserted into the economy in the first two months is VND720.4 trillion ($31.32 billion).

In February, despite the Lunar New Year, the number of newly-established firms hit more than 8,000 registered at VND179.7 trillion (US$7.81 billion), down 20.3% in the number of enterprises but up 15.9% month-on-month and 85.6% year-on-year in capital. The average registered capital of each business in the month reached VND22.4 billion (nearly US$974,000), up 45.5% month-on-month and 111.6% year-on-year.

Also, in February, the number of businesses with halted operations reduced 80.1 month-on-month and 21.3% year-on-year. Furthermore, the number of those with halted operations and waiting for dissolution decreased 53.5% month-on-month and 32.2% year-on-year.

“These are extremely positive signals for the economy in the context that the COVID-19 pandemic remains very complicated, badly affecting the business and production activities of businesses,” said a GSO report on the economy’s two-month economy.

Optimistic expectations

According to global data analyst and provider FocusEconomics, after economic growth gained further momentum in the fourth quarter of last year, whose growth hit 2.91% in 2020, signs for the first quarter of 2021 are generally positive.

“Economic growth is projected to rocket this year amid strengthening domestic and foreign demand, with Vietnam set to continue outperforming its regional neighbours. The recent spike in COVID-19 cases and associated implementation of restrictions are a cause for concern, however, while a possible prolonged downturn in the tourism sector remains a key downside risk,” FocusEconomics told Nhan dan Online in a statement. “Our panellists expect GDP to expand by 7.4% in 2021, which is unchanged from last month’s forecast, and by 6.9% in 2022.”

A few weeks ago, Standard Chartered released its fresh forecast for Vietnam’s 2021 GDP growth.

“Standard Chartered expects Vietnam’s GDP growth to rebound to 7.8 per cent in 2021, from 2.91 per cent in 2020, with manufacturing likely continuing to drive the economy and helping Vietnam outperform the rest of Asia,” said the bank on a statement. Spurring confidence

With a view to fuelling the economy and support enterprises and investors, on January 1, 2021, Prime Minister Nguyen Xuan Phuc signed and enacted Resolution No.01/NQ-CP on key tasks for implementation of the socioeconomic development plan and state budget estimates for 2021, as well as Resolution No.02/ND-CP on continuing implementation of measures to improve the domestic business climate and enhance national competitiveness in 2021.

According to Resolution 01, in order to realise the socioeconomic development plan for 2021-2025, the government has identified “solidarity, discipline, innovation, and aspiration for development” as guidelines for action this year.

The government defined 11 key missions and measures, including effective implementation of tasks to serve the organisation of the Party Congress, election of deputies to the National Assembly and all-level people’s councils, and preparation, issuance, and implementation of action programmes to carry out the resolutions.

The government will also continue implementation of tasks in a flexible and effective manner to simultaneously fight the pandemic and boost economic growth; while completing institutions for the socialist-oriented market economy, thus facilitating economic recovery and development based on stabilising the macro-economy and curbing inflation rate, as well as improving the economy’s resilience.

Meanwhile, according to Resolution 02, the government requested ministries, municipal and provincial people’s committees, and other governmental agencies to comprehensively and effectively enforce main tasks and solutions to enhance Vietnam’s business environment and national competitiveness in 2021.

The government ordered priority to be given to improving several indexes and indicators regarding construction permit issuance, asset registration, settlement of contract disputes, bankruptcy of enterprises, land administrative management quality, application of information technology, quality of vocational training, students’ skills, patent granting, fighting against corruption, online transactions, job opportunities in knowledge-intensive sectors, and a sustainable ecosystem.

Notably, Resolution 02 underlined the mission for the national digital transformation programme by 2025 with a vision towards 2030 approved under Decision No.749/QD-TTg last June, which must align with public administrative reforms.

Both resolutions 01 and 02 aim to reach the ultimate goal of securing an economic growth rate of at least 6.5% for 2021, with improvements in national economic competitiveness and in the local investment and business climate in favour of investors and enterprises.

The resolutions demonstrate the government’s unceasing efforts to drive the economy forward, though last November the NA seemed to take great caution when it set the economic growth target at about 6% only.

Each percentage of growth can create 300,000 direct jobs and many other hundreds of thousands of indirect jobs, according to experts.

Ngo Dinh Vuong of Hoang Yen Garment and Trading JSC said that he expected the resolutions will be materialised via specific solutions and programmes by ministries, agencies, and localities.

“The economy is bouncing back, and we hope the solutions will continue helping enterprises like us to not only stay afloat but also to weather all difficulties now and ahead. This will help the economy ensure the government desired economic growth,” Vuong told Nhan dan Online.

Hopes for an end to the pandemic were boosted by positive assessments of the Moderna Covid-19 vaccine, but a study warned that at least a fifth of the world’s population in poorer nations may not have access to vaccines until 2022.

With the virus resurgent in Europe, Germany closed non-essential shops and schools, swathes of England came under tighter curbs, and Denmark extended its restrictions.

“It’s very good that we’re closing the shops, it’s for our health. We can’t wait for things to fall apart,” said shopper Jurgen in Berlin, where people were rushing to finish their Christmas purchases before the shutdown.

Germany had coped relatively well with the first wave in the spring, but it has struggled to contain a resurgence in recent months and its health minister said it wanted the European Union to approve the Pfizer-BioNTech vaccine “before Christmas”.

Calls have been growing for the EU health regulator to speed up its vaccines decision process, with the bloc lagging behind a growing number of nations that have authorised the drug.

Britain has already started using it, but high infection numbers forced London on Wednesday to join large parts of central and northern England under tough, economically painful restrictions.

Pubs, bars, restaurants and other hospitality sites will close, apart from takeaways, as will theatres and other entertainment venues.

“The hospitality business needs this week, and it’s devastating. It is devastatingly awful,” said Lesley Lewis, owner of The French House, a London pub.

“But if this is what it takes to save lives, that’s what we have to do.”

The Netherlands, France and Turkey have also announced restrictions to be in force over the holiday season.

– Upbeat Moderna assessment –

Known worldwide infections are nearing 73 million, with more than 1.6 million deaths.

The United States remains the hardest-hit nation, setting a record for new daily infections on Tuesday with more than 248,000 cases.

The Washington National Cathedral rang its bells 300 times Tuesday in memory of the 300,000 people who have lost their lives to coronavirus in the United States.

The situation has become severe in California, where officials ordered thousands of extra body bags as Los Angeles was left with fewer than 100 available intensive care beds for a county of 10 million people.

The US has started using the Pfizer-BioNTech vaccine, and the Food and Drug Administration on Tuesday issued an upbeat briefing about the Moderna candidate too, ahead of a meeting of experts on whether to grant it emergency approval.

The regulator also approved the country’s first rapid at-home coronavirus test for Covid-19, which is available over-the-counter and produces a result in around 20 minutes.

President-elect Joe Biden said Tuesday that he would be vaccinated in public.

– Poorer nations left behind? –

With wealthy nations reserving more than half of next year’s potential doses, there are fears the poorer parts of the world will be left behind.

Even if the drug makers all produce effective, safe vaccines and meet their maximum global manufacturing targets, a study published Wednesday by researchers from Johns Hopkins University warned that “at least a fifth of the world’s population would not have access” until 2022.

The World Health Organization has said it is in talks with Pfizer and Moderna about including their vaccines at affordable prices for poor countries.

The widespread deployment of vaccines is seen as crucial to reviving the global economy.

“I’ve been at home for the past eight months, there’s been no income coming in,” said Ashwin Pal, a dive operator in Fiji, where the lack of visitors has devastated the key tourism sector.

“Life’s been pretty tough.”

Man swims out of coronavirus-hit Vietnamese province using foam float

A Vietnamese man has been caught clinging onto a foam float to swim from the COVID-19 epicenter of Hai Duong Province to Hai Phong City in northern Vietnam, instead of traveling through control points.

The Committee for COVID-19 Prevention and Control in Hai Phong on Monday said that the case was discovered by police in Dai Ban Commune, An Duong District and a task force of Van Tien Village during a patrol session on Sunday.

Accordingly, Truong Van Luan, a 43-year-old man dwelling in Minh Hoa Ward in Kinh Mon Town, Hai Duong, swam with the support of a foam float on the Lach Tray River to enter Van Tien Village in Dai Ban Commune.

When he reached the riverside in Van Tien Village, he was immediately caught and taken to the local medical center for health declaration.

After checking Luan’s personal information and health status, police in Dai Ban Commune booked the case and escorted him to the bordering area between Hai Phong and Hai Duong to return him to the latter province.

Hai Duong is currently Vietnam’s COVID-19 epicenter with 676 cases having been documented since January 27.

People traveling to and from Hai Duong are requested to make entrance via control points for medical declaration.

Vietnam had gone nearly two months logging zero domestic cases before it detected the first one on January 27 and confirmed it one day later, according to the health ministry’s data.

A total of 868 community-based cases have been confirmed in 13 provinces and cities since then, making it the most serious wave to have struck Vietnam after the first-ever COVID-19 patient was announced in the country on January 23, 2020.

Hai Phong has registered four COVID-19 patients in this new wave.
