Deputy Minister of Natural Resources and Environment Le Minh Ngan underpinned the importance of the national marine spatial master plan, saying its objectives are to properly delineate and zone off sea spaces for different sectors based on the incorporation of planning of sea-based industries; and to orient the use of sea spaces and address overlaps and conflicts in exploiting marine spaces. Drafting the master plan is a challenging and complex task, given that it has never been done before in Vietnam, Ngan noted, adding that utilizing existing data and information, it will zone off the marine spaces based on natural ecosystems to provide a connecting space for socio-economic development, enhance land-to-sea connectivity and protect national security-defence and international cooperation. The system will offer all 403 level-3 and level-4 public services online as well as 25 essential public services listed in Project 06. This means all 1,733 administrative procedures will be offered online for the local authorities of all districts and Thu Duc City to easily answer the requests of citizens. Right now, only the marriage registration cannot be done online, but others like birth registration, death registration will be performed online at level 3. The proliferation of pageants in the country has become a recent topic of discussion/debate. People say that the sheer number of competitions has caused a drop in both the quality of the candidates and entertainment value. Comparisons have even been made to Thi No, a literary character famous for being the polar opposite of beauty in Nam Cao's "Chi Pheo." Over the years, I have come to believe firmly that today’s beauty contests, not just in Vietnam, are inherently flawed.
